(b) Long Term Performance Based Road Contracts (LTPBMC):

Out of 37 Packages, 26 Packages are in Residual A.P & 11 Packages are in Telangana State. In residual AP 26 packages, comprising of 7 packages under Phase-I and 19 Nos under Phase-II were taken up. Phase I packages have been

completed by March 2014. Phase II works are in progress.

M/s. Egis India Limited were appointed as third party monitoring consultants for 37 OPRC packages on 19.01.2012 and their Services were commenced from 01.02.2012 onwards. Technical Audit report-10 for 6 packages submitted. The same were communicated to the field officers for compliance.

COMPONENT 3: Institutional Strengthening: (a) Institutional Aspects:

Agreement was entered on 28.09.2015 for “Extension of services of Consultancy services for refinement of ISAP reports and AP Road Network Master plan and identification of CRN for Rs. 4.30 Cr, as an additional services (addendum to the Original Agreement) by the existing Consultants M/s LEA international Ltd., Canada in JV with LEA Associates, South Asia Pvt. Ltd., India after obtaining No objection from WB and Govt.

The Govt. accorded approval for the above proposal vide G.o.Rt. No. 289 T(R&B) R.(III) dated 11.06.2015.

Consultant submitted inception report for Part A (implementation of ISAP) & Part B (RNMP), draft organization structure, draft report on RDC managed CRN focused Road fund, Draft report on baseline settlement and Road Network Analysis. They are under review. Inception reports part A and B were submitted to WB on 22.01.2016. The reports are reviewed in ISAP cell meeting on 12.07.2016. The Road fund aspects were presented before Finance Secretary on 29.07.2016.

(b) Road Management System: The Consultants M/s Scott Wilson Private Limited furnished the reports on

System Architectural Design on the outcome of workshop with R&B officers and same was cleared by the World Bank.

Agreements concluded for collection of Data through outsourcing for (1) Guntur, Prakasam districts (2) Srikakulam, Vizianagaram & Vishakhapatnam districts for covering 6500 Km. LOA given to 3) Krishna & Nellore districts and 4) East & West Godavari districts.

Procurement of RDBMS was completed. Contract Agreement was signed on 3rd March, 2014. Training & workshop on software conducted from 11.03.16 to 18.03.16.

The hosting of these services on cloud was entrusted as variation to RDBMS was entrusted to M/s Bentley Systems. HDM-4 Software was procured through M/s Bently Systems as variation to scope of Agreement.

Revised Technical & Financial proposals received from M/s URS Scotwilson, are submitted to WB for No objection and NO objection is received from WB. Services were commenced.

Configuration & Variation of RDBMS software is in progress with actual field data.

(c) Road User Satisfaction Survey: The Consultants have completed Road User Satisfaction Survey –II. World

Bank team has reviewed the RUSS final report on 30.05.2016 and communicated certain observations on 23.06.2016. The final report with replies to the observations of WB submitted on 19th July, 2016. The same is under review.

COMPONENT 4 : Road Safety : Transport Department is the Nodal/Lead department for implementation of

Road Safety Action Plan. Technical Working Groups and Inter - Departmental Working Committees

are in place and several meetings were conducted. Road Safety Cell with the experts from (R&B) Department, Transport

Department, Medical and Health Department and Police Department is in place for monitoring the demo corridors.

Procurement Status (Department- Wise).

(R&B) Department:-a) Renigunta – Rayalacheruvu Road: The work was awarded to M/s. PLR

Project Ltd., and commenced on 1-03-2014. Work completed.

Medical & Health Department:-a) Agreements concluded for Construction of Trauma Care Centre at

Rajampet. Work is in progress.b) Tenders are invited for procurement of Medical equipments. Notification

of award is issued.

Transport Department:-a) Work awarded for procurement of Speed Laser Guns and Breath

Analyzers for Transport dept. & Medical dept. Goods delivered to the stakeholder Depts.

b) Tenders were re-invited for construction of Electronic Weigh Bridge for demo corridor & Modernization of Renigunta Checkpost. Tenders are cancelled as the single bidder quoted 40% excess on estimated cost. Tenders are to be re-invited.

Police Department:-a) Agreements concluded for two HOPs at Renigunta & Rajampeta. Work

completed for HOP at Rajampet. For HOP @ Renigunta site identified earlier and handed over. Private party approached the Court claiming ownership of land. Identified alternate land and work is in progress.

BLACK SPOT IMPROVEMENT:- a) Certain Black spots have been identified in East Godavari, Prakasam,

Visakhapatnam and Anantapuram Districts.b) Agreements concluded for East Godavari, Visakhapatnam, Anantapur &

Prakasam districts. c) Total 5 works in all districts are completed.

Along with the audit for FY16

Requested AG for conducting special Audit for resolving disallowed amounts. A.G has informed that the previous audit disallowances will be taken up by the Audit party who will come for audit of 2015-16. The SOE for 2015-16 was submitted on 05.07.2016 for arranging Audit program. All efforts are being made to resolve the disallowances.

Component 1A: Upgradation Works

Close monitoring of progress of civil works in all packages, including through monthly visits by the MD and/or Project Director, to ensure achievement of progress and targets as agreed by the respective contractors during the mission

Necessary rectification of GSB laying in non conformity stretch was already completed. The Engineer and the Contractor were strongly advised to adhere to the standard specifications of MORTH in execution of work. With regard to securing the regulatory permissions the issue of CFO is under process by the line departments.

5 KD-02: Completion of the pending BC layer in 20km June 30, 2016 16 Km of BC layer is completed and the balance 4 Km will be completed by end of August, 2016.

PNV-08: Court case- Status quo is to be vacated, it is in progress.

Ensure consents for operating (CFO) construction facilities in all upgradation packages

Expedite MoUs for compensatory (avenue) plantation for all upgradation packages where it is due.

July 31, 2016 MoUs are already concluded for MJ-03 & MJ-04 and to conclude for PNV-08 & 09 package roads and it is under process for KD-02. Civil works are at initial stage for KR-07.

June 30, 2016 Consultants have conducted 3 days workshop cum training to officers from stakeholder departments from 23.06.2016 to 25.06.2016 at Tirupathi.
