But spirits remained high throughout the event, and as runners arrived back at the staging area aſter the run, many helped secure the tents so they wouldn't blow away. Luke McKerrow from Rosedale was the first to cross the finish line, in the 5K portion of the event, with a time of about 22 minutes. Tom Hoogendoorn of Agassiz came in second shortly aſterward. First place in the ladies division went to Tara Patterson. First place youth was Alex Schwichtenberg and first place for seniors went to Allen Vogstad. Because this was a first time event, aimed at raising funds for the Kilby Historic Site and the Agassiz Harrison Historical Society, time was being kept only by a timer at the finish line. e strong winds also prevented volunteers from collecting the times properly as runners arrived. Leadercast hopes to unite Agassiz businesses to stimulate growth

An idea exchange in-volving some of North America’s most infl uen-tial leadership experts is coming to Hope.

Leadercast is a unique, one day leadership event including presentations by Soledad O’Brien, John Maxwell, Tim Tebow, Angela Ahrednts and Marcus Buckingham. While those speakers will be broadcasting live from the main Leadercast event in Atlanta, Geor-gia on May 4, people will be gathering in locations around the world take part via satellite or inter-net broadcast.

And one of those loca-tions is going to be the Grace Baptist Church in Hope.

Th e event is be-ing brought to the area through Advantage-HOPE, whose mandate is to increase and encour-age business opportuni-ties in the area.

As an Advantage-HOPE board member, Riley Forman has been helping out with the Leadercast project. He says the event will be a chance to connect with like-minded people in the business commu-nity. Th ey’re hoping for participation to be in the hundreds, to be most ef-fective.

Th ey’re also hoping the event will have long-lasting, positive eff ects on local businesses.

“Th is is a call to ac-tion,” he said. “Th is is not to just go home and feel fuzzy for a week and for-get what was said.”

It’s about sharing wis-

dom, business knowledge and ultimately, create economic stimulation.

Th ere are broadcast sessions throughout the day. mixed with breaks for coff ee and lunch, and the chance for mingling. Th e event is open to sponsors, and there are several packages available as a way for businesses of all sizes to get involved.

“Th ink about it,” For-man says. “If you get 500 people attending who are leaders or are aspir-ing to be leaders in the same room, then having your business name there shows that your business is involved in economic development.”

He says it’s all part of becoming one big net-work that could recharge

Hope’s business com-munity — something he already sees happening with a number of exciting changes in the commu-nity, including a promis-ing proposal of a Flying J truck stop.

And Leadercast off ers a wide range of speakers to help motivate the widest range of people possible.

Th e most well known names are likely Soledad O’Brien and Tim Tebow.

O’Brien is the anchor for CNN morning show Starting Point with Sole-dad O’Brien and special correspondent for CNN/U.S. Since joining the network in 2003, O’Brien has reported breaking news from around the globe and has produced award-winning, record-

breaking and critically acclaimed documenta-ries on the most impor-tant stories facing the world today.

In 2011, Soledad won her fi rst Emmy for Cri-sis in Haiti (Anderson Cooper 360) in the cat-egory of Outstanding Live Coverage of a Cur-rent News Story – Long Form. O’Brien was part of the coverage teams that earned CNN a George Foster Peabody award for its BP oil spill and Katrina coverage and an Alfred I. duPont Award for its coverage of the Southeast Asia tsunami.

Tebow is an NFL quar-terback, Heisman Trophy winner and best-selling author. In 2011, he wrote Th rough My Eyes, an inspirational memoir that became a New York Times bestseller.

He is the founder of the Tim Tebow Founda-tion and is a former fi rst-round draft choice by the by the Denver Broncos. He was recently traded to the New York Jets.

Farming councillor up against Valley’s mayorsPost to plow at popular match

Kent Councillor Duane Post will go up against other elected offi cials during the 90th annual Chilliwack Plowing Match.

Each year, mayors and other of-fi cials compete in a special class at the event.

Th e contest is open to mayors of Abbotsford, Agassiz, Chilliwack,

Harrison, Hope and Mission. Post, who is also an Agassiz farmer, was asked to step up for the job by May-or John Van Laerhoven at a recent council meeting.

Th e mayors’ competition will run at about noon on April 14, at the fi eld closest to 9825 McLeod Road. Th e winner will receive the Neil MacGregor Memorial Trophy.

Th e event is hosted by the Chilli-

wack Plowing Society, and drawsin farmers from the Fraser Valley, lower mainland and Vancouver Is-land. Th e day begins at 10:30 a.m.,and includes classes for walking plows, junior tractors, antique trac-tors, beginners, business people,reversible plow and the B.C. Juniorand Senior Championships.

Admission is $5, with free admis-sion for those under 12.

Th e Harrison Festival Society was another group that was surprised to fi nd their funding from the District dry up this year.

Ed and Phyllis Stenson approached council as a

delegation at last Monday night's council meeting, to drive home the impor-tance of the Harrison Fes-tival of the Arts.

Th e festival may hap-pen in Harrison, they explained, but a majority of the patrons, member-

ships and volunteers are all from the District of Kent, as well as at least one full-time employee. Th ey see the festival as more of a regional event, and presented that mes-sage to council.

Sixty percent of the fes-tival's 200 volunteers are from the District of Kent, and anywhere from 15 to 18 businesses are sup-porters of the festival.

"We couldn't do what we do if it wasn't for the District," Ed Stenson said. "Th ere wouldn't be enough volunteers to make it happen, for one."

Th e Festival Society has faced numerous cutbacks from grant programs since 2009, including pro-

vincial arts funding and a Canada Council program which was cut entirely. Proof of support from municipalities through funding is a key elementof securing grants from other sources, as well.And when municipalmoney dries up aft eryears of previous support,it raises red fl ags in otherapplications.

"It's important to have municipal funding from this region," Phyllis Sten-son said.

Councillor Holger Sch-wichtenberg made a mo-tion to send the FestivalSociety's request back to budget talks, and that was seconded by Post and vot-ed unanimously in favour.

Throness and Clark ‘say cheese’ in AgassizJessica PetersTHE OBSERVER

Premier Christy Clark returned to Agassiz Wednesday morning, to tour two local businesses and introduce her byelec-tion candidate, Laurie Th roness.

A Liberal entourage stopped in at Farm House Natural Cheeses on McCallum Road in Agassiz, where owner Debra Amrein Boyes off ered a sampling of diff erent handmade artisan cheeses, includ-ing her Alpine Gold a washed-curd, washed-rind cheese.

Clark and Th roness were joined by Chilli-wack MLA John Les for the tour, which includ-ed a visit to Rimex.

Workers had a chance to chat with the trio,

and spoke of the need to have training facili-ties in the area to open opportunities. Clark has traveled to the area twice this year for busi-ness-related tours with Th roness.

While they’re making the trips through this riding as part of their byelection campaign-ing, Th roness says he’s enjoying learning more about the area.

“Th ere are all sorts of hidden gems in the Valley,” he said, such as Farm House. “Th is is a great introduction for me to know where the opportunities lie for fu-ture growth.”

He said if elected, “he can go to Victoria with an eye to what’s back here.”

Farm House has “found a niche market,”

he said, and interna-tional success, too.

“Businesses have to fi nd that niche, and to fi nd appeal to not just domestic but interna-tional markets.”

Th e byelection is set for April 19 in the Chilliwack-Hope rid-ing. In addition to Th roness, candidates are Gwen O’Mahony for the NDP, John Mar-tin for the Conserva-tives, and Lewis Dahlby for the Libertarians.

A Chilliwack man who was the alleged pilot of a helicopter that crashed in Abbotsford in 2005 and who has links to the Bacon brothers has been sentenced in a cross-border smuggling scheme.

Dustin Melvin Haugen, 29, previously pleaded guilty con-spiracy to import 100 kilograms or more of marijuana, and was sentenced last week in a Spokane, Washington courtroom to time served.

Th is time included three months spent in North Fraser Pretrial Centre aft er his arrest in 2006 and 11 months in the U.S. aft er he was extradited there in April 2011.

Haugen was one of more than 40 people arrested in 2006 in a two-year-old police opera-tion targeting drug smuggling. He and Daryl Desjardins, 45, of

Agassiz were arrested on May 9, 2006 aft er returning to Canada following a drug drop in the U.S.

Desjardins pleaded guilty later that year in Chilliwack provincial court and was sentenced to four years in prison.

According to court documents, on the day of their arrest, police videotaped a Bell 206 Jet Ranger helicopter leaving from a hangar near Harrison Hot Springs and landing in an isolated area in B.C.

Desjardins was the pilot, and Haugen was the co-pilot. Th e chopper met with occupants of a pickup truck, and Haugen was seen unloading hockey bags from the truck and placing them in the helicopter.

Th e chopper then took off and landed in a state wildlife area in Okanogan County in north central Washington, where the hockey bags were unloaded and placed in another truck.

Th e helicopter returned to its original location in Harrison Hot Springs, and the pair were ar-rested.

Th e hockey bags that had been loaded onto the truck, and seized by police, were found to contain

135.2 kilograms of marijuana.Desjardins' plea agreement in-

cluding dropping charges against Haugen, but Haugen was extra-dited to the U.S. and turned him-self in last year.

He is believed to be the pilot of a Bell Jet Ranger that crashed on a 58 Avenue property near Ross Road in Abbotsford in March 2005. Th e crash killed his girlfriend, 22-year-old Chris-tina Alexander, but he was never charged.

At the time, search warrant documents in a case involving drug charges against Jonathan Bacon indicated that Bacon al-legedly made payments of $1,000 a month to a tenant on the 58 Avenue property so helicopters could be fl own from the site.

Bacon, 30, was gunned down in a targeted hit in Kelowna last summer. He was never charged in connection to the helicopter crash or cross-border smuggling.

He was the eldest of Abbots-ford's notorious Bacon brothers. Middle brother Jamie is in prison awaiting trial in the Surrey Six killings, and Jarrod is in custody awaiting sentencing on a drug conspiracy conviction.

Th ere are some huge issues that matter to each and every one of us. Issues like health care, housing, education, energy, economy, the environment and infrastructure.

And there is one person who is the "go-to" contact when something within that realm goes wrong. Th at one person is in charge of speaking up for you, whether you need someone to listen to your health woes, provide assistance to your struggling business or address a lack of proper public transit.

And that person is your friendly, hard-working MLA — for which applications are currently being reviewed. Th e byelection on April 19 will solidify the role until the next general election in 2013.

More than just a talking head, elected MLAs are expected to liaise with those in their community, and know the issues at hand.

For example, ditches in Agassiz are overfl owing? We should look for a representative willing to pull on a pair of rubber boots and have a close up look.

Businesses up the Fraser Canyon are struggling? Th en we should be looking for a representative willing to speak up for entrepreneurs, help boost tourism and support creative ideas.

Keeping tabs on all points within this riding is a big job, previously fi lled by Barry Penner, and most recently being covered by neighbouring Chilliwack MLA John Les. While the riding's size is not as daunting as those seen in Northern B.C., it's still a large area.

Regardless of party affi liation — because we know that can change in the blink of an eye — we need a determined leader willing to negotiate the best possible solutions on our behalf.

It's a powerful role, being an MLA. But nothing is as powerful as the people who elect them, and nothing drives

change as much as speaking to your elected offi cials about the issues that need dealing with. Th is riding historically has high voter turnout, and all the by-election candidates are paying equal attention to that loud, collective voice.

For the next six weeks, you can bet they'll be putty in your hands. And that's an opportunity that shouldn't go to waste.

Voters drive change

In an interview with one of our Vancouver Island papers before Christmas, B.C. Conservative leader John Cummins made a bold prediction that he would have party status before the general election in May 2013.

Th at’s four seats, and it wasn’t based on an unlikely sweep of the Chilliwack-Hope and Port Moody-Coquitlam byelections, now set for April 19. He hinted he was getting calls from MLAs looking to join up, aft er a November Angus Reid poll showed a sudden surge to 18 per cent for his resurgent brand.

We now know that one of those callers was Abbotsford South MLA John van Dongen.

I asked Cummins on Friday if he is still confi dent about three more.

“Hopeful, let’s put it that way,” he replied.

Van Dongen’s explosive departure was arranged, with Cummins’ help, for maximum damage to Premier Christy Clark. Van Dongen notifi ed the B.C. Liberal caucus that he was quitting. Th en, in a questionable use of legislature privileges, he launched a broadside on Clark’s integrity.

He cited the $6-million legal payout in the B.C. Rail sale, a decision made before Clark’s time, and the recent collapse of a deal to sell naming rights to B.C. Place. He described the B.C. Liberals as “an organization headed for failure,” then announced he’s joined the B.C. Conservatives.

Cummins then joined van Dongen at a hotel news conference across the street, as the former Gordon Campbell cabinet minister disclosed he has hired his own lawyer to dig through the roomful of paper from the B.C. Rail case

once again.Auditor General John Doyle is

already in court seeking access to details of the $6 million in lawyer bills, which the Attorney General’s ministry hasn’t provided because it doesn’t have them. Th ese delicate

matters were farmed out to yet more independent lawyers.

Independent special prosecutor Bill Berardino also spent seven years and many more millions on the B.C. Rail case, including the

role of Clark’s lobbyist brother, Bruce. He didn’t fi nd the smoking gun now sought by van Dongen.

Th is eff ort seems designed more for political revenge in an election year than to clarify the sorry legacy of the B.C. Rail sale that has already been examined through two provincial elections.

Van Dongen was at the top of everyone’s list of disgruntled B.C. Liberals. During last year’s leadership contest, he muttered darkly about not only B.C. Rail, but also the integrity of fellow Abbotsford MLA Mike de Jong. Now Clark is van Dongen’s target, with Cummins standing beside him trying to look statesman-like.

Of course, van Dongen drove himself out of cabinet long before Clark returned. Chronic speeding by a public safety minister is a tough sell.

I asked Cummins about the reluctance of key cabinet ministers Kevin Falcon and George Abbott

to confi rm they are running again. His aw-shucks friendly-grandpa modesty precludes speculation, but he did allow it’s “maybe a comment on the state of aff airs in the Liberal caucus.”

Reporters started surveying government MLAs aft er Falcon and Abbott kept their options open for 2013. For the record, fellow ministers Terry Lake, Shirley Bond, Pat Bell, Mary Polak, Rich Coleman and Stephanie Cadieux all said they are fi rmly on Clark’s election team. Independent-minded backbenchers Bill Bennett and Kevin Krueger also saluted the B.C. Liberal banner. Randy Hawes allowed that he’s 65, so if he leaves it will be for the golf course.

As I was talking with Cummins, B.C. Conservative advisor Randy White was assuring the Abbotsford News that more defections are coming. Cummins has people for the dirty work.

Morrow family farm and herd changes hands50 Years Ago, 1962• Fift y years ago Mr.

and Mrs. Norman Mor-row sold their farm to Mr. and Mrs. J. McCartney of Deroche. Included in the sale was their entire herd of famous purebred Guernseys. However, Nor-man kept his beloved team of Clydesdale horses and used this team to plow at the Chilliwack plowing match later that spring. Th e Morrow family began the farm around 1893 and Norman and his wife Olive purchased it from his par-ents, James and Mathilde Morrow in 1936. Th e farm was located at the east end of Morrow Road.

• A group of volunteers broke ground for the Elks Hall on a one acre site on Heath Road 50 years ago. Th e hall was to be 34 feet long and 91 feet wide, with a full basement containing a lunch area, kitchen and dressing rooms. Th is Elks Hall hosted many memo-rable May Day celebra-tions, children’s Christmas parties, dances featuring award ceremonies mark-ing the end of ball season, golf season, and in general, any event that needed a cel-ebration. Many good times were enjoyed in the Elks Hall. In the spring of 2007 it was decided to demolish the building. Now condo-

miniums sit on the site.• Would-be security

guards were being inter-viewed for jobs at the soon-to-be built prison for the Doukhobors. It was to be

built by the garbage dump on McCallum Road. Work on clearing the land was progressing quickly.

• Th e lists of the Little League ball team members were printed in the local paper, generating much

interest in the community. Th e boys attracted many fans out on game nights to cheer them on. Fathers, mothers, siblings and friends arrived to coach the

teams, keep score and um-pire the games. Th at year the teams were sponsored by: St. Anthony’s, IOOF, Elks, Harrison Mills and Harrison Hot Springs and

the games were taken very seriously.

• Th e Agassiz HarrisonBoard of Trade changed itsname to Agassiz HarrisonChamber of Commerce.

For Seniors: beginning with the 2007 tax year, Canadian residents may split certain pension income with their resident spouse or common-law partner. Up to 1/2 of eligible pension income may be allocated to the taxpayer’s spouse when the tax returns are fi led. In some cases this will result in a

pension income tax credit for the transferee. No funds are actually transferred using pension splitting - it is simply a method for reducing the taxable income of one spouse by allocating income, on the tax return, to the other spouse. The transfer must be agreed to by both spouses and the same percentage of withholding tax deducted, related to the pension income transferred, must also be transferred.

For Students: not all fees can be claimed. To qualify, the fees you paid to attend a Canadian educational institution must be more than $100. For you to claim tuition fees paid to an educational institution in Canada, the institution has to give you an offi cial tax receipt or a completed

Form T2202A, Tuition, Education, and Textbook Amounts Certifi cate. You have to claim your tuition, edu-cation, and textbook amounts fi rst on your own return, even if someone else paid your fees. However, you may be able to transfer part or all of these amounts to your spouse or common-law partner (who would claim it on line 326 of his or her Schedule 1) or to your or your spouse or common-law partner’s parent or grandparent (who would claim it on line 324 of his or her Schedule 1).

For Everyone: if medical treatment is not available within 40 kms from your locality, you may be able to claim the cost of public transporta-tion (e.g., taxi, bus, or train) to get

the treatment somewhere else. However, if public transportation is not readily available, you can claim vehicle expenses to get medical treatment. If you have to travel more than 80 kms from your locality for medical treatment, in addition to travel costs, you may be able to claim the cost of your meals and accommodations. Also, as a fi nal reminder to everyone, please be careful to report of your income. If you have failed to report income within the past three years, and fail to report again, the Canada Rev-enue Agency is likely to impose sub-stantial penalty and interest charges against you regardless of how small the unreported income may be.

Best RenovatorKelly Lacroix aka The Renovator, is a hands-on kind of guy who has been in construction for about 34 years. He enjoys working locally as it gives him a chance to get to know more of the locals and work closer to home. He does everything from the ground up which allows him to always be doing something dif-ferent. Having started out working with steel, building quonset build-ings all over Alberta, Saskatchewan and B.C., he was known to have the fastest crew in Canada, having a job down to a science.

When he’s not working hard and

interacting with clients, to be sure they are getting what they ask for, he can be found enjoying Harrison Lake or snowmobiling in Hemlock Valley. Lacroix, also a drummer, was a drum technician for Canwood Custom Percussion (Lloydmin-ster Sask.) building drum kits for world recording artists such as Blue Rodeo, Kim Mitchell, Idle Eyes, Northern Pikes, Dizzy Gillespie and more. Lacroix has been named the Best Renovator in the 2012 People’s Choice Awards, but he is certainly no stranger to the limelight.

In these tough economic times, connecting withcustomers is crucialResidents choosing to buy local can make a big difference. Over the last fi ve years, the global economic slowdown has found its way to Harrison/Kent, putting pres-sure on sales and profi tability of many businesses.

At the same time, the ever-increasing competition to attract tourists by Whistler Blackomb and others, has resulted in fewer visitors to Harrison,, which impacts Kent as well. It all makes for a tough busi-ness environment that, particularly in Harrison, has led to a number of

businesses closing down and others trying to sell. The good news is that even in these diffi cult times, new businesses have been attracted to our area. Kent, as a small rural com-munity, has the challenge of encour-aging people to shop local. If more people shopped local we could cut down on our carbon footprint and at the same time support a thriving local economy. Harrison, as a resort destination, has the challenge of a short, intensely-competitive sum-

mer season, where a few weeks of rain can mean the difference between making or losing money. Attempts to extend the season have had limited success with the exception of the Sand Castle com-petition. However this needs to be an ongoing focus and new events in the shoulder seasons are crucial. Happily this year “Sasquatch Days” looks set to make a comeback June 9 and 10, starting the summer off a little earlier with a new event. As a resort destination, Harrison Hot Springs is much more focused on marketing through all media — especially the internet, where most travel decisions are made these days. The latest trend of using social media to engage your customers is being adopted by many Harrison businesses. Kent businesses on the other hand, tend to rely more on lo-cal fl yers, the local paper and word of mouth. As the District of Kent continues to grow and the price of gas continues its unstoppable rise, more residents will be encouraged to shop local and this should be

good for Kent business over the long term. Staying connected to your clients and building a relation-ship with them the best way you can, also helps.

Harrison, on the other hand, has struggled the last 10 years and this is likely to continue for the next 10. While improvements to tourism infrastructure through provincial grants has helped the look of the lakeshore, the struggle for Harrison business is likely to continue with-out some major new development such as a new outdoor public pool or other major attraction. What is required is support from the local community and local government. Residents choosing to buy local can make a big difference. On the local government side, the property tax rate for business is typically three times the rate for residents in B.C. The problem is that it is much easier to raise business tax rates than residential rates since businesses don’t vote. Local businesses need support from local government, not more taxes.

Pursuant to the Community Charter, the District of Kent gives notifi cation that the assessment rolls listing the names and addresses for all properties subject to 2012 parcel taxes for the following service areas will be certifi ed on April 16, 2012 at 11:30 a.m. in the Centennial Centre at the Municipal Hall, 7170 Cheam Avenue, Agassiz, BC:

The rolls may be inspected at the Reception Counter of Municipal Hall, 7170 Cheam Avenue, Agassiz, BC during its regular offi ce hours, 8:30 a.m. to 4:30 p.m., Monday to Friday, excluding holidays, commencing March 30, 2012.

Property owners must request in writing to the District at least forty-eight (48) hours prior to the time appointed for the sitting of the Parcel Tax Roll Review Panel if they wish to request an amendment to the roll with respect to their property for any of the following reasons: 1. There is an error or omission respecting a name or address; 2. There is an error or omission respecting the inclusion of a parcel; or 3. An exemption has been improperly allowed or disallowed.

If no amendment requests are received then the 2012 parcel tax rolls are deemed to be authenticated by the Parcel Tax Roll Review Panel and the meeting will be adjourned.

Hospice CoordinatorThe Fraser Canyon Hospice Society in Hope, BC has an opening for a Hospice Coordinator for their volunteer based program. Under the direction of the Board of Directors, the Coordinator will be responsible for the administration of the Hospice program according to set goals and services. Services include volunteer development and training, patient/client care, bereavement programs and all other programs off ered by the Society. The ideal candidate will be a team player with a combination of post-secondary education and experience in a health care setting. Changes to VQOs are expected to refl ect current information gather through an updated Visual Landscape Inventory accepted by the Ministry of Forests, Lands and Natural Resource Operations (MFLNRO). Portions of the following scenic areas are proposed for changes: Alouette Lake, Stave Lake, Lake Errock, Harrison Lake, Chehalis Lake, Nahatlatch Valley, Pitt River, Coquihalla and Hope Princeton Highway Corridors. Draft maps showing the proposed changes are available from the district website at:

http://www.for.gov.bc.ca/ftp/DCK/external/!publish/VQO/Comments received on or before June 1st, 2012 will be considered in the fi nal preparation of the Order, planned to take effect on or after June 29th, 2012.
