Law of GeorgiaOn Social-Economic and Cultural Development of High
Mountainous Regions 13.12. 2000
Article 1
This Law aims, in accordance with Article 31 of the Constitution of Georgia and the International Charter on Alps Convention, he purpose of this Law, to:
a) Ensure social-economic development of high mountainous regions;
b) Implementation of the policy for sustainable development of high mountainous regions according to modern requirements and the interests of future generations;
c) Intensify economic and cultural activity in high mountainous regions;
d) Arrest spontaneous migration of population;
e) Revive emptied and semi-emptied villages and communities;
f) Rationally use local resource, develop industry and increase the level of population employment;
g) Attract investment from various sources (including from the European Union funds);
h) Promote the development of inter-national cooperation in order to solve the border zone problems of the regions;
i) Preserve original landscapes and ecosystems and protect them from harmful exposure;
j) Regulate road constructions;
k) Rationally use natural resources, design and construct production objects according to the policy for sustainable development of high mountainous regions.
Article 2
The following types of economy serve as the basis for social-economic and cultural development of high mountainous regions:
a) Agricultural production, first of all, field cropping, cattle husbandry, vegetable-growing, fruit-growing, apiculture, fish-breeding, hunting and forestry as well as other fields of traditional local farming;
b) Industrial production, first of all, exploitation of local natural riches in compliance with the sustainable nature development principles provided by the Charter of the Alps Convention, processing industry, household trade, renewable energy, construction of small-capacity hydropower stations;
c) Tourism, health resort and recreation business.
Article 3
To promote social-economic and cultural development of high mountainous regions, the Georgian government shall design a state program of soft loan-investment strategies the parameters of which shall annually considered in the state budget. This program will promote:
a) Development of tourism, health resort and recreation business;
b) Protection, restoration and involvement in tourism of historical-architectural and natural monuments;
c) Development of mountain-skiing and other kinds of sports;
d) Success in archeological survey;
e) Revival and further development of business and social-cultural traditions and creation of the relevant research centers;
f) Development of various fields of traditional household trade (pottery, embossing, engraving, tinware production, weaving, embroidering, making of felt cloaks, production of folk musical instruments, etc) specific for high mountainous regions, studying of trade under people's masters;
g) Development of small and middle business and entrepreneurship, designing and construction of production objects through rational utilization of local natural and labour resources;
h) Funding of small-capacity hydropower station construction and renewable energy utilization projects in order to supply electricity to household and business activity of the population of high mountainous regions;
i) Training of personnel for sustainable development of high mountainous regions;
j) Development of the categories of protected territories in high mountainous regions.
Article 4
1. This Law shall apply and extend to the high mountainous regions, which are, according to their geographic location, fully compatible with the concept of a high mountainous region.
2. According to hipsometric height, a high mountainous region is a populated territory that is located 1500 m and over above sea level but according to various parameters (grade of mountain slopes and heights, geographic location, natural environment, ethnographic and economic specifics, shortage and scarcity of agricultural land, demographic capacity, intensified migration process, threat of economic loss of emptied territories) the lower border in the regions on the South Caucasian Slope and in the Ajara-Guria Mountains drops to 1000 m (in exceptional cases – even to 800 m) but not lower than 1500 m in the mountainous regions of South Georgia.
Article 5
1. Irrespective of hypsometric height, this Law shall subsist to extend to completely to Mtiuleti and Gudamakari Gorge, Pshav-Khevsureti and Tusheti only, which are regarded to be sharp demographic rehabilitation zones.
2. Village councils in high mountainous regions provides financial assistance to new settlers from the local budgets and funds formed form donations, and
proceeds of exploitation of natural resources, renting of pasturelands and various production activity as well as from budget and non-budget resources.
Article 6
The list of the villages, hamlets and communities to which this Law applies is provided in the appendix to this Law.
Article 7
This Law be enacted upon its promulgation.

The Parliament of Georgia resolves:
I. The following changes and amendments be made in the appendix to the Law of Georgia on Social-Economic and Cultural Development of High Mountainous Regions (Legislative Bulleting of Georgia N 24(31), 1999):
1. Paragraph 2 of Article 5 shall be deemed Paragraph 3 and the article shall be supplemented with Paragraph 2 of the following content:
“2. If a high mountainous regions is situated above 1500 m and a main gas pipeline crosses the territory, subsidizing of gas consumed by the population of such region for household or industrial purposes shall take place at the expense of the central budget.”

Law of GeorgiaOn Making Changes and Amendments to Some Legislative Acts
of Georgia
The Parliament of Georgia resolves:
I. The following changes be made in the Law of Georgia on Public Service (Parliament Bulletin N45, 21.11.1997):
1. In Article 1341 the figure “2001” shall be replaced with the figure “2000”.
2. Paragraphs 2 and 3 of Article 137 shall be deemed Paragraph 2 and worded as follows:
“2. Paragraphs 2 and 3 of Article 37, Articles 42 and 47, and Paragraphs 1 and 3 of Article 109 of this Law shall be enacted from January 1, 2001”.
II. In Paragraph 7 of the Law of Georgia on Establishing State Orders of Georgia (The Parliament Bulletin N 21, 1999, Art. 100) the figure “2001” be replaced with the figure “2002”.
III. In Paragraph 2 of Article 37 of the Law of Georgia on the Status of the Member of the Parliament of Georgia (The Parliament Bulletin N 13-14, 08.04.1998) the figure “2001” be replaced with the figure “2002”.
IV. Article 22 of the Law of Georgia on Mandatory Life and Health Insurance of the Member of Parliament (The Sakartvelos Sakanonmdeblo Matzne N 30(37), 1999, Art. 160) be worded as follows:

VII. Chapter XVII of the Law of Georgia on Making Changes and Amendments to Some Legislative Acts of Georgia (The Sakartvelos Sakanonmdeblo Matzne N52(59), 1999, Art.253) be worded as follows:
“XVII. The cost of electricity consumed within the limit set by this Law shall be paid for from the budgets of the relevant territorial units and the cost of the electricity consumed in excess of the set limit shall be fully paid for by a subscriber (family).”
VIII. In Article 248 of the Code of Labour Laws of Georgia (The Bulletin of the Supreme Council of the Georgian SSR N6, 1973, Art.118) the figure “2001” be replaced with the figure “2002”.
IX. Paragraph 1 of Article 38 of the Law of Georgia on Budget System and Budgetary Powers (The Parliament Bulletin N17, 1996) be worded as follows:
“1. From January 1, 2001 to January 1, 2002 70% of the motorcar oil excise amounts transferable to the state budget to the central budget and 30% - to the Road Fund.”

“Pension security of military servicemen and their family members is provided by the Ministry of Labour, Health and Social Affairs of Georgia in accordance with this Law.”

“Article 231. Term for Application of Privileges
