1. We,thehigh levelofficialsofGovernments intheArabRegion,UnitedNationsco-convenors,civilsocietyorganizations,professionalunionsaswellastechnicalanddevelopmentpartners,gatheredattheFirstArabRegionalMeetingonEducation2030on15and16December2015inCairo,Egypt,organizedbytheUnitedNationsEducational,ScientificandCulturalOrganization(UNESCO)withthesupportofpartnersundertheauspicesofHisExcellencyDrEl-HelalyEl-Sherbiny,MinisterofEducationandTechnicalEducation,ArabEgyptRepublic.
2. HavingactivelytakenpartinEducation2030(SustainableDevelopmentGoal4)agendasettingandconsensusbuildingprocessesatnational, regionaland international levels,we reaffirm the centralityofeducation in sustainable development and the critical need for innovative domestic and internationalresourcemobilization,allocationandutilization. TheEducation2030Agenda is inspiredbyahumanisticvisionofeducationanddevelopmentbasedonhumanrightsanddignity,socialjustice,protection,culturaldiversity,andsharedresponsibilityandaccountability.Itisunderpinnedbytheprinciplethateducationisapublicgood,a fundamentalhumanrightandabasis forguaranteeing therealizationofother rights. It isessentialforpeace,humanfulfillmentandsustainabledevelopment.
Assuch,wehaveadoptedtheEducation2030FrameworkforActionanddeclareourcommitmenttoitasour binding framework to collectivelywork towards achieving theGoal: Ensure inclusive and equitablequalityeducationandpromotelifelonglearningopportunitiesforall.
3. CognizantoftheexceptionalcircumstancesthatsomeArabstatesarefacingandthenegativeimpactonwhathasbeenachievedintheframeworkforEducationforAll,weparticularlyreaffirmtheimportanceoftheroleofeducationinpreventingandmitigatingtheimpactofconflictinordertoensureaccesstoqualityeducationforinternallydisplacedpersonsandrefugeecommunities.Weresolutelyemphasizetheneedtoaddresseducationinemergenciesandpost-conflictsettings.Therefore,wewillworktowardstacklingtheseurgentissuesatalllevelsasamatterofutmosturgency,inacollective,cooperativemanner.
4. Havinghadtwodaysoffruitful,forwardlookinginteractionsanddiscussionsfromtheperspectivesofMemberStatesaswellasthoseofparticipatingorganizations,wedeclarethelaunchofaneweraintheArabregionbyadoptingacollective,participatoryRoadmapthataimsatachievingqualityeducationandlifelonglearningforallby2030.Concretely,we,MemberStatesandPartners,seektoadoptasetoffollowingimmediateactionstobeundertaken in2016 inordertooperationalizetheEducation2030Agenda inourregion,withparticularattentiontotheneedsofcrisis-affectedcountries:
ArabMemberStates:
1) Initiate sensitization and awareness raising activities about Education 2030 (SDG 4) and itsinterconnectedness with the SDG agenda for national and sub-national education officials,stakeholders,partnersandcommunities(timeline:January2016andthroughouttheyear2016);
2) Putinplacenationaleducationcoordinationandpartnershipmechanismthroughformingabroad-basednationalteam,inclusiveofallrelevantsectors,civilsocietyandprivatesector(timeline:by31March2016);
3) Mappoliciesandprogrammesneededandidentifystrategicoptions,includingongovernanceandfinancing,thatcontributetoSDG4implementation(timeline:by30September2016);
4) Review education sector monitoring mechanisms including availability of evidence needed formonitoringandtodevelopmechanismsneededtomeasureandmonitortheTargets(timeline:by30September2016);
5) IdentifycapacitydevelopmentneedsamongallrelevantlineMinistriesandeducationpersonnelatall levels to implement the Agenda and to develop a plan to achieve the target (timeline: 30September2016)
6) Continue to actively participate in intra- and inter-regional forum on Education 2030 (timeline:throughouttheyear2016).
7) Promoteknowledgeproduction, informationsharing intheArabic languagecommontotheArabMemberStatestoenhanceregionalcooperation(timeline:throughouttheyear2016)
8) Develop regional initiatives in coordination and cooperation with education institutions andorganizations topromote innovationandexcellence ineducation (timeline: throughout the year2016)
