In this edition you will find information about; the new Child’s Plan (Version 1, May 2017) which replaces UCP 7 audit findings, information sharing, ongoing improvement work The GIRFEC team would like to welcome the following new GIRFEC Adviser’s Anne Bruce in Mid Argyll and, Laurie Black and Carolyn McMillan in Oban, Lorn and Isles. We look forward to working with them to take Girfec forward in the authority. New Childs Plan After a rigorous development process, which included consultation with practitioners from all services, the new Child’s Plan was launched on the 1 st May 2017. The new plan is shorter, more user friendly and incorporates a redesigned outcome page which is compatible with the SEEMiS wellbeing application. The plan has been tested by all agencies and has evaluated favourably. Alongside the development of the new Child’s Plan, comprehensive practitioner guidance has also been developed which will assist staff in using the document. To further support staff training sessions will be delivered by GIRFEC adviser’s in localities. Details on training sessions will be made available in the near future. Welcome to the Argyll and Bute GIRFEC Newsletter. In this edition you will find information about;

New Childs Plan

Universal Child’s Plan (UCP) Audit

Over the course of the last few months GIRFEC Advisers across Argyll and Bute have audited 42 multiagency Universal Child’s Plans (UCPs) and 8 antenatal plans.

The results of the audit highlighted particular themes and GIRFEC Advisers will be taking action to address the findings and support the development of practitioners.

The audit identified the following strengths:

The GIRFEC approach is being used consistently across Argyll and Bute There is evidence of good early intervention Good evidence of interagency working Child’s planning meetings are routinely taking place There is evidence of improvement in recording risk and assessment summaries

The audit also identified the following areas for improvement:

More evidence of the Child’s and Parents views being taken in to consideration The quality of short term outcomes is poor There is drift in timescales for planning Child’s plans require to be more outcome focused More evidence needed of child’s plans being reviewed on a regular basis

The recommendations from the audit include:

Girfec adviser’s should address areas for improvement with practitioners through supervision and training

A new Child’s Plan with a modified outcomes section should be developed Girfec advisers should provide audit feedback to staff in localities

Information Sharing

Rules for sharing information

By following these ‘golden rules’ of information sharing, people working with children, young people, families and other professionals can ensure that children and young people have the best outcomes possible:

Adhere to the principles of the Data Protection Act 1998 (Data Sharing across the Highland Data Sharing Partnership 2008 document)

Share information that is necessary, relevant and proportionate Record why information has been requested or shared Make the child, young person or family aware of why information is being shared

- Unless there are child protection concerns

Quality Improvement Work

The outcome of the audit identified the need for improvements. To ensure we are making these improvements in a planned and structured way GIRFEC advisers have agreed to apply the improvement science methodology and model for improvement.

The ‘model for improvement’ (Langley et al.) is a tried and tested approach to achieving successful change.

Use of the model offers the following benefits:

It is a simple approach that anyone can apply It reduces risk by starting small It can be used to help plan, develop and implement change There is plenty of evidence that it is highly effective

Small tests of change will be developed using this approach. More information on our progress will be reported in future newsletters.

A GIRFEC website is being developed for Argyll and Bute. Members of the GIRFEC Implementation Group have begun work with a web site development company having put the job out to tender a few months ago. The content of the new website will address the needs of children and young people, parents and professionals. Additional utility will allow us to provide a range of information, materials and guidance as well as gather data to assist in the further development of our processes.
