Dear Members,

What a great time it is to live in the Tri-Cities. Being Bolder, Brighter and Better is getting legs and picking up speed. We already live in a fantastic area and now economic vitality and the visions and dreams that we are bringing to life will make The Tri-Cities that much better.

The housing market is always a sign of economic health status and Tri-Cities is leading the way. There were more homes sold in Tri-Cities during 2014 (3,506) than any other time in the last 5 years. Employment is growing rapidly so it follows that housing prices are increasing as well.

Beyond improving our economy are the visions and projects that have become a reality due to the hard work of so many dedicated individuals and groups.

The Gesa Carousel of Dreams, not just a Carousel, but a piece of American History that found its place here in the Tri-Cities. If you have not been to the Carousel of Dreams, please plan a day and take your family and friends. You will leave with a great appreciation of what our community has done to bring this great Carousel to the Tri-Cities.

The Manhattan Project National Historical Park has now been approved in legislation. Now, people across our country will appreciate and learn about our heritage when they visit our region.

The airport expansion is currently underway, as well as Washington State University’s Wine Science Center, which is on the verge of opening and adding to our already renowned reputation for wine.

The best part is that there is much more to come. Vista Field re-development is moving forward as everyone works toward finding a common vision. New life may happen on George Washington Way if Adam Brault and the Chicago development partners can bring to life their idea for a 25,000 square foot Tri-Cities Public Market Place. We are all cheering on Adam and others as they devote their efforts to re-develop land along the great Columbia River.

Regional Chamber members and our business people are energized by the positive things happening in Tri-Cities. It is amazing what we can do when we work together to be Bolder, Brighter and Better. Let’s keep our winning streak going.

Business is booming in the Tri-Cities. A February editorial in the Tri-City Herald references “an economic momentum that most can only dream of,” highlighting strong growth in tourism, industry, manufacturing, health care, education, research and development, and federally funded work at Hanford.

As the tank operations contractor for the U.S. Department of Energy Office of River Protection, Washington River Protection Solutions (WRPS), too, is enjoying historic growth. With nearly 2,000 employees, we’re larger than we’ve ever been and anticipate further expansion.

As part of our commitment to reduce the risk to the Columbia River by safely managing Hanford’s radioactive tank waste, we seek to establish and maintain strong partnerships with the local small businesses community. Since acquiring the tank farms contract in 2008, WRPS has awarded more than $1 billion in total subcontracts. With more than 60 percent of that total awarded to small businesses, it’s a milestone that demonstrates WRPS’ commitment to grow and develop opportunities for local small businesses to enter the federal marketplace.

Perhaps your business has something to contribute to tank farm cleanup or the broader Hanford mission. In April, WRPS will co-sponsor the Bridging Partnerships Small Business Symposium, an annual event that helps local companies learn more about government contracting opportunities at Hanford. While budget negotiations for the 2015-2017 biennium have just started to heat up, lawmakers are debating a handful of issues that have a significant impact on the business community and Tri-Cities. The Tri-City Regional Chamber has been very active advocating for your business in Olympia. With just a few weeks to go in regular session, here is where things stand.

TRANSPORTATIONIn March, the Senate passed a bipartisan transportation reform and revenue package to invest in transportation infrastructure for the next 16 years. This package contains eight major reforms that have been priorities for the statewide business community for many years. These reforms will lower costs, create accountability in the Department of Transportation, streamline permitting and reduce delays. They will help ensure taxpayer dollars are spent as wisely and efficiently as possible.

The package would raise $15 billion in new revenue through an 11.7 cent gas tax increase that is phased in over three years. It invests in projects that are all over the state of Washington, not just around Puget Sound. It also ensures that projects are fully completed. In the current version, all five of the Regional Chamber’s priority projects for Tri-Cities economic development are included. These projects are:

• Lewis Street Overpass in Pasco

• Red Mountain I-82 Interchange near West Richland

• Duportail Bridge in Richland

• U.S. 395/Ridgeline Intersection in Kennewick

• Completion of U.S. 12 corridor between Tri-Cities and Walla Walla

Over the last ten years, Benton and Franklin County rank in the bottom five counties statewide for the fewest gas tax dollars received for every dollar contributed by taxpayers. This package would help ensure our local economy has the infrastructure needed to grow and thrive for decades to come. The Regional Chamber, Tri-Cities Legislative Council, Association of Washington Business (AWB) and the Local Chamber Grassroots Alliance strongly support this plan and have actively urged lawmakers for their support.

MINIMUM WAGE & MANDATORY PAID SICK LEAVELast month, the House passed HB 1355, which would raise the state minimum wage to $12 an hour over a four year period. The bill passed on party line votes and House Leadership blocked consideration of many amendments that would have added a training wage for teenagers, or included total benefits and compensation in minimum wage calculation. Washington currently has the highest minimum wage in the nation at $9.47 an hour.

In addition, the House also passed HB 1356, which requires employers with more than four full-time equivalent (FTE) employees to provide paid leave to employees for several circumstances. The legislation tries to implement a “one-size-fits-all” approach for all industries and regions of the state.

The Regional Chamber is working closely with AWB to find ways in which these concerns can be addressed in a way that is fair to all employers and all communities in the state.

CLIMATE CHANGE/CAP & TRADEGovernor Inslee has proposed legislation to reduce carbon emissions while funding education, transportation and other key areas in the state. The main bill in the package, HB 1314, would establish a new market-based program for greenhouse gas emissions that would establish limits as to how much carbon could be emitted in the state – also known as “cap and trade.” The plan targets the 130 companies in the state identified as “polluters,” most of these are located in Eastern Washington - many are here in the Tri-Cities. The governor’s plan would tax these companies in an effort to reduce carbon emissions, raising an estimated $1 billion in annual revenue.

According to AWB’s annual Greenbook, Washington is already one of the “greenest” states in America for environment protection and sustainability. Last month, the Tri-City Herald criticized the governor’s plan in an editorial and said that this “one-size-fits-all plan to reduce carbon emissions is not in the least bit fair or equitable” and that it would lead to higher costs that are passed on to consumers. A study released by AWB estimates over the next 20 years, the plan would result in 56,000 fewer jobs across the state and that the state would lose $3 billion in income – that’s $1,200 for every Washington household.

The Regional Chamber is a partner of the Washington Climate Collaborative, a coalition of business groups, labor unions and agriculture leaders that have come together to advocate for a solution to address carbon pollution without harming our economy.
