1. BACKGROUND 1.1 Background: This project is part of Wollongong City Council’s Public Art Program and this ongoing program continues to transform the city’s outdoor public spaces and foster creative engagement by using exciting and evocative art spaces. 1.2 Aims and Objectives The project will significantly enhance the quality of the public domain and therefore strengthen Wollongong as an innovative and creative regional centre that encourages creativity, employment and economic growth. The project aims to: Create quality public art that is innovative Celebrate Wollongong heritage and stories from our past Respond to an energetic local culture and reflect the social and cultural dynamics of Wollongong CBD. Improve amenity and activate spaces Reduce urban decay that often attracts opportunities for criminal and anti- social behaviour Create a feeling of safety in the community and promote the cultural wellbeing of the area 1.3 Policy & Planning Framework This project contributes to the delivery of Wollongong 2028 Community Strategic Plan, Delivery Program and Annual Plan 2020 2021. It specifically delivers on the following:

2. THE ARTWORK 2.1 Project Description: Wollongong City Council is seeking to engage a researcher / digital photographer to coordinate the identification and digital reproduction of heritage photographic panels for installation in Bonacino Walkway. The images chosen for the project are to reflect and celebrate the 2022 Country Women’s Association Centenary in Wollongong. 2.2 Scope of Works: The successful artists will develop the following:

a) Research and identify up to 20 photographs suitable for reproduction in a digital format of local Wollongong photographs that reflect the themes and conceptual framework for the project.

b) Work with representatives from the CWA and Council to source and identify suitable images and text for signage.

c) Photographs to be presented to a project committee for shortlisting and final selections and recommendations for the project.

d) Reproduce and adjust the selected photographs into a format suitable for enlargement and reproduction.

e) Produce text suitable for the information panels describing relevant information about each of the photographs.

f) Liaise with Council to organise the reproduction of the photographs onto large panels ready for installation

g) Oversee the installation of the panels onto the western wall of the Council administration building.

h) Attend and consult on a regular basis as required to the ‘project committee meetings’ and report of the projects progress as required.

i) Write a final project report for the project.

2.3 Parameters: The Artist will refer to this Project Brief, Artist Contract, Appendices A - Wollongong City Council Public Art Process and any attached documents when creating the artwork. It is understood that the life of the artwork will be between 12 months – 2 years. Council reserves the right to remove the artwork as required. 2.4 Design and Thematic Consideration Fourteen historic photographic panels of significant images celebrating the Wollongong CWA Centenary will be selected for printing and installation. The project aims to connect with local residents and visitors and encourage the celebration of our local rich heritage. The project will enhance and highlight the character of the Wollongong City Council Administration Building as a people

friendly and safe precinct. The project will reflect stories and memories which enhance and acknowledge our understanding of where we live. The artworks will coexist and compliment a high use public environment and add to and transform the walkway into an exciting creative experience. The artwork will create a sense of reflection, enjoyment and discovery and be accessible and engaging.

2.5 Materials & Maintenance: The artist will supply the digital files to the Public Art Officer ready for reproduction by Wollongong City Council that have the following specifications:

1. Photographs to be reproduced at 300dpi 2. Dimensions of photographs to be 2330 (height) x 780 mm (width) 3. They can be provided at 25% of the full size but must be of a good

quality. Materials are to address Australian Standards and follow recommended OH&S processes and procedures.

2.6 Work by Council Wollongong City Council will provide the following:

2.7 Legal Requirements & Restrictions The Artist will be required to enter into a Council Standard Public Art Commissioning Contract. The artwork must be carried out to the specification of this Brief, Contract, Project Plan and Council policies and procedures. The artist must have their own Public Liability insurance ($10 Million). The artist agrees to allow the reproduction of artworks and all material in the Acquittal Report for non-profit purposes with appropriate permission and acknowledgements. 2.8 Budget An amount of $4,000.00 is available for the photographer / researcher. The Artist fee includes all aspects of the project including artist fees, research, detailed designs, all computer and digitisation process, attending meetings, all equipment and materials, any fees, licences, engineering and approvals and delivery of the completed artwork. Payments are staged payments upon the successful completion of agreed tasks, outputs and timeframes completed.

3.0 THE SITE FOR THE ARTWORK 3.1 Location and Site Description The photographic panels will be installed on the western wall of the Wollongong City Council Administration building. (see Attached photo) in Burelli St, Wollongong. Fourteen photographic panels and one information panel will be attached to the wall by Council. See Attachment 2 – Map. 3.2 Site Constraints The artist will be required to:

Work with the existing structures, frameworks and electrical services. Not interrupt clear circulation routes Able to co-exist and be integrated with the proposed or existing

structures It is important that the selected artist(s) acknowledge and respect the staff and adjoining businesses or users of the space and Wollongong City Council.

4.0 COMMISSIONING PROCESS 4.1 Project Management: The artist will be directly responsible to the Public Art Officer in Cultural Services. The artist will manage and coordinate the production of their artwork. Cultural Services will provide overall management of the project. The artists will be required to attend briefing and meetings with the Public Art Officer, Cultural Services, if required. 4.2 Project and Design Development and Approval Once engaged the successful artists shall prepare the following:

Liaise with local CWA members and research in Wollongong City Library Local Studies Library.

Present a selection of photographs / concepts and rationale that reflects the theme of the project to Council for short listing and final selection.

Present up to 14 x photographs and 1 x information panel ready for reproduction, and present for final approval.

Any changes to the agreed design will need to be submitted in writing and negotiated and agreed to by Public Art Officer. 4.3 Fabrication and Installation Upon formal approval of the photographs and information panel, the artist will supply the agreed photo files with agreed digital file format as per the specifications on a USB. The artist will coordinate all aspects of the design and fabrication of the artwork in consultation with Council.

4.4 Acquittal At the end of the project the artist is to deliver completed works in situ in a written and photographic form. Project Documentation to includes rationale, fabrication process, installation and completed works in situ.
