ARCHITECTURE DETAILED DESIGN PROJECT DESCRIPTION

1 INTRODUCTION

1.1 Background

In 2008, the GRM through MISAU conducted a warehousing and distribution needs assessment. The

assessment found that MISAU was spending substantial sums annually to rent centrally managed

warehouses nation-wide. It also recognized that limited capacity and poor physical conditions of most

existing provincial and district warehouses were unsuitable for establishing an adequate nationwide supply

chain system.

As a result of this assessment, in 2013 MISAU drafted the Pharmaceutical Logistics Strategic Plan (PELF),

which covers the policy, infrastructure, supply chain, and financial needs to achieve sustainable commodity

security improvements. USAID seeks to align its support with the PELF. It is currently supporting the

Nampula regional pharmaceutical warehouse design and construction project. Given the poor warehouse

infrastructure and large US Government investments in health commodities, an intermediate warehouse

prototype design will enable MISAU/CMAM to achieve their PELF objectives through establishing a

nationwide pharmaceutical warehousing network.

The PELF suggested that the national health services supply network should adopt a regional/intermediate

distribution model in place of the present national/provincial/district structure. In this proposed structure,

MISAU would rely on three regional warehouses in Nampula, Beira and Maputo (Zimpeto). The study

concluded that:

• The Zimpeto national warehouse must be expanded to serve the southern region;

• Two new warehouses are needed to serve the central (Beira) and northern regions (Nampula); and,

Between 15 to 25 intermediate warehouses are planned to be built throughout the country, located

inter-districts or provinces as suitable), in the most sustainable network to support nationwide health

services.

According to the PELF, the number and locations will be subject to a study, considering the health units’

network, population, and access roads. Based on the approved PELF, the intermediary pharmaceutical

warehouses are responsible for:

• Receiving bulk or pre-packaged products sent from regional warehouses/central level

• Receiving medicines kits

• Storing bulk products (traditional method);

• Executing the distribution plan for pre-packaged products to health units;

• Analyzing orders and distributing bulk medicines (traditional method) requested by health units;

• Organizing (scheduling) transport to health units’ warehouses;

• Collecting and analyzing consumption data and reporting to CMAM head office and the regional

warehouse.

According to the PELF, the National Health Services (Serviço Nacional de Saúde) comprise 1,392 health

care centers to be serviced by the logistic system. The proposed PELF supply chain will reduce the

provincial and district warehouses to a single level, an“intermediate” level. Pharmaceutical products will be

shipped from a) ports / airports to the three regional warehouses; b) from the regional warehouses to the

intermediate warehouse; and c) from the intermediate warehouse to the health units.

1.2 Project description

The Prototype Deisgn for the Intermediate Warehouses will be used to build approximately thirty (30)

Pharmaceutical Warehouses throughout Mozambique according to the table below.

It is intended a modular prototype project with a potential growth, with a base capacity of at least 300 pallets,

for an average of 600 pallets and a maximum of 1200 pallets.

1.3 Assumptions and site característics for the Pharmaceutical Warehouses

1.3.1 Introduction

The development of this project has the goal to guideline the development of the projects mentioned above, where it presents assumptions and recommendations to consultants and contractors who will have to implement these warehouses at a national level.

In this way, it is made a number of assumptions and recommendations and are presented to basic infrastructures that the lands should have to the recommendation from the various services that this complex should have, how it must be implemented and what were the variables used to obtain this standards.

1.3.2 Site característics

1.3.2.1 Dimensions

The site for the Intermediary Warehouses must be topographicly flat in a urban context favorable to the infrastructure facilities. Due to their accessibility needs, number of buildings and little mobility of the heavy vehicles that will attend this infrastructure (trucks of 40 feet) it is recommended that the sites must be orthogonal and with dimensions close to 125 meters of depth by 90 meters of width.

All the buildings must have a minimum buffer zone from the perimeter boundaries of 5 meters.

1.3.2.2 Site Slopes

The Intermediate Deposits must have a regular and topographicaly flat site. In case of a slight slope, the entrance of the site must be the lowest point to make the water drainage easier to the streets and potential municipal infrastructures.

1.3.2.3 Locations

The sites for the Intermediate Warehouses must be located in urbanized areas with low housing density, access to infrastructure such as electricity, water and good road access for the type of vehicles that transport this type of products.

1.3.3 Infrastructures

1.3.3.1 Water supply

It is not considered a water supply from the public network for the Intermediate Warehouses. It is considered the possibility of making two water holes to capture fresh water. In case of water supply from the public network and after checking if there is a good network pressure, this item must be adapted to the new reality but not removing the water tanks, only reformulating the fresh water source, reducing the works costs.

1.3.3.2 Sewage

In the assumptions of the Intermediate Warehouses, it was not considered the connection of the internal sewage network to the public network. If this exists and is in good condition, it is recommended that instead of making the cesspits described in the project, it must be connected to the municipal sewage drainage network, reducing the works costs.

1.3.3.3 Storm Water drainage

It is not considered in the assumptions of the intermediate warehouse the connection of the rainwater harvesting network to the public drainage network. If it exists and is in good condittion, it is recommended to connect to the municipal rainwater drainage network.

1.3.3.4 Power supply

It is considered that the intermediate warehouse will be provided with medium voltage network at the entrance of the site, contemplating only the connection of this network to the Warehouse transformation station. Even if the local has a low-voltage power supply, it is always recommended to connect to the medium voltage grid and install the Transformer Station according to the project.

Ideally this connection will be at the front side of the complex.

1.3.3.5 Internet connections

It is not considered the existence internet connection on site, although the infrastructure is prepared for the reception of a cable or fiberoptic or any other data network cabling.

1.3.3.6 Roads Acessibilities

It was assumed that the frontal boundary of the site will be at least 5 meters from the reservation area of the public access road. This road must be paved with a width of more than 8 meters to allow the free movement of heavy vehicles that have lack of flexibility and road mobility.

1.4 Storage assumptions

1.4.1 Warehouse capacity

The main goal of the Intermediate Warehouses is to be able to store 300 pallets, 600 pallets or 1,200 pallets

of pharmaceutical products among other medical articles. Besides this capacity, the 300 and 600 pallets

must be able to grow if the needs change during the years.

1.4.2 Pharmaceutical Supplies

It was considered a supply of pharmaceuticals to the various Intermediate Warehouses every three months

and a monthly supply to the different Health Units.

In project development, it was assumed that the provision of the Provincial and Central Health Units would

be carried out at the Regional level. In summary, the Central and Provincial Hospitals for their size, capacity,

complexity and variety of services would be supplied by the Regional Warehouses such as Maputo, Beira

and Nampula.

1.4.3 Dry Ice Manufacturing and Storage for the Laboratory

Due to the high manufacturing costs, complex processing and the need for specific personnel for the

production of this product, the Intermediate Warehouses will not include the Manufacturing and

Manufacturing Dry Ice. Strategically; it is assumed that will be carried out at a Regional level (Maputo, Beira

and Nampula).

1.4.4 Quality control and Laboratory tests

It was considered a laboratory in all Intermediate Warehouses but due to the high costs in certain laboratory

equipments and the need for specific personnel, these laboratories will initially only provide infrastructures for

the placement of MiniLabs, water tests, visual inspection and manipulated medicin.

1.4.5 Inceneration of Pharmaceutical products

Due to the high costs involved in the Incineration of Medicines, and the the need for specific personnel for

this type of tasks, the Intermediate Warehouses will not contemplate the incineration of pharmaceuticals or

any type of incineration. Strategically, it is assumed that will be carried out at a Regional level (Maputo, Beira

and Nampula).

Although this assumption, all Intermidiate Warehouses will have a area for a possible Installation of an

incinerator if justified in the future.

1.4.6 Mosquito net warehouse

In the intermediary warehouses will only include the storage of mosquito nets for the Maternal and Child

Program because it has a constant and predictable logistic. The storage will have a capacity of 100 m³ of

storage in shelves.

This storage is planned to be on two level shelves with bale stack up to 2 meters high and were considered

two annual supplies.

1.4.7 Insecticides warehouse

It was not considered the storage of insecticides in the project. It was considered that this storage could be

carried out in 40 feet containers in the exterior areas inseide the complex.

1.4.8 Pharmaceutical Warehouse

It was considered that the Intermidiate Warehouses will receive bulk or prepacked pharmaceuticals, drug

kits, mosquito nets and refrigerated medicines from regional warehouses on pallets or in boxes.

1.4.8.1 Pallets

It was considered that the Pharmaceuticals are transported Europaletts with the following dimensions: 1.20 x

0.80 meters and will be stored in racks with four levels. The first level of pallets will be supported 20

centimeters from the ground and each level will be 1.5 meters high between levels. The height of the racks

with pharmeceuticals will be 4.7 meters high and without pharmaceuticals will be 3.2 meters.

1.4.8.2 Distance between racks and Forklifts

It was considered that the racks will have 4.0 meters of free space between pallet racks. This distance is

necessary for forklifts of 2.5 tons of load capacity, with electric operation, to have room of maneuverability

between the shelves.

If the maximum load option is 2.0 tonnes this dimension can be significantly reduced..

Inside the warehouses the electrical equipment (forklifts and pallet stackers) will have a parking area for

battery chargers.

The boom of these load equipments will have a minimum reach of 3.2 meters height.

1.4.8.3 Racks

The pharmaceuticals will be shipped in boxes and will be organized in small volumes that will be placed on

shelves 2.0 meters high divided into 5 levels, 1.0 meters wide and 0.5 meters deep. The highest shelf is 1.6

meters height and the shelfs spacing will be approximately 40 centimeters.

1.4.9 Cold storage (PAV, Laboratory and Refrigerated Pharmaceuticals)

1.4.9.1 Dimensions

In order to a better understanding of the real cold storage needs of the Intermediate Warehouses, it was

necessary to identify the needs of each cold (positive or negative) equipment in order to be able to

standardize the cold installations nationwide. In this way, it was identified four types of cold storage

equipment:

1. Vertical Freezer (Dimensions - 1,7 x 0,8 x 0,9 meters);

2. Horizontal Freezer (Dimensions - 0.6 x 0.6 x 1.8 meters);

3. Small Freezer container (Dimensions - 3.0 x 3.0 x 2.5 meters);

4. Large Freezer container (Dimensions - 5.0 x 3.0 x 2.5 meters).

In the following table is presented the storage capacity of each equipment:

The storage capacities of the containers do not include the circulation area.

1.4.9.2 PAV (Vaccines)

The cold chain system proposed for PAV (Vaccines department) consists of an evolutionary proposal such

as:

In summary, PAV will have a positive cold storage capacity equivalent to 12, 24 or 36 refrigeration freezers

depending on the size of the Warehouse (300, 600 or 1,200 pallets), for example.

The storage freezers for Ice Packs evolve from two to four 600-liter freezers.

Although designed in this way, the 300 pallets warehouses must be prepared for cold chain similar to a

warehouse of 1.200 pallets.

The evolution of this cold chain is similar as the PAV in the matter that the smaller warehouses can have the

cold chain similar to a 1.200 pallets warehouse.

1.4.9.5 Variations and possible scenarios

Although in the above mentioned points it is possible to analyze cold storage capacities, it has been found that they are not linearly proportional to the storage capacity of the warehouses. There might be scenarios of having an Intermediate warehouse of 300 pallets with the maximum number of cold storage equipments as we can have the inverse, that is, a deposit of 1,200 pallets with a reduced cold storage system. For these reasons, it was considered the maximum electric loads in all projects regardless of whether they were a deposit of 300, 600 or 1,200 pallets.

2 PHARMACEUTICAL INTERMEDIATE WAREHOUSE It is assumed that each Pharmaceutical Warehouse will be implemented on a site 125 meters long by 90

meters wide and in an ideal topographical flat and regular terrain.

The buildings and services in the complex will all be the same size, except for the main warehouse. The

layout for the Warehouses of 300 and 600 pallet will always have a evolution possibility up to a capacity of

1,200 storage pallets.

Resuming, the facilities will have to be flexible and capable of loading and unloading large vehicles such as

trucks with 40-foot containers, 10-ton fixed Lorries and small vans like ambulances among other vehicles.

The facilities must be able to provide secoundary services such as maintenance as well as being able to

accommodate exterior people like drivers among other visitors.

2.1 Masterplan

The Complex will have a Central building that will be a warehouse with capacity for 300, 600 or 1,200 Pallets, surrounded by a heavy vehicle roads and support services.

For safety reasons the flammable, toxic pharmaceutical products, mosquito nets will be stored in an independent building.

Finally, and in a general way, all the Intermidiate warehouses will have support areas composed by:

• Guardhouse;

• Transformation Station and Generator Group with two generators;

• Maintenance Area;

• Support area for external collaborators (kitchen and showers for drivers);

• Water Reservoir and a water tower;

2.2 Pharmaceutical Warehouse Ground Floor

The Main Building will have its functions distributed on two levels. The ground floor will have the storage functions and the first floor will have the management (offices).

The ground floor of the building will have a closed dock area capable of receiving 40 foot trucks with capacity for 35 to 50 pallets depending on the type of cargo.

Adjacent to the docks will have two areas of reception, verification and quality control of the pharmaceuticals received. These areas shall be closed and independent so that there is no diversion or exchange of goods between the two discharges areas at the same time. These reception areas will have pallet racks capable of receiving 48 pallets on 2 levels. Thus, the capacity of simultaneous reception of these deposits will be 96 pallets.

After this verification and codification of the pharmaceuticals in the reception area, they will be distributed among the following spaces:

1. PAV (Vaccination department);

2. Laboratory;

3. Refrigerated Medications;

4. Hand picking;

5. Storage area in Pallets (Racks);

6. Surgical tools and utensiles;

7. Psychotropics and Narcotics;

In the flow of the expedition of pharmaceuticals to the various Health Units, there will be a dispatch area, with counters of support, area for pallets and spere boxes. After this procedure is completed, the various loads will move to an isolated shipping area with capacity for 24 pallets, distributed in two levels. Although this distribution is mostly in boxes, the shipping area will have racks with shelves so will be able to hold pallets and boxes in case of any unforeseen situation.

All areas of the ground floor of the main building is raised from the ground 0.90 meters to allow an easier way to load and unload the truck containers.

In addition to the mentioned areas above, the ground floor will have the following support areas:

1. Entrance and Reception;

2. Kitchen and canteen;

3. Showers for Men, Ladies and Disabeled persons;

4. Archives;

5. Security Control Point;

6. Quality Control Laboratory;

7. Forklifts parking and recharge area;

8. Reception and verification area.

2.3 Pharmaceutical Warehouse First Floor

In the first floor are the offices where the Intermediade Warehouses will be managed and will have the following compartments:

As an evolutionary option of the building, the storage of pharmaceuticals and other medical articles can

develop in height in areas of PAV (Vaccines), Laboratory, Refrigerated Medications and Small Volumes.

These compartments can benefit from the height of the warehouse to store articles of great volume and

reduced weight on a first floor, mezzanine with a steel structure.

2.4 Warehouse capacity

It is expected that the storage capacities will evolve as follows:

Resuming, the storage capacity of the Warehouses will be between 432, 648 and 1,248 pallets in total,

distributed in pallet racks with 4 levels.

The PAV, Laboratory and Refrigerated Medicines areas include storage areas for isothermal boxes, ice

packs and needles incinerators.

2.5 Construction options and solutions

In this chapter is proposed materials and constructive solutions with the following objectives:

1. Reduction of eletrical and water consumptions;

2. Reduce the need for building maintenance;

3. Practicability on site (existing solutions in the market and ease of execution in any part of the

country);

4. Low maintenance in case of damage or malfunction;

5. Resistance and durability of materials.

Considering the above points are suggested the following solutions:

3 RESPONSIBILITIES AND OBLIGATIONS With this document the Client has sufficient elements to persue, analyze and decide the location of the

diferent Intermediary Warehouses with greater precision, however, it might be necessary adaptations to the

locations specially the foundations, roads, electrical and piping networks.

It is up to the Client to identify the different sites with potential to build the various Intermediate Warehouses

and ensure that the sites have the infrastructures and conditions mentioned in this document.

After the exact location of the pharmaceutical warehouses are identified, the consultant or contractor must

review the project in order to adapt all the aforementioned assumptions to the different situations and

particularities of each site without jeopardizing the internal functioning of each building, guaranteeing the

correct operation of each service.

The consultant or contractor must review and pay particular attention to the following elements:

1. Site dimensions;

2. Site slopes and the topographic caracteristics;

3. Soil and test inspections;

4. Energy and water sources;

5. Distance from main roads.

If it is detected a large variation between these assumptions and the identified site, the consultant or

contractor must reported immediately that there may be significant deviations in the contract and / or

consultancy services.

If there are significant changes in the implementation of the project, the consultant / contractor must present

and discuss the general layout with the Client, showing the proposed layout of the buildings and respective

people and goods flow within the intended area.

The options taken that can be seen in the different projects presented in this document project (architecture

and the other expertises), foresee pessimistic scenarios. In this way, it is expected that in each implantantion

will always be less costly and a simpler solution. Those solutions must must be presented, evaluated and

discussed in advance with the Client.

It is the consultant / contractor responsibility to carry out geotechnical and soil tests and produce the report to

justify the foundation options for each intermediate warehouse. Based on this report, the entire foundations

and roads soils sub layers must be reassessed. It is expected that the options made after this soil test will be

a cheaper solution and will bring a cost reduction of construction phase.

It is the Client responsibility that after the construction phase is prepared a maintenance management team

in order to ensure the proper functioning of:

1. Generators (Ensure proper operation and maintenance plans);

2. Load Platforms (Ensure proper operation and maintenance plans);

3. Cold systems (ensure proper operation and maintenance plans);

4. Air-conditioned cold systems (Ensure proper operation and maintenance plans);

5. Waste treatment (Ensure proper collection and separation of waste);

6. Hydraulic infrastructures (cleaning of grease separators, cleaning of ditches and rain gutters);

7. Electrical instructures (Regular check of correct operation of electrical installations)

8. Fire-fighting infrastructure (Ensure operation on a regular basis).
