OSWAL6 ASSASSIN BEYOND A DOUBT, F. B. I. CONCLUDES

He Acted Alone and Did Not Know Ruby, Says Report to Warren Inquiry Panel

Special to The New Yoe* Thais

WASHINGTON, Dec, 9—A Federal Bureau of InvesUgatio

• report went to a special dential commission and named Lee 11 /Oswald as the

is stts scin of President Kennedy. There can be no doubt of Os-

wald's guilt, according to the report The report further con-chided that there was no link between Oswald and Jack Ruby, the man who killed him in' the Dallas police garage.

The Department of Justice, declining all comment on the content of the report, announced only that on instructions of President Johnson the report was sent directly to the special conunissoin of which Chief Jus-tice Earl Warren is chairman..

The commission asked that the report, not be Made public until it had bad an opportimity to review it and had. taken ''whatever action it may feel appropriate."

Investigation Continues- The Justice Department said

that the F. B. L investigation was continuing and that any further facts that were found would be reported to the War- ren commission, •

The report is known to er11.. phislast that Oswald was un-questionably the assassin and

. that he, acted alone. Speculation that Oswald and

Ruby knew each other, or in Some way were part of a pri vendetta or assodation, 3s pletely discounted in the port.

The slaying of 0 aid by Ruby, an act with by mil- Ions on televis,W is simply reported in th,o'FJ3.I. doctiment.' There is scf attempt to find Ruby gt ty in a legal seam This a matMr-for a jury.
