Dear APWA Missouri Chapter Members, Greetings from the Missouri Chapter. As we transition to spring, I hope that you are enjoying the warming temperatures and can get outside to enjoy some outdoor activities. There is still time to support the Missouri Chapter by becoming a 2021 Chapter Sponsor. First off, a huge thank you to all of you that have sponsored to date (14 sponsors and counting), and if you haven’t completed your sponsorship yet, please consider doing so at your earliest convenience. Chapter sponsorships help to promote and enable the educational mission and goals of the Missouri Chapter. It also can promote relationships with clients, facilitate new relationships with potential clients and strengthen your visibility in the public works industry throughout the calendar year. At the Chapter and Branch level, we continue to monitor the progress being made at the federal, state, and local levels regarding the pandemic. With vaccine availability and the number of vaccinated increasing, we are hopeful that we are nearing the end of the restrictions that have added a degree of difficulty to all we do in Public Works. Our PWX Committee is still working hard with National on planning the PWX in St. Louis, and we hope to have more news soon on what PWX will look like in 2021. The 2021 Spring Virtual Conference “in Hawaii” is coming up soon (April 23, 26, & 27). If you have not registered yet, I would encourage you to do so. Registration is $20 and there are still sponsorship opportunities available. In addition to the technical program on April 26 & 27, our planning committee is working on scheduling walking tours for the afternoon of the April 23, and is also working on ways to engage students at the Universities within the Chapter. As always, please continue to monitor emails from the Chapter and Branch for updates on upcoming events. Thanks to all our dedicated members for the work that you do and the talents you bring to the Chapter. If you are not yet a member, or haven’t renewed for 2019, please consider doing so. The many benefits provided for membership in APWA, and specifically the Missouri Chapter, far exceed the cost of joining. St. Louis Branch Meeting Agenda Zoom Virtual Meeting

March 25, 2021 Meeting called to order by Jim Eckrich at 12:01pm. Jim thanked everyone for attending, including the members of SAME and stated that we plan for virtual meetings through April. We hope to be able to hold the May BBQ luncheon in person. We are checking with National on this. Jim and Colleen are meeting this afternoon to discuss. SAME Jim introduced Pam Hobbs from SAME. She thanked APWA for hosting the joint meeting. Pam read some announcements for SAME. Lunch Nope, not yet. Hopefully sooner than later. Announcements Jim announced that committees have been set but it is not too late to join one. If you would like to join a committee, please contact a Committee Chair or Jim. Advocacy and Outreach is light on committee members and is looking for more.

Membership (Judy Wagner) 97 members in 2021 that have paid so far. There are approximately 225 Branch members. Each member of the St. Louis Branch must be a member of APWA National. Branch membership is $10. Please sign up for a Branch membership, which entitles you to a lower lunch cost when we resume in person meetings. Check Chapter website for more info and signing up. Friday, April 30

th is the deadline for signing up.

Continuing Education and Training (Matt Malick) Hoping to resume superintendent and public works director roundtables soon after regular meetings resume. Planning for a Superintendent Roundtable in August and a Public Works Director roundtable in September. We now have a Superintendent lined up to oversee the Superintendent Roundtable. Special Events and Activities (Jon Loos) We are currently monitoring COVID status and planning for activities later in the year. We expect to have games at the May BBQ lunch. Outdoor happy hours will be scheduled when it gets warmer. We are also hoping for a laser tag event later this year. Look for specific announcements on events in the coming months. Golf Tournament (Jon Loos) Jon Loos discussed the Golf Tournament. The 13

th Annual Ken Yost Golf Tournament will be held on September 20 at

Paradise Valley. A “Save the Date” will be sent out soon. Same format as previous years. More info coming out shortly. Advocacy and Outreach (Theresa Goetz) Theresa Goetz discussed the first raffle, which will be May 27th. Call for donations is out the raffle, please let Theresa know if you have a donation. Also, let Theresa know if you want to join her committee, she is looked for more volunteers. The remaining raffles will be held September 23

rd and December 9

th.

Colleen introduced the two speakers, Katrina Utz and Sarah Crosley with St. Louis County Department of Health. Katrina and Sarah provided a question-and-answer presentation relating to COVID-19 and then answered questions from attendees. Jim thanked Katrina and Sarah for taking the time to give presentation. Our next meeting of the APWA St. Louis Branch will be April 22. The speaker for the April meeting will be Joseph Blanner who will speak about payment bonds and performance bonds. Joseph spoke at the St. Louis Branch Luncheon 5 or 6 years ago and it was very informative, please plan to attend April 22. Thank you for attending and we look forward to meeting in person soon. It’s Time to Renew Your St. Louis Branch Membership for 2021

APWA national membership automatically includes one year of membership in your local Missouri APWA chapter. Click here to learn more about APWA national membership. The Missouri Chapter of the APWA is an association of professional engineers, technicians, operations staff, public works directors, business people, contractors, consultants, and others who join together to exchange ideas and information, promote education and training, and work as a team to meet professional and community needs. The Missouri Chapter’s membership comes from the geographic area of the state of Missouri outside the Kansas City Metropolitan area. Because the Missouri Chapter covers such a large jurisdiction, the chapter has formed the St. Louis Branch to bring educational and networking opportunities to an even more specific geographic area. The branch operates under the oversight of the Missouri chapter. In order to help support the programs the St. Louis Branch offers in our specific geographic area, the St. Louis Branch has established branch dues. The St. Louis Branch dues are not included with the national-chapter membership. All APWA chapters and branches are part of the national association, therefore it is not possible to membership at the branch level only. You must FIRST be an active member of APWA National/Missouri Chapter APWA in order to join the St. Louis Branch. The St. Louis Branch delivers valuable, timely and relevant APWA educational, networking, and public service activities near where members work and live. The St. Louis Branch offers members the opportunity to attend educational programs, Click, Listen & Learn audio web conferences, symposiums, monthly branch luncheons, spring and fall conferences and the chance to meet and exchange ideas with public works professionals, colleagues and peers in a professional setting. Statewide Transportation Funding • Senate Bill 262 Sponsor – Senator Dave Schatz • What the bill does:

• Phases in a 12.5-cent motor fuel tax increase over 5 years. • Authorizes rebates of the additional tax paid and outlines the electronic process to

claim a refund. • Exempts vehicles in excess of 26,000 lbs. from claiming refunds. • Creates an electronic claim process for a pre-existing exemption on non-highway fuel

purchases. • Phases in an increase in fees for alternative-fuel vehicles. • Establishes an Electric Vehicle Task Force to study the impact of electric vehicles on

transportation funding. • Increases the maximum age of motor vehicles required to have odometer readings

recorded in certain circumstances. • This bill provides a once-in-a-generation opportunity to address the state’s transportation

investment shortfall and enjoys strong bipartisan support. • This bill provides an opportunity to increase revenue for roads and bridges without imposing

a mandatory tax increase on Missouri citizens. Those who pay the increased state motor fuel tax can claim a refund.

• This bill has passed the Senate and is moving to the House soon. A similar, but slightly different bill is also working its way through the House.

• This will provide much needed funding for municipal and county transportation projects.

National Work Zone Awareness Week (NWZAW) NWZAW, an annual spring campaign held at the start of construction season, encourages safe driving through highway work zones. The key message encourages drivers to use extra caution in work zones. NWZAW will be held April 26-30 and hosted by the Michigan Department of Transportation.

The week kicks-off with Work Zone Safety Training Day on April 26, which emphasizes the importance of laying the groundwork for safety through personnel training.

Struck-by injuries are a leading cause of death [1] and the leading cause of nonfatal injuries in the construction industry since 1992. The national stand-down encourages employers and workers to pause voluntarily during the workday for safety demonstrations, training in hazard recognition and fall prevention, and talks about hazards, protective methods, and the company’s safety policies, goals and expectations.

In partnership with MoDOT, we are offering a 4-day webinar series to spread awareness on work zone safety. Join us to learn more and bring attention to the risks of work zones by attending any or all of the sessions.

Flaggers need to be knowledgeable about the standards and guidelines established by the Federal Highway Administration’s Manual on Uniform Traffic Control Devices (MUTCD). These include general guidelines for flagging, appropriate clothing requirements, and the standards for the signs, barriers, and lights as well as other devices used. Flaggers also need to know where to be positioned for optimum safety and how to judge traffic speed and congestion as well as regulate traffic accordingly. Projects administered by local agencies using Title 23 federal funds require the local agency to have a “qualified person of responsible charge” who is a public employee accountable for the project. This 4.5-hour training will provide the attendee the basic knowledge of the federal-aid process to perform the following duties and functions:

• Administer federal-aid project activities, including those dealing with cost, time, adherence to contract requirements, construction quality and scope;

• Maintain familiarity of day-to-day project operations, including project safety issues;

• Make or participate in decisions about changed conditions or scope changes requiring change orders or supplemental agreements;

• Visit and review the project on a frequency commensurate with the magnitude and complexity of the project;

• Review financial processes, transactions and documentation to ensure safeguards are in place to minimize fraud, waste and abuse; and

• Direct project staff, agency or consultant, to carry out project administration and contract oversight, including proper documentation.

• Be aware of the qualifications, assignments and on-the-job performance of the agency and consultant staff at all stages of the project.

• Must sign all project documents including but not limited to agreements, certifications, plans, change orders etc.

NAPA Webinar: Asphalt Mix Design in Commercial Applications April 12 @ 1:00-2:30 pm The NCAT Pavement Test Track has been used by state DOTs to execute innovative, relevant, and implementable research for over 20 years. Three primary focus areas have included mix/materials (i.e., what is ideal for each layer), structural pavement design (i.e., what thickness is required to prevent expensive, deep distresses), and pavement preservation (i.e., what surface options can provide the lowest possible life cycle cost). Virgin, low RAP, high RAP, and 100 percent RAP options have been explored. Cost effective combinations of these options are often possible in the commercial market for new construction and/or maintenance/rehabilitation of existing facilities in a manner that may not be possible yet in agency work. Profitable solutions that provide both customer value and sustainability that have been vetted at the NCAT Pavement Test Track and within the NCAT+MnROAD Pavement Research Partnership are reviewed in this presentation. Switchyard Park Roving Reporter – Coming Soon! Converting a former railyard that operated from 1892 to 2004 was a big undertaking for the city of Bloomington, Indiana. The largest park project in city history converted the railyard into a communi-ty space that includes a 11,000 square foot pavilion, outdoor performance stage, community gar-den, playground, and splashpad. This unique course combines the benefits of an in-person workshop with the convenience of online learning.
