1. Describe your experience of the COVID-19 issue in relation to incarceration –from the perspective of your country, institution, organisation, sector.
• overcrowded prison environments,
• precarious infrastructure,
• lack of water and basic sanitary conditions,
• poor health condition of prisoners,
• high prevalence of communicable diseases.
The local and national governments were aphatetic about Covid 19 in prisons and took time until start a Covid 19 contingence plan considering the prison population and it is not effective.
2. What were/are the key issues and challenges?
• Impossibility of adapting to the rules of social distancing, mask use and hand hygiene.
• Poor quality of health services offered,
• water rationing,
• Lack of hygiene and cleaning products,
• Comorbidities,
• Elderly prisoners (1.52% of the prison population)
• Pregnant women, women with babies
3. What has been missing from the responses?
• The Ministry of Justice and the Penitentiary system are the front line dealing with a issue which belongs to the Health system, despite the fact that the prison health system is by law under the Ministry of Health.
3b. How did this manifest?
• The fast rise of Covid19 inside prisons.
As (a late) response to it The National Council of Justice (CNJ) published an agreement letter supporting Judges to release inmates(recommendation 62) as a way to avoid mass contamination of Covid-19 in the prison and socio-educational system.
4. From your perspective, what are the three biggest priorities in order to respond sustainably and effectively:
a. For the next year
• The Implementation and use of telemedicine as a way of monitoring Covid19 and other diseases.
• Strengthening the local prison health system
b. For the next three years (and beyond)
• Strengthen the idea that prison health is public health, through dialogue with different organizations and the society.
Universities must create disciplines on prison health and also, internship programs inside prison health services.
