Police have determined that 14 ofthe 22 shootings are related to a SouthAsian group and Somalian groupinvolved in low-level drug trafficking.The victims and intended victims of theshootings have been uncooperative with

police, which has significantly impactedthe ability of police to make arrests.

"The police are doing all that theycan, but they need information,” saysMayor Linda Hepner. “The code ofsilence we have seen so far will onlyresult in more heartache for the lovedones that are left behind. That is why Iam imploring that anyone who has anyinformation to come forward, do theright thing, and contact police."

Surrey March 9, 2015: At 9:27p.m. Surrey RCMP were advised that aman had been dropped off at a localhospital suffering of gunshot injuries.Police attended the hospital andobtained the victim’s details but wereunable to identify the origin of the man’sinjuries. The 20 year old man wastreated and released from hospital.

March 10: At 6:42 p.m. four menwere driving in a Cadillac CTS near 127Street and 78 Avenue when they wereshot at by the occupants of two vehicles,believed to be a black Acura TL and aVolkswagen Passat or Jetta. One of themales was shot in the neck andtransported to the Surrey MemorialHospital. None of the parties involvedwere co-operative with the police.

March 10: At 11:09 p.m. multiplecomplainants reported a truck shootingat a black Acura near 128 Street and 76Avenue. Both vehicles fled thoughcasings were recovered at scene. Therewere no reports of anyone attendinglocal area hospitals with gunshotwounds.

March 11: At 1:31 p.m. a man wasdriving in his black Acura near 132Street and 80 Avenue when he was shotat multiple times by the occupant(s) of awhite SUV. The male fled the scene in hisvehicle and drove to an apartmentcomplex located at on 102 ‘A’ Avenue.Members of the Surrey RCMP Drug Unitlocated the black Acura, which hadsustained damage as a result of theshooting. Vehicle seized for forensicexamination. The male was locateduninjured nearby and refused tocooperate with the police.

March 11: At 11:50 p.m. SurreyRCMP responded to a call regarding aman with a gunshot injury in the area of193 Street and 80th Avenue. That 28-year-old Langley man was transported tohospital to be treated for his injuries. Ithas not been determined where thatshooting took place. This incidentappears to be drug related and targeted.

March 12: At 3:30 a.m. SurreyRCMP responded to a report of shotsfired at a residence in the area of 94Avenue and 126 Street. Everyone was

gone by the time police arrived. Noinjuries were reported. Police haverecovered evidence related to shots beingfired from the area.

March 26: At 8:40 p.m. a man wasstopped for a red light at Mall AccessRoad (12500 block) of 88th Avenuewhen a black SUV pulled alongside andshot into his vehicle. The man was struckin the left hip and the passenger wasstruck in the left wrist and thigh. Bothdrove to hospital for treatment andrefused to cooperate with police.

Delta, March 27: At 11:02 p.m.multiple witnesses reported a four-doorsedan fired five to seven shots into aresidence then fled. Shell casings locatedin the front yard. Occupants in theresidence at the time were not struck.

March 28: At 8:38 p.m. multiple911 calls of shots fired in the 9400 blockof 125th Street, two vehicles observedfleeing. Police located the victim vehiclenear 93rd Avenue and 125th Streetdamaged by gunfire. A man was locatedat a local area hospital and treated for agunshot wounds to his upper and lower

arm. The man refused to cooperate withthe investigation.

April 1: At 11:40 p.m.. 911 callsreported a black Honda was pursuingand firing shots into a Buick Regalsouthbound on 128th Street through64th Avenue. Delta Police located BuickRegal with bullet holes and arrested aman on scene. The male was releasedand refused to cooperate withinvestigation. Shell casings recovered.

Timeline for Surrey and Delta of Shootings:

Delta, April 5: At 5:47 p.m. 911calls report seven gunshots fired in rapidsuccession in the 11400 block of 79thAvenue, Delta; however no point ofimpact was located. Witnesses observeda silver four-door sedan with two SouthAsian occupants. Shell casings seized atscene and are under examination byDelta PD.

Delta, April 5: At 8:56 p.m. 911caller reported five shots fired into aresidence. One bullet passed throughthe residence and struck a neighbour’svehicle to the north. A grey vehicle wasseen leaving the scene. No shell casingswere located.

April 8: At 4:48 a.m. Surreypolice responded to a complaint of shotsfired in the 6800 block of 128th Street.A male was identified as a driver for adial-a-dope drug dealer when he wasfollowed away from a drug deal. Thesuspect vehicle began shooting at himfrom behind. The male drove to a localhospital and was treated for onegunshot wound to his back. The malewas arrested on an outstanding warrantand provided very limited cooperation.

April 10: At 5:05 a.m. Surreypolice responded to a complaint of shotsfired in the 11700 block of 96 Avenue.Shots were fired into a residence withpeople within the house. No one wasinjured and shell casings were foundoutside the residence.

April 11: At 7:15 p.m. two maleswere driving in a vehicle when theywere approached by a Nissan Altima inthe area of 128 Street and 60 Avenue.None of the males were injured. Bulletcasings were seized from the scene. Thesuspect vehicle has been seized bypolice.

April 12: At 4:47 p.m. policewere in the area of 130 Street and 70Avenue for an unrelated investigationwhen shots were heard. Police located amale with an injury to his leg, his friend,and a vehicle with bullet holes. Themale was taken to hospital. There hasbeen no cooperation from these males.

April 12: At 8:54 p.m. policeresponded to a report of shots fired inthe area of 137 Street and 88 Avenue.Two males were observed walking downthe street getting into a vehicle. Policeresponded and located a vehicle withbullet holes.

April 13: At 1:57 a.m. a grey four-door sedan and a grey Dodge Ram truckwere in the area of 77 Avenue and 146AStreet when the occupants of the sedanfired four or five shots at the truck. Thevictim vehicle with bullet holes waslocated.

April 13: At 10:30 p.m. policeresponded to a report of shots fired anda collision in the area of 148 Street and69 Avenue. The driver of the vehiclethat collided with a parked car took offfrom the area and was seen carrying agun. The vehicle and bullet exhibitshave been seized from the scene. No oneis co-operating with police.

Indian Prime MinisterNarendra Modi concluded hishistoric visit to Canada inbeautiful Vancouver on April16th.

Prime Minister Modi’s firststop was the Khalsa DiwanSociety’s historic Ross StreetGurdwara, where he was joinedby Prime Minister Harper,Minister Jason Kenney as well asother Parliamentarians andspecial guests.

The two Prime Ministerspaid respect to Canada’s SikhPioneers, who settled in Canadamore than a century ago, andspoke about the achievementsand contributions that people ofSikh faith have made to bothCanada and India. Both PrimeMinisters also toured the KhalsaDiwan Society’s Komagata Marumuseum, which had been builtwith support from ourgovernment.

Foundation, Harbhajan SinghGill, expressed the views of themany community membersgathered there when he said: “Ifeel proud to be a Canadian andto have a Prime Minister ofIndia come over to the temple.”

That sense of pride wasshared by members of Surrey,B.C.’s Hindu community, whichhosted Prime Ministers Modiand Harper and over fourthousand community membersat the beautiful Laxmi NarayanMandir.

Delta: TheGovernment of Canada ishelping equip youth inDelta with the skills andexperience they need tofind jobs says theHonourable Kerry-LynneD. Findlay, Minister ofNational Revenue andMember of Parliament forDelta–Richmond East.

The Boys and GirlsClubs of South Coast BCreceived over $367,000through the Skills Link program for itsproject to help 36 youth in Delta gain theskills and experience they need to findjobs.

“We are proud to work with localorganizations like the Boys and GirlsClubs of South Coast BC to help youngpeople, including right here in Delta,develop the skills they need to enter andsucceed in the job market. Initiatives likeSkills Link help connect youth with jobswhile ensuring that Canada’s economybenefits from the skills and talents ofyoung Canadians,” Minister Findlay.

Project participants benefited fromgroup workshops to learn or improveuseful jobs skills such as problem solving

and teamwork. Theygained work experiencewith local employers inareas such as child care,landscaping andmarketing. Someparticipants also obtainedspecialized training, suchas health and safetycertification.

This is part of theGovernment of Canada’soverall strategy to equip allCanadians with the skills

and training they need to connect withavailable jobs.

Yesterday’s announcement is oneexample of what the Government isdoing to help Canadians. To help hard-working families, the Government is alsoenhancing the Universal Child CareBenefit, introducing the Family Tax Cutand making improvements to the ChildCare Expenses Deduction and theChildren’s Fitness Tax Credit.

two people arrested Wednesday onfederal charges related to a cocainetrafficking scheme.

Harminder Phagura, 35, an officerwith the Yuba City Police Department,and GursharanPhagura, 39, of Yuba Cityand Roseville, were arrested based on acriminal complaint, according to a newsrelease from the U.S. Immigration andCustoms Enforcement’s HomelandSecurity Investigations. The complaintaccuses them of conspiring to possess acontrolled substance with intent todistribute, and use of a communicationfacility in narcotics trafficking activity.

The men, who are believed to berelated, were taken into custody byspecial agents with Homeland SecurityInvestigations. They made their initialappearance in federal court Wednesdayafternoon before U.S. Magistrate JudgeCarolyn K. Delaney. Following thehearing, Harminder Phagura wasreleased on $100,000 bond, authoritiessaid. GursharanPhagura remains incustody pending a detention hearingThursday. The case is being prosecutedby the U.S. Attorney’s Office for theEastern District of California.

Shawna Pavey, operations supportmanager for the Yuba City PoliceDepartment, said Harminder Phagurahas been placed on administrative leave.She said he joined the department as areserve officer in 2010 and became aregular officer in 2012. He was assignedto patrol duty and also served as ahostage negotiator.

Yuba City police put second officeron leave in drug case

The arrests are the latestdevelopment in a long-term HomelandSecurity Investigations probe targetingsuspected cocaine trafficking byGursharanPhagura, authorities said.According to information in thecomplaint affidavit unsealed Wednesday,

special agents developed informationduring the course of the investigationimplicating Officer Phagura in thescheme.

The two men are accused in thefederal complaint of being part of aninterstate and international drugtrafficking organization.

According to the complaint, sinceOctober 2011, Homeland SecurityInvestigations and other law enforcementagencies have investigatedGursharanPhagura for transporting illicitnarcotics. During the investigation,Homeland Security Investigations agentsconfronted GursharanPhagura withevidence of his involvement in smugglingoperations. He admitted his involvementand agreed to “become a confidentialinformant for possible futureconsideration to reduce his criminalliability,” the complaint says.

But, according to the complaint,information provided byGursharanPhagura proved unreliable andhe was not used as a confidentialinformant after October 2012.

The complaint alleges thatHarminder Phagura wasGursharanPhagura’s “law enforcementfriend,” who aided the narcoticstransactions by intercepting radio

communications used by federal lawenforcement agents and warning of thepresence of other law enforcementofficers.

Federal authorities said the YubaCity Police Department fully cooperatedwith the investigation. Police ChiefRobert Landon said in a preparedstatement that it was “a sad day for theYuba City Police Department, the citizensof Yuba City and all of law enforcement.”

Incidents like this, he said, erode thepublic’s trust and confidence. He pledgedto continue to fully cooperate withHomeland Security Investigations andthe U.S. attorney’s office.

Investigators Wednesday executedsearch warrants at three locations tied tothe defendants, including two residencesin Yuba City and a home in Roseville.Federal officials said the investigation isongoing.

That doesn't mean we should reston our laurels - so we're taking the nextsteps forward, building on past andpresent success.

Last week, Environment MinisterMary Polak and I announced ClimateAction Plan 2.0. Mike Bernier,Parliamentary Secretary for EnergyLiteracy and the Environment, will chairthe team. With his impressive climatecredentials - during his time as mayor,Dawson Creek became a leader in cleanenergy and climate action - Mike is theright person for the job.

The first step will be the formationof a new Climate Leadership Team,consisting of leaders from B.C.businesses, First Nations, academia, andthe environmental sector. The ClimateLeadership Team will provide advice andrecommendations to government as wedevelop Climate Action Plan 2.0.

Our climate actions led to tangible,long-term success in reducing B.C.'sgreenhouse gas emissions. Last year, weannounced that we had reached our firstGHG emissions reduction target of 6%below 2007 levels by 2012.

At the centre of our plan is NorthAmerica's first and most comprehensivecarbon tax. Thanks in large part to ourcarbon tax, our strong, diverse economyis growing, emissions are falling, and -because the carbon tax is revenueneutral - we've cut taxes.

We don't always appreciate theinternational recognition our climateleadership receives, but there'sincreasing global recognition not onlythat carbon pricing is necessary toreduce GHG emissions, but that B.C.'sbroad-based, revenue-neutral carbon tax

is a successful model to follow. Just lastweek, I was invited to the World Bank-International Monetary Fund springmeetings in Washington, D.C. to speakabout our carbon tax - the first time aCanadian premier has been invited tospeak at the forum.

Last December, Minister Polakrepresented B.C. at the United Nationsclimate change conference in Lima Peru,meeting people from all over the worldwho wanted to know more about ourcarbon tax.

This year, Mike Bernier spoke at theMassachusetts Institute of Technology inBoston at the invitation of Massachusettslegislators, who are considering a carbontax of their own. He also presented ourcarbon tax success story to Canada'spremiers when he represented B.C. atlast week's First Ministers' climatesummit in Quebec City.

Whether at the national orsubnational level, B.C. continues toencourage governments to take action tocombat climate change - to meet or beatour carbon tax. There are reasons to beencouraged. Recently, both Oregon andWashington have committed to carbonpricing through the Pacific CoastCollaborative, and have expressed keeninterest in learning more about ourClimate Action Plan and carbon tax asthey prepare plans of their own.

British Columbia remainscommitted to achieving our legislatedGHG reduction targets of 33% below2007 levels by 2020, and 80% below by2050, and Climate Action Plan 2.0 willhelp us get there - and keep the eyes ofthe world squarely on B.C.

VICTORIA ─ I was heartbroken to learn Sunday morning that a

young man had been shot and killed on the streets of Surrey.

That young man was Arun Bains. He was a son, a brother, and a

cousin. He was a nephew to my friend and colleague, Surrey Newton

MLA Harry Bains. Harry tells me Arun was a fine young man who

loved his family and had a bright future ahead of him.

I know Harry and his family have been deeply touched by the

outpouring of love and support from the communities of Surrey and

Delta. Visits from other parents who have lost children to violence

have been a particular source of courage and strength.

Arun’s death comes amid a terrible rise in gun violence in

Surrey’s neighborhoods. Criminals have opened fire at people, cars

and houses 23 times in the past six weeks. This is a shocking

number, a number that seems impossible in a nation of peace.

On Tuesday night, I joined hundreds of parents, educators,

police and community leaders in the gym at Tamanawis Secondary

School to talk about the way forward from here. I heard anger. I

heard longtime residents share their frustration that this problem

has dogged the people of Surrey for so long. I heard the anguish of

a man who also lost his child to violence.

But I also heard tremendous passion for the communities of

Surrey and Delta. I heard a young man challenge his peers to

program the police tips line into their phones right then and there.

We got to meet Jesse Sahota, a young man with a remarkable

message of redemption. As a teenager, Jesse was walking down the

wrong path, seduced by the cars, guns and clothes of a gang life. But

the teachers and counsellors at his school intervened. They set him

on the right path and now Jesse is a two-time national wrestling

champion and an SFU graduate. Today, Jesse works for the Surrey

school district and it’s him that is intervening when a young

person’s future hangs in the balance.

We need more resources in our school system to support the

kind of work that Jesse Sahota does.

Several parents talked about sleepless nights spent waiting

for a young person to come home. They are well aware that their

child is heading in the wrong direction, mixed up with the wrong

people, and they don’t know what to do or who to call. We need to

make sure that everyone – parents, educators, police – have the

tools they need to step in as a young person approaches that fateful

crossroads.

Harry Bains has been a tireless advocate for his community

against crime for many years. Over the past year he has

championed the Surrey Accord. There are some strong policy ideas

in the Accord that would go a long way towards tackling crime in

the short term and addressing the root causes of crime. But what’s

important about the Accord is not a policy, it’s a principle – co-

operation.

Police need residents and parents to speak up when they see

something amiss. Parents need resources and guidance on how to

speak with their kids. Teachers need people like Jesse Sahota to help

cut through the glamorous veneer of gang life to show kids the

cruelty and heartbreak that waits underneath. We need to make

sure that we don’t let a small number of criminals pit one

community against another.

And all levels of government – federal, provincial, and local –

need to stand united to provide the leadership and resources the

community needs.

Only hours before Arun’s death, I was on the streets of Surrey

with 300,000 other British Columbians celebrating Vaisakhi. I saw

the joy and optimism and generosity that bring a community

together. I strongly believe that those are the moments that define

us. During the community forum, even amid the pain and

frustration, I felt that same sense of community and sense of

purpose. I am convinced that when we work together, we can take

criminals off the streets, set our young adults on the right path, and

build the safe, prosperous neighborhoods that the people of Surrey

deserve. Let’s get to work.

Hundreds attend Surrey forum on gun violenceBY KIM BOLANA former “gangster wannabe” now

working with at-risk kids told a crowdedpublic forum in Surrey Tuesday thatparents should never be too ashamed toask for help.

Jesse Sahota said when he was just12 or 13, he sought acceptance by actinglike a “tough guy” and hanging aroundwith the wrong people.

But he turned his life aroundthrough the Surrey school district’s Wrapintervention program, he told more than700 people at an anti-gang forum atTamanawis secondary, the school fromwhich he graduated in 2010.

“Now I provide the same servicesthat were provided to me in 2005,” hesaid to applause.

Sahota joined Surrey residents,police officials and politicians at theforum, organized to discuss a rash ofviolence that has led to 22 shootingsover the last six weeks.

On Sunday, 22-year-old Arun Bains— the nephew of Surrey-Newton MLAHarry Bains — was shot to death in hiscar at 88A Avenue and 126th Street.

Sahota said he wanted to speakfrankly with the crowd, many of whomwere South Asian. While parents arevictims of their kids’ destructivebehaviour, they can also be enablers, hesaid.

“Every community has its issuesand it’s time we acknowledged ours,” hesaid.

One of the teens he worked withtold Sahota that his dad once said: “Ifyou are going to be doing criminalactivity, you might as well be making mesome money.”

Sahota said another issue is thatmany families feel to embarrassed orashamed to seek community resourcesto help their at-risk sons. Many in the

crowd stood on their feet applaudingafter Sahota finished.

RCMP Chief Supt. Kevin Hackett, ofthe Combined Forces SpecialEnforcement Unit, said the wave ofviolence in Surrey is the anti-gangagency’s “top priority.” Even “hardenedpolice officers” are impacted by theviolence, he said.

Police have said young drugtraffickers primarily from the SouthAsian and Somali community areengaged in a violent struggle that hasled to public shootings.

Hackett said that while thecommunity is understandablyconcerned, police will make arrests. Hepointed to the 2008-2010 gang warbetween the Red Scorpions and United

Nations gang.“There was carnage in the street at

that time and there were victims,” hesaid.

But police were able to convincesome of those involved to testifyagainst their “brothers,” leading tocharges and convictions.

Hackett said his officers “aremeeting the individuals that we believeare responsible.”

Surrey’s top cop, Chief Supt. BillFordy, challenged the community tohelp police as much as possible.

“The violence playing out on ourstreets keeps me up at night. I haveasked myself are you doing enough,”Fordy said.

He said police can and will tomore.

“I ask you — all of you — if youcan do more.”

Surrey Mayor Linda Hepner saidpolice are doing all they can.

“You the community are a key partof the solution,” Hepner said.

She said those involved have to getthe message that their behaviour isunacceptable.

“It pains me that a life has been lostamid this senseless violence. And it hasto stop,” she said.

Several MLAs were in attendancebut Harry Bains was not among them.

His family issued a statement aboutthe loss of Arun Bains, calling him “theheart of our family” and neither acriminal nor a gang member.

“As you can appreciate, our familyis still grieving our loss,” the statementsaid.

“This is an extraordinarily painfultime. Arun was the heart of our family.We are still trying to accept the realitythat our son, brother, cousin, andnephew is gone,” it said. “Arun was not acriminal. He was not a gang member. Hewas loved by everyone who knew him.

“Arun was a fine young man wholoved his family and had a bright futureahead of him.”

recently separated from her

husband, She didn’t have

enough money to live on her

own, so her elderly parents

offered that she and her two

kids come live with them. It

has been three months and she

says her parents are driving

her crazy. Always complaining

about her kids being too noisy,

and don’t behave and so on.

She says the kids are just being

kids. The parents are not

taking any money from her but

she says she can’t live there

much long. She can’t work as

her kids are 4 and 6 years old.

I live on my own in a two

bedroom condo. I work long

hours and enjoy living on my

own. She asked me if she could

move in with me. I don’t know

what to say to her, she told me

to think about it. We have

always been very close. She

says she cooks and cleans for

all of them. But they pay for

all her expenses. But she says

she’s changed so much living

away from them that she can’t

adjust to their way of life. She

is hoping I will agree to let her

and the kids move in with me.

She says she will try to find a

part time job to help with the

grocery bills. I don’t know

what she plans to do with her

kids when she is at work. More

than that the truth is that I

really don’t want to burden

myself with three people living

in my small place. The more I

think about it, the more I

regret not saying no right away

to her.

I do feel guilty because

she's desperate to get out of her

parents' home. I feel like a

terrible friend. Should I suck it

up and be there for her? If not,

how do I break it to her that I

like being her friend, but don't

want to her moving in with me.

What You’ll Need:• 1/2 cup uncooked rice (brown,

white long grain, white short grain,

jasmine, or what ever you have)• 2 cups waterTo make rice water, first rinse the

rice with about a cup of water to removeany dirt or impurities.

Then, place 1/2 cup of uncookedrice in a bowl and cover with water. Letthe rice soak for 15 to 30 minutes. Swirlit around and lightly knead it until thewater turns cloudy. This will help thevitamins and minerals seep into thewater, creating a nourishing rinse foryour hair and skin.

Strain out the rice water into aclean bowl or container. You can storeyour rice water in an air-tight containerin the refrigerator for a few up to a week.
