We submit in support of the Bay Oval Trust submission for funding for lights at the Bay Oval Cricket Ground.

The Bay of Plenty Cricket Association is responsible for the fostering, growth, development and success of cricket throughout the Bay Of Plenty, including the Western Bay, Eastern Bay, Rotorua and Taupo. The Association has a clearly defined strategic plan and sees the Bay Oval as a key component for the growth and success of our game. Bay of Plenty Cricket has a proud history and is an important contributor to cricket nationally.

Bay Oval is one of the best cricket facilities in NZ and this was proven by the sell out crowds at the two internationals played by the Black Caps over summer. Installing lights will attract more international games and deliver positive social and economic benefits to Tauranga and the greater Bay of Plenty.

Lighting will allow the Bay Oval and Tauranga to cement itself as the home of cricket in the Bay of Plenty. The continuing development of Bay Oval has the goodwill of all the cricket sub associations throughout the Bay of Plenty.

SUPA-NZ is a not for profit social enterprise that fosters age-friendly community and business environments to support the active and independent ageing of New Zealand populations.

SUPA-NZ recognizes that: Council attention to quality of life well being factors for all citizens is an essential component for maintaining social and economic sustainability and managing growth.

• Council is broadening its capacity to deliver a range of improvements in communities in this 2016 plan, and commends efforts to revitalize the City Centre environments.

• Tauranga City Council is aware that the population of mature and older people is increasing rapidly. However, there is an extraordinary lack of focus in the 2016 Plan.

1 SUPA-NZ seeks to affirm that Council be proacative in ensuring alignment with SmartGrowth principles and actions that require planning responses to demographic change. Recognizing that:

Improving age-friendly environments is a vital component of planning for more mature and older people living longer.

• This involves response and action within a wide range of policy initiatives, both within the 2016 Plan and the ongoing Settlement Pattern processes.

Best practice international policy and planning models exist internationally including the OECD policy platform for growing a Silver Economy that is based on sustaining active and productive ageing.

Recommendation: That a short term working group be established to conduct a population ageing impact analysis within the Tauranga City Settlement Pattern Action Plans.

Explanation: This social audit process will identify the actions needed to enhance lifetime neighborhood development and active ageing components to be incorporated in housing, recreation and community based social infrastrurtuture development.

Building Services

27% increase in Consent applications but 175% increase in time it tal<es to get a Consent signed off. Non-personal interaction is becoming the norm rather than person to person. Letters / RFI's from anonymous Staff. Too many Consent vetting for Projects being done out of town. Appears Group housing companies taking up majority of work load so that larger projects and special projects being side-lined to out of town Consent checkers at expense to the Rate Payers rather than employing more Building Department Staff in-house at less expense. 2"" fastest growing city in N.Z. so should have predicted this three to five years ago when Consenting indicators were pointing to the increase in building in the city.

Tsunami Infrastructure

Is this just P.C and H.R. spin. According to Scientific findings for likely earthquakes off the coast of the Bay of Plenty by the time official warnings are issued of a tsunami it will have hit the coast 20 minutes prior. i know the "mounds" will likely save a few but surely the best way of ensuring more people get away from the coast line after a big shake / pre-warning is to invest in the linking roads and also put through the main arterial roadway linking through all the subdivisions. At the moment all roading is at the whim of the sub-division owners and also when they see the time is right.

Baycourt Amenities

I can not see that the X-Space needs w.c's. Surely the re-design of the existing facilities adjacent the Main Lobby is a more efficient use of the space and any funding. It is still accessible from all areas of Baycourt. Yes to a facility in the other area.

The better use of the Baycourt facility could be further enhanced by removing to upstairs offices and opening that area back up for events / gatherings / exhibitions. As it used to be.

Civic Space Car Parking

I read with disbelief that any planned changes to car parking in the centre of the city was not planned for until 2023 ish. We really should be considering planning and pricing a new Car Park building now to be built before 2020. One extra level on Elizabeth Street building will be like a drop in the ocean. There is already a shortage of parking in the City with just three major companies relocating into the C.B.D. Namely the Regional Council, Trust Power and now Harrison Grierson ( even though they have only 24 staff). Let alone the increase in Council staff predicted so where will the extra official Council staff cars park ?. What do you think will happen with the predicted major businesses relocating into the C.B.D. as predicted by Priority One in the next two years ?.

City Events Funding

Great initiative but is it really a Council job to do this apart from actual Council event partnering such as New Year, Anzac Day Christmas, etc.. Why extra staffing levels when Tourism B.O.P., Chamber of Commerce, Motel Association and Private Enterprises are doing the same. In fact Council are competing with their own Rate Payer funded organisations.

Economic Development

Can't really seem to understand this section, as is this not the realm of the Chamber of Commerce, Priority One and other business Enterprises. What / how can businesses and Community take advantage of the Internet and digital economy from combined Councils strategy. We all do our own very adequately. Is this saying there is a Rate Payer initiated fund within Council to help businesses and private individuals link up to the internet and other digital media ?.

Visitor Information Services

l-Port is really a bit of a joke. A fancy name only. For a City that has 85 cruise ships arriving over the season and disembarking on average 2500 passengers per liner ( which is slightly more than Tauranga's population ) it is really just a tent on a wharf that is utilised as cargo / container space at all other times. Surely Council should discuss with Port of Tauranga about adding on to their Main Administration building to create a true Tourist destination Arrivals Hall.

City Services

Council really needs to sort out the Contractors they employ to look after the City. Those employed to look after the city streets, reserves and street sides need to be retrained or perhaps those staff in Council responsible for them need to get out of the office more. If it were not for individual business owners and residents mowing the verges this City would look like a derelict wasteland. Grass areas are getting progressively longer. Look at the height of the grass compared with the concrete kerb and channels. On any given day mowing contractors can be seen doing the least amount possible, cutting grass areas only marginally and then leaving swathes of cuttings over the parks, roadsides and roadways. Those on the roadways end up in the gutters, then the stormwater system, then the harbours.

Sometimes the roads are green not black from the amount of miss-mown areas. 1 have taken photos to prove this happens all too often. This can be attributed to Contractors not using catchers and also to incorrectly adjusted mowers (all types used by the Contractors).

The City is falling apart at basic levels due to cost cutting measures every year and lowest Tenders being accepted rather than accepting a Tender that may cost a bit more but getting the job done right.

In fact the City looked and functioned better when Council employees did the entire infrastructure. I would suggest it would be cheaper for the City to go back to this model rather than paying Commercial enterprises with their own administration on top of that operated by the Council to monitor the present state of affairs.

Tree Policy needs to be drastically revisited for this City. Stop the "slash and burn" mentality of destroying tree canopies by the "V" or "chair" style cutting. This is not Arborist work but rather hired labour with no training in tree or shrub care. Sometimes trees have to be trimmed under power lines but at least prune accordingly to the shape of the tree not just the specific area under the lines. Of course this would not be an ongoing problem if new or replacement trees were also not planted under the power lines. Why not plant on the opposite side of the road. There's an answer.

Libraries I am extremely disappointed at the Library being called Greerton Library. It is clear by documents issued by Council that Greerton Village was used extensively and it better reflects the village atmosphere of Greerton... We have a village atmosphere, will village activities using a Village Green, and our Primary School is called Greerton Village School. The consultation at the Community Development Meeting was almost non existent. No formal discussion was held or encouraged.

Mainstreet Tauranga's vision is to 'Position the city centre to be the premier destination for retail, entertainment and commerce'. This includes leveraging off the unique outdoor waterfront environment, emphasising the best place to live, work and play Mainstreet Tauranga's mission is 'more people, more often, staying longer'.

Our purpose is to create an environment within the city centre that businesses and commerce flourish and where the wider community can enjoy the civic, cultural and historical amenity

It is with this in mind that Mainstreet Tauranga makes the following submission to Tauranga City Council's Annual Plan 201^17 Consultation Document.

Submission:

Mainstreet Tauranga Incorporated makes the following submission as it relates to policies and activities that impact on delivery of actions in the city centre.

City Centre Access Access continues to be a vital component to the economic functioning of any commercial and retail centre, catering to a varied group of multimodal options including private vehicles. Access continues to be a subject of discussion and debate as it is an important component of the city centre's desirability both from an investment and tenancy perspective.

Mainstreet Tauranga seeks to understand and develop regional parity in the way access is operated and managed between the centres, but recognises that different degrees of management may need to apply in different centres in order to achieve an equitable net outcome. Therefore we continue to seek an access strategy that best meets the balance between customer experience, fairness and equity, as well as management for the CBD.

Below are some key strategies the Mainstreet Board encourage in providing enhanced access to deliver an optimal outcome for the city centre, Mainstreet businesses and the community at large;

• The provision and operation of access to the city centre needs to be developed in the context of a more strategic accessibility strategy that contributes to the overall economic vibrancy o f the CBD. We commend strategies that encourage other modes of access to the city centre but believe that a transition from private vehicle to public transport is a staged approach and not one that can be solely manipulated through parking supply and cost;

• Access for the city centre needs to be planned to encourage and accommodate the full range of demands including retail, commercial, visitors, commuters, tourists (campervans), bicycles, servicing, public transport, workers and disability access;

• Technology should be embraced where it demonstrates an opportunity and where it can

contribute to simplicity, convenience and/or marketing positioning advantage for the CBD. We commend council for automating the two parking buildings to allow for 24/7 access as this meets the changed demand of our growing city and will provide greater access to parking facilities outside of normal business hours;

• Safety and personal security needs to be assured through continued careful and considered design, passive surveillance, lighting, monitoring and CCTV;

• Marketing of the CBD's access should focus on the key marked advantages that the CBD has to offer, supported by focussed and strategic messaging;

• A supply of parking in number, type and format that stays ahead of the changing needs of the CBD is essential. One of council's objectives must be to provide for future city centre growth and employment, recognising that the city centre is a critical part of the Bay of Plenty economy Thus the impact of new major developments on the access infrastructure should be assessed in the early stages o f the build to mitigate pressures on supply An example of th is would have been the expansion level on the Elizabeth St parking building timed for completion prior to the increased demand on supply rather than reactive, exacerbating demand. We would like to be assured that council are already planning for the anticipated demand that the new campus on Durham Street will create and that this will be proactively catered for;

• Parking supply is already at maximum occupancy levels (consistently above 85% during peak times) in both parking buildings and offstreet parking areas are also full by early morning indicating that the demand for the third car park building (now deferred) already exists. Apart from the expansion o f the Elizabeth St car park building (which occupancy levels dictated was needed immediately to cater to demand) we see no other contingencies in the draft plan to alleviate the existing parking demand shortage. Feedback from members, especially in the service industry indicate a client/visitor impact through a lack of parking supply during the day Therefore Mainstreet do not support the deferment of the new parking building unless council can show in the interim how parking supply demand will be met;

• Mainstreet Tauranga do not support an increase in parking charges as a solution to parking demand concerns (should this be considered). The impact o f the economic instability experienced by businesses over the last few years is still being felt and impeding their customers from choosing to use their services or facilities would be detrimental to their economic viability;

• Parking supply needs to be reviewed and cater to a broad range of users including full t ime workers, part t ime workers, shift workers, workers who start late in the afternoon and finish late at night (safe, well lit, secure parking), long stay customers (appointments that may take longer than expected), short stay customers, visitors, tourists, technicians, deliveries etc. They all form part of a busy vibrant CBD. To ensure businesses choose to locate here and customers and visitors continue to choose to come to the city centre the full parking range needs to be catered for;

Civic Space Options Mainstreet Tauranga supports the establishment of a fully functional civic amenities hub in the CBD that is interspersed with an interactive civic space. We commend council for looking at the wider opportunity that this represents and for seeking long term solutions that will future proof the amenities on offer in the city centre. A civic space is an extension o f the community and allows for social and economic exchanges, where cultures mix and people interact. We welcome the expansive opportunity this offers the city centre.

City Events Funding We support the objective of council working towards establishing Tauranga as a destination for major events and to showcase the city bring economic activity and visitors year-round and create an exciting city residents can enjoy and be proud of.

Support for event organisers to assist in their event delivery is essential and we encourage more proactive facilitation by council. For Tauranga to be a competitive player in attracting major and iconic events, council needs to focus in the following three key areas;

• Retaining existing sustainable events - even if this means assisting with funding support each year. Flagship events such as the Jazz Festival, Arts Festival and Garden & Arts Festival should be considered for multiple year funding support allowing them to forward plan with surety and assist with raising alternative funding;

• Growing new and existing events - for smaller events to become larger events and to go on to become iconic events they need to be nurtured and assisted;

• Attract new major events - Tauranga needs a proven track record in hosting successful major events and show a strong desire from within council to support and have the ability to create strong partnerships. The ability to mount credible bids within a competitive event environment is essential, Tauranga does not need to sell its soul it just needs to put forward a desirable package;

It is vital that key events that Tauranga already has are retained. The relationship between event organiser and council needs to be one of partnership rather than reporting body and compliance. Although there are essential elements of compliance and reporting that need to be attended to as part ofany event, additional information needs to be requested in a timely manner in relation to initial applications being submitted, advice and assistance given to aid event organisers and an encouragement culture nurtured.

Tauranga needs to firmly establish its reputation on the national and international stage for being 'the place' to host an event because o f the supporting infrastructure and the working partnership, encouragement and assistance that can be gained through working with council.

Economic Development We support the proposed additional budget of $325,000 to economic development for digital enablement & investment and business & skills attraction.

Business relocation, attracting skilled migrants and attracting overseas investment is to be encouraged and having a focus in this area should lead to a growth in the local economy The relocation of Trustpower to the CBD supports the impact 525 more people can have. The Auckland market is ripe for the picking and investment in attracting business from this area and others has the potential to pay dividends for Tauranga.

Access to Water Mainstreet Tauranga support the tidal stairs, new pier and pontoon for the city waterfront. We commend council on their decision to continue with the proposed concept and encourage elected members to follow through prior to the election to ensure the project can continue and we completed by summer 201^17.

New Year's Eve Celebrations on the Waterfront Mainstreet Tauranga commends council on their decision to relocate the New Year's Eve fireworks display to the waterfront in 2015 and the introduction of the earlier 9.30 display for the families.

Mainstreet Tauranga provided the entertainment and sausage sizzle to attract the families and feedback on the night was overwhelmingly positive. Parents loved that they had a safe place to take their younger children for a fun night with light entertainment and the fireworks display at the end was a fantastic finale to a fun family night out.

Mainstreet would like to make plans for 2016 but await council's decision to support this event again with both fireworks displays (9.30pm and midnight).

Public Art Policy Mainstreet Tauranga supports the Public Arts Policy but seeks clarification around how place-making projects can be catered for within the policy.

A recent example was the bike sculpture on the grass verge on the Strand that were well liked and well utilised (photo opportunities). Unfortunately as soon they reached the three month stage we were instructed to remove them as they did not meet the criteria of the Public Arts Policy. We would request that some leniency be sought on these types of short term installations that prove their worth or are popular. For some place-making ideas three months does not justify the expense but the intention is for them to be finite.

Displaced and Homeless in the Community Mainstreet supports council having a multi-agency approach to resolve the increase in displaced and homeless within the community. The CBD saw an increase in people begging and taking up residence in business doorways, especially leading up to the holiday period. It is essential that good lines of communication between agencies and council are maintained to ensure when issues arise that action can be taken in a timely manner, balanced with support and compassion.

General • Community Development Match Fund - Mainstreet Tauranga supports the increase of the

Community Development Match Fund to $100,000. This fund allows community groups to feel empowered to make a contribution to their city in a way that is unique and special, providing a sense of ownership and affiliation

• Baycourt Accessible Facilities and Soundproofing - Mainstreet Tauranga supports the improvements to the Baycourt facilities

• Tauranga Airport - Mainstreet Tauranga supports the improvements to the airports facilities. Any improvements to the tourist and visitor experience is welcomed

Conclusion Mainstreet Tauranga strongly supports the continual growth o f the city centre and encourages council to focus on objectives that recognise how the greater region benefits from having a strong, sustainable CBD and the value this gives to all stakeholders and ratepayers.

A clean, fresh, safe, busy hub forms the heart of any successful city centre and continued strong leadership from council showing support for and effective collaboration on access decisions that drive strong cohesive outcomes will define this city. Collaboratively this city can continue to be transformed with investment, support, tenacity and focus.

My submission to council is to change it's decision to name our new library from Greerton Library to Greerton Village Library.

A large number of Greerton and Tauranga south residents know Greerton as Greerton Village.

The existing library though serving a very large population south of Tauranga is *known as Greerton Village Library, it is in Greerton Village opposite Greerton Village School the council has over fifteen years accepted and approved proposals and plans supporting the redevelopment of Greerton Village the village square the redesign of Greerton the branding of Greerton Village the vast majority of residents in Greerton support the name of Greerton Village those outside the immediate area of Greerton don't rely care. Greerton Library. Greerton Village Library. Would someone like to tell me how that is going to make a difference to anyone outside of the immediate vicinity of Greerton Village?

IHockey turf proposal I am involved with the full range of hockey, from primary, college, club and master grades. I have seen first hand the increasing difficulty in trying to accommodate the huge demand for turf time and the current impasse of there simply not being enough turfs. For hockey to cater for such a wide age range (5+ through to over 65 years old) it absolutely needs another turf now and not in 3 to 5 years time.

My submission

Civic Space Options The City can be proud of the many parks and reserves that allow people to recreate near their dwellings. Also of importance is that these places act as carbon sinks with their many trees.

Libraries So pleased with the development of the Greerton Library. It would be good to have one in Welcome Bay as we are not near either the Greerton or Tauranga Libraries.

My submission

Libraries While it is great to see that the Greerton and Papamoa libraries will have extended opening hours at weekends what about Tauranga city library? It is an embarrassment and a nuisance that the main library of a large city is not open until 11.30am. Surely the main library should have longer opening hours than the smaller branches as it services the wider community and is a central location. I am often inconvenienced by the poor opening hours. Regarding removing children's fines, I disagree with this. Parents must be accountable for late books and this does nothing to encourage people to return books on time, while others miss out on borrowing those items. As a regular library user with my child, we often miss out on the titles we are after. Children must also learn the responsibility of borrowing and returning on time. Perhaps reduce the number of items able to be borrowed making it easier to manage.

My submission

City events I support the increase in spending on event delivery and facilitation. Major events make locals proud, and are a magnet for visitors domestically and internationally.

Growth infrastructure projects I am disappointed to read that the Omokoroa to Tauranga cycle trail has been delayed. Taking additional time for design and consenting is one thing, but I urge the council to consider fast-tracking the development. I see so many other cities (in NZ and around the world) benefiting from their investment in their cycleways, and it saddens me to read about delays that keep us behind when we could lead NZ if not the world.

Match Fund I support the increase to the annual Community Development Match Fund. The community gets projects at half the cost. The city gets progress for half the cost. That is a winning formula.

Additional comments I would simply like to submit full support of the Council and it's decision to allow the TECT building proposal to proceed at the Historic Village.
