Information sheet

What is a “Social Enterprise”

There are many definitions of what is a social enterprise … but all contain these key elements:

They trade or earn income from business and have a social objective as a core purpose.

Many (but not all) also have some form of

social ownership and accountability through membership

UK Governments definition is “A Social Enterprise is a business with primarily social objectives whose surpluses are principally reinvested for that purpose in the business or in the community, rather than being driven by the need to maximise profits for shareholders and owners”

A more simplified explanation is to think of a social enterprise as a 3rd sector community/voluntary group that is run in a more business way ….. or a company that has social objectives and uses its profits to develop/support that work or invests it back in the community. It sits in between Private Enterprise/Business and Voluntary Community Groups.

Who are the Social Enterprise Team? The aim of the Team is

‘Social Enterprise Growth to build sustainability of services and communities through collaboration’ to;

Improve the way the Council does business with the Third Sector

Develop new ways of Delivering Services – Carnegie UK Trust and Review of Council

Services

Assist delivery of Economic Development Action Plan – CHORD/Renewables/Food and

Drink/Tourism/Culture, Heritage and Forestry

Support Areas for Action

The team have undertaken to ;

Assist in development of Social Enterprises

Maximise domestic funding and Argyll and Bute’s policy influence in order to promote sustainable economic growth and regeneration.

Develop shared information resource for Social Enterprise Team and others on the Council Server and keep regularly updated

Researching information to update current webpages

Research and present information for Directors/members/Snr managers etc on new streams of funding and information

Manage and cascade training for Grantfinder and Grantnet

Produce monthly digest of funding information (Funding Alert) The team will also support and facilitate any internal enquiries from other department who would like to investigate innovative ways to deliver services linking/signposting social enterprise companies to department heads and highlighting models of good practice happening in other areas.

In partnership with others, broaden the number of social enterprises capable of supporting public service delivery. This may be by through development of Public Social Partnership (building on experience with the Respite Care PSP), competitive tendering for contracts and the establishment of new social enterprises

Third Sector organisations are assisted to ensure that they have sufficient capability and capacity to support the sustainable use of an asset. Assessment criteria and process will be agreed by the Asset Management Board, Facilities, Economic Development and Community and Culture Services. Assessment will focus on:

capacity to take responsibility for a property asset

suitability of the asset to support delivery of the organisation’s objectives There is also likely to be a need for a capacity building role in this process. The Council will focus on support for social enterprises via Economic Development Service. Direct support for other third sector organisations will be more limited from the Council and these organisations will be directed to suitable sources of advice as appropriate.
