1. Introduction

1.1 Purpose of the Method Statement

1.1.1 This Arboricultural Method Statement has been prepared to ensure good practice in the

protection of retained trees during the development at Thorpe Grange Manor,

Almondbury.

1.2 Terms of Reference

1.2.1 JCA Limited is instructed by Antony Dyson to prepare an Arboricultural Method

Statement for the proposed development.

1.2.2 It is proposed to construct a new car parking area to the rear of the existing building.

This car parking area will be constructed using a shallow, interlocking cellular system

such as ‘CellPave 40’ (see Appendix 2).

1.2.3 The following drawing has been provided and these are the basis of the Arboricultural

Method Statement and the Tree Protection Plan at Appendix 4:

• Development Layout (Drawing Ref. DL315 02 Rev A).

1.3 Status of the Method Statement

1.3.1 This Arboricultural Method Statement should be included as part of the specification

and schedule of works issued to the building contractor, and can form part of the

contract.

1.3.2 This Arboricultural Method Statement should be available on site for inspection by the

local authority, contractors and other relevant persons.

2. Tree Works Prior, During and Post Construction

2.1 Tree Works Prior to Construction

2.1.1 Prior to any construction activity, the first operation on site will be the undertaking of

the necessary arboricultural works, as described at Appendix 1.

2.1.2 The tree works include:

• The pruning of T1 and G2, to facilitate the development.

2.2 Tree Works During Construction

2.2.1 In this case, no above ground tree works are envisaged to be required during the

construction phase.

2.2.2 Damage to trees during the construction phase should be entirely prevented by the

installation of the temporary protective barrier (Heras fencing), to create a Construction

Exclusion Zone (CEZ). All persons on site must be aware of limitations that apply

within the CEZ (please refer to Section 3.1.3).

2.2.3 If any trees on site are damaged, this must be immediately reported to JCA to agree on

appropriate remedial action. Contact numbers for all parties can be found at Section 7.

2.3 Tree Works Post Construction

2.3.1 When the construction phase is complete and when the temporary protective barrier has

been removed, some minor remedial works may be required. This may be for aesthetic

purposes; to give clearance for new paths or to provide ground clearance for

landscaping schemes.

2.3.2 Any post construction remedial works must be applied for via a tree work application

submitted to the Local Planning Authority.

2.3.3 No post construction remedial works are to be carried out on the trees until permission

has been granted by the Local Planning Authority.

2.4 Recommendations For Tree Works

2.4.1 All work must be undertaken to BS 3998: 2010 - Recommendations for tree work and

carried out by qualified, experienced and, ideally, Arboricultural Association approved

contractors who must be adequately insured.

2.4.2 Any defects seen by a contractor or the client that were not apparent to the consultant

must be brought to the attention of JCA immediately.

2.4.3 No liability can be accepted by JCA in respect of the trees unless the recommendations

of this Method Statement are carried out under our supervision.

3. The Protective Barrier Prior, During and Post Construction

3.1 Protective Barrier Prior to Construction

3.1.1 In this case the full BS5837 fencing specification is not proposed and this is for two

reasons. The protective fencing for G2 is proposed along the edge of the existing

driveway to protect the tree stems of these boundary trees. In this case there is not

sufficient space to enable the installation of the full specification with the scaffold

support. Protection is only needed here to protect the trees while workers transition to

the workplace of the proposed car park, further south (an existing hard standing

driveway is in place which protects the RPA).

3.1.2 T1 has been subject to the large- scale raising of ground levels in the recent past

(approximately 2008), up to an approximate increase of 1.4m at the tallest point (photo

evidence of the ground level difference is included at Appendix 3). This was due to

recent ground remediation of the garden of the property which entailed the construction

of a substantial retaining wall and the construction of a two-tier garden. Because of this,

it is highly unlikely that there will be any significant root growth within the (now) top

500mm of soil. As such, the protective barrier is proposed only to protect the main stem

of this tree.

3.1.3 Therefore, for both T1 and G2, the protective barrier will comprise of Heras-style

fencing panels, with a rubber feet support.

3.1.4 The installation of the temporary protective barrier will be the very first job to be

undertaken on site following the completion of the tree works (Section 2.1). The

protective fencing will be located as shown on the Tree Protection Plan at Appendix 4.

3.2 Protective Barrier During Construction

3.2.1 The protective barrier around the stem of T1 may be removed to install the chosen

surfacing product. Otherwise, no operations shall take place which require the removal

of part of the protective barrier without prior agreement with the Local Planning

Authority or JCA.

3.3 Removal of the Protective Barrier

3.3.1 When the development phase is complete and the main site machinery has been

removed, the Local Planning Authority should be invited to inspect the site to give

approval for the removal of protective barrier.

3.3.2 When this approval has been given the protective barrier may be dismantled and

removed from site.

4. Construction Phase

4.1 Demolition Works

4.1.1 In this case, no demolition works are required adjacent to retained trees.

4.2 Ground Level Changes

4.2.1 No ground level changes are proposed as part of the proposals.

4.3 Construction of Hard Surfaces

4.3.1 The proposals entail the construction of a new car parking area, utilising a shallow,

interlocking cellular grid system. An example product is included at Appendix 2 for

reference, although we cannot specify the exact installation method or its suitability for

purpose. Part of the proposed car parking area is located within the RPA of T1.

However, given the recent history of substantial ground level increase (as mentioned in

Section 3.1.1 above) this is very unlikely to be of detriment to the health of this tree.

The product used will be an interlocking cellular grid system, such as CellPave 40, or

similar and approved by the LPA. The proposed system will be inserted into the

existing ground to a depth no greater than 100mm and filled as stated on the

installation guide with a suitable filler (for example pea gravel or top soil which will

allow grass to grow through).

4.4 Location of the Site Compound

4.4.1 The site compound, typically including the site office, mess facilities, toilets, storage of

materials and parking, must be located away from, and outside the RPA of retained

trees. Areas designated for the storage and/or mixing of chemicals, including petrol,

diesel and oils must also be located away from, and outside the RPA of retained trees.

Such areas should be constructed with consideration to, and contingencies for, the

occurrence of spillages, preventing the leaching of chemicals into unprotected, open

ground.

5. Post Construction Phase

5.1 Completion Meeting

5.1.1 Upon completion of the works as specified in Section 4, a JCA consultant will invite

the Local Planning Authority representative to meet with them on site to agree on any

remedial works which may be required.

5.1.2 Any necessary remedial works will be confirmed in writing and must be carried out in

accordance with BS 3998: 2010 - Recommendations for tree work.

5.1.3 Due to the large potential penalties for illegally carrying out work to protected trees,

JCA recommend that a further check is carried out prior to any works being undertaken

post development.

5.2 Post Construction Landscaping

5.2.1 Following completion of the main construction phase, the protective fencing and

ground protection may be removed and the landscaping phase can commence.

5.2.2 The retained trees on site may be subject to some form of landscaping or seeding

beneath their canopies after the development phase. At this stage the protective barrier

will have been removed.

5.2.3 Landscaping works must be carried out in such a way as to avoid ground level changes

or deep digging within RPAs. Tractor mounted rotovation or other mechanised

cultivation methods must not be used within the RPAs of retained trees.

5.2.4 Heavy machinery is not permitted in the vicinity of retained trees, unless otherwise

stated in this method statement.

5.2.5 Herbicides should be appropriate for the purpose and should not be used in such a way

as to damage any retained trees or vegetation.

5.2.6 If in doubt, regarding the impact of proposed landscape operations, please contact the

appointed arboriculturalist.

6. Timescale of Works

6.1.1 The timescale for arboricultural requirements are summarised below:

Stage 6 Following the completion of the construction phase and when all site traffic has left, the protective fencing can be removed.

CELLPAVE 40CELLPAVE 40 - Interlocking Cellular Paving Grid SystemINSTALLATION GUIDE - GRASSED SURFACES

Installation Method 1. Place paver units with spikes downward onto the prepared well consolidated bedding layer. Edging boards or kerbs can be used where required, according to existing soil conditions. 2. Connect the pavers using the ground spikes and loops, progressing over the area in rows. Use protective gloves to avoid abrasions. 3. Pavers can be cut using a hand or power saw to fit around obstructions and curves. Cut pieces which are less than half the original size should be avoided where possible. 4. Fill pavers with the specified propriety rootzone. Finished levels should be 5-7mm below the top of the cells after settlement. Do not overfill the paver cells. A light vibrating plate can be used to consolidate the pavers and to settle the rootzone infill if required. 5. Rootzone must be a free-draining structurally sound sand:compost or sand:soil blend. This is a nominal propriety blend of 60:40 or 70:30 ratio. Self blending of paver fill and bedding material is not recommended. 6. Carry out a normal seeding, fertilising and watering programme. A very light top dressing may be applied to just cover the seed and to provide adequate germination conditions. Do not overfill the paver cells. 7. The surface may be trafficked immediately, but it is preferable to allow the grass to fully establish prior to use.

Note 1: If the geogrid layer is omitted, then the total sub-base layer thickness (T) must be increased by 50%. Note 2: A ‘DoT Type 1’ sub-base may be used, provided that an adequate drainage system is installed (refer to note 4). Alternatively a porous/open-graded (reduced fines) sub-base layer may be specified, e.g as part of a Sustainable Urban Drainage System (SUDS) application. If a 'reduced fines' sub-base layer is specified, this must be covered with either a geotextile filter membrane and/or a suitable clean gravel blinding layer, to avoid fine particles entering the sub-base layer. Note 3: Specific advice on ground conditions, CBR% and construction over ground with a CBR less than 1% is available from Groundtrax Systems Ltd. CBR% = California Bearing Ratio, a measurement of subgrade soil strength. Note 4: Typical drainage details; 100mm diameter perforated pipe drain laid at minimum gradient 1:100, bedded on gravel in trench backfilled with ‘DoT Type A’ drainage aggregate, covered or wrapped with Multitrack 1000 geotextile fabric and leading to a suitable outfall or soakaway. Drains placed down centre or one edge of access routes up to 5m wide. Wider areas may require additional drains at 5m - 10m centres. Drainage design to be determined by the specifier based on specific conditions on site. Specific advice on Drainage and Sustainable Urban Drainage Systems (SUDS) is available from Groundtrax Systems Ltd. Note 5: Rootzone bedding and paver fill must be a free-draining, structurally sound propriety blend of sand:soil or sand:compost such as that used in sports/golf construction. This is normally identified as a 60:40 or 70:30 ratio blend and in-situ self-blending is NOT recommended. Note 6: Maximum advised gradient for traffic applications is 12% (1:8) 7º. Pegging may be required. Specific advice for the use of CellPave™ 40 on slopes can be obtained from Groundtrax Systems Ltd. Note 7: CellPave™ 40 complies with BS8300:2001 - “Design of buildings and their approaches to meet the needs of disabled people” - Code of Practice. (ISBN 0580384381)
