Approve the Naming of the UW Tacoma Academic Innovation Building
RECOMMENDED ACTION
It is the recommendation of the administration and the Finance and Asset
Management Committee that the Board of Regents approve the naming of the
Academic Innovation Building at UW Tacoma as Milgard Hall in accordance
with Board of Regents Governance, Regent Policy No. 50, Facilities and Spaces
Naming Policy.
BACKGROUND
The proposed naming comes to the Board at the recommendation of the President
and meets the criteria for a gift-related naming opportunity.
Significant gifts to support the University of Washington offer an opportunity to
appropriately recognize donors. This recognition may include the creation of
permanently named endowment funds, named programs or named spaces.
Because naming represents an important event in the history of the institution, it
requires an extraordinary gift. All naming actions shall be by action of the Board
of Regents upon recommendation of the President.
The criteria for gift-related naming opportunities for a building or space include
the following:
• The gift should represent a “substantial contribution” toward the project
cost. A “substantial contribution” is the target gift amount for naming that
is set for each project as part of the Project Budget approved by the Board
of Regents.
• Naming actions shall not detract from the institution's values, dignity,
integrity, or reputation, nor shall any such action create a conflict of
interest or confer special privileges.
• The Board of Regents, University President, Provost, and other
administrators and advancement staff must be involved prior to reaching
final agreement with a donor.
This proposed naming action accompanies a request for Phase 1 approval of the
Academic Innovation Center at UW Tacoma. This new building will include a
joint expansion of the Milgard School of Business and the School of Engineering

and Technology, as well as a new interdisciplinary hub for global innovation and
design.
The proposed project budget is $50,500,000, comprised of state and private
funding. The administration expects $40,500,000 in state funding ($4,500,000 has
been approved; $36,000,000 is anticipated for approval in 2021-23), and
$10,000,000 in philanthropy.
The Milgard families have committed $8,000,000 toward the $10,000,000
philanthropic goal, and are assisting with fundraising for the remainder. UW
Tacoma requests this new facility be named for UW Tacoma’s most notable
supporters to date, the Milgard families, in recognition of both their contributions
to the building and to UW Tacoma broadly.

OverviewAs a culminating project in this campaign. University of Washington Tacoma has embarked on
new academic building campaign funded by a blend of state legislative support and private
philanthropic investments. The new building will include a joint expansion of the Milgard School
of Business and the School of Engineering and Technology, as well as a new interdisciplinary
hub for global innovation and design. We request this new facility—which we anticipate being
an iconic catalyst for continued South Sound socio-economic development—be named for UW
Tacoma's most notable supporters to date, the Milgard families, in recognition of both their
contributions to the building and to UW Tacoma broadly.
Impact of Milgard Hall on the UW and BeyondThis next academic facility will take the form of an academic innovation building that will allow
UWTacomato:
• Double enrollment in the Milgard School of Business
• Create spaces that advance the adoption of new Mechanical and Civil Engineering
Programs
• Develop a hub for global innovation and design to foster an interdisciplinary, applied
and integrative approach to innovation and design-thinking and entrepreneurship
• Build deeper connections with regional business and industry partners by activating the
integration between business and technology/engineering
• Open up space on campus for other high-demand programs in Environmental Science,
Biomedical Science and Geospatial Technologies
Total funding—both State requests and private—will be $50,500,000 and will, according to pre-
design, construct a 50,000-square-foot building. This is slated to include $40,500,000 invested
by the state and an additional $10,000,000 in private funding.

Jim and Carolyn Milgard and the Gary E. Milgard Family Foundations have recently made
leadership gifts totaling $8 Million to the project—nearly half of the private support funding thebuilding. This, coupled with initial naming gifts of the Business Program, the Deanship and our
most prominent centers of excellence (plus significant contributions to UW Tacoma and UW
Medicine) brings their combined historical support to over $30 Million. The potential naming of
Milgard Hall represents an opportunity for the University of Washington to honor not only this
family's significant financial contribution, but also its early commitment to increase access and
opportunity for numerous students to a top tier business education in the South Puget Sound
and beyond. It also recognizes over two decades of dedicated volunteerism to the
advancement of our Seattle and Tacoma Campuses. With this tremendous and sustained
impact in mind, it is appropriate to consider naming UW Tacoma's newest academic building
after this remarkable family. This exterior naming would honor and solidify the Milgard's legacy
at UW Tacoma, reflecting the University of Washington's highest form of gratitude and
stewardship.
Together, the Milgard Families have elevated a fledgling business program to a named school,
and with further resources have attracted superior senior leadership through Deanship funding,
world class faculty and our centers of excellence (Center for Leadership and Social
Responsibility, Center for Business Analytics and Milgard Success Center). In addition to this,
the Milgard Families have made complementary seven figure gifts to establish the Milgard
Scholars Endowment, a flexible general endowment, and to UW Medicine. This family stands
apart when it comes to their support of UW and UW Tacoma.
BiographyGary E. Milgard retired as chairman and CEO of Milgard Manufacturing ofTacoma, Washington,
one of the largest makers of windows and patio doors in the Western U.S. Mr. Milgard spent
his career in the family business, first with Milgard Glass (established with his father, Maurice
Milgard, in 1957), then with Milgard Manufacturing (established in 1962 and run by Mr. Milgardand his brother Jim). Milgard Manufacturing was sold in 2001 to Masco Inc. ofTaylor, Michigan.
Mr. Milgard attended the UW School of Business for two years (1955-57) and played baseball
during that time. He served on the UW Tacoma Advisory Board, the UW Business School
Advisory Board and was a past member of the T/EE Board of Advisors. He was also a member at
large for the UW Tacoma Campaign Committee and taught noncredit courses at the UW
Tacoma business school (prior to the Milgard investment in the school).
Gary Milgard and his wife Carol were generous philanthropists, both directly and through the
Gary E. Milgard Family Foundation, which they established in 2000.
In June 2003, Gary and Carol, James and Carolyn Milgard and the Gary E. Milgard Family
Foundation gave $15 million to the UW Tacoma campus to expand the business administration
program. This donation created a $3 million scholarship program and funded two centers of
excellence (Center for Corporate Leadership and Social Responsibility and the Center Business
Analytics). It also provided critical funding to name the Deanship. This financial support was

recognized with the naming of the Milgard School of Business at UW Tacoma. They later
donated an additional $5 million to bolster the listed areas and contributed to other UW
Tacoma initiatives as well, to include funds to name the largest assembly hall on campus after
their longtime friend, advisor and esteemed business leader, William "Bill" Philip.
Mr. Milgard was a 2003 recipient of the Lifetime Achievement Award bestowed by the
University of Washington's Tacoma Business Administration Program and was inducted into the
Horatio Alger Association of Distinguished Americans that same year.
Married for more than forty years, Gary Milgard and Carol (Berry) Milgard were students
together at the University of Washington. They have three adult children, Cari Milgard
DeGoede, Lori Milgard, and Mark Milgard, and five grandchildren. Sadly, Gary Milgard passed
away in 2005, and Carol Milgard passed away in 2007.
Mr. James A. "Jim" Milgard is a former owner and retired executive of Milgard Manufacturing,
of which he began and oversaw its expansive growth with his brother Gary. They became one
of the largest, innovative makers of vinyl windows and doors. Jim and his wife, Carolyn Yvonne
Milgard, have given to the Boys and Girls Clubs of South Puget Sound/ Pierce College, the
Washington State Historical Society, Mary Bridge Hospital, Tacoma Symphony Orchestra, and
Point Defiance Zoological Society. In 2003 they became partial owners of the Tacoma Rainiers
AAA baseball team.
Jim Milgard is a long-standing member of the UW Foundation Board of Trustees and was
recently honored with a Director for Life appointment. Both Gary and Jim have served in
various leadership roles at the University of Washington over the years with the latter
accepting an appointment as Honorary Chair of the UW Tacoma Campaign Leadership Team.
He has most recently (and enthusiastically) volunteered his services as a leader in the campaign
to raise additional funding for the proposed Milgard Hall from peers, friends and other local
businesses/corporations. To date, and with Jim's leadership, the UW Tacoma campaign has
exceeded its initial target and raised its goal to accommodate fundraising targets for the new
Academic Innovation Building.
Jim was the 2009 recipient of the Lifetime Achievement Award bestowed by the University of
Washington Tacoma's Milgard School of Business for his leadership and philanthropy while at
Milgard Windows and in the community at large. As mentioned previously, Jim and Carolyn,
together with Gary and Carol (along with their Family Foundation) have donated over $20million to the UW Tacoma campus to expand the business administration program, among
other initiatives.
Jim was born in 1940, and Carolyn was born in 1942. They have two children: James A. Milgard,
Jr., a private equity investor, and Allison Milgard. Jim has two granddaughters, Madison and
Molly. Madison attends the University of Washington

The Gary E. Milgard Family Foundations are now four private philanthropic organizations
founded in Tacoma, Washington in 2000 by Gary and Carol Milgard along with their three
children: Cari Milgard-DeGoede, Lori Milgard Rivera and Mark Milgard. The foundations are
permanently endowed and began when the Milgard family sold their company and decided to
share their good fortune with the Pierce County community. In 2016, the original foundation
was reorganized and distributed the funds of The Gary E. Milgard Family Foundation into four
new foundations. They represent the individual interests of the board members. The four new
foundations are the Ruth Foundation, Skylight Foundation, Whisper Foundation and Windows
of Hope Foundation. They will continue to honor the legacy of The Gary E. Milgard Family
Foundation.
Collectively, The Gary E. Milgard Family Foundations rank in the top ten largest foundations in
Washington State and are dedicated to supporting well managed non-profit projects and
programs that focus primarily on the health of Pierce County, WA. They award grants to
organizations that work to improve quality of life and impact a positive change in the
community, of which the Milgard School of Business, UW Tacoma and the University of
Washington as a whole have benefitted from at an extremely high level.
SummaryWith the aforementioned leadership gifts from the Milgard Families to the building secured and
totaling $8 Million, we are three-quarters of the way to our private fundraising goal. The
Milgards' service to UWTacoma coupled with their being the campus's most significant
benefactors to date has and will continue to be a bellwether for what it means to be both
innovative and philanthropic in a community and region that greatly needs models of
leadership to exert the kind of momentum achieved through the Milgards' generosity. To have
the Milgard name on the exterior of one of UW Tacoma's most significant academic buildings
would emphasize the value of an interdisciplinary education to the lives of our hard-working
students, the careers that they pursue, and the companies and organizations that will benefit
from their considerable contributions.
Proposed Recognition PlanIn recognition of the Milgard families contributions to the University, we recommend:
• The exterior of the newest academic building on the UW Tacoma Campus be named
Milgard Hall.
• News announcements (digital and otherwise) will be created, at appropriate times, to
announce the beginning of building design/construction with the name Milgard Hall and
the family listed in each feature. Printed materials, scripts etc. produced over time
listing the building would refer to the structure as Milgard Halt.
• A ground breaking ceremony will be held with Milgard family members, other
prominent supporters, state legislators who have advocated for the project and senior
UW leadership in attendance
• A grand opening of the building will be held with an invitation to this same group and a
celebration to follow.
