Economic recovery sofar fails to trigger anyincrease in pay rises,new research ndsDESPITE improving at its fastest rate inseven years, the UK’s economic recoveryhas so far failed to trigger an increasein pay rises, research from the CIPD hasfound.
While the economy grew by 2.6 per centin 2014, just 28 per cent of organisations
said they aimed to be the top payers intheir sector.
This marks a seven per cent fall on 2011figures.
The proportion of employers who saidthey were positioning pay in the bot-tom 10 per cent or lower quartile of themarket has increased from 13 per cent in2012, to 17 per cent two years later.
The CIPD’s annual Reward Manage-ment Survey found that the manufac-turing and production (37 per cent) andprivate sector services (30 per cent) weremore likely to position employee paycompetitively at the top of the market.
Ongoing pay freezes and budget cutscould explain why nearly one fifth (19per cent) of public services and vol-untary, community and not-for-profitorganisations still position pay in thelower quartile, and are generally muchless competitive when it comes to paythan other sectors.
Charles Cotton, performance and
reward adviser at the CIPD, said: “Withcontinuing economic growth and recov-ery of the labour market, we might haveexpected organisations to be aiming forcompetitive salaries to attract and retainemployees.
“However, this survey shows that so far
this isn’t the case.“Ongoing productivity challenges are
one reason meaning that many employ-ers simply can’t afford to increase sala-ries significantly across-the-board.
“On the other hand, where employershave enjoyed access to a steady supplyof labour in the market, they simplyhaven’t been under pressure to raisestarting salaries and in turn, this hasseen little movement across salary levelsin general,” he said.
According to the research, an organisa-tion’s ability to pay is the most impor-tant factor in determining pay increases,with 78 per cent of the 525 senior rewardand HR practitioners stating this.
It also found almost two-thirds (64 percent) of employers now use competen-cies as pay progression criteria, com-pared to 50 per cent in 2011 and the useof skills in determining pay progressionhas increased from 44 per cent to 60 percent over the same time period.
Mr Cotton said thisincreasing recognitioncould be a reflection of the structural changestowards a knowledge-based economy in theUK.
“If organisationscontinue to rewardthe ‘how’ as well asthe ‘what’, it may wellattract and retain moredesired talent into theorganisation and addvalue to the businessin the longer term,” hesaid.
“What’s important isthat businesses ensurethey’re regularly moni-toring, evaluating andcomparing pay, in orderto respond to a tighten-ing labour market.
“They also need to make sure they’reeffectively communicating pay decisionsto their employees, and it’s here thatHR needs to step in and help write theorganisational story to put earnings intocontext, particularly where they mightnot be increasing,” he said.
