Don enlisted in the department in June, 1978, graduating from the 94th Recruit School. Upon graduation, he was assigned to the Detroit Freeway Post, where he served as the post accident investigator. He also served on the Criminal Investiga- tion Narcotics and Fugitive Teams before transferring to the Fire Marshal Division, Northville office, in May, 1994. This year’s theme, Arson is NOT a Victimless Crime, focuses on the violent crime of arson and the tremendous effect on its victims. It has been said that arson is nothing less than domestic terrorism. Terrorism is something that we have become all too familiar with of late, and whether it comes from within or from the outside, the results are the same: death, injury, and destruction in the billions of dollars. Arson can occur anywhere, at any time, and can have tragic, long term effects on everyone it touches. The loss By Capt. Mark Dougovito, State Fire Marshal of human life is compounded by the loss of revenues and jobs when a business is lost to an intentionally set fire. In 2000, Michigan fire depart- ments reported 38,705 fires (data is limited because not all departments were on-line with the new reporting system). Almost one-quarter (24.5%) of those reported fires were incendiary or suspicious (under investigation), causing 46 civilian deaths, 177 civilian injuries, 195 fire service injuries, and costing $196 million in damages. Understanding the problem in our communities is the first step in coordinating successful programs to help combat arson. Use of the Arson Module when completing fire incident reports is a key component in identifying patterns of an arsonist, allowing us to isolate trends, before they have a chance to strike again. I recently found myself in thecompany of those who have becomethe patriotic symbol of the Americanpeople. Unfortunately, I had to sharetheir company at a funeral for afriend, Ray Ebel. Ray passed awaywhile assisting a neighboringcommunity fire department (FremontFire Department) on a structure fire.Ashland-Grant Township and HoltonFire Departments were also on scene.Ashland-Grant Assistant Fire ChiefKeith VanSingel initially discoveredRay’s medical situation while at thefire scene. Others rallied quickly, butto no avail. I have personally had the pleasureof working with Ray on a couple ofdifferent fire investigations. Ray’sdepartment still holds the distinctionof having the quickest response timefor a state fire marshal in this part ofthe state. I was about ½ mile outwhen he requested that the state firemarshal’s office investigate a structurefire in the city of Newaygo. I’ll neverforget the look on his face when heemerged from around the side of thesmoldering home and saw me sittingin the driveway. I told him that thefire was supposed to be out before Igot here. He said that it would havebeen had I arrived in the timelymanner he was accustomed to.Touché, Ray. Michigan. Owner and Publisher,Don Noordyk, graciously gavepermission for a reprint of those twoarticles. Raymond Alvin Ebel, 62 ofNewaygo died unexpectedly onMonday, Feb. 18. Ebel, Chief of theNewaygo Fire Department, wasassisting at a fire on Austrian PineTrail (Bridgeton Township,Newaygo County) when hecollapsed at approximately 4:15 p.m.(from an apparent heart attack). Hewas later pronounced dead at GerberMemorial Hospital. Ebel had servedon the fire department for the past 35years, and had been chief of thedepartment for the past four years. Funeral services were held forChief Ebel at 11 a.m. on Friday, Feb.22 at the Resurrection Life Church inNewaygo. In a tribute to Ebel, firefighters from throughout Michiganorganized and arrived with more than120 fire trucks and fire vehicles. Twotrucks were parked at the entrance ofthe church, ladders extended andtouching at the top, with a flag flyingbelow. All who entered for theservice, entered under this patrioticarch. Several hundred fellow firefighters marched under the arch,down the church driveway, and tothe church as honor guard for Ebel.Nearly 800 people were inattendance for the ceremony. The mayor of Newaygo, RonaldArmstrong, issued a proclamationordering flags to be lowered to half-

staff from 10 a.m. Tuesday until 2p.m. Friday. In the proclamation hestated: “On behalf of the citizens ofNewaygo, we express our sorrowand deep sympathy to the family ofMr. Ebel. We thank the family forRay’s outstanding contribution to theCity of Newaygo.” Newaygo City Manager RichBlachford stated, “On an average,Ray was in here (at city hall) threetimes a week. He was communityminded, always wanted to stay intouch. He was a real gentleman, witha good feel for this community.” Jason Derks, who had served onthe fire department for the past tenyears with Ebel, stated that he was“a major part of the department, andplayed a large role in general.” Headded that Ebel was the “besthistorian of fires in the area… he’ll bemissed; he was a good chief… he dida job well, and committed his life tothe fire department.” Ebel owned and operated Ebel’sBody Shop in Newaygo, was Chiefof the Newaygo Fire Department, aformer Newaygo City Councilmember and was active in theNewaygo Museum/HistoricalSociety. Fremont Fire Chief RustyBoeskool stated, “He was a goodguy, even tempered. We will misshim. He died doing what he loved.”

completion of the Juvenile Fire-setter sub-module can provideimportant information to identifyat-risk youths, and to developand implement much-neededprevention and treatment pro-grams. National studies indicatethat more youths are involved infire incidents than ever before. Ifwe do not act on their behalf, theirfiresetting behaviors will continueand become more dangerous,putting our youths and our

communities in jeopardy. Raising the awareness of ourcitizens to help identify potentialarson activity can have a sig-nificant and immediate effect onthe reduction of arson in ourcommunities. But this is no easytask. Educate your communitiesabout the warning signs: vacantbuildings, run down commercialbusinesses, suspicious peopleloitering or driving throughneighborhoods, or frequent

burglaries in neighborhoodhomes or businesses. These arejust some of the indicators thatare easily recognizable andreportable to law enforcementauthorities. We urge you to promoteArson Awareness Week in yourcommunity; to make people awareof its devastation and destruc-tion; and to make every effort toprevent it, not just May 5-11, butall year long.

The following information was compiled from data provided by the 863 fire departments that participated in NFIRS 5.0 -Michigan’s fire incident reporting system. *This is the first statewide report using NFIRS 5.0. Data is limited since manydepartments were not on-line in 2000. Detroit data is included.

Reported fires resulted in the deaths of 166 civilians and 3 fire fighters during 2000. In addition, fires caused 710 civilianinjuries and another 510 fire service on-duty injuries.

In addition to fires, many fire departments voluntarily submitted 233,662 non-fire incidents through NFIRS 5.0 which included:144,577 EMS/rescues; 20,385 non-fire emergencies -- power lines down, gas leaks, spills, etc.; 31,262 false alarms; and 37,438other public service, good intent, and mutual aid calls.

Public Education UpdateBy Colleen Mohr, Public Education Coordinator, State Fire Marshal’s Office

Safe at Home Curriculum Work has been completed onthe development of the nextmodule for the Safe at Home FireSafety Program. Module 5, SeniorCitizen Fire Safety, will be mailedout this month to departmentswho have previously attendedtraining. This module has been deve-loped in much the same way asthe elementary curriculum -encouraging repeated visits tothe senior population in everycommunity. Lessons are deliver-ed seasonally - summer, spring,fall and winter - with each lessonfocusing on fire safety issuesspecific to each season. Lessonsinclude information on heating,cooking and decorating issues,use of smoking materials, stormsafety, smoke alarms/carbonmonoxide alarms/sprinklersystems, proper storage and useof flammable/combustible liquids,burn prevention and treatment,electrical safety, and homeescape planning, to name a few.Many of the transparencies usedin the elementary curriculum canbe used with these lessons.There will also be handouts forsome lessons. It is imperative that we con-tinue to reach out to our seniorcitizen population with the sameintensity that we focus on ourelementary schools. In 2001, 33%of those who died in fires inMichigan were 60 years of ageand older - as compared to 26%for those 19 and under. Please use this program and letus know what you think!

Safe at Home Training Additional training classes arebeing scheduled for late April/

early May. Due to time consider-ations, training sessions will bescheduled on a regional basisonly. Because we are still in theprocess of finalizing dates andlocations, we are unable to printthem in this issue. We will postthe dates and locations on ourweb site at www.mspfmd.org. Wewill also be mailing training infor-mation to fire departments by thefirst week of April. Training will follow the sameformat as before - 3 hour sessionscovering the curriculum set-up,educational theory and communi-cation theory. You must completethe training to get the curriculum,which is free to each fire depart-ment. If you have questions regard-ing the training schedule, pleasecontact me at 517.322.1750 or [email protected].

Curriculum Errata When you receive the newsenior citizen module, you willalso be receiving a correction forthe elementary module - Module4, Lesson 5. We inadvertently leftout some information whenreferring to “In Michigan, It IsAgainst The Law To...” Ourapologies if this has caused anyproblems when delivering thelesson.

Residential SprinklerTrailer The Residential SprinklerDemonstration Trailer will onceagain be ready for fire depart-ments to use this summer. If youare interested in using the trailerthis summer, please contact mefor reservations. Training on the operation of

the trailer is required. A trainingsession is scheduled forThursday, April 25, 2002 atWindsor Township EmergencyServices in Dimondale (EatonCounty), beginning at 1:00 p.m.Training is expected to lastapproximately 3 hours. Contactme if you are interested in attend-ing this training. There is nocharge and all materials will beprovided.

Michigan State Firemen’sAssociation 127th AnnualConference - June 2002 The Michigan State Firemen’sAssociation 127th AnnualConference/Convention will beheld June 20-23, 2002 at theComstock Inn and ConferenceCenter in Owosso. In conjunction with the con-ference, and with the assistanceof the Owosso Fire Department,the State Fire Marshal’s Office willbe conducting a special fireprevention demonstration. Thisdemonstration will focus onpreventing fires - and whathappens when you don’t. Pleasejoin us in Owosso for thisimportant, life-saving demonstra-tion.

The Residential SprinklerDemonstration Trailer willonce again be ready forfire departments to usethis summer.

It is imperative thatwe continue to reachout to our senior citizenpopulation with thesame intensity thatwe focus on ourelementary schools.

Fire Marshal Division Welcomes New Investigators

Spl/Sgt. John Byrne has beennamed to fill the vacancy createdby the recent retirement of Sgt.Don Harris in the NorthvilleRegional Office. John joined the Michigan StatePolice in June, 1993, graduatingfrom the 108th Recruit School.Upon graduation, he served as atrooper/trooper investigatorassigned to the Jackson Post, anda detective/trooper with theCriminal Investigation Division,Diversion Investigation Unit, andwith the Field Detective Divison,Criminal Investigation Unit.Promoted to detective sergeant inJanuary 2000, he was assigned tothe Field Detective Division atSecond District Headquarters inNorthville. Prior to joining the MichiganState Police, John was a policeofficer for the City and County ofDenver, Colorado and was ablackhawk helicopter pilot for theU.S. Army.

John attended OaklandCommunity College and WayneState University, pursuingdegrees in Criminal Justice. John and his wife Jennifer havetwo children and reside inBirmingham. Spl/Sgt. Michael Waite hasbeen assigned to the RichmondPost, filling the vacancy createdby the retirement of Sgt. DavidStayer. Mike entered the departmentin January, 1982, graduating fromthe 97th Recruit School. Upongraduation, he was assigned tothe St.Clair Post. Subsequentassignments have been at theWakefield, Romeo and RichmondPosts. During his career with the StatePolice, Mike has receivedspecialized training as an accidentinvestigator, evidence tech,SCAN and Advanced SCAN,Reid Interview and Interrogation,Advanced Reid School, and

attended the Basic DetectiveSchool. He also served as aSpecial Investigator for the St.Clair County Medical Examiner’sOffice, and received extensivetraining in the field of child abuseand sexual assault. He received the Certificate ofMerit Award from the St. ClairCounty Sheriff’s Department, andwas named Trooper of the Year atthe Romeo and Richmond Posts,as well as District Trooper of theYear. He is currently a member of theSt. Clair County and MacombCounty Detective Association,the St. Clair County Child DeathReview Team, and the MedicalExaminer’s Association. Mike also holds an AssociatesDegree in Criminal Justice fromBay College in Escanaba.

Michigan are increasing at analarming rate in urban and ruralareas. The manufacture of theillegal drug methamphetamineinvolves the use of hazardousmaterials. Deadly poisonousgases are emitted during themanufacturing process and firesand explosions often result. Allfire fighters are again urged toattend the MFFTC four (4) hourClandestine Drug Lab Awarenesscourse for their personal safety.Regional Retests Scheduled forFF I & II: Regional retests forFire Fighter I & II have beenscheduled. The schedules will belisted in Fire TIES and posted onthe MFFTC web site at mfftc.org.Please be aware that there is adifference between the test for theold 3rd Edition curriculum and thenew 4th Edition curriculum. If youhave questions, please contactyour respective MFFTC Regionsupervisor.MFFTC Web Site Busy: TheMFFTC web site has been verybusy, averaging 40-50 visitors aday. Numerous positive com-ments have been received. Ifanyone has suggestions forimprovement, please email thewebmaster or contact anyCouncil member or staff member.MFFTC Recommends DriverTraining Refresher Course:Volunteer Fire Insurance Services(VFIS) recently released a four (4)hour driver training refreshercourse. The new course cor-relates with the current MFFTCdriver training course that wasalso developed by VFIS andadopted by Council in 1998.MFFTC staff has evaluated thenew driver training refreshercourse and found it to be of highquality.

Council recommends Michiganfire departments use the newVFIS driver training refreshercourse, or a course of comparablequality and content, to augmentthe MFFTC driver trainingcourse. The driver trainingrefresher course would be taughtin-house by fire departments andwould NOT be registered with theMFFTC. It is also recommendedthat fire departments be sure tokeep accurate and completerecords of the training.New Advanced Vehicle Stabiliza-tion Course Adopted: Counciladopted a new six (6) hourAdvanced Vehicle Stabilizationcourse, effective May 1, 2002.This new course is expected toimprove the margin of safety forrescuers and increase the survivalrate of victims by reducing thetime required for extrication.Invitations to the train-the-trainers will be limited to instruc-tors who are already certified toteach the basic Vehicle Extricationcourse. The developers of the newcourse are Chief Raymond Haringfrom Elmwood Township FireDepartment, Leelanau Countyand George Lutz who is nowemployed by the MFFTC as theTesting and CertificationSpecialist. Three pilot deliveriesof the new course were com-pleted and final adjustments weremade before adoption. Councilapproved certificates for thestudents who successfullycompleted the pilot deliveries.Council sincerely appreciates theefforts of the course developers,the agencies who hosted the pilotdeliveries and the many individu-als who assisted with the effort.Instructor Applications: Council

NFA Fire Officer Prerequisitesand Cut off Date

Q. What is the deadline forcompleting the “old” Fire OfficerProgram?

A. Certifications for the “old” NFAFire Officer I & II will not be issuedafter September 30, 2003. Individu-als in the old series must completetheir certifications before the cutoffdate. Prerequisites for completion ofthe NFA Fire Officer I & IIcertification include:* Membership on a Michigan firedepartment or a fire fighter with theMichigan Department of NaturalResources.* A minimum of 3 years of fireservice experience by the cutoffdate of September 30, 2003.

* Completion of the requiredcourses.* Submission of the Fire OfficerI, II, III Application Form whichmust be properly filled out,signed by the applicant and his/her fire chief and accompaniedby the proper certificates. PLEASE NOTE: Applicationssubmitted by personnel withouta minimum of 3 years of fireservice experience will not behonored.

Explorer & Cadet Students

Q. My fire department isinterested in having studentsfrom the Boy Scouts of AmericaExplorer program attend our FFI& II class. What are theprocedures that we shouldfollow?

A. The minimum age requirementfor students in a FFI &II class is18 years of age or older on thefirst scheduled date of training.The exception to this is when afire department cadet program orfire department Boy Scouts ofAmerica Explorer programsponsors individuals. Thesestudents must be 16 or 17 yearsof age (no exceptions). Allrequests for this exception mustbe on letterhead from the chief of

the sponsoring department andinclude a dated copy of thecharter or resolution of the localunit of government authorizing anexplorer or cadet program withinthe fire department. All requestsmust be directed to the MFFTCRegion Supervisor for review andapproval and on file with theMFFTC Lansing office.Department cadets and explorersare not allowed to challenge theFF I, FF II or FF I&II written orpractical skills examination.

Each MFFTC Region Supervisorwill be registering test candidates forthe test(s) in their respective region.To schedule a retest, applicants mustsubmit a written request and a copyof their “Notification of Fire FighterExamination Results.” (Note: Appli-cants must include their mailingaddress, phone number, fire depart-ment name and FDID number). An individual who has failed a FFI, II or I & II written and/or practicalexamination based on the Essentials ofFire Fighting 3rd Edition, must re-retest in a 3rd Edition exam. A 3rd

Edition re-test candidate cannotretest at a 4th Edition curriculum testsite. This will be the last opportunityto re-test for the 3rd Edition FireFighter I, II or I & II exam.
