to clarify any misunderstandings by the Field as to its

responsibilities in this investigation. Copies of this airtel

were sent to our various Legat Offices for information. Dallas

airtel requested that all aspects of investigation relating to

the assassination be appropriately incorporated in insert form

and submitted in sufficient quantity for incorporation in in-

vestigative reports. Inquiry has been received from two Lega1,

Attaches as to whether tbey will have to retype information

previously submitted in LEIN. In view of limited personnel in

our Legat Offices, it is recommended the above communication

be dispatched.

of words "because of his age." In place of comment concerning age,

state his age as obtained from Mexican Immigration records.

Enclosed for your assistance in rewriting LHM is a copy

of it on which have been placed pencil notations re suggested

grammatical changes.

Note that Bureau was unable to disseminate your 3/19/64

LHM concerning analysis of tourist cards and FM-11 form as same

was incomplete, in part incorrect and poorly organized. Score

errors for preparation re LHM. Do not send another communication

to Bureau for dissemination to Commission unless it is properly

prepared and suitable to disseminate.

Enclosed for San Antonio are two copies of unamended

Legat 3/31/64 LHH and one copy Legat 3/31/64 letter. San Antonio

endeavor to ascertain if Agapito Del Rio may be identical with

the Mexican-American who sat across isle from Voorhees. Note

comment of Voorhees concerning American eating banana while at U. S.

Customs station and Del Rio's comments concerning man who vent back

to bus at Laredo to retrieve seek of bananas after stop at U. S.

Customs station. Endeavor to identify and interview the U. S. Customs

agent vho talked to American male as described by Voorhees.

The names of those above who listed their destination

as Laredo were searched through the files of Central Office,

Immigration and Naturalization Service (INS), Washington, D.C.,

on March 31, 1964,in an attempt to locate persons possibly

identical with those listed on the bus manifest.

The bus manifest contains the name Constantino

Garcia in two places.

On March 31, 1964, at the Central Office of INS,

Washington, D. C., Mr. Abe Krichefsky, Contact Representative,

furnished the following information to Investigative Clerk (IC)

Dennis E. Addington, from 1-94 forms (Arrival-Departure record.

for nonimmigrant) concerning one Constantino Garcia-Morales,

born March 11, 1912, Mexico,D. F., Mexico.

One 1-94 form indicated that he was admitted to the

United States at Laredo, Texas, on October 3, 1963, on a B-2

visa (temporary visitor for pleasure), admitted until

October 4, 1963. The visa was issued October 1, 1963,at

Mexico, D. F., Mexico. Be had passport number 57581 and his -

United States address was listed as Laredo, Texas. His - -.-

permanent address was listed as Tempoala 51-5, Col.

Independencia, Mexico, D. F., Mexico. The reverse side of

this same 1-94 form bore a stamp of E. DeWitt M (not,

legible), Attache, American Embassy, Mexicq, D. 1?., Mexico,

and contained a written notation under this stamp which Mr.

Krichefsky said meant the Attache indicated on October 8,

1963 that Garcia-Morales departed the United States at

Laredo on October 4, 1963. '

Another form indicated he was admitted to the United States

at Hidalgo, Texas, via International Bridge on November 17, 1963

on a B-2 visa, admitted until November 25, 1963. The visa was -- -

issued October 1, 1963, at Mexico, D. F., Mexico. He had pass-

port number "Mex. Ord. PP #57581." His United States address was

listed as hotel or motel, McAllen, Texas., His permanent address was

indicated as Zempoala 51-5, Col. Independencia, Mecico 12, D. F.,

Mexico. No information was available concerning his departure.

INS Form 1-190 (Application for Nonresident Alien's

Mexican Border Crossing Card) revealed he was issued Border.

Crossing Card 1373182 on January 2, 1963 at Laredo, Texas. This

IOW application listed his address as Zenpuala 51 Int 5, Mexico,

D. F., Mexico, contained his picture and described him as

5 feet 6 inches in height, with brown hair, brown eyes and

weighing 160 pounds. This form contained as part of it a

statement that the person had never been arrested; refused a

visa; apprehended by immigration officials in the United States;

granted voluntary departure or excluded or deported therefrom;

or been a member of a proscribed organization, except as

stated below. Typed underneath this statement ai the form

appears the following: "male - married - alone - salesman."

The bus manifest also contains the name Sra. Landeros. On

March 31, 1964, Mr. Krichefsky also furnished the following

information to IC Addington from 1-94 forms concarning one

Juana Landeros-Garcia, born June 24, 1917 at Guanaguato, Gto.;'

Mexico, Mexican nationality.

One 1-94 form indicated she was admitted to the --

United States at Los Angeles, California, on January 3, 1961

on a 8-2-visa, admitted until January 31, 1961. The visa

was issued at Mexico City on January 3, 196-. She had pass-

port 45903 and her United States addressvas listed as

Hotel Alexandro, Los Angeles, California. Her permanent .

address was listee as Bahia de Ballenas #28,

Veronica Anzures. She departed the United States on January-1157

. • 1961 for Mexico, the port of departure not legible.

Another form indicated that she was admitted to the

United States at Laredo, Texas, on December 22, 1962 on a B-2

visa, admitted until January 15, 1963. She indicated that she was touring for 20 days; that her passport number was 63426. She departed the United States at Laredo, Texas, on January 5, 1963 via the International Bridge for Mexico.

INS Form 1-190 revealed she was issued Border Crossing

Card 994789 on May 4, 1961 at Laredo, Texas. This application reveals her place of birth as Guanajuato, Gto., Mexico. It

contained her picture and described her as 5 feet 2 inches in_ height, with brown hair, brown eyes and weighing 149 pounds.

In the space under the form statement that she had never been

arrested, refused a visa or apprehended by immigration officials,

as described above in the case of Constantino Garcia-Morales,.

appears the following notation: "Female - Single - Alone."

Mr. Krichefsky advised on March 31, 1964 that he was

unable to locate any 1-94 forms for Lee Harvey Oswald at

s. Central Office, INS. t

Mr. Krichefsky stated that he was unable to furnish

any identifiable information concerning the other names

appearing on the bus manifest as listed above.

Resubmission of Q332 (Transportes Frontera bus company passenger

list covering a trip

made by bus No. 340 from Mexico City to Laredo, Texas, 10/2-3/63,

bearing the name "Oswald" in the space for seat No. 4)

K73 A form of Transportes Frontcra bus line used as a passenger

manifest, reservations and ticket sales record, on which the

date "2 Oct 19G3" has been stamped with the date stamp used

by the ticket salesman of that company at the Mexico City

terminal, FRANCISCO ALVARADO

K74 One block of forms for Transportes Frontera bus line which

allegedly were used in connection with the operations of

that company during most of the month of October, 1963

Result of examination:

The date stamp impressions on 173 are similar in size

and style to the questioned impressions at the bottom of Q332

but the 173 impressions have a different spacing between the

"T" in "OCT" and the "1" in "1963" which indicates a different

date stamp was used. The date stamp impressions on £74 are

similar in size, style, and spacing to the questioned impressions

on Q332 but these questioned impressions lack sufficient

significant details to definitely establish whether the same

rubber stamp was used on £74 and Q332.

The handwriting, format and appeazance of the block

of manifests, £74, agree.- with the handwriting, format and

appearance of Q332. In addition indented writings and extraneous

-,I... marks were noted on Q332 which indicate that this sheet was

No indentations were found on the present top sheet_

Mexican Tmmigration station at Nuevo Laredo, Tamaulipas,

Mexico, is GILBERTO CAZARES GARZA, He acknowledged that.

his use of the name "GILBERTO CAZA4S PEREZ" in his report -f

of investigation concerning OSWALD (a translation of which

Laboratory states that indented writings and other extraneous marks

on the questioned manifest and on the top sheet in the pad of manifests

indicates the questioned manifest TM origilnally on top of the present top sheet in the pad. It is of interest that Laboratory has found on

the present top page of the pad fragmentary indented writing on 16 out

of 19 lines in the body of the manifest. One of the lines in which

there is no observable indented writing is the line with the entry

"Oswld." Other writings on this manifest by the mar who rade this

entry show indentations on the present top sheet of the v.d. rbile

an examination of this sort cannot conclusively establish that the

"Oswld" entry was written after the manifest was torn from the pad and, therefore, probably after the assassination, the examination

nevertheless, shows that such could have been the case.

or exits through U. S. Immigration and Naturalization

Service is maintained at Laredo, Texas.

. Mr. SKINNER further advised that Immigration

and Naturalization Service maintains a Central Index

Washington, D. C., and that the names of persons on :ham Immigration and Naturalization Service has

recc.rds would appear in this Central Index in Washington, D. C.

Mr. SKINNER further advised that Immigration

crcsing points such as Laredo, Texas, only on aliens

Efforts are being made to locate and interview

persona whose names appear on the Transportes ?ranters.

Bus Line reservations list containing the name of

"WWW." This reservations list contained the names

of nine persons destined for Laredo, Texas, who would have arrived in Lare on October 3, 1963.

Mt. FREDERICK MAINE GER, Supervisor,, Quarantine Inspector, V. S. Public Health Service, _Laredo, Texas; furnished the vaccination log for -August 23 through November 23, 1963. The vaccination log maintained by the U. S. Public Health Service is a

log containing the names of persons vaccinated by the

U. B. Public Health Service at Laredo; and, upon being

vaccinated, the person is supposed to sign the - •

vaccination log.

The names of all persons on the Transportes

Frontera Bus Lines reservations list containing the name of "OSWLD" were checked in the vaccination log under the date of October 3, 1963, and the only name

appearing in the vaccination log that could be identical

with any of *he pqrsons destined for Laredo was the name

CONSTANTIAP4G4CIA-VOR4LES. It is noted that the name of CONSTARrINO GARCIA appears twice on the Transportes Frontera Bus Lines reservations list contain-

ing the name of "OSWLD" as holder of Ticket Numbers 10353 and 10352. It is also noted that Sra. (Mrs.) MORALES' name also appears on this Transportes Prontera

Bus Lines reservation list containing the name of "OSWLD" as holder of Ticket Number 10348.

The vaccination log contains no information

other than the name of the person vaccinated.

Mt. SONGER explained that the only other record

maintained by the U. S. Public Health Service, Laredo,

Texas, is a surveillance log. The name and address of

persons who cannot be vaccinated for some reason are

entered in the surveillance log, and those persons are

instructed that if they should develop a rash or any

of "OSWLD" among the rai. of persons executing

baggage declarations on that date. Mr. MURPHY stated

that U. S. Customs would have no other records pertaining

to entries by persons from Mexico other than the

DEL RIO is definitely not identical with the "Mexican-American"

(supra) for the following reasons:

1. AGAPITO DEL RIO, during interview, advised that he

is 70 years of age.

He is approximately 5 ft. 4 in. tall and weighs about

150-160 pounds. His build is described as stocky. His face

is round. In this regard, referenced LHM describes "Mexican-

American" as middle-aged, thin faced, tall, and slim.

It will be recalled that a manifest of the bus line

Transporter Frontera allegedly for a bus trip from Mexico City

to Nuevo Laredo, Mexico, on October 2,3, 1963, contained

among other names that of Angel Perez, Seat Number 13. No

destination was indicated for him nor vas a ticket number

listed.

On Aor;1 1, 1964, through cooperation of John W. Lewis,

Supervisor, Eater Index Unit, Central Office, Immigration and

Naturalization Servic, a search ‘as made of all records of

temporary visitcr.s from Leni.co (1-94 Forms), also all records

of such nonimmigrant visitors who were in the category of

"overstays", also all cz.rds in master index, under the name of

Angel Perez. It iF estimated that somewhat in excess of 3,000

cards were examined and no record was located for al. entry of a

Mexican citizen named Angel Perez who entered the United States

at Laredo, Texas, on October 3,4, and 5, 1963, or November 2, 1963.

This master index also includes aliens who have become naturalized

citizens in the United States.
