10. Wastewater Sources and Treatment Description:
The facility is a privately owned wastewater treatment plant serving one single family home with a design flow of 0.0008 MOD.On October 20, 2000, the construction of the plant was completed and a verbal Certificate to Operate was issued by the Vu'giniaDepartment of Health on October 31, 2000.
The wastewater treatment plant consists of two 1,000 gallon septic tanks (operated in series), a dosing tank, two biologicalfiltration sand filters, one 500 gallon sedimentation/filtration tank including chemical addition of aluminum salts, followed bytablet chlorination, cMorine contact tank, tablet dechlorination and post aeration via diffused air.

This facility is accounted for in theChesapeake Bay TMDL. It is includedin the NPDES Permit Inventory and ispart of an aggregated WLA for Total
Nitrogen, Total Phosphorus, and TotalSuspended Solids (Appendix Q).
Significant portions of the Chesapeake Bay and its tributaries are listed as impaired on Virginia's 3 03 (d) list of impaired watersfor not meeting the aquatic life use support goal, and the draft 2012 Virginia Water Quality Assessment 305(b)/303(d)Integrated Report indicates that much of the mainstem Bay does not fully support this use support goal under Virginia's WaterQuality Assessment guidelines. Nutrient enrichment is cited as one of the primary causes of impairment. EPA issued the BayTMDL on December 29, 2010. It was based, in part, on the Watershed Implementation Plans developed by the Bay watershedstates and the District of Columbia.
The Chesapeake Bay TMDL addresses all segments of the Bay and its tidal tributaries that are on the impaired waters list. Aswith all TMDLs, a maximum aggregate watershed pollutant loading necessary to achieve the Chesapeake Bay's water qualitystandards has been identified. This aggregate watershed loading is divided among the Bay states and their major tributarybasins, as well as by major source categories [wastewater, urban storm water, onsite/septic systems, agriculture, au- deposition].Fact Sheet Section 17. e provides additional information on specific nutrient limitations and monitoring for this facility toimplement the provisions of the Chesapeake Bay TMDL.

c. Receivine Stream Water Quality Criteria
Part IX of 9VAC25-260(360-550) designates classes and special standards applicable to defined Virginia river basins andsections. The receiving stream Accokeek Creek, UT is located within Section Ib of the Potomac River Basin, and classified asa Class III water.
At all times, Class III waters must achieve a dissolved oxygen (D.O.) of 4.0 mg/L or greater, a daily average D.O. of 5.0 mg/Lor greater, a temperature that does not exceed 32°C, and maintain a pH of 6. 0-9. 0 standard units (S.U. ).
The Freshwater Water QualityAVasteload Allocation Analysis (Attachment 6) details other water quality criteria applicable tothe receiving stream.
Some Water Quality Criteria are dependent on the temperature and pH and Total Hardness of the stream and final effluent. Thestream and final effluent values used as part of Attachment 6 are as follows:
pH and Temperature for Ammonia Criteria:The fresh water, aquatic life Water Quality Criteria for Ammonia are dependent on the instream temperature and pH. Since theeffluent may have an impact on the instream values, the temperature and pH values of the effluent must also be consideredwhen determining the ammonia criteria for the receiving stream. The 90tfa percentile temperature and pH values are usedbecause they best rqwesent the critical conditions of the receiving stream.

The 30Q10, 7Q10 and 1Q10 of the receiving stream are 0.0 MGD. In cases such as this, effluent pH and temperature data maybe used to establish the ammonia water quality criteria. The facility's effluent pH 90fll percentile value was determined to be7. 7 S.U. for the monitoring period of April 2013 through March 2018. DEQ's default temperature value of25°C with a wetseason default of 15°C was used. See Attachment 7 for the derivation of the 90th percentile values of the effluent pH.
Total Hardness for Hardness-Dependent Metals Criteria:The Water Quality Criteria for some metals are dependent on the receiving stream's total hardness (expressed as mg/L calciumcarbonate) as well as the total hardness of the final effluent.
There is no hardness data for this facility or receiving stream. Because of this, the average hardness value was determined byusing the DEQ's downstream ambient monitoring station (laACC006. 13) stream data for the period of October 1990 throughJune 2003. The average hardness of this monitoring station is 25.8 mg/L and can be found in Attachment 8. Since the 7Q10for the receiving stream is 0.0 MGD, it is staffs professional judgement that this hardness value may be used as it is indicativeof the receiving waters. The hardness-dependent metals criteria shown in Freshwater Water QualityAVasteload AllocationAnalysis (Attachment 6) are based on the average value from the downstream ambient monitoring station.
Bacteria Criteria:
The Virginia Water Quality Standards at 9VAC25-260-170A state that the following criteria shall apply to protect primaryrecreational uses in surface waters:

d. Receivine Stream Special Standards
The State Water Control Board's Water Quality Standards, River Basin Section Tables (9VAC25-260-360, 370 and 380)designates the river basins, sections, classes, and special standards for surface waters of the Commonwealth of Virginia. Thereceiving stream, (insert stream name), is located within Section Ib of the Potomac River Basin. This section has beendesignated with a special standard of "b".
Special Standard "b" (Potomac Embayment Standards) established effluent standards for all sewage plants discharging intoPotomac River embayments and for expansions of existing plants discharging into non-tidal tributaries of these embayments.9VAC25-415, Policy for the Potomac River Embayments controls point source discharges of conventional pollutants into theVirginia embayment waters of the Potomac River, and theu- tributaries, from the fall line at Chain Bridge in Arlington Countyto the Route 301 Bridge in King George County. The regulation sets effluent limits for cBODs, total suspended solids,phosphoms, and ammonia, to protect the water quality of these high profile waterbodies.
e. Threatened or Endangered Species
The Virginia DGIF Fish and Wildlife Information System Database was searched on July 3, 2018 for records to determine ifthere are threatened or endangered species in the vicinity of the discharge (Attachment 9). The following threatened orendangered species were identified within a 3 mile radius of the discharge: Dwarf Wedgemussel (Alamidonta heterodon),Atlantic Sturgeon (Acipenser oxyrinchus). Northern Long-Eared Bat (Myotis septentrionalis). Little Brown Bat (Myotislucifugus lucifugus), Tri-colored Bat (Perimyotis subflavus), Loggerhead Shrike (Lanius ludovicianus), Green Floater(Lasmigona subviridis) and Migrant Loggerhead Shrike (Lanius ludovicianus migrans). The limits proposed in this draft permitare protective of the Virginia Water Quality Standards and protect the threatened and endangered species found near thedischarge.
16. Antidegradation (9VAC25-260-30):
All state surface waters are provided one of three levels ofantidegradation protection. For Tier 1 or existing use protection,existing uses of the water body and the water quality to protect these uses must be maintained. Tier 2 water bodies have waterquality that is better than the water quality standards. Significant lowering of the water quality of Tier 2 waters is not allowedwithout an evaluation of the economic and social impacts. Tier 3 water bodies are exceptional waters and are so designated byregulatory amendment. The antidegradation policy prohibits new or expanded discharges into exceptional waters.
The critical flows for the stream are zero and at times the stream flow is comprised of only effluent. It is staffs professional

judgement that such streams are Tier 1. Permit limits proposed have been established by determining wasteload allocations whichwill result in attaining and/or maintaining all water quality criteria which apply to the receiving stream, including narrativecriteria. These wasteload allocations will provide for the protection and maintenance of all existing uses.
17. Effluent Screening, Wasteload Allocation, and Effluent Limitation Development:
To determine water quality-based effluent limitations for a discharge, the suitability of data must first be determined. Data issuitable for analysis if one or more representative data points is equal to or above the quantification level ("QL") and the datarqM-esent the exact pollutant being evaluated.
Next, the appropriate Water Quality Standards (WQS) are determined for the pollutants in the effluent. Then, the WasteloadAllocations (WLA) are calculated. In this case since the critical flows 7Q10, 1Q10 and 3 OQ 10 have been determined to be zero,the WLA's are equal to the WQS. The WLA values are then compared with available effluent data to determine the need foreflEluent limitations. Effluent limitations are needed if the 97th percentile of the daily effluent concentration values is greater thanthe acute wasteload allocation or if the 97th percentile of the four-day average effluent concentration values is greater than thechronic wasteload allocation. Efifluent limitations are based on the most limiting WLA, the required sampling frequency, andstatistical characteristics of the efEluent data.
a. EfHuent Screening:Effluent data obtained from the permit application and DMRs from the second quarter of 2013 to the first quarter of 2018 hasbeen reviewed and determined to be suitable for evaluation. Please see Attachment 7 for a summary ofeffluent data.
The following pollutants require a wasteload allocation analysis: Ammonia as N and Total Residual CUoruie.
b. Mixing Zones and Wasteload Allocations CWLAs):Wasteload allocations (WLAs) are calculated for those parameters in the effluent with the reasonable potential to cause anexceedance of water quality criteria. The basic calculation for establishing a WLA is the steady state complete mix equation:

The water segment receiving the discharge via Outfall 001 is considered to have a 7Q10, 30Q10 and 1Q10 of 0.0 MGD. Assuch, there is no mixing zone and the WLA is equal to the Co.
c. Effluent Limitations Toxic Pollutants, Qytfall 001
9VAC25-31-220.D. requires limits be imposed where a discharge has a reasonable potential to cause or contribute to an in-stream excursion of water quality criteria. Those parameters with WLAs that are near effluent concentrations are evaluated forlimits.
The VPDES Permit Regulation at 9VAC25-31-230.D requires that montMy and weekly average limitations be imposed forcontinuous discharges from POTWs and monthly average and daily maximum limitations be imposed for all other continuousnon-POTW discharges.
1) AmmoniaasN:
The ammonia effluent limit for April 1st through October 31st is set by the Policy for the Potomac River Embayments(9VAC25-415-40). During this period, the ammonia effluent limitation is 1.0 mg/L.
Staff reevaluated pH and temperature data of the facility to determine if the ammonia effluent limitations for the period ofNovember 1st through March 31st were still appropriate. This evaluation showed that the ammonia limitation could be

relaxed to 7. 0 mg/L; however, because the facility has demonstrated that the current 3. 1 mg/L effluent limitation can becomplied with, this existing effluent limitation will remain in the permit (See Attachment 10 and Attachment 11 for 1998and 2018 ammonia calculations, respectively).
The Environmental Protection Agency (EPA) finalized new, more stringent ammonia criteria in August 2013; possiblyresulting in significant reductions in ammoma effluent limitations. Staff understands that the incorporation of those criteriainto the Virginia Water Quality Standards is forthcoming. This and many other facilities may be required to comply withthese new criteria during their next respective permit terms. It is not known if the above assumptions will still beapprophate after the incorporation of the new criteria; the ammonia limits will be revisited during the next reissuance.
2) Total Residual Chlorine:
Chlorme is used for disinfection and is potentially in the discharge. Staff calculated WLAs for TRC using critical flows.In accordance with current DEQ guidance, staff used a default data point of 0.2 mg/L and the calculated WLAs to derivelimits. A monthly average of 0.016 mg/L and a weekly average limit of 0.016 mg/L are proposed for this discharge (seeAttachment 11).
3) Metals/Oreanics:
No metals or organics data were available for review; therefore, no effluent limits are proposed.
d. Effluent Limitations and Momtorine. Outfall 001 - Conventional and Non-Conventional Pollutants
No changes to dissolved oxygen (D.O.), carbonaceous biochemical oxygen demand-5 day (cBOD5), total suspended solids(TSS), Ammonia as N, Total Phosphorus (TP), Total Residual Chlorme, and pH limitations are proposed.
cBOD5, TSS, Ammonia as N (April - October) and TP limitations are based on the Policy for the Potomac River Embayments(9VAC25-415 et. seq.)
D.O. limitations are based on Water Quality Standards.
Total Residual Chlorine and pH limitations are set at the water quality criteria.
E. coli limitations are in accordance with the Water Quality Standards 9VAC25-260-170.
e. Effluent Annual Average Limitations and Monitoring, Oytfall 001 - Nutrients
VPDES Regulation 9VAC25-31-220(D) requires effluent limitations that are protective of both the numerical and narrativewater quality standards for state waters, including the Chesapeake Bay.
As discussed in Section 15, significant portions of the Chesapeake Bay and its tributaries are listed as impaired with nutrientenrichment cited as one of the primary causes. Virginia has committed to protecting and restoring the Bay and its tributaries.
Nonsignificant dischargers are subject to aggregate wasteload allocations for Total Nitrogen (TN), Total Phosphoms (TP), andSediments under the Total Maximum Daily Load (TMDL) for the Chesapeake Bay. Monitoring for Nitrates + Nitrites, TotalKjeldahl Nitrogen and Total Nitrogen are included in this permit. The monitoring is needed to protect the Water QualityStandards of the Chesapeake Bay. Monitoring frequencies are set at the frequencies set forth in 9VAC25-820. The monitoringis to verify the assumptions under the approved Watershed Implementation Plan as provided in Guidance Memo No. 14-2011,Nutrient Monitoring for "Nonsignificant" Discharges to the Chesapeake Bay Watershed.
f. Effluent Limitations and Monitorine Summary:
The effluent limitations are presented in the following table. Limits were established for cBODs, Total Suspended Solids,Ammonia as N, pH, Dissolved Oxygen, Total Residual Chlorine, E.coli, and Total Phosphoms. Monitormg was established forFlow, Total Nitrogen, Total Kleldahl Nitrogen, and Nitrite + Nitrate, as N.
The mass loading (kg/d) for monthly and weekly averages were calculated by multiplying the concentration values (mg/L),with the flow values (in MGD) and a conversion factor of 3. 785.

Sample Type and Frequency are in accordance with the recommendations in the VPDES Permit Manual; however, thefrequency of analysis were increased from the VPDES Permit Manual's recommendations due to human health concerns fromonce per year to quarterly during the 2003 permit reissuance. For this permit reissuance, the sample type and frequency ofanalysis will continue as in the previously issued permit.
The VPDES Permit Regulation at 9VAC25-31-30 and 40 CFR Part 133 require that the facility achieve at least 85% removalfor cBOD5 and TSS (or 65% for equivalent to secondary). The limits in this permit are technology-based effluent limits andresult in greater than 85% removal.
18. Antibacksliding:
All limits in this permit are at least as stringent as those previously established. Backsliding does not apply to this reissuance.

20. Other Permit Requirements:
Part I.B. of the permit contains additional chlorine monitoring requirements, quantification levels and compliance reportinginstructions.
These additional chlorine requirements are necessary per the Sewage Collection and Treatment Regulations at 9VAC25-790and by the Water Quality Standards at 9VAC25-260-170. A minimum chlorine residual must be mamtamed at the exit of thechlorine contact tank to assure adequate disinfection. No more that 10% of the monthly test results for TRC at the exit of thechlorine contact tank shall be <1.0 mg/L with any TRC <0.6 mg/L considered a system failure. Monitoring at numerous STPshas concluded that a TRC residual of 1.0 mg/L is an adequate indicator of compliance with the E. coli criteria. E. coli limits aredefined in this section as well as monitoring requirements to take effect should an alternate means ofdisinfection be used.
9VAC25-31-190. L.4. C. requires an arithmetic mean for measurement averaging and 9VAC25-31-220. D requires limits beimposed where a discharge has a reasonable potential to cause or contribute to an in-stream excursion of water quality criteria.Specific analytical methodologies for toxics are listed in this permit section as well as quantification levels (QLs) necessary todemonstrate compliance with applicable permit limitations or for use in fuhire evaluations to determine if the pollutant hasreasonable potential to cause or contribute to a violation. Required averaging methodologies are also specified.
21. Other Special Conditions:
a. 95% Capacity Reopener. The VPDES Permit Regulation at 9VAC25-31-200.B.4 requires all publicly owned treatmentworks (POTWs) and privately owned treatment works (PVOTWs) develop and submit a plan of action to DEQ when themonthly average influent flow to their sewage treatment plant reaches 95% or more of the design capacity authorized in thepermit for each month of any three consecutive month period. This facility is a PVOTW.
b. O&M Manual Requirement. Required by Code of Virginia §62. 1-44. 19; Sewage Collection and Treatment Regulations,9VAC25-790; and the VPDES Permit Regulation, 9VAC25-31-190.E. The permittee shall maintain a current Operations andMaintenance (O&M) Manual. The permittee shall operate the treatment works in accordance with the O&M Manual andshall make the O&M Manual available to Department personnel for review upon request. Any changes in the practices andprocedures followed by the permittee shall be documented in the O&M Manual within 90 days of the effective date of thechanges. Non-compliance with the O&M Manual shall be deemed a violation of the permit.
c. CTC, CTO Requirement. The Code of Virginia § 62. 1-44. 19; Sewage Collection and Treatment Regulations, 9VAC25-790requires that all treatment works treating wastewater obtain a Certificate to Construct (CTC) prior to commencingconstruction and to obtain a Certificate to Operate (CTO) prior to commencing operation of the treatment works.
d. Licensed Operator Requirement. The Code of Virginia at §54.1-2300 et seq. and the VPDES Permit Regulation at9VAC25-31-200 C, and by the Board for Waterworks and Wastewater Works Operators (18VAC160-30 et seq. ) and OnsiteSewage System Professionals Regulations (18VAC 160-40 et seq.) requires licensure of operators. This facility requires aClass IV operator.
e. Reliability Class. The Sewage Collection and Treatment Regulations at 9VAC25-790 require sewage treatment works toachieve a certain level of reliability in order to protect water quality and public health consequences in the event ofcomponent or system failure. Reliability means a measure of the ability of the treatment works to perform its designatedfunction without failure or interruption of service. The facility is required to meet a reliability Class of I. The facility isrequired to meet a reliability Class of I based on the effluent location and human health concerns.
f. Sludge Reopener. The VPDES Permit Regulation at 9VAC25-31-220.C requires all permits issued to treatment workstreating domestic sewage (including sludge-only facilities) include a reopeaer clause allowing incorporation of any applicablestandard for sewage sludge use or disposal promulgated under Section 405(d) of the Clean Water Act (CWA). The facilityincludes a sewage treatment works.
g. Sludge Use and Disposal. The VPDES Permit Regulation at 9VAC25-31-100. P; 220.B.2, and 420 through 720, and 40 CFRPart 503 require all treatment works treating domestic sewage to submit mfonnation on their sludge use and disposalpractices and to meet specified standards for sludge use and disposal. The facility includes a treatment works treatingdomestic sewage.
h. TMDL Reopener. This special condition is to allow the permit to be reopened if necessary to bring it into compliance with

any applicable TMDL that may be developed and approved for the receiving stream.

i. Nutrient Reopener. 9VAC25-40-70 A authorizes DEQ to include technology-based annual concentration limits in thepermits of facilities that have installed nutrient control equipment, whether by new construction, expansion or upgrade.9VAC25-31-390 A authorizes DEQ to modify VPDES permits to promulgate amended water quality standards.
22. Permit Section Part II.
Required by VPDES Regulation 9VAC25-3 1 -190, Part II of the permit contains standard conditions that appear in all VPDESPermits. In general, these standard conditions address the responsibilities of the permittee, reporting requirements, testingprocedures and records retention.

Persons may comment in writing or by email to the DEQ on the proposed permit action, and may request a public hearing, duringthe comment period. Comments shall include the name, address, and telephone number of the writer and of all personsrepresented by the commenter/requester, and shall contain a complete, concise statement of the factual basis for comments. Onlythose comments received within this period will be considered. The DEQ may decide to hold a public hearing, including anothercomment period, if public response is significant and there are substantial, disputed issues relevant to the permit. Requests forpublic hearings shall state 1) the reason why a hearing is requested; 2) a brief, informal statement regarding the nature and extentof the interest of the requester or of those represented by the requester, includmg how and to what extent such interest would bedirectly and adversely affected by the permit; and 3) specific references, where possible, to terms and conditions of the permitwith suggested revisions. Following the comment period, the Board will make a determination regarding the proposed permitaction. This determination will become effective, unless the DEQ grants a public hearing. Due notice of any public hearing willbe given. The public may request an electronic copy of the draft permit and fact sheet or review the draft permit and applicationat the DEQ Northern Regional Office by appointment.

Historical Note - Development of the Policy for the Potomac River Embayments (9VAC25-415 et seq.):
The State Water Control Board adopted the Potomac Embayment Standards (PES) in 1971 to address serious nutrient enrichmentproblems evident m the Virginia embayments and Potomac River at the time. These standards applied to sewage treatment plantsdischarging into Potomac River embayments in Virginia and for expansions of existing plants discharging into the non-tidaltributaries of these embayments. The standards applied effluent limitations for BOD, unoxidized nitrogen, total phosphoms, andtotal nitrogen:

Questions also arose due to the fact that the PES were blanket effluent limitations that applied equally to differentbodies of water. Therefore, in 1978, the State Water Control Board committed to reevaluate the PES. In 1984, amajor milestone was reached when the Virginia Institute of Marine Science (VIMS) completed state-of-the-art modelsfor each of the embayments. The Board then selected the Northern Virginia Planning District Commission (NVPDC)to conduct wasteload allocation studies of the Virginia embayments using the VIMS models. In 1988, these studieswere completed and effluent limits that would protect the embayments and the main stem of the Potomac River weredeveloped for each major facility.
In 1991 and 1992, several Northern Virginia jurisdictions with embayment treatment plants submitted a petition to theBoard requesting that the Board address the results of the VIMS/NVPDC studies. Their petition requested revisedeffluent limitations and a defined modeling process for determining effluent limitations.
The recommendations in the petition were designed to protect the extra sensitive nature of the embayments along withthe Potomac River that have become a popular recreational resource during recent years. The petition includedrequirements more stringent than would be applied using the results of the modeling/allocation work conducted in the1980s. With the inherent uncertainty of modeling, the petitioners question whether the results of modeling wouldprovide sufficient protection for the embayments. By this petition, the local governments asked for continued specialprotection for the embayments based upon a management approach that uses stringent effluent limits. They believedthis approach had proven successful over the past two decades. In addition, the petition included a modeling processthat would be used to determine if more stringent limits would be needed m the future due to increased wastewaterdischarges.
The State Water Control Board adopted the petition, with revisions, as a regulation on September 12, 1996. Theregulation is entitled Policy for the Potomac River Embayments (9 VAC25-415 et seq.). On the same date, the Boardrepealed the old PES. The new regulation became effective on April 3, 1997, and contained the following effluentlimits:

The Randall STP discharges to the Accokeek Creek nearStafford, VA. Stream flow frequencies are required at this siteby the permit writer for the purpose of calculating effluentlimitations for the VPDES permit.
The USGS conducted several flow measurements on the AccokeekCreek from 1980 to 1983. The measurements were made at the Route609 bridge near Brooke, VA. The measurements made by the USGScorrelated very well with the same day daily mean values fromthree continuous record gages; one on the Accotink Creek nearAnnandale, VA #01654000, one on the St. Clements Creek nearClements, MD #01661050, and one on the Beaverdam Swamp near Ark,VA #01670000. The measurements and daily mean values for eachgage were plotted by the USGS on a logarithmic graph and a bestfit line was drawn through the data points. The required flowfrequencies from the reference gages were plotted on theircorresponding regression lines and the associated flowfrequencies at the measurement site were determined from thegraph. The flow value for the measurement site represents anaverage of the values for each gage.
The flow frequencies at the discharge point were determinedby using the values at the measurement site and adjusting them byproportional drainage areas. The data for the reference gages,the measurement site and the discharge point are presented below:

INSPECTION OVERVIEW AND CONDITION OF TREATMENT UNITS
The treatment plant is designed to service several single family homes. However, the facility is currently onlyservicing one.
The plant consists of one septic tank, two dosing tanks, two sand filters, one multiflow system, andchlorination/dechlorination. (Photo 1)
Septic Tank: Current residence has one septic tank that collects the solids and is pumped as needed.
Dosing Tank: Two sequential dosing tanks are utilized prior to flowing into the sand filters. (Photo 2)
Sand Filters: One sand filter is put online at a time and switched quarterly or as needed. The filter affluent is thenproportionately recirculated back to the sand filters and circulated to the multiflow system. (Photo 3)

Chlorination and Dechlorination: The multiflow effluent flows through a chlorine tablet feeder box and into achlorine contact tank. The effluent then flows through a dechlorination tablet feeder box. (Photos 5 and 6)
Post Aeration and Plant Outfall: A small aeration pump is installed in the sample collection area, which is designedto increase the DO after dechlorination. The effluent is then discharged through the outfall into the receiving stream.(Photos 7 and 8)

The contracted/licensed operators keep a log book regarding maintenance activities conducted by them onsite.However, the homeowners maintain records as well of maintenance conducted by them. The homeowner's recordsdo not contain the year on which the service is conducted and are not within a bound book. DEQ recommends thatthe homeowner include the year in the maintenance entries and utilize a bound book.

PURPOSE OF NOTICE: To seek public comment on a draft permit from the Department of EnvironmentalQuality that will allow the release of treated wastewater into a water body in Stafford County, Virginia.
PUBLIC COMMENT PERIOD: August 24, 2018 to September 24, 2018
PERMIT NAME: Virginia Pollutant Discharge Elimination System Permit - Wastewater issued by DEQ,under the authority of the State Water Control Board.

NAME AND ADDRESS OF FACILITY: Walk Residence Sewage Treatment Plant, 50 Randall Road,Stafford, VA 22554
PROJECT DESCRIPTION: Robert D. and Angela S. Walk have applied for a reissuance of a permit for theprivate Walk Residence Sewage Treatment Plant. The applicant proposes to release treated sewagewastewaters from a residential home at a rate of 0. 0008 million gallons per day into a water body. Sludgefrom this treatment process will be disposed by transporting it to the Aquia Advanced WastewaterTreatment Plant (VA0060968). The facility proposes to release the treated sewage wastewater in theunnamed tributary to Accokeek Creek in Stafford County in the Potomac River watershed. The permit willlimit the following pollutants to amounts that protect water quality: pH, carbonaceous biochemical oxygendemand, total suspended solids, ammonia as N, dissolved oxygen, E.coli, total phosphorus, and totalresidual chlorine. The permit requires monitoring without limitation for the following pollutants: dischargeflow, total kjeldahl nitrogen, nitrate+nitrite as N, and total nitrogen.
HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requestsfor public hearing by hand-delivery, e-mail or postal mail. All comments and requests must be in writing andbe received by DEQ during the comment period. Submittals must include the names, mailing addressesand telephone numbers of the commenter/requester and of all persons represented by thecommenter/requester. A request for public hearing must also include: 1) The reason why a public hearingis requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requesteror of those represented by the requester, including how and to what extent such interest would be directlyand adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of thepermit with suggested revisions. A public hearing may be held, including another comment period, if publicresponse is significant, based on individual requests for a public hearing, and there are substantial, disputedissues relevant to the permit.
