(AFD) has recently gained two new members.

Celina, Texas, native Spencer Burns, 19, and Grant Taylor, 23, from Seiling both gained full-time firefighter status after three months on the volunteer squad.

Both described the transition as easy.

“Just going from volunteer to full-time, you spend a lot more time at the station, and you’re more familiar with everything,” Taylor said. “It makes it easier when we actually get a call.”

Both firefighters explained that their favorite experience was watching everything come together at the site of a fire.

“I like when we’re on scene and just watching the chief’s plan come together, and how we’re about to extinguish and take control of the fire,” Taylor said.

“I think it’s good how a lot of us are different, but whenever it comes to a fire we can come together and get it put out,” Burns agreed.

Both firefighters understand the importance and impact their posi-tions can have on the community. Burns pointed to their responsibili-ty to serve and protect the commu-nity as well as setting a good exam-ple for children.

fighters, Taylor said, “I would try and get on our volunteer program to see if that is the career that you are wanting to pursue. That was what both of us did.”

Taylor talked about his motiva-tion for becoming a firefighter. “My motivation is to just help the com-munity, making a small difference wherever we can, and setting an ex-ample for younger kids who might want to pursue this as a career.”

Burns and Taylor will both be attending the intensive Firefighter I training program in the fall as part of their transition process in be-

coming full-time firefighters.Burns graduated from Celina

High School in 2013 and moved to Alva where he attended a semester at Northwestern Oklahoma State University (NWOSU) efore volun-teering for the AFD.

Taylor graduated from Seiling High School in 2009 and is current-ly attending NWOSU where he has completed two and a half years. He is majoring in physical education. Taylor is married to Brooke Taylor and the two have a daughter, Ha-dassah, who is 1 and a half years old.

Graceful Arts Gallery and Studios will host a Lester Raymer retrospective during the month of August. Raymer, an Avard native, was well known for his circus imagery, his focus on roosters and the sun as subjects, and his folk art toys, which he created for his wife each year at Christmas.

The Raymer opening will be held on Friday, Aug. 1, during the downtown Alva Art Walk. Marsha Howe, executive director of the Red Barn Studio of Lindsborg, Kan., will give the curatorial lecture beginning at 7 p.m. in the studio of Graceful Arts. The Red Barn Studio is the location of the Lester Raymer home and art studio.

Raymer was born in 1907 and spent the better part of his childhood on the farm near Avard – just 7 miles southwest of Alva. Raymer learned at a young age how to transform the ordinary scraps of metal and wood into magnificent works of art.

Raymer attended the Chicago Institute of Art. It was there that Raymer met his future wife, the former Ramona Weddle of Lindsborg, Kan. Raymer eventually made his way back to Northwestern State University in Alva where he completed his academic studies. Raymer taught art classes in

Alva as an adjunct professor at Northwestern.

Raymer relocated to Lindsborg during the 1940s and married Ramona in 1945. While he taught occasionally at Bethany College in Lindsborg throughout his career, he primarily focused on art creation. The Red Barn Studio reflects the lives of Lester and Ramona and their interest in all types of art.

rainfall Tuesday and Wednesday, July 29-30, according to the Oklahoma Mesonet. Freedom received 1.72 inches and the May Ranch to the northwest of Alva near the Kansas border received 1.49 inches.

During the same time period, Cherokee received 1.59 inches, Fairview 1.56, Woodward 2.27 and Medford 2.03.

The Mesonet lists Alva’s rainfall for the year to date as 16.16 inches. No Alva data is available for 2013 but the May Ranch recorded 24.76 inches in 2013, 14.15 inches to date. Freedom had 20.30 inches in 2013 and 15.41 for this year to date.

While the rains this year have been welcome, they have not lifted the drought designation from the state. Only the southeast part of the state, 12.06 percent of the total area, is designated as normal.

drought” or D2 as of Tuesday, July 29. The weekly report is released on Thursday.

Colored areas on the map show the various levels. The deepest color is the highest level of “exceptional drought” and encompasses 4.48 percent of the state. The next highest, “extreme drought,” totals 18.88 percent of Oklahoma. Most of Woodward County falls in this designation.

Counties like Woods, Alfalfa, Grant and Harper in the mid-range total 33.06 percent of the state.

The lighter colors designate moderate drought and abnormally dry.

Tuesday morning, it will be interesting to see how the Tuesday and Wednesday rainfall impacts the map next week.

According to the drought monitor, effects of the southern plains’ long-term drought can still be observed in low lake levels and subsoil moisture shortages. On July 27, USDA reported that subsoil moisture was rated 65 percent very short to short in both Oklahoma and Texas. Rangeland and pastures have exhibited some recovery and are currently rated just 24 percent very poor to poor in Texas, along with 20 percent in Kansas and 19 percent in Oklahoma.

County commissioners hold special meeting;handle routine matters

OKLAHOMA CITY (AP) — The CEO of a bottled water business has bought a multimillion-dollar machine to produce the company's entire inventory in Oklahoma.

Ozarka Water CEO Steve Raupe bought the 5,000-square-foot pro-duction line to fill, cap, label and package water bottles, The Jour-nal Record reported (http://bit.ly/1k8YoBe ).

The equipment can produce 360 bottles per minute, meaning Ozarka's entire stock will be bottled in-house.

The production line will help the company save money, but Raupe did not disclose exact figures.

"The savings is phenomenal on freight alone," he said. "It's a sub-stantial (savings). I also like the peace of mind that it's done here.

Ozarka Water had previously outsourced some bottles' production to another company. The new equip-ment in Oklahoma will create four employee positions, bringing the company's total worker count to 100.

Raupe said he also wants to add a blow molder so the company can make its own bottles.

Ozarka's water comes from a 603-foot artesian well. Raupe said the company has used the source for 30 years.

Ozarka also distributes Moun-tain Valley Spring, which is sourced and bottled in Arkansas, and Eureka Spring Water, which is sourced in Arkansas but bottled in Oklahoma.

Matthew Allen Corbin, 53, of Wichita, Kan., passed away Wednesday, July 2, 2014, at home after an extended hospitalization. Matt was born Jan. 2, 1961, in Alva, Okla., the son of Chester Vern Corbin and Alice DeAnn Hollis Corbin.

He is survived by two brothers and one sister.

Family and friends will enjoy

a private celebration of Matt’s life at a time yet to be scheduled. His final resting place will be Alva, the hometown of his parents and grandparents where he visited often.

Three years after turning down a $54 million federal grant to set up

an Affordable Care Act demonstration project, the state of Oklahoma has declined to participate in another big “Obamacare” grant program.

Yet the Oklahoma State Department of Health did choose recently to participate as a partner in a separate Medicaid grant application headed by a Tulsa health-care organization. That application was rejected by the Obama administration.

Although the two actions appear somewhat contradictory, the bottom line is the same: Oklahoma will remain on the sidelines as Washington hands out money to states and health-care groups that apply to participate in Affordable Care Act grant programs.

The latest developments represent another twist and turn in a testy three-year relationship between the Obama administration and Oklahoma Gov. Mary Fallin and her legislative allies over provisions of the 2010 Affordable Care Act.

In February 2011, Fallin announced that the state had applied for and received a $54 million “Early Innovators” grant to develop the information-technology infrastructure needed to create a state-based health insurance exchange, where people could buy policies from private insurers. Oklahoma was one of seven states chosen to participate in

the $241 million federal program. Two months later, after a bill

authorizing the program ran into opposition in the Legislature, Fallin announced the state was rejecting the grant. She said the decision “accomplishes my goal from the very beginning: stopping the implementation of the president’s federal health-care exchange in Oklahoma.”

In 2013, when the U.S. Department of Health and Human Services solicited applications for a new program called the “State Innovation Models Initiative,” Oklahoma declined to participate in the first round of grant awards totaling $250 million. The purpose of the program was to design and test innovative approaches to improve care and lower health costs at the state level.

Oklahoma did the same thing this year when the federal department announced a second round of funding under the initiative. The application deadline for the $730 million second-round funding pool was July 21.

“The state of Oklahoma did not apply for Round Two,” Fallin Press Secretary Michael McNutt said in an email. The governor’s office did not elaborate on its decision.

Washington plans to fund programs in up to 15 states. The recipients have not yet been chosen.

The Oklahoma State Department of Health, however, was a participant in yet another Obamacare grant program called the “Health Care Innovation Awards.”

Earlier this year, the Tulsa-based MyHealth Access Network submitted an application to participate in the Health Care

Innovations Awards, a $360 million program designed to stimulate development of innovative health-care systems across the country.

MyHealth Access was the lead partner in a coalition that included the state health department, Integris Health, Blue Cross Blue Shield of Oklahoma and the Choctaw Nation of Oklahoma.

Earlier this month, HHS announced its tentative selection of 39 recipients in 27 states to receive the second round of funding under the grant program. The Oklahoma coalition was not among them.

“There are a bunch of different grant programs there,” said Dr. David Kendrick, chief executive officer of MyHealth Access. “You throw your hat in the ring and see, put your best foot forward and hope you understand how they’re making their selections. The way these competitive grants work is you apply for many and get a few.”

Health department spokeswoman Leslea Bennett-Webb said in an email the state agency was disappointed that the Oklahoma application was rejected.

“We were enthused about this grant opportunity because it would have provided the state with resources to better coordinate population health and health-care efforts, ultimately yielding health outcome improvements across the state,” Bennett-Webb said.

three-day Oklahoma Sales Tax Holiday. It lasts until midnight Sunday. Retailers are required to participate, and they may not charge tax on items that are legally tax-exempt. If you have questions about what is tax exempt, check the Oklahoma Tax Commission website at www.tax.ok.gov.

Although it is intended to assist with back-to-school shopping, the tax free holiday applies to all shoppers of any age.

According to the Oklahoma Tax Commission, the tax-exempt designation applies to sales of any article of clothing or footwear designed to be worn on or about the human body when the sales price of the article is less than $100. This does not apply to the sale of any accessories, special clothing or footwear primarily designed for athletic activity or protective use that is not normally worn except when used for athletic activity or protective use, or to the rental of clothing or footwear.

Sales tax holiday begins today

Accessories including jewelry, handbags, luggage, umbrellas, wallets, watches and other similar items carried on or about the human body, without regard to whether worn on the body in a manner characteristic of clothing, are considered taxable.

If a retailer has a “bogo” (buy one, get one free) sale, the total price of items in the “bogo” cannot be averaged to qualify both items for the exemption. The exemption depends on the actual price paid for each item.

If a retailer offers a discount to reduce the price of an eligible item to less than $100 the item will qualify for the sales tax exemption. This applies to all discounts even if a retailer’s coupon or loyalty card is required to secure the discount.

If a retailer accepts a coupon that entitles the retailer to third-party reimbursement, such as a manufacturer’s coupon, the discount provided by the coupon does not reduce the item’s sales price for purposes of determining whether the item is eligible for the exemption.

man accused of killing two girls along a rural Oklahoma road in 2008, but who wasn't arrested until after being questioned in his fian-cée's death three years later, plead-ed guilty in both cases Thursday.

Kevin Sweat, 28, entered guilty pleas to three counts of first-degree murder in Okfuskee County Dis-trict Court. Prosecutors dropped plans to seek the death penalty after Sweat agreed to waive his right to a jury trial. A bench trial was sched-uled to begin on Monday.

The girls — 11-year-old Skyla Whitaker and 13-year-old Taylor Paschal-Placker — were fatally shot as they walked down a road near Weleetka in rural eastern Oklahoma. But the case quickly went cold after their bullet-riddled bodies were found not far from where Taylor lived with her grand-father.

Sweat was not suspected in their deaths until police questioned him in the 2011 slaying of his fiancee, 23-year-old Ashley Taylor. Prose-cutors said Sweat told an investiga-tor during a videotaped interview that he shot the two girls because he thought they were "monsters" coming at him.

Sweat was barely audible during Thursday's hearing as he respond-ed to questions from the judge, who read a statement he signed acknowledging that the statements

he made during the taped interview were accurate.

"We're finally going to get this off of our shoulders," said Ashley Taylor's mother, Faye Taylor. Her father, Michael Taylor, added that the acknowledgement of guilt was "a big part of the healing process."

"It's a big relief knowing this is happening. You doubt it's ever go-ing to happen," he said.

Peter Placker, the grandfather of Taylor Paschal-Placker, said he "finally knows for sure" that Sweat was responsible for the deaths. But he noted: "It's not over until he's sentenced."

A sentencing hearing has not been set, but Sweat faces life with-out prison either with or without parole.

Sweat's attorneys had argued that Sweat was not mentally com-petent when he waived his Miranda rights before participating in the videotaped interview. But a judge agreed this year to allow prosecu-tors to use the video as evidence. The video had been played at pre-vious hearings.

In the video, Sweat first tells Oklahoma State Bureau of Investi-gation agent Kurt Titsworth he had nothing to do with the girls' deaths, saying "there would be no point to shooting kids."

But Sweat eventually said he shot what he said were "the de-mons" who approached him along a rural road where the girls' bul-

let-riddled bodies were found."I see demons, vampires ...

monsters, demons, whatever. I do have some problems," Sweat said. "I was scared. ... They were still coming at me, so I shot them."

Taylor, his fianceé, went miss-ing in July 2011 after telling her parents she was eloping with Sweat. Investigators have said that Sweat claimed he and Taylor argued and she got out of the care after the pair left Okmulgee to be married.

The cases were connected af-ter officers investigating the fian-cée's death found shell casings on Sweat's father's property that had markings that matched those found at the scene of the girls' 2008 slay-ings.

OKLAHOMA CITY (AP) — Oklahoma City police say one person was killed when a shipping container was knocked from an Oklahoma Na-tional Guard vehicle and landed on a pickup truck.

Capt. Dexter Nelson says the metal bin carrying weightlifting equip-ment was on a trailer as it went under a railroad overpass and the bin struck the overpass and rolled onto the pickup. Nelson said investigators found no significant damage to the bridge. He said he didn't know how high the overpass is above street level.

The name of the person killed was not immediately known.National Guard Lt. Col. Lindy White said a soldier was driving the

vehicle hauling the bin.White called the crash a "tragic accident" and said there is there is noth-

ing else she can say while police investigate.

Happy birthday to meBy Roger Hardaway

Well, today’s my birthday. I was born on Aug. 1 in a year that I prefer not to disclose to anyone other than those who have a compelling reason to know.

My mother taught me never to tell anyone how old I am. She taught me several other things that I ignored,

but that was one lesson I took to heart.For one thing, I don’t want people to judge

me by my age. All of us are guilty occasionally of thinking that people can or cannot do something because of how young or old they are.

While I don’t like to think of limiting my activities because of my advancing age, every year I find myself no longer able to do something as well as I once could.

And every year, it seems, it takes me longer than ever before to get to bed every night. I keep adding new rituals to perform before I can lay my head on the pillow.

I’m also definitely aware of the old adage that getting old is no fun but it’s better than the alternative.

I certainly want to live as long as I can and continue to accomplish a few things that – I hope, at least – are making the world a better place.

Human nature compels us to want to leave our marks on the world – however tiny they may be. I hope I can make some more of them.

I think the main reason we put up tombstones is so that future generations will know something about people who once lived but are now deceased.

The information on the markers – like our dates of birth – tell in very brief form something about our lives.

So, happy birthday to me. I hope I can celebrate many more. I’m glad to be alive and in good health.

One of my all-time favorite songs is “Signs” by The Five Man Electrical Band. One phrase in that song pretty much sums up the way I feel today. The line is: “I’m alive and doing fine!”

we heard that the molybdenum mine in a nearby town, Questa, had closed. The molybdenum, mined in the area for over 40 years, was depleted. Used to alloy high-strength steel for everything from razor blades to weaponry, molybdenum is one of the rare earth minerals. Other rare earth elements are

critical for the production of smart phones, computer screens, light bulbs and, oh yes, Tomahawk cruise missiles.

Like many other products necessary for our ways of life, China had created a worldwide monopoly of their supply, using them as leverage in a territorial dispute with Japan over some uninhabited islets in the East China Sea. Panic ensued, and prices soared an

unprecedented 300 to 1,000 percent in 2006. New production methods and recycling

have led to a more stable supply with the U.S., now a producer of rare earths such as gadolinium, used in MRIs; yerbium, used in sonar equipment; holmium, used in medical lasers; cerium, found in catalytic converters; europium, for LEDs; and dysprosium, used in nuclear reactors.

A single California mine at Mountain Pass, near Las Vegas, was the leading global source of these elements from 1960 to 1980 and Molycorp, a Colorado-based company, is in the process of reopening it. Avalon Rare Metals plans to produce heavy rare earths in the Northwest Territories and thanks to new exploration and processing efforts, deposits have been found in Kazakhstan, India and Australia.

This is just another example of exploiting Earth’s bounty for our vanity.

Congressional investigators say this is why they want all of Lois Lerner’s emails.

Newly released emails show the former IRS official referring to some right-wing Republicans as “crazies” and more, a revelation that is fuel-ing GOP claims of a political conspiracy at the tax agency to target conservative groups.

Lerner headed the IRS divi-sion that handles applications for tax-exempt status. In a se-ries of emails with an associ-ate in November 2012, Lerner made two disparaging remarks about some members of the GOP, including one remark that was vulgar.

chairs the House Ways and Means Committee, released the emails Wednesday as part of his committee’s investiga-tion. The Michigan Republican says the emails show Lerner’s “disgust with conservatives.”

In one email, Lerner called some conservatives crazies. In the other, she called them “assholes.” The committee re-dacted the wording to “_holes” in the material it released pub-licly, but a committee spokes-woman confirmed to The As-sociated Press that the email said “assholes.”

Lerner retired from the IRS last fall. Lerner’s lawyer, William W. Taylor III, did not respond to a request for com-ment. His office said he was traveling.

Congress and the Justice Department are investigating whether the IRS improperly scrutinized applications for tax-exempt status from conser-vative groups during the 2010 and 2012 elections.

In June, the IRS told Con-gress that an untold number of Lerner’s emails were lost when her computer hard drive crashed in 2011. The revelation set off a new round of hearings on Capitol Hill, as well as a new push by Republicans for a special prosecutor to inves-tigate.

The Obama administration is resisting calls for a special prosecutor, noting the numer-ous ongoing investigations. Both the Justice Department and the IRS inspector gener-al are investigating the lost emails as part of wider probes.

Despite the lost emails, the IRS says it is providing con-gressional investigators with 67,000 emails to and from Le-rner.

In the newly released emails, Lerner apparently was traveling in Britain in Novem-ber 2012 when she used her Blackberry to send a series of emails to a personal associate who did not work at the IRS. Camp said Lerner was using her government email account.

Lerner told the person that she overheard some women say America was bankrupt and “going down the tubes.”

the hope that my situation will help other women. A year ago, I started experiencing irregular monthly cycles that would last for 20 days at a time. I also had extreme pain and a rapid heart rate. I was told, “You are going through menopause.”

After several months of this, my doctor had some blood work done. He had me go immediately to the emergency room for a blood transfusion. At the hospital, I was given a pelvic ultrasound that showed I had polyps that turned out to be endometriosis. Then my life changed.

I was diagnosed with endometrial stromal sarcoma and required a complete hysterectomy. During my surgery, the doctor found a five-pound tumor (which explained my unusual weight gain). I have since endured more than 30 radiation sessions and will continue this treatment until the cancer is gone.

I knew I was not yet going through menopause. My symptoms were too extreme. I am grateful that the doctors took the time to figure out what was wrong. You don’t listen to us, so we’re hoping Annie passes this along. Your grandkids visited the Saturday before Easter, and you made marshmallow treats together. On Sunday, you watched as they hunted for Easter eggs stuffed with candy and chocolate. As a reward, they received overflowing baskets full of more sweets. Dinner was followed by some sort of whipped-creamy dessert so decadent it made our teeth hurt. Christmas was much the same, with mugs of hot chocolate.

We’re learning so much about sugar and its potential for harm in our bodies. Yes, everything in moderation, but you have no filters on your moderation. We could understand if you only saw them once a year, but this scenario plays out weekly because you live nearby. Whipped cream, strawberries and syrup is overkill for morning pancakes. Scott. RAY: The dipstick almost never

lies. It can give you a false reading if you use it incorrectly -- if you check it while the engine is running, or just after it’s been shut off and there’s still oil in the upper part of the engine that hasn’t drained down yet. But generally speaking, the dipstick tells the truth.

TOM: You’re lucky in that most cars don’t even have an oil-level light, Scott. They have an oil-pressure light, which only comes on once the situation is a “pull-over-right-now-and-shut-off-the-engine” emergency.

RAY: But your car, and some other Mercurys, came with an oil-level sensor that plugged into the side of the oil pan. That gives you an early heads-up, well before it’s an emergency.

TOM: It’s a great thing to have. I don’t know why every car doesn’t have one.

RAY: But after 30 years, for

some reason, your oil-level sensor decided to croak.

TOM: I definitely would replace it. It’s inexpensive and easy to install. And it’s great to have, especially on an older car, which is increasingly likely to spring a leak or burn some oil.

RAY: The time to replace the sensor is next time you’re having your oil changed. Once the car is up on the lift, it’s a five-minute job.

TOM: But in the meantime, the dipstick will give you an accurate reading. Check it first thing in the morning, when the engine is cold. In fact, you can pad out to the driveway and wipe the dipstick on your pajamas.

The accomplice in an Arizona prison break said federal prosecu-tors broke an oral promise not to oppose a 20-year prison sentence in the murder of a couple in New Mexico, but the prosecutors said no such promise was made.

Casslyn Welch pleaded guilty to crimes that included carjacking resulting in death and conspiracy after the bodies of Linda and Gary Haas of Tecumseh, Oklahoma, were found with their burned-out camping trailer on an eastern New Mexico ranch in August 2010. She was sentenced to 40 years in pris-on in early June.

As part of a plea agreement, Welch testified against a co-de-fendant, John McCluskey. Her at-torneys argue in court documents that federal prosecutors led Welch to believe they wouldn't disagree with a defense request for a 20-year prison term, even if they wouldn't advocate for it.

The defense attorneys are ask-ing a judge to hold an evidentia-ry hearing to determine whether prosecutors acted in good faith and dealt fairly with Welch.

Woman contests sentence in New Mexico murder case

"That covenant, which ob-ligated the government to treat Ms. Welch fairly and to act in good faith, was relied upon by Ms. Welch to her detriment," they wrote in court documents.

Prosecutors said Welch under-stood that she could face up to life in prison and that the judge ulti-mately would decide the extent of her punishment.

"The plea agreement in this case is clear: the government made no agreement to 'not oppose' a 20-year sentence or to stand silent at sentencing," prosecutors wrote in response to the defense motion.

U.S. District Judge Judith Her-rera in New Mexico has not ruled on the request.

Welch has yet to be sentenced on charges stemming from the July 2010 prison break near Kingman. She admitted to throwing cutting tools over the prison fence that helped McCluskey, Tracy Prov-ince and Daniel Renwick escape. She supplied the men with guns, money and a getaway vehicle, au-thorities said.

Renwick made off alone in the vehicle, but he was captured a day later after a shootout in Colorado.

Province, McCluskey and Welch hijacked a semi-truck at gunpoint in Kingman and ended up in New Mexico days later. All of them were recaptured by au-thorities.

Province and Welch said Mc-Cluskey was the triggerman in the Haas' death.

Mohave County Superior Court Judge Steven Conn has said he would sentence Welch after she re-solves the federal charges. Under a plea agreement with Arizona pros-ecutors, she will receive 20 years in prison on an escape charge and two counts of armed robbery, to be served concurrently with the sen-tence in the federal case.

investors, the red flags were every-where on Thursday.

There were weak corporate re-sults, the looming end of stimulus from the Federal Reserve and ten-sions between the West and Rus-sia. On top of that, some investors feared that stocks have become too pricey after three years without a significant downturn.

The confluence of worries sent the Dow Jones industrial average tumbling more than 300 points, its worst one-day drop since February. The plunge snapped a string of five straight monthly gains, and pushed the blue-chip index to a slight loss for the year.

But it wasn't just stocks that suffered. Oil fell to its lowest lev-el since March, gold dropped and even Treasurys edged lower.

The stock market fell in early trading after a dose of bad earnings news, and the losses accelerated throughout the day. Whole Foods Market and Exxon Mobil sparked the selling after their quarterly re-sults late Wednesday disappointed investors. Yum Brands, the owner of KFC and Pizza Hut, slumped af-ter it said that its earnings would be crimped by a food safety scandal in

Also driving the downturn were concerns that the Fed could raise short-term interests faster than ex-pected because of a rebound in U.S. growth during the spring.

The stock market has climbed nearly 200 percent since March 2009, with the most recent leg of that surge pushing the Standard & Poor's 500 index to an all-time high a week ago. The S&P 500 hasn't suffered a sell-off severe enough to qualify as a correction, Wall Street parlance for a fall of 10 percent or more from a peak, since October 2011.

"We've been on a strong run," said Jerry Braakman, chief in-vestment officer at First American Trust. "There's just more concern that stock valuations are rich com-pared to historical norms."

The S&P 500 dropped 39.40 points, or 2 percent, to 1,930.67, its biggest loss since April 10. The drop pushed the index to its first monthly loss since January.

The Dow Jones industrial aver-age plunged 317.06 points, or 1.9 percent, to 16,563.30. The drop was the biggest since Feb. 3 and the index is now 13.36 points lower for the year. The Nasdaq composite fell 93.13 points, or 2.1 percent, to

4,369.77.Exxon Mobil stock fell $4.31,

or 4.2 percent, to $98.94 after the energy company said that oil and gas production slipped 6 percent in the second quarter, disappoint-ing analysts. The decline was driv-en by the expiration of rights to a field in Abu Dhabi and natural field declines. Whole Foods Market fell 88 cents, or 2.3 percent, to $38.23 after reporting quarterly sales that fell shy of expectations. The up-scale grocer also lowered its sales forecast for the year.

Stock market valuations have climbed steadily for almost three years. Investors have become more optimistic about the outlook for earnings as economic growth has improved. The price-earnings ra-tio for S&P 500 stocks rose as high 15.9 earlier this month from 10.5 in September 2011.

Investors are also concerned about a range of geopolitical issues that could ultimately harm global growth.

In Europe, tensions are escalat-ing between the European Union and Russia after the downing of a passenger plane over Ukraine. The European Union on Thursday re-vealed the details of broad econom-ic sanctions against Russia. Argen-

tina's debt default Wednesday was also added to investors' list of con-cerns.

Paul Zemsky, chief investment officer of Multi-Asset Strategies and Solutions at Voya Investment Management, said the main driver behind Thursday's sell-off was a re-assessment of the outlook for inter-est rates in the U.S.

The Fed has kept short-term in-terest rate at close to zero for more than five years, and bought bonds to hold down long-term interest rates. The goal is to encourage borrowing and spending.

Policy makers are now be-coming more optimistic about the outlook for the U.S. economy after growth expanded by a bet-ter-than-expected 4 percent in the second quarter. Although the Fed hasn't said when it will start raising rates, investors may be starting to assume that the timing will happen sooner, if the economy continues to improve and inflation picks up.

Friday's monthly jobs report is the next piece of data that investors will examine for a sense of where the economy and rates could be headed.

"We're closer to the first move higher in interest rates," Zemsky said. "And there's definitely a

camp that believes that the only reason that we're at these levels is because the Fed has kept the rates at zero."

Despite Thursday's weak cor-porate results, investors should remember that the overall outlook for profits is strong, said Zemsky.

Earnings are still at record lev-els, and expected to grow by 9 per-cent in the second quarter, accord-ing to data from S&P Capital IQ. That compares to growth of 4.9 percent in the same period a year earlier and 3.4 percent growth in the first three months of this year.

In other markets, gold fell $13.60, or 1.1 percent, to $1,281.30 an ounce. Silver slipped 19 cents, or 0.9 percent, to $20.41 an ounce.

Benchmark U.S. crude fell $2.10 to close at $98.17 a barrel in New York, its lowest level since March 17. Oil's high for the year was $107.26, on June 20; its low was $91.66, set on January 9.

Brent crude, a benchmark for international oils used by many U.S. refineries, fell 49 cents Thurs-day to close at $106.02 in London.

Prices for U.S. government bonds were little changed. The yield on the 10-year Treasury note edged up to 2.57 percent from 2.56 percent on Wednesday.

NORMAN, Okla. (AP) — Okla-homa got a lot of attention with its upset victory over Alabama in the Sugar Bowl.

As good as it was for the pro-gram, the Sooners are looking for-ward. The Big 12 favorites begin practice Aug. 5 in preparation for the Aug. 30 opener against Louisi-ana Tech.

"They've been getting stroked for a long time about Alabama," co-offensive coordinator Jay Nor-vell said Thursday. "That's ancient history as far as the football world is concerned. It's time to turn the page and move on and see what this 2014 team can do."

The challenge for Oklahoma will be keeping a team that has been praised all offseason hungry.

"I told my guys what we did last year is last year," defensive line coach Jerry Montgomery said. "We haven't done anything this year. We still have to prove ourselves. We're going to have guys that didn't play much last year that are going to play. We've got guys that played a bunch of ball last year. We've still got to go out and play the man in front of us. We've got to work well as a team. I don't believe in the hype. It's not where you start, it's

The Sooners should be especially strong on defense, where 11 players with at least five career starts return from a unit that led the Big 12 in total defense and pass defense and ranked second in scoring defense and rushing defense.

Defensive coordinator Mike Stoops says the unit can be even better this year. Last year, the Soon-ers switched from a 4-3 to a 3-4 and adjusted on the fly. This year, there is a greater sense of comfort for coaches and players that should allow the team's improved athletic ability to shine.

"I think we're a bigger, longer, faster football team than we were at any time last year," Stoops said. "Our size and our strength has grown."

Second-team All-Big 12 defen-sive end Charles Tapper is back. He was second on the team in tackles for loss (9) and sacks (5 1/2) last season.

Defensive tackle Jordan Phil-lips is back after missing nine games last season with a back

injury. Stoops said the 6-foot-6, 341-pounder is a difference maker.

"We just want Jordan to play where he was a year ago, and hope-fully, he'll make a huge difference in our defense if we can keep him on the field and keep him healthy," Stoops said. "He feels great, so that's a good sign. We instantly get better with him on the field."

Linebackers Frank Shannon, Dominique Alexander and Eric Striker combined for 222 tackles last year. Jordan Evans, who missed five games last season with an an-kle injury, is back. Geneo Grissom, who will move from defensive end to outside linebacker, had two sacks, two fumble recoveries and a touchdown in the Sugar Bowl.

Zack Sanchez earned numerous honors as a freshman cornerback last season. Senior Julian Wilson, the team's starting nickel back last year, also will be considered at cor-nerback.

Stoops said the Sooners are two-deep across the board.

"Players get complacent and content when they're not pushed," he said. "So we've got a bunch of guys pushing for playing time, and to me, that's the best thing we have going for us right now."

The app works on Android phones as well as the simple "fea-ture phones" that are used by the majority of people in Zambia, said Guy Rosen, product management director at Internet.org.

If users click on a link that takes them outside of the 13 pre-determined services, they will get a warning that they may incur data

charges. One thing missing from the features is email. Many people who are new to the Internet in de-veloping nations don't use email, opting to use messaging apps or social media sites instead.

"Zambia is a country with 15 percent Internet penetration," Rosen said, adding that this makes for a "huge amount of people that we can connect."

Zambia's population is about 15 million.

The app will spread to addi-tional countries down the line, but Rosen did not say which ones.

Internet.org estimates that about 80 percent of the world's population that isn't online lives at least within basic 2G cellphone range. As such, Facebook CEO Mark Zuckerberg has said that making connectivity affordable and convincing people that the In-ternet is something they need are bigger hurdles to connecting peo-ple than "satellites or balloons."

That said, Facebook has also acquired a satellite company, just to ensure all its bases are covered.
