Dear IFMSA,

As a member of IFMSA for the last 18 years, we have seen a tremendous amount of growth in all of our committees by practicing what we have learned in the numerous General Assemblies, and applying them to local issues. Many times we have asked ourselves what we can do to contribute back to IFMSA in return, and on this particular year we have all come to the same conclusion. After more than 10 years since the last General Assembly was hosted in Taiwan, we are once again proud and excited to present our candidature for August Meeting 2014 in Taipei, Taiwan. The idea of hosting a General Assembly took seed during the participation of the March Meeting 2011 in Indonesia. The OC amazed us with their efficiency and cohesiveness as a team, and was a proof that we can all accomplish so much when we work as one with a common goal. What started as a small idea voiced by the day-dreamers in FMS-Taiwan gradually grew in momentum and support, as we begin to realize that not only do we want this opportunity to show what Taiwan has to offer, we need it to take FMS-Taiwan to the next level; to make us all stronger as an organiza-tion by working in unity and overcoming challenges. The recent General Assemblies further strengthened our resolve to candidate as host, while at the same time gave us invaluable foresight into the challenges we will have to overcome before we are ready. We are starting to realize the importance of financial sustainability, accountability and the value of realizing the line between necessity and excess. Since then, we have looked at every aspect of these General Assemblies and asked ourselves how we can do even better, make it more flawless, and use limited resources to unlimited potential. Should we have the honor to partake in this enormous responsibility, we would like to pledge to bring IFMSA GA back to the root of a student-based NGO by structuring our General Assembly with the core values of Sustainability in mind. This is how we would like to make FMS-Taiwan’s passions for IFMSA even more tangible, and most of all, serve to inspire the next generation of medical students around the world. So once again, we would like to welcome you all to Taiwan, a nation which has flawlessly merged the old with the modern, and has never ceased to hold on to our roots as we kept pace as with the rest of the world. Dear International Federation of Medical Students’ Associations, It is with great pleasure that I hereby declare my warmest support for the proposal to host the 63rd Pre-General Assembly August Meeting of International Federation of Medical Students’ Associations in Taipei Medical University, August 2014, organized by AM2014 Taiwan Organizing Committee. It is important to continually support the sharing of knowledge and experience of “Sustainable Healthcare” among medical students around the world. I am certain that arranging your prestigious assembly on the theme of “Sustainability Healthcare” in Taipei will forge collaboration and linkage among the future doctors and leaders in healthcare field on a global scale. Taiwan has been well-known for our national health insurance since 1995. The government puts a lot of effort into guaranteeing the citizen their accessibility to medical services and equality to enjoy the medical resources at every corner on this lovely island. This is our first step to start the journey of sustainable healthcare. Therefore, I see this conference as a unique opportunity for the future doctors and healthcare leaders of the world to meet in Taipei and discuss the advocacy of healthcare issue, physician-patient relationship, new upcoming researches and ethical issues among other interesting topics. he Federation of Medical Students in Tai-wan (FMS-Taiwan), reaching its 26th year, is one of the most active students associa-

tions in Taiwan. FMS-Taiwan members include medical students, traditional Chinese medical students, and post baccalaureate medical stu-dents from all over the country. With more than 20 projects on national level executed every year, FMS-Taiwan continues its commitment to inspire more and more medical students to take initiative action in making a better future.

Having been full members of the Internation-al Federation of Medical Students’ Association (IFMSA) since August of 1995 in Barcelona, our Standing Committees has increasing involved ourselves in international projects. Believing in “think globally, act locally”, we focus on specific issues and organize activities, gathering efforts of medical students to improve the society and raise the public awareness to health and human right issues. Every year FMS-Taiwan also sends out around 150 students for SCOPE and SCORE exchange in 90 different countries/regions.

A Perfect Start of AM2014 To start the GA, our Opening banquet, cere-mony and welcome party will be hosted in the Grand Hotel of Taipei.

2 minutes to walk from their bedroom to their conference rooms. The lodging comes in a vari-ety of two-person, four-person and six-person suites, enough to accommodate up to 1000 peo-ple in total. All the rooms and public areas of Chientan Activity Center are also guaranteed to have wireless internet connection.

Moreover, sufficient and nutritious food with variety of choices will be provided. Meals will mainly be served by buffet to meet different needs. Last but not least, to ensure a fruitful and disturbance-free GA, booking the whole venue and accommodation is considered.

Sufficient CapacityWe have selected Chientan Activity Center as our venue for their abundance of conference rooms and meeting halls. The largest banquet hall can accommodate more than 800 people. With 240 seats on the upper deck, delegates are able to join in only some parts of plenary with-out disturbing the process. High quality AV equipment is guaranteeing efficient and fruitful plenary. While Besides, there are 32 other con-ference rooms for sessions, training and SWGs, which have a flexible capacity ranging from 20 to 300 people. It also has plenty of public area and extra rooms being preserved during the whole period; it has everything we need for SWGs and sessions.

Inspiring Outdoor SpacesThis 40,000m² site has rich, traditional commu-nity architecture, surrounded by a beautiful en-vironment of green pasture and large outdoor activity spaces. The green space and tranquil pond makes a quiet oasis in the middle of the bustling Taipei city.

Theme Proposal

The idea of sustainable development has also been a central issue behind many past discus-sions on health-care related forums, and contin-ues to be a current issue on recent conferences. The Rio 2012 UN conference on Sustainable Development has specifically made the state-ment that defined “Commitment to sustainable development and ensuring the promotion of an economically, socially, and environmentally sustainable future for our planet and for present and future generations” as our common vision. We have taken the statement above as a plat-form for the extension of our health-care related theme topics. By closer examining these under-pinning issues of developmental sustainabili-ty, we hope to raise the awareness and under-standing on current impediments to obtaining true sustainability, and how we may together take action to overcome these obstacles.

We sincerely hope that through our theme event, this topic of “Sustainability for the New Era” may continue to spark actions and contin-uous involvements within IFMSA in the future, and that the knowledge we share in this inter-national conference may further be adopted lo-cally across the globe.

Sustainability for the New EraThe health-care system of Taiwan, considered one of the most exemplary and ideal system for the purpose of distributing all-encompass-ing, quality health-care to its citizens, has been burdened with increasing financial weight over the past few years. Now under the tremendous financial upkeep required to keep the system running, both the government and its citizens are starting to revise for a more long-term solu-tion in face of our diminishing resources. Like-wise around the world, similar issues are being faced as we all struggle to sustain our health-care under various factors, such as the aging population, low birth-rate, misuse of financial and human resource, and hospital shopping. These seeming unrelated issues can actually all be attributed to one single idea that we as the OC team would like to promote as our theme: Sustainability.

Within our IFMSA, the awareness on “Sustain-ability” has been brought up on many times be-fore, for example the policy statement of “Envi-ronmentally Sustainable Healthcare Facilities” and “Sustainable Development and Health” both adopted in Ghana, and also as a topic for many workshops. These contributions have been invaluable to IFMSA, and in many ways has had much influence on the direction of our proposal. This time, we feel that a stronger con-tinuity should be supported for such an im-portant topic deserving much more discussion and action. The theme presentation and work-shops hereby proposed will aim to focus on the three sub-topics of health-care sustainability: Economic Sustainability, Environmental Sus-tainability, and Human Resource Sustainabil-ity; with an emphasis on what we as medical students or young physicians can do to make a difference in the upcoming generation.

Culture Night The buildings seen at the Folk Arts World are mostly the recreation of traditional architecture from Minnan and Yuedong. Here you can see the “swallow tail” or horseback shaped ridges that only traditional residences or temples pos-sess. Postpartum Care CenterPostpartum care has a big difference in ap-proach between Eastern and Western Medicine. In the postpartum care center of Taiwan, besides the professionals responsible for taking care of the mother and baby, some concepts of comple-mentary and alternative medicine are also used. Herbal medicine is used in the meal to maintain the balance between “Qi” and “Xue” of mother. Sounds interesting? Let’s explore more about the fusion of unique postpartum maternal care and alternative medicine. Our PreGA Directors, who are both SCORAngels, will be showing you the Taiwanese sustainable healthcare from a different perspective.

Venue and Accommodation The venue and the accommodation of PreGA are located in the heart of Taipei, Xinyi District. Everything is located within walking distance from the landmark skyscraper of Taipei 101, vi-brant nightclubs and Taipei City Hall.

The workshops will take place at the Taipei Medical University (TMU). TMU participates in carbon reduction as well as sustainable man-agement which recently received the Taipei City “Green Procurement” and the Ministry of the Interior’s “Green Building Award”. TMU is able to provide 15 classrooms for up to 15 work-shops with capacity ranging from 30 to 100 people, all equipped with movable chairs and touch panels.

Lodging for 250 delegates will be at Pacific Business Center Hotel, which is within 10 min-utes walk or 3 minutes bike to Taipei Medical University or sightseeing spots around Xinyi Commercial Center. Breakfast will be served at the hotel, whereas the rest of the meal will be served in TMU. You are what you eat, and we are eager to share our Taiwanese cuisine with you.

Speaking of food, Taiwan has a lot to offer, from fancy Dim Sum restaurants to sidewalk stands; from the world-famous Pearl Milk Tea to the no-torious Pig’s Blood Cake, you’ll enjoy plenty of choices during the entire GA. Stepping in either one of the 60 or so Taiwanese Night Markets, you will find yourself walking in “night market pace”, eating authentic Taiwanese food, and en-joying it all at an affordable price. All in all, you won’t leave Taiwan with an empty stomach.

If you’re a culture and history buff, come to Taiwan! Since 16th century, the fourteen tribes of aborig-ines, Dutch, Spanish, Japanese, and Chinese Han people have all been or come to Taiwan, giving birth to the many variety in religions, architecture styles, languages, lifestyles, and diets. The architectures built by the European colonists are still frequently visited today. An-cient temples and old streets tell us the story of the old era. You can also find the ruins of war on islands such as Kinmen, Matsu and Penghu islands. In addition to exploring historical sites, there’re also many unique artistic styles, such as Sanyi woodcarving, Yingge ceramics, and Ping-shi sky lanterns. ished to opposite sides of the Silver River (sym-bolizing the Milky Way). Once a year, on the 7th day of the 7th lunar month, all the magpies in the world would form a bridge to reunite the lovers for one day.

Special Event, only in AM2014 Taiwan!Chi-Shi Festival is originally celebrated with the loved one. However, it had gradually altered into the celebration among friends, family or classmates/colleague to commemorate the spe-cial fate that links each other together. On this particular day of the year, especially the upcom-ing 2014, we would like to celebrate this special moment of having IFMSAians from all over the world, overcoming distance barriers and gath-ering on our beautiful island. Special events will be organized by the OC for delegates to enjoy the festival atmosphere with us. As Zhinü and Niulang meeting once a year, let’s have medical students gathering together to join the celebra-tion with people all over Taiwan.

Chi-Shi Festival (Chinese: 七夕節), is a Chinese festival that celebrates the annual meeting of the cowherd boy and weaver girl in Chinese mythology. It falls on the seventh day of the 7th lunar month. It is sometimes called the Double Seventh Festival, the Chinese Valentine’s Day, or the Magpie Festival. This is an important fes-tival widely celebrated in Taiwan among stu-dents, friends, and lovers.

Romantic LegendThe festival originated from the romantic leg-end of two lovers, Zhinü and Niulang, who were the weaver maid and the cowherd. The tale of The Weaver Girl and the Cowherd has been celebrated in the Chi-Shi Festival since the Han Dynasty. The earliest-known reference to this famous myth dates back to over 2600 years ago, which was told in a poem from the Classic of Poetry. The festival inspired Tanabata in Ja-pan and Chilseok in Korea.The general tale is about a love story between Zhinu (the weaver girl, symbolizing Vega) and Niulang (the cowherd, symbolizing Altair). Their love was not allowed, thus they were ban-
