No Need for Speed CDD Reduces Speed Limit to Protect Residents Residents Spoke and the Board Listened Many residents have requested the CDD Board of Supervisors address the problem of speeding vehicles in the community. Various suggestions were offered, studied and con- sidered by the Board in reaching the decision to lower the speed limit. Our District Engi- neer was consulted on each idea to determine its feasibility and his input was evaluated. At the monthly CDD meeting on February 21, 2011, the Board approved reducing the speed limit in the community from 30 MPH to 25 MPH effective June 1, 2011. This im- plementation data will permit the CDD to obtain the new signs and have them installed as well as give the residents ample time to begin adjusting to the reality of the new lower limit. Options considered included speed humps, more warning signs and more traffic patrols by the Tampa Police Department (TPD). The Board first considered more TPD patrols which began in January 2011. After almost doubling the number of traffic enforcement patrols during January and during the first 20 days of February, TPD issued 38 citations and 88 warnings to vehicle drivers; more than an 80% increase from December 2010. Although the number of speeding incidents in February decreased from January, the number of speeding vehicles was still at an unacceptable level. With our speed limit of 30 MPH, many drivers appear to be driving between 40-45 MPH. From the traffic citations and warnings, many drivers are exceeding our posted speed limit of 30 MPH, which is too high for pedestrian safety and the curves on the streets in the com- munity. Additionally, during a traffic survey on Arbor Greene Drive, over 60% of drivers were not “Yielding” to pedestrians in the Devonshire crosswalk, as required by Florida state law. Another factor considered by the CDD Board was the number of accidents on Arbor Greene Drive entry and exit roads be- tween Cross Creek Boulevard and the gate house indicated many drivers were driving too fast for the conditions. The winding road and wet pavement following more rain than normal during our usual dry winter season resulted in a very small percentage of drivers driving too fast for the conditions and having accidents. One driver’s automobile was sinking in the front lake and the driver was rescued by passing motorists through the rear window of the vehicle before the vehicle submerged into the wa- ter. No Need for Speed CDD Reduces Speed Limit to Protect Residents

Many residents have requested the CDD Board of Supervisors address the problem of speeding vehicles in the community. Various suggestions were offered, studied and con-sidered by the Board in reaching the decision to lower the speed limit. Our District Engi-neer was consulted on each idea to determine its feasibility and his input was evaluated.

At the monthly CDD meeting on February 21, 2011, the Board approved reducing the speed limit in the community from 30 MPH to 25 MPH effective June 1, 2011. This im-plementation data will permit the CDD to obtain the new signs and have them installed as well as give the residents ample time to begin adjusting to the reality of the new lower limit.

Professional Tree Trimming – The next time you drive through the community, please take a look at the trees that line your street, and then com-pare them to the trees that line the streets that are maintained by the CDD.

Imagine what each of our own streets would look like if everyone maintained their street trees to the same standards. Most of our trees have matured to the point that they need pro-fessional trimming by a certified arborist. It’s generally no longer enough to trim just the low hanging branches.

SPEED LIMIT: CONTINUED FROM PG. 1 The Florida Statute 316, State Uniform Traffic Code, authorizes enforcement of traf-fic regarding Unlawful Speed and Special Hazards. Florida Statute 316.185, Special Hazards, states: “The fact that the speed of a vehicle is lower than the prescribed limits shall not relieve the driver from the duty to decrease speed when approaching and crossing an intersection, when approaching and going around a curve, when ap-proaching a hill crest, when traveling upon a narrow or winding roadway, or when special hazards exist or may exist with respect to pedestrians or other traffic or by reason of weather or other roadway conditions, and the speed shall be decreased as may be necessary to avoid colliding with any person, vehicle, or other conveyance

on or entering the street in compliance with legal requirements and the duty of all persons to use due care.”

The CDD Board members, using the authority prescribed in the Arbor Greene Covenants, felt a reduction of the speed limit within the community was warranted. The Covenants state: “The CDD, or the Board of Directors of a Neighborhood Associa-tion, as the case may be, shall have the power to place any reasonable restrictions upon the use of any roadways owned by the CDD within a Neighborhood, including, but not limited to, the maximum and minimum speeds of vehicles using f vehicles using the roads, all other necessary traffic and parking regulations and the maximum noise levels of such roads. The fact that such restrictions on the use of the roads shall be more restrictive than the laws of any state or local government having juris-

diction over the Property shall not make such restrictions unreasonable.“

Remember, Drive 25 and Stay Alive. On June 1, 2011, the Arbor Greene speed limit will be 25 MPH on all streets in the community, with the

Tampa Police Department enforcing the new limit.

Florida’s Venomous Snakes

Although 50 species of snakes are found in Florida, only the 6 listed above are venomous and a danger to humans. The remaining 44 species are harmless and should be protected for the beneficial role they play in our natural ecosystems, eating insects, rodents, and other small prey. A word of caution is warranted here. If you find a snake and you do not know whether or not it is venomous, the safest thing to do is leave it alone. Florida snakes are not aggressive and, unless they are cornered, most will flee when humans approach. Occasionally, you might encounter one that is reluctant to leave because it is basking in the sun to get warm. Among snakebite victims, an unacceptably high number are bitten on the hands and arms when they are handling the snake. Do not catch a snake and do not handle one unless you are sure it is not venomous. In addition, for a short time after a snake is killed, its reflexes may continue to work. Those reflexes typically cause the body to move slowly for awhile. During this short time the snake may have convulsive contractions and bite, so you should not handle a freshly killed venomous snake. The only acceptable treatment for a venomous snakebite, involves the use of antivenin. So if you or someone else is bitten by a ven-omous snake, seek immediate medical attention at the nearest hospital or medical facility. Stay calm, remove any clothing or jewelry that could restrict circulation if the surrounding tissues swell, keep the bitten limb below the level of the heart, and immediately seek medical attention. Message from your Neighborhood Watch:

Hello Arbor Greene (AG) neighbors. As we prepared to write this month’s article, unfortunately, we were notified by Tampa Police Department (TPD) that on the late evening/early morning hours of February25th/26th, at least three vehi-cles in Arbor Greene were illegally entered and in nearby Easton Park, ten vehicles were broken into. After our notifica-tion by TPD, we immediately sent out a warning e-mail to the AG Neighborhood Watch Association (NWA) members as well as spoke with many of our neighbors to tell them about this criminal behavior. We also passed on to TPD officers any data we and our AG NWA e-mail distro members had concerning these incidents. Unfortunately, this type of criminal activity is not new to AG and the surrounding areas.

Vehicle Security: What these events highlight is a few things. First, at all times, we all should secure our vehicles, alarm them, and remove all valuables from the vehicles. It takes less time to do this then have to file a police report, file an insurance report, get an estimate to and replace any broken windows, go shopping to replace the valuables which were stolen, and potentially tes-tify in court if the criminals don’t plead guilty. It is also recommended you park your vehicle in your garage. Turning on out-doors lights during the hours of darkness also helps to deter criminal activity.

Be Aware and Communicate: What this incident also highlights is the need to be aware of our surroundings and communicate more with our neighbors. For example, if you see someone you don’t recognize near your neighbor’s home/vehicles then, if you have their phone number, give your neighbor a call to make sure that activity is okay. If you are unable to call your neighbor, or if you see other suspicious activities, then call the TPD Suspicious Activity phone line (813-231-6130). TPD officers have often advised us they want to investigate suspicious behavior in order to prevent potential crimes; the officers don’t know who belong in our community and rely on community residents to act as the “eyes and ears” for the TPD. If, however, you see a crime has occurred or is about to be committed against person(s) or property, then immediately dial 9-1-1. In any case, do not confront the suspects and call the TPD from a safe location. We created FREE refrigerator magnets with these and other important emer-gency phone numbers which can be obtained at the AG Community Center.

As a member of AG NWA, you can receive additional tips to help you and your family try to avoid becoming victims of crime. Becoming a member of the NWA e-mail distro does not obligate you to engage in any other NWA activities. Simply e-mail [email protected] with your full name and the sub-community which you live in (e.g., The Landing, Trace, Estuary, etc.). As an e-mail member, you will receive TPD criminal activity reports for North Tampa, along with relevant security tips meant to prevent or deter crime against you, your family, or your property. We also send out “alerts” from the TPD and other law enforcement agencies about criminal activities in the Tampa area.

Summer Junior Tennis Is Starting This summer Train Smart Tennis invites your children to join the fun of learning tennis at Arbor Greene. Our mission is to provide a systematic basic approach so your children have the opportunity to learn the game as quickly as possible. Our approach truly teaches children the fundaments to enjoy the life-time game of tennis and to build self-esteem. There is no substitute for a good beginning! Our training is designed so your children can follow a pathway to improvement and competition. The next step would be the Train Smart Players Program which has produced some of the top juniors in the area. We provide a system of training for your children no matter what their level of play. Summer tennis starts Monday, June 10th and continues for 10 weeks. Players can sign up for one week at a time and attend 1, 2, 3 or 4 days per week. Days are Mon., Tues., Wed., and Thurs. Times are 5 – 7 years old 9:00 – 10:00am. 8 -12 years old 10:00 – 11:30am.13 & over 10:00 – 11:30am.

It’s that time again to break out the things that we don’t use or need anymore. Arbor Greene’s bi-annual garage sale will be held on Saturday, April 30th, from 8AM-12PM. There will be a Goodwill truck parked in the back parking lot of the tennis

courts. Any unsold or unwanted items may be dropped off there.

Remember… One man’s junk is another man’s treasure!

The Board of Supervisors, Arbor Greene Community Development District, has accepted the resignation of our General Manager, Harve Turner, effective March 31, 2011.

We want to acknowledge the outstanding performance and dedication of Harve during the past five years. His oversight and management of programs, budgets, contracts, facilities, common areas and staff have substantially improved the operations and maintenance of our community. Harve has always been available to respond to resident inquiries and take whatever steps were necessary to satisfy their concerns.

We are grateful to Harve for his leadership and his many contributions to make Arbor Greene a desirable community to live in.

We extend our warmest wishes to Mr. Harve and Cherri Turner for continued good health and happiness in retirement.

Wondering what to do with items that don't sell during the upcoming Arbor Greene Community Wide Yard Sale Event on Saturday, April 30? Donate them to Goodwill! A Goodwill trailer will be at the Community Center Park behind the tennis courts on Saturday, April 30, from 9AM -4PM to accept your donations. We cannot accept mattresses, box springs or TV’S. We will provide a receipt for tax purposes. You can also drop off donations at the new Donation Bin at Pebble Creek Collection Shopping Center on Bruce B. Downs Blvd. or at our Wesley Chapel Store off of SR 56 and I-75. If you have questions, please call Goodwill at 888-279-1988 x 1440. Thanks in advance.

Arbor Greene’s Annual Easter Egg Hunt!

Easter eggs, Easter eggs! Hidden all around.

Come my children look about and see where they are found.

Easter eggs, Easter eggs! They're a sight to see.

One for her and one for him and a special one for me!

The Arbor Greene’s Annual Easter Egg Hunt will be held

Saturday, April 16, 2011.

This event will run from 10:00 AM Until 11:30 AM.

The egg hunt will begin promptly at 10:00 AM and it is impor-tant that you arrive on time as we can not guarantee eggs after the hunt is over. We are asking parents to please provide 12 pre-filled eggs per child that will be participating. (No chocolate or unwrapped candy, please) Please remember to tape any eggs that may not remain closed.

There will be an Easter Bunny photo booth (remember to bring your camera), a craft table, and a large castle slide! Please come out and joins us for the fun!
