ARMY PLACEMENT SATELLITE NODE MADRAS ENGINEERS GROUP Placement Cell. To maintain a young profile of the Indian Army, every year JCOs, NCOs, and OR retire at a very young age when their civilian counterparts are still left with nearly half of their service. Statistical study from data collected from Demob batches of HQ MEG & Centre indicates that approximately 70% JCOs retire at the age between 45-50 yrs and nearly 70% NCOs retire at the age of 35 to 45 yrs. Also individuals retire at a age when their liabilities are at their peak. Therefore a requirement was felt to provide them with a opportunity for a second career. Placement and Rehab Cell of HQ MEG & Centre was established in 1991 to assist retiring JCOs/OR with their second innings. During the year 2016-17 upto Mar 2017, 495 ESM have been placed by the Cell. The Placement Cell, HQ MEG & Centre is the representative of Army Welfare Placement Node (AWPN). Headquarter Karnataka & Kerala Sub Area and is responsible for registration for registration of retiring JCOs/OR of MEG & Centre in AWPO. MEG Help Line . MEG Help Line was established in the Placement Cell to facilitate solving of the problems of pensioners &Next of Kin (NsOK) in consultation with NE Gp (Records), PAO (OR) & HQ MEG & Centre. Existing Structure. The present organization of Placement Cell is as follow:-

Charter. The charter of duties and responsibilities of Placement Cell is enumerated as follows:-

(a) To contact various firms for identifying placement opportunities for ex-servicemen. (b) To sponsor candidates to the firms in time. (c) To arrange lectures from various firms for demobees. (d) To shortlist the ex-servicemen for a particular job depending upon the requirement of the firms and stipulated QR. (e) To act as a mediator between the candidates and the firm. (f) To arrange visits for the demobees to various local job fairs. (g) To monitor the cases for Army Central Welfare Fund, Assured Decent Last Rites, DSC recruitment for both JCOs and OR, etc. (h) Collect resume and forward them to the concerned firms. (j) To schedule campus interviews for the demobees. (k) To maintain database of retiring personnel and ex-servicemen to include the number, name, rank, permanent address, date of enrolment, date of retirement, trade, contact number, army courses, etc.

DSC Recruitment. Placement Cell carries out recruitment of ESM to DSC. Large number of vacancies are allotted to the Centre and it is seen that very few ESM are enrolling themselves in DSC amounting to surrendering of vacancies. All Regts should make a concerted effort to motivate the PBOR to enroll in DSC. 92 vacancies are allotted to this Centre for the Fin Yr 2016-17. Out of this, 73 have been filled by the Placement Cell. For JCOs 03 vacancies allotted for the training year 2016-17 were allotted to the Centre and 03 were availed. The vacancies allotted for the year 2017-18 are JCO - 02 Nos, OR’s – 120 Nos and 04 Nos (Sep Clk).

FINANCIAL ASSISTANCE Army Central Welfare Fund (ACWF). A Sum of Rs. 1,00,000/- (wef15 Jan 2009), Rs. 2,00,000/- (wef 01 Apr 2013)&Rs. 2,50,000/- (wef 01 Apr 2016) is paid out of ACWF to the NOK of PBOR, who die in harness (Non attributable). A sum of Rs. 35,70,000/- (Rupees thirty five lakh seventy thousand only) has been disbursed to NsOK from this scheme at their native place from 01 Jul 2016 to 20 Mar 2017.

Assured Decent Last Rites Scheme (ADLRS). Assured Decent Last Rites Scheme is an endeavor to ensure that the Armed Forces Veterans get an honorable funeral and befitting farewell from the Army during their ‘last journey’. The ADLR Scheme is primarily financed and executed by the CSD Canteen in our area of jurisdiction on which the deceased veteran was last dependent. All veterans including officers, JCOs and OR and their widows, holding valid canteen cards are eligible for ADLR scheme.

A maximum grant of Rs. 10,000/- (Rupees ten thousand only), as per the revised policy wef 01 Apr 2017, to assist the family in performing the last rites in a decent and honorable manner will be given on the spot to the NOK by the Field Staff. Total of 15 NsOK have been distributed the ADLR grant from 01 Jan 2016 to 20 Mar 2017. Festival Gifts to War Widows/NsOK. A gift of Rs. 1000/- (Rupees one thousand only) is given to all War Widows/NsOK on the eve of festivals. The details of distribution in year 2016-17 upto 20 Mar 17 is as follows:-

Army Welfare Placement Organisatin (AWPO). The Placement Cell has carried out registration of JCOs/OR in AWPO. The Same is ensured for all demobees so that every veteran can benefit from this facility at any stage as per their reqmt. The details of registrations in last three months of this yr are as under:-

Entrepreneurship Trg. ‘I Create India’, a not for profit organization working in the area of providing Entrepreneurship Training at the Grassroots Level was asked to conduct a 5 day Training Programme for the retiring JCO’s& OR at the Madras Engineers Group, Bangalore. This programme is a Pilot Project to study the impact of Entrepreneurship Training amongst the selected participants. I Create’s Entrepreneurship Programme began with an Entrepreneurship Awareness Programme scheduled from 03 Mar 2017 to 09 Mar 2017 and covered the following topics in interactive lectures and workshop:-

(a) Power of Networking.

(b) Cash Book – What & How. (c) Financial Literacy. (d) Newspaper Exercise for Idea Generation. (e) Types of Costs. (f) Income Statement. (g) The art of Negotiation. (h) Inexpensive ways of Business promotion. (j) Expanding Markets.

(k) Franchising & value Chain. (l) Mentoring of Business Plan.

The capsule was well recd and culminated with a ‘Business Plan Presentation’ by select teams to a panel of judges from ‘I Create’. The ideas for business were Diary Farming, Poultry, Areca Nut Plantation, Plate Manufacturing, Organic Vegetable Farming, Organic Paddy Procuring, Hotel, Flex Board Printing, Developing of Fish Pond, Granite Quarry etc. Out of the 33 pers who attended, 11 of the participants have come forward to be mentored as they would be starting their business once they retire.
