1. Introduction

In accordance with Article 9 in the IGU Articles of Association (AoA), the IGU Council shall in its next meeting on 5 October 2009 in Buenos Aires appoint a new Executive Committee (EXC) for the 2009-2012 Triennium starting right after the 24th World Gas Conference in Buenos Aires.

According to Article 9 of the AoA - there are four different groups of members in the EXC:

A. IGU officers

The President, the Vice President, the Immediate Past President, the Chair and the Vice Chair of the Coordination Committee are automatically appointed as members.

Their participation in the EXC means that Malaysia, France and Argentina cannot nominate any-body to group C, mentioned below.

B. Appointment of representatives from Charter members responsible for IGU Committees

The ten Charter members were elected by the Council in September 2008 in Korea, and they all nominated a chairperson, who was accepted by the IGU Management Team and the EXC in June 2009. The Charter member countries are:

C. Election of six candidates nominated by Charter Members.

Nominations from six additional Charter members will be elected by the Council in Buenos Aires.

Charter members already having a representative within group A and B above cannot nominate a representative under this group C.

All other Charter members are entitled to seek representation in the EXC.

Re-election is possible for those currently holding one of these six seats in the EXC.

Since more than six Charter members have sought election, a secret voting procedure will be pre-pared by the IGU Secretariat to take place in the Buenos Aires Council meeting.

D. Appointment of the elected representatives from Associate Members.

With currently 30 Associate members, the Secretariat is now in the process of assisting the Associ-ate members in the election of three representatives (a proposal will be forwarded to the Council meeting 5 October 2009 to increase the number to five) from their midst in accordance with Article 4,3 of the Articles of Association.

The representatives from the Associate members have been elected based on electronic voting only among the Associate members. The winning candidates from this election will be appointed as members of the EXC by the Council in Buenos Aires. Re-election is possible for those currently holding a seat in the EXC. 8 candidates were suggested by the Associate members by the deadline 15 July. Voting papers were received from 17 Associate members by 15 August.

In 1990 Schweifer joined BEGAS - Burgenländische Erdgasversorgungs-AG. Until he was appointed as a member of the Executive Board of BEGAS in January 2001, he was respon-sibile for the technical controlling and afterwards also for natural gas procurement and supply. Beside his position as a member of the BEGAS board he fulfills some tasks within the Eco-nomic Chamber Burgenland. As well he holds the presidency of Austrian Association for Gas and Water (OVGW) since January 2009 and positions in the social, educational and muncipal policy section.

Instituted a new structure for supporting the supplier members which increased membership satisfaction.

Reinforced the bench-strength and succession pool by recruiting three talented direc-tors to the Association with experience and capability in operations, downstream gas markets and com-munications, enhancing productivity and value to members.

Founded, led and secured funding for a broad based coalition, Quality Urban Energy Systems of Tomorrow (QUEST), that successfully attracted public policy attention to opportunities for GHG reduction through an integrated approach to land-use, energy transportation, waste and water at the community, provincial and federal levels. Pavol Janočko President of Slovak Gas and Oil Association Mr Janočko started his career in 1982 as head of department in Distribution Gas Company East Slovakia. His university degree in gas specialization and his qualities led his professional career to Bratislava, Head Office of Slovak Gas Indus-try (SPP). In 1995 he was appointed Division Director of Investment Development. Later on he was posted to the Head Office of Nafta trade a.s. /joint stock company/ as Deputy General Director for Investment Development. In 1999 he was designated Director of Transit Division of Slovak Gas Industry. Since 2000 he has been the President of Gas and Oil Association representing 55 companies in Slovakia, which operate in gas and crude- oil industry. He was honoured with the membership of Academic Board of Metallurgical College of Technical University in Košice.

Mr Janočko has been involved in international gas business as a member of executive committee of International Gas Union in the triennium 2003 – 2006. DAVID N. PARKER President and Chief Executive Officer

American Gas Association

David N. Parker joined the American Gas Association (AGA) in September 1997. As president and CEO, he is responsible for representing and promoting the interests of 200 natural gas utility companies in the United States, Canada and Mexico. AGA also serves as a conduit for disseminating information to, and among, member companies, in the form of best practices programs in operational safety, financial outreach, market-ing and communications, and a wide variety of policy studies, seminars and workshops on issues of impor-tance to the natural gas distribution industry. Natural gas is used in nearly 70 million homes, businesses and industries throughout North America. Natural gas meets one-fourth of the United States’ energy needs and is the fastest growing major energy source. Parker currently serves on the Executive Committee of the International Gas Union and previously served on the management committee of the Center for Liquefied Natural Gas. Prior to joining AGA, Parker was president of the Aluminum Association, a position he had held since 1989. The Aluminum Association represents most of the world’s producers of primary aluminum, recyclers and semi-fabricated aluminum products, as well as suppliers to the industry. Previously, Parker spent 9 years managing public policy issues for the Edison Electric Institute (EEI) that represents the American electric utility industry. His prior 17 years of government experience included service in a variety of senior positions at the White House, the U.S. Department of Commerce and the U.S. Department of the Interior. As the 1997-98 chairman of the board of the American Society of Association Executives, Parker led an ef-fort to promote associations as the bridge between the business sector and the public sector by establishing a series of dialogues among key public officials, technology leaders and media experts. He served on Presi-dent Reagan’s Board of Private Sector Initiatives, and is a member of the board of directors of the United States Energy Association, the Bryce Harlow Foundation, and the U.S. Chamber of Commerce Committee of 100. Parker has a BA degree in Geography and an MA degree in Urban Planning from Wayne State University in Detroit, Michigan.
