I know that many facilities are experiencing drastic vacancy rates in their correctional officer ranks and those in other job classes are having to fill in where necessary. I commend all of you for taking on these tasks and pushing through to achieve this agency’s mission. I also want to thank those who are going from their home facility to assist at Huttonsville Correc- tional Center, where they are experiencing extremely high vacancy rates with their correctional officer positions. I know that this places a hardship on some, however, we must remember that we are all a part of one team and that means we must pull together during the tough times. Your dedication and hard work are to be commended. Again, thanks to everyone for staying the course. I will continue to work towards improving the work environment for all of you and keep corrections in the forefront for improved salaries. The new WV Divison of Corrections and Regional Jail Authority sign was installed in July, 2017. The Central Office building on 1409 Greenbrier Street in Charleston, WV, is the headquarters for admistrative staff from both Division of Corrections and Regional Jail Authority. Human Re- sources Staff from both departments are now located in the Correctional Industries Building at 617 Leon Sullivan Way, Charleston, WV. During the months of February and March 2017, a fundraiser was held to benefit Mission WV and The Carry On Project. The Carry On Project raises funds for foster children and assists in providing these children with duffle bags and necessary hygiene products, as well as items to comfort them during their transition from each home they may be placed. The inmates at Huttonsville Correction- al Center (HCC) were able to order from a se- lection of items offered by Super Buffet in El- kins, WV. With each order the inmate placed, they were asked to make a donation for the Carry On Project. At the conclusion of this fundraiser, the inmates had ordered a total of $5,640.34 worth of food from Super Buffet! A total of $692.00 was donated to Mission WV for the Carry On Project. I could not be more pleased with the donations that these children will receive. As it was a very busy couple of months, I would like to extend my sincere gratitude to all staff and inmates of Huttonsville Correctional Center who played a part in making this fundraiser a huge success. I wish to take this opportunity to thank all of you for the work that you do. I know that many facilities are experiencing drastic vacancy rates in their correctional officer ranks and those in other job classes are having to fill in where necessary. I commend all of you for taking on these tasks and pushing through to achieve this agency’s mission.

I also want to thank those who are going from their home facility to assist at Huttonsville Correc-tional Center, where they are experiencing extremely high vacancy rates with their correctional officer positions. I know that this places a hardship on some, however, we must remember that we are all a part of one team and that means we must pull together during the tough times. Your dedication and hard work are to be commended.

Again, thanks to everyone for staying the course. I will continue to work towards improving the work environment for all of you and keep corrections in the forefront for improved salaries.

The new WV Divison of Corrections and Regional Jail Authority sign was installed in July, 2017. The Central Office building on 1409 Greenbrier Street in Charleston, WV, is the headquarters for admistrative staff from both Division of Corrections and Regional Jail Authority. Human Re-sources Staff from both departments are now located in the Correctional Industries Building at 617 Leon Sullivan Way, Charleston, WV.

During the months of February and March 2017, a fundraiser was held to benefit Mission WV and The Carry On Project. The Carry On Project raises funds for foster children and assists in providing these children with duffle bags and necessary hygiene products, as well as items to comfort them during

their transition from each home they may be placed. The inmates at Huttonsville Correction-al Center (HCC) were able to order from a se-lection of items offered by Super Buffet in El-kins, WV. With each order the inmate placed, they were asked to make a donation for the Carry

On Project. At the conclusion of this fundraiser, the inmates had ordered a total of $5,640.34 worth of food from Super Buffet! A total of $692.00 was donated to Mission WV for the Carry On Project. I could not be more pleased with the donations that these children will receive. As it was a very busy couple of months, I would like to extend my sincere gratitude to all staff and inmates of Huttonsville Correctional Center who played a part in making this fundraiser a huge success. New Leadership & Boys State ConferenceDiana “Robin” Miller has been selected to fill the position of Deputy Warden at Huttonsville Correctional Center, ef-fective June 24, 2017. Robin began her career with the WV Division of Corrections at Huttonsville Correctional Center on November 1,1985, as a CO I. She has held the rank of Sergeant, Lieutenant, Acting Captain, Executive Assistant to the Warden, Investigator and, most recently, Associate Warden of Programs. She has over 31 years of service with the Division of Corrections. Robin was born and raised in Randolph County, WV. She received her Associate of Applied Science Degree from Glenville State College in 2015 and received her Bachelor’s Degree in Criminal Justice from Glenville State College in July of this year.

Lakin Correctional Center Warden Anne Thomas was temporarily reassigned to Central Office effective July 24, 2017, to perform the duties of Chief of Staff. Anne will be temporarily taking on the duties of Brad Douglas as he performs the duties of Administrator at South Central Regional Jail.

J.D. Sallaz was appointed to be the Acting Warden at Laking Correctional Center effective July 22, 2017. J.D. will be in this position while Warden Thomas performs the duties of Chief of Staff in Central Office.

Tonya Harrison was selected to fill the position of Director of Human Resources effective September 2, 2017. Tonya began her career with the Division of Corrections in October 2008, as an Office Assistant II at Mount Olive Correction-al Complex. During her tenure, she has also held the positions of Office Assistant III, ASA I, HR Manager, and ASMI. Tonya has also previously worked in the Central Office Human Resource Section and was Acting Human Resource Director in 2013. She also served at the agency lead to the WV Oasis Project.

Ralph Terry will be the Acting Warden of Mount Olive Correctional Complex effective September 25, 2017. Ralph was most recently the Acting Warden at McDowell County Correctional Center as well as Deputy Warden at Mt. Olive Correctional Complex.

Jackson’s Mill Boys State Conference

The 80th American Legion Mountaineer Boys State (ALMBS) was held at Jackson’s Mill from June 11-17, 2017, with COII Rana Stephens representing Pruntytown Correctional Center for the WV Division of Corrections. COII Rana Stephens week long attendance provided criminal justice and other interested participants with information and opportunities for Correctional Officers based on knowledge and experience of being a WV Division of Corrections em-ployee. This is the second year of a Corrections Program, and COII Stephens is working in conjunction with ALMBS directors and officials to grow the program and raise aware-ness of Correctional responsibility through hands on scenar-io training. The Corrections participants elected a Commis-sioner, two Wardens and six Correctional Officers. During scenarios, they learned how to complete seizure forms from contraband found hidden in jails and the reporting of daily activities. One scenario training event included keeping in-take logs; resulting from offenders coming straight out of the court system, escorted by sheriffs to the jail where Cor-rectional Officers logged in offenders, seized and secured their property and placed them in jail. Participants learned the importance of and how to work in conjunction with the sheriff’s department and local police with escape exercises during these scenarios. In addition, they were made aware of and how to utilize the chain of command from the War-den up to the Commissioner. Through this practical train-ing, participants were exposed to the rights, privileges, duties and responsibilities of citizens who elect officials to operate various city, county and state government offices. Facility Updates

In the Spring “Corrections Connection” facilities reported on the gathering of support for Paula Taylor whose home had burned. The Taylor family is appreciative of the continued support shown to them by the Corrections Community. Since the Spring Newsletter Edition, Paula has received a donation from the St. Mary’s Employee Association and the Correctional Peace Officers Foundation.

St. Mary’s Correctional Center (SMCC) Employee Association raised monies for OAII Taylor whose house was de-stroyed by fire. During HCC’s ACA celebration Brenda and Kendra presented a check to her on the Associations behalf.

As warden of SMCC I am proud of our staff and Association for Stepping up for another Correctional Employee who suffered a loss such as this. We know you cannot replace everything but every little bit of gratitude and appreciation helps the process.

Correctional Peace Officers Foundation:

Pruntyown Correctional Center Employees Bob Sayres and Dave Carpenter were presented checks from the CPO Foundation on July 19, 2017, in the Warden’s Office through their Catastrophic Assistance Program. The financial as-sistance from the Correctional Peace Officers Foundation was much appreciated by Bob and Dave, who were presented

Facility UpdatesDenmar Correctional Center Improvements include the Firing Range Tables, Firing Range Stop, staff house re-modeled kitchen and staff house remodeled living room.

Congratulations to the Medical Department at Denmar Correctional Center for passing the National Commission on Correctional Health Care (NCCHC) Accreditation ear-lier this year!

Murals at Denmar:Inmates Sears and Kelly from Denmar Correctional Center recently touched up some of the wall murals in the facility that were in need of repair. Inmate Kelly originally paint-ed these murals in the 1990’s.

Interactive Encouragement Assembly

Pruntytown Correctional Center had the wonderful op-portunity to host an Interactive Encouragement Assem-bly in the Chapel, Wednesday, July 12, 2017, facilitated by Chaplain Tim Bolyard, Unit Manager Robert Murphy and Coach Joseph Mazzulla of Fairmont State University head basketball coach. Mr. Mazzulla brought his coaching staff and a major part of his team members for the assem-bly. Fairmont State University Fighting Falcons took time to talk about building character and sharing some of their struggles to get where they are in life and gave time for in-mates to make statements and ask questions. The assembly at this time was geared towards Unit 25 RSAT and RSAT graduates. There were approximately 100 in attendance including staff and the team of 22 that Coach Mazzulla brought with him. They were fortunate to have Joseph Mazzulla and the interest he has in being involved in pro-grams here at PCC. In the past year, Coach Mazzulla came on Wednesday evenings for 6 months to do a Bible Study. Please see pictures below of the event.

Facility UpdatesParole Services Updates:

Due to the increasing dangers of fentanyl, during the month of August 2017, fentanyl response kits were dis-turbed throughout Parole Services to include each office and each Parole Services vehicle.

On June 2, 2017, Parole Officer Jacob Jeffries was trans-porting a recently arrested parole violator and while in route to the regional jail, the parole violator went into distress and Officer Jeffries had to administer narcan to revive the parole violator.

On September 11, 2017 the 3rd Parole Officers’ Basic Training begins at the Corrections Academy.

Pruntytown Residential Substance Abuse Treatment (RSAT) UpdateOn August 18, 2017, Unit Manager Robert Murphy, Case Manager Justin Weaver and Associate Warden of Programs, J.D. Alkire escorted 4 inmates from the PCC RSAT Program to Alderson-Broaddus University to pres-ent to the A-B Football and Cheerleading Teams. During the presentation, the athletes heard about the dangers of drugs and alcohol and what making good choices could do for their futures. The Coaches were very thankful that we could bring our message to these young ladies and gen-tlemen.

In Memory

WVDOC Staff are mourning the death of Lakin Correctional Cen-ter employee, Vanessa Queen, who passed away at her home on Satur-day, July 15, 2017. Vanessa was a Correctional Facility Coordinator I, and had served over 10 years at the facility, where she began her career in Corrections as a Correctional Of-ficer in October 2006.

A funeral service was held on Wednesday, July 19, 2017, at the Wilcoxen Funeral Home, in Point Pleasant, WV.

Facility UpdatesPruntytown Correctional Center (PCC) Participates in Block PartyThe Calvary Baptist Church of Grafton held its’ 4th Annual Block Party on Sunday afternoon July 30, 2017, where families came with their children to receive a free back pack along with food, fun, information and demonstra-tions. PCC held a Job Fair in conjunction with the Block Party along with Officers presence and K-9 demonstrations. The Grafton Fire Department, Grafton City Police, FBI Representatives and Taylor County Emergency Squad also participated. Director of Classification John Hinebaugh, OA II Shelley Downey, Cpl. Phil Poling and K-9’s Kara and Maddie, COII Rana Stephens, Retired Records Supervisor Debra Young and Deirdra Swisher were in attendance. John Hinebaugh, who is also a volunteer fireman for Grafton, brought a fire truck to the event and held demonstrations.

PCC Harvest Now UpdatePhil Burleyson, Ron Gutshall and Charlene Sprouse from the Lewis County Food Pantry picking up the first produce of 2017, 15 bushels of green beans. The food was picked up on Wednesday, July 26, 2017. The next delivery of produce to the Lewis County Food Pantry was for 12 bushels of green beans along with lots of radishes and cucumbers, so far 4-5 bushels of cucumbers. Sweet corn was also sent to the Lewis County Food Pantry. Picture on right is Joyce from the food pantry with their truck full of boxes of corn and UM Ron Gutshall. As of August 29, 2017 the total amount collected for the Lewis County food pantry was 3318 pounds.

PCC Flood Donations Collected Several counties were hit hard with heavy rain and flooding from Friday July 28, 2017, night into that weekend. Out of concern, PCC started col-lecting flood donations to help our neighbors in those areas that were flood-ed. The items were delivered by ACA Coordinator Marcus Mullenax on Thursday, August 31, 2017.

St. Marys Correctional Center Day with Dad Event On August 5, 2017, SMCC hosted the 4th annual Day with Dad event. This event is a faith-based event started by Catalyst Ministries, to help bridge the gap between inmates and their children, to build a relationship. Inmates spent the day with their child(ren) in a carnival-like atmosphere. Hot Dogs, Cotton Candy, Sno-Cones, and Popcorn were served all day, in addition to lunch. They got their faces painted, had their picture drawn by a Caricature artist, was entertained by a magician. Staff and Religious Volunteers worked to make this a success!

HCC Nancy Summerfield RetiresAccounting Technician II / Trustee Clerk Retires Nancy Summerfield retired July 1, 2017 after 9 & ½ years with Huttonsville Correctional Center. Working as the Inmate Trustee Clerk, Nancy was responsible for all aspects of activating and main-taining all inmate accounts. Nancy was very apt at speaking with Inmate families and outside entities when needed. She was a very dependable employ-ee, willing to work any hours necessary.

During her employment, at HCC, she received several Certificates of Good Conduct as well as Certificate of Appreciation for her loyalty and dedicated service to the State of West Virginia. Nancy was a pleasure to work with and will be missed by her fellow employees.

Huttonsville Correctional Center’s Me-chanic II Keith A. Armstrong retired af-ter 22 years of employment with the State of West Virginia. Armstrong joined the HCC Maintenance Department as a Build-ing Maintenance Supervisor I on July 15, 2007. He had worked 12 years with West Virginia Department of Highways before joining HCC. He transferred to Mechanic II on October 29, 2016.

During his employment, at HCC, he received several Certificates of Good Conduct as well as Certificate of Appreciation for his loyalty

and dedicated service to the State of West Virginia. Among his many duties, Armstrong was responsible for the maintenance and repair of HCC fleet of state vehicles as well as maintain the records on the vehicle.

HCC hopes Armstrong will enjoy his retirement and know he was a very appreciated and dedi-cated employee.

Huttonsville Correctional Center’s Substance Abuse Therapist II Retires

Substance Abuse Therapist II Stuart Strong started employment at Huttonsville Correctional Center (HCC) originally in 1986 as a Correctional Counselor. He left Corrections in 1988 and returned in 1994 as a Correctional Counselor II. He was later promoted to Correctional Case Manager and ultimately promoted to Substance Abuse Therapist II in 2001. Stuart was a valuable member of Hut-tonsville Correctional Center treatment/programming area for a very long time.

During his employment at HCC Stuart was instrumental in starting the first Resi-dential Substance Abuse Treatment Unit within the Division of Corrections at the Huttonsville Correctional Center in 2001. He not only helped to shape this program, but he was the only Substance Abuse Therapist that dealt with inmates solely because of their addictions, within a residential program, using the therapeutic model. During his tenure with the Division of Corrections he has helped to open many RAST units within the other facilities throughout the state. He served as the Division Mentor of this program for many years. He uses his unique techniques to guide him in helping inmates with their drug and alcohol problems. He touched many lives with his pro-fessionalism and dedication to helping inmates in their addictions.

During his employment with HCC he received a Corrections Commendation Medal in 2014 as well as several Certificates of Good Conduct and Certificates of Appreciation for his loyalty and dedicated service to the State of West Virginia. Having retired with a total of 27 years his dedication and knowledge will be truly missed at Huttonsville Correctional Center.

Huttonsville Correctional Center’s Case Manager Roger Neely retired June 1, 2017 after working with WVDOC for 13 &1/2 years. Before beginning his career with the Division of Corrections, Neely served in the United States Army for 6 years as a personnel specialist. During his tour of duty, he completed two overseas tours in Korea, was a recruiter in Richmond, VA and received Army Commendation Medals for Meritorious service. He began his employment with WVDOC in February of 1982 at the WV State Prison, Moundsville, WV. During his employment, there he worked as a liaison between the education department and inmates assigned to ad-ministrative segregation. Moundsville had their own institutional radio/TV station that he was assigned to supervisor. Neely left after a year, returning to WVDOC in November of 2004 at Huttonsville Correctional Center as a COI. In October 2008, he was promoted to Corrections Case Manager a position he held until his retirement. Roger did an excellent job of handling not only his work load, but assisting other units as well. He was a very dependable team member and routinely worked overtime for security.

Beckley Correctional Center Wardens Secretary Rebecca Slayton retired on Au-gust 31, 2017, with 19 years service. Staff from the facility along with Acting Commissioner Loita Butcher were there to thank her for her service.
