Barry Pilla, Jr. The Northampton Township Board of Supervisors wishes to announce the retirement of Police Chief M. Barry Pilla, Jr. on June 30, 2013. Chief Pilla began his law enforcement career with the Middletown Township Police Department after completing a tour of duty in Vietnam with the U.S. Army in 1971. He was hired as a patrolman by the Northampton Township Police Department in 1976 and served the department and the community in many capacities over the years. In 1979 Chief Pilla was appointed as the Youth Aid Officer; he was then promoted to the positions of Detective and Lieutenant. He assumed the position of Chief of Police on June 13, 1994, with the retirement of his predecessor William Feeney. In addition to his duties as a law enforcement officer, Chief Pilla served on the Township Park and Recreation Board and was an active member of the Pennsylvania Chiefs of Police Association, the Northampton Business and Professional Association, the Washington Crossing National Cemetery Committee, and the Richboro 2000 Committee. Chief Pilla diligently strived to improve the well-being of all citizens of Northampton. He took to heart the Police Department Mission Statement to “protect and serve all who live, work and pass through the Northampton community”. Chief Pilla will be missed for his dedication and leadership over a 37-year career. We wish him the best of luck in his retirement years. The Board of Supervisors would like to thank Ms. Dolores Mitchell for her 35 years of service. To try and condense her years of accom- plishments into a brief article would do her injustice. Instead, here is what her colleagues had to say: “She always had a smile. Dolores was the person everyone could count on to know the answers or to find the answer.” She never hesitated to help and never said no when asked to take on a project or plan a celebration, dedication, or holiday event. She was a wealth of knowledge.” “During her many years of working with residents, developers and fellow employees, she earned the respect of everyone that crossed paths with her. She was highly regarded as a professional, knowledgeable and friendly township employee.” “To say that Dee was quietly competent does not begin to address her inherent goodness as a person. Chief M. Barry Pilla, Jr.

The Northampton Township Board of Supervisors wishes to announce the retirement of Police Chief M. Barry Pilla, Jr. on June 30, 2013. STORM WATER POLLUTANTS

CONGRATULATIONS!

The Northampton Township Administration Building will be closed on Thursday, November 28 and Friday, November 29. The building will also be closed from Tuesday, December 24 to Wednesday, January 1, 2014. We will reopen on Thursday, January 2.

Effective December 15 the yard waste program ends. From December 16 to March 31 you may set out a maximum of five (5) containers of yard waste with your regular trash. Biodegradable bags are not required during this period. The yard waste program will resume April 1.

Change to Trash Schedule Thanksgiving Day No trash will be collected on Thursday, November 28, Thanksgiving Day. For residents with Thursday collection: Trash, one bulk item, and recyclables will be collected on Friday, November 29. Yard waste will be collected on Saturday, November 30.

Christmas and New Year's Week Trash Schedule There will be no change to the scheduled trash and recycle collection days for both weeks.

CHRISTMAS TREE DISPOSAL Collection of Christmas trees will occur the week of January 20. Christmas trees will be collected the day after your trash/recycle collection day. Please do not put your tree out before this week.

The Greater Newtown Exchange Club, in cooperation with students at Holland Elementary School and the Northampton Police Department, is sponsoring the Wee Care Bear Program on Friday, December 13. Students will be collecting new stuffed bears to be donated to Bucks County police officers, fire fighters, and emergency responders to offer to children involved in stressful and traumatic situations. The Exchange Club is a national service organization with a major focus on child abuse prevention. Its president, Scott Harp, reported that they are honored and delighted to be working with Council Rock Superintendent Mark Klein, Holland principal Andy Sanko and Northampton Township Police Chief Mike Clark to collect bears for emergency personnel throughout Bucks County. Donations of new bears will be greatly appreciated. Bears can be donated from November 4 through November 8 from 10 a.m. to 3 p.m. at the Holland Elementary School.

What is Stormwater Runoff? When it rains, stormwater runs over yards, streets, parking lots, parks, and playgrounds, carrying with it everything in its path. Pollutants, such as oil and grease from cars, sediment from construction sites, and bacteria from pet feces are transported with the water as it is conveyed to the various streams that lead to the Neshaminy Creek either over land or through a storm drain. Unlike sanitary sewers that divert water to a treatment plant directly from your home, storm drains lead directly to surrounding surface waters without any type of treatment. Storm water pollutants can affect water quality, recreational activities, aesthetic value, wildlife habitat, and the normal life cycle of organisms and animals.

What Can You Do To Prevent Storm Water Pollution? • Keep litter, pet wastes, leaves and debris out of street gutters and storm drains; these outlets drain directly to the creeks or streams and ultimately the Neshaminy Creek.• Apply lawn and garden chemicals sparingly and according to directions. • Dispose of unused oil, antifreeze, paints, and other household chemicals properly, not in storm sewers or drains. • Clean up spilled brake fluid, oil, grease, and antifreeze. Do not hose them into the street where they can eventually reach the creeks or streams. • Control soil erosion on your property by planting ground cover and stabilizing erosion-prone areas. • Purchase household detergents and cleaners that are low in phosphorous to reduce the amount of nutrients discharged into surface waters. Notify the township of any unauthorized discharges to the storm sewer system at 215-357- 6800. Have you cleaned your chimney? Are your smoke detectors operational? New wireless interconnected smoke detector technology is available and all residents currently utilizing single station (stand alone) smoke detectors could benefit from this relatively inexpensive upgrade. Are you storm ready? The Northampton Township Office of Emergency Management urges you to prepare an emergency plan for your family. We recommend having at least five days of supplies on hand for your home. If you have special needs such as a requirement to maintain electricity to power medical equipment, you need to make these plans now. It's that time of year again when leaves become a nuisance on your property. While most residents clear the leaves from their yard by mulching or bagging them, we remind residents that blowing leaves on to the street is illegal. This causes leaves to become clogged in our inlets, which leads to flooding when it rains.

The Greater Newtown Exchange club in cooperation with students at Holland Elementary School and the Northampton Township Police Department are sponsoring the Wee Care Bear Program collection event at Holland Elementary School on Friday, December 13. The Wee Care Bear Program is designed to collect bears to provide police, fire and emergency personnel to give to children involved in stressful and traumatic situations. Northampton's Got Talent Contest, held Thursday, July 18, once again proved that Northampton Township has an abundance of talented youth! With a variety of acts including singing, tai kwon do, gymnastics and dancing, the audience was invited to enjoy and be a judge at this annual favorite. The singing talents of 12 year old Kelsey Reilly took first place honors while 9 year old Karly Uhlenbrock captured the audience vote. Runners up and competitors included Ashley Tetreault, Tori Wright, Tori and Taylor Fite and Morgan Simkiss, Maria Abato, Amy Bloesch and a group performance by the Schoolhouse Rock Live Kids. The Free Library of Northampton Township is the place to be this fall. If you haven't stopped by in person or visited us online recently, you'll notice a few changes. The library is now digitalized: With a library card and PIN number, users can access thousands of e-books and digital audio books and download them to an e-reader, tablet, personal computer, or any mobile device. Users can also access “Freegal,” a downloadable digital music services where you can download three free songs per week. To get started, log on to the library's website and click on the “Services” tab. Enjoy!Computer Class (Beginners) Don't know much about computers but want to join in on all the fun like everyone else? We'll be holding classes in November and December. Friends of the Free Library of Northampton Township The Friends of the Free Library of Northampton Township needs your help. The group supports the library through financially difficult times. One way they help is through “membership drives,” which donations directly fund special programs for children and adults. Consider becoming an active member of the “Friends” group and volunteer to support our efforts to provide a great library experience for all residents. To Enter:Northampton Township residents of all ages and abilities may enter. There is no entrance fee. Photos must be of Northampton Township and follow a municipal theme: municipal buildings, parks, street scenes, etc. Photos cannot include people and must have been taken within the past 12 months. Photos do not have to be taken by a professional photographer. Each entry must include a photo description as well as photographer's name and contact information. For complete details and an entry form, visit the township's website.

Photo Format:Entries must be horizontal color images, submitted by e-mail. They must be in JPEG or TIFF format at least 150 dpi (1,200 x 1,500 pixels), although 300 dpi (1,200 x 1,800 pixels) is preferred. Submissions that are not horizontal or that do not have the correct print quality size will be disqualified.

Ownership/Use Rights:Photographers retain the copyright to their photographs. By entering Northampton Township's website photo contest, photographers agree to have their submitted photograph(s) displayed within any Northampton Township publication (digital or print) as well as on the Northampton Township website without any form of compensation. Photos will be credited to the photographer listed on the entry form. In the event that ownership of any photograph submitted to Northampton Township is contested in any manner, Northampton Township retains the discretion to disqualify and discontinue use of the photograph.

Cocoa and Cookies Night Time Story Time

The weather outside is frightful, but inside the library it is so delightful so…Come on in and pick up a reading log. We will mark it with a sticker for every book you read. Once you read six books you will receive a prize! For grades K-6.

Multicultural music celebration with Folksinger, Daria! Daria shares a wonderful mixture of favorite songs from American and world folk music traditions. She introduces unique authentic instruments and allows the audience to take part in playing. For all ages.

James E. Kinney Senior Center

Don't be surprised if you see two ladies dressed up in costumes for parties at the Senior Center. Whether it's their annual St. Patrick's Day dinner, “Basket Bingo,” or the “Holiday Marketplace,” Sheila, Kathy, and the countless number of volunteers' hard work, dedication and enthusiasm have helped transform the Senior Center. Back in the early 1990s, there were approximately 200 active members participating in only a few activities at the Senior Center, located then in the same building with the Township's library. As the selection of programs and activities had expanded throughout the next decade, membership had increased dramatically. As a result, in 2004 the Township built a beautiful 10,000 square foot facility across the street for a new center.

Since 2004, the Senior Center continues to provide new programs and activities for more than 900 members, annually. (Would you believe they have more than the 27 programs listed to the left?) If you're interested in having your own event, consider the option of the 3,000 square foot rental facility, which is available to any resident. Maybe you'll even see the staff dressed up in costume.

The Senior Center accommodatesan average of 125-150 seniors daily.

The senior center is open to all residents age 55 and older and provides many activities and events throughout the week. The membership fee is $20 per year, which runs from July 1 to June 30. For more details, call 215-357-8199.

SENIORS AGAIN DEFEATSUPERVISORS AT NORTHAMPTON

DAYS BOCCE CHALLENGE

Northampton Days activities began on September 8 at 9:30 a.m. when the annual “Bocce Challenge” took place between the James E. Kinney Senior Center's bocce team and Northampton Township's supervisors. The Senior Center's team – three-time defending champions – once again defeated the township supervisors in a best-of-three match. The seniors took the first two matches: 7-0 in the first game and 12-0 in the second game. The supervisors gave a great effort in the second game, dropping the game in double overtime.Shown in the photo are (L-R) Team Seniors: Ray Schiwall, Bob Pavie, Janet Tomkins and Pete Palestina, Team Supervisors: Kim Rose, Eileen Silver, George Komelasky, Frank Rothermel and Jim Cunningham.
