Introduction

Thank you for your interest in working with Lumos. This is a really exciting time in our development and if you join us you will be helping to deliver our ambitious plans for the future. Across the globe, an estimated eight million children live in institutions and orphanages. At least 80% are not orphans but are separated from families. They are deprived of the close, loving adult engagement a family provides; their physical, intellectual and emotional development is harmed; and they are exposed to significant risk of abuse and neglect. These are some of the world’s most disadvantaged children. At Lumos, an international NGO founded by J.K. Rowling, and the UK 2015 Charity of the Year, we believe this is a solvable problem. We have developed a model of ‘deinstitutionalisation’ to support countries to reform child care and protection systems based on institutions and replace them with health, education and social care services which keep families together in the community. We promote deinstitutionalisation at the international level, working with the UN, the EU, Governments and the World Bank, focusing particularly on international aid as a driver for reform. We work closely with the EU and other donors to ensure that aid is used to support the transition from institutional systems to services for children and families in the community, not to build or renovate institutions. We support governments with expertise and skills, ranging from interventions to save the lives of children facing premature death to the complex financial mechanisms needed to ensure their limited resources are used to achieve reform. We run demonstration projects to prove that reform is achievable for all children, can be scaled up across the nation and is sustainable. Lumos has teams in Moldova, Bulgaria, the Czech Republic, Haiti and Colombia. We also work with authorities in Ukraine and run projects in Greece and Russia and have offices in Brussels, New York and Washington D.C. Finally, and most importantly, we work with children and their families, protecting children from serious harm and undertaking the complex and sensitive work needed for the preparation of children to move institutions; to achieve family reunification; or to prevent the separation of children from families and their admissions to institutions. We also ensure that children and young people participate in opportunities to promote effective deinstitutionalisation and support our advocacy.

ADDITIONAL INFORMATION – International HR Business Partner Lumos Mission To end the institutionalisation of children worldwide by 2050. Lumos Vision A world in which all children have the opportunity to grow up and thrive in a safe and caring family or, where there is no alternative, in specialist placements that meet all their needs, respect their rights and ensure they can fulfil their potential. The Problem Across the globe, millions of children are separated from their families and placed in institutions and orphanages, which harm their development, subject them to increased risk of all forms of abuse and severely reduce their future life opportunities. The Solution Lumos seeks to address this issue by closing down institutions and ensuring that the children currently living in them are moved to family or community based placements. Lumos works to develop a range of community-based services which prevent children going into institutions by supporting families to care for their own children and where children cannot be cared for in their own families helping to develop the foster care and small group specialised services they require. We complement our programmatic activities with high-level advocacy to influence policy, practice and funding, technical and training support, research and targeted campaigns. Moving Forward Lumos has worked in Eastern Europe since 2005, accomplishing significant results across country demonstration programmes in Moldova, Czech Republic and Bulgaria. Lumos has provided assistance to many other countries in the region including developing and supporting National Action Plans for deinstitutionalisation, developing a range of services for children and managing emergency concerns preventing severe harm and fatality to hundreds of individual children. Having demonstrated successfully that deinstitutionalisation is achievable for every child, no matter what their level of need, the challenge is now for Lumos to promote family based and/or specialised small-scale care for all children worldwide. We started working in Haiti in 2015 and are building a regional hub in the Latin America and Caribbean region (LAC), having recently expanded into Colombia. Over the next few years, Lumos will develop a number of other regional hubs providing a range of Lumos specialist services adapted to each region.

JOB DESCRIPTION

Job Title: International HR Business Partner Dept/Project/Team: HR Team Reports to: HR Director Usual office base: Monument, London

Job Purpose Provide excellent customer focussed HR support through partnering with Lumos international expansion team, international country offices and regional hubs and supporting international managers and leaders to deliver strong organisational performance. This role will also oversee and lead on a number of HR areas and projects including international learning and development, international reward and benefits, employee engagement and collaboration internationally, international HR handbook and country HR set up guide, to support Lumos as it achieves its plans for international growth. Key Accountabilities

1. Proactively develop and maintain high impact and customer focussed working relationships with the international expansion team, country offices and regional hub line managers and leaders, understanding the key priorities for Lumos and what HR services are needed to make the biggest impact.

2. Support line managers in developing and delivering their resourcing plans, including

consideration of appropriate structures, effective change management, succession planning and internal career development.

3. Support and coach and advise managers to recruit, motivate, engage and retain their

teams and deliver strong performance. Support and challenge managers at all levels to drive strong management capability.

4. Lead on Learning and Development and talent management for Lumos international

country offices and regional hubs, including the delivery of a learning needs analysis, developing and delivering learning initiatives as required, working with learning and development suppliers and managing the international learning and development plan.

5. Lead on the development and delivery of an improved induction approach for all Lumos employees internationally.

6. Oversee all elements of performance management for the Lumos international country offices and regional hubs; including the process to set goals and objectives, mid-year reviews and informal check ins, through to the formal year end appraisal process, including reviewing and refreshing the process and tools as required.

7. Oversee the reward and benefits provision for the Lumos international country offices and regional hubs, including establishing appropriate reward structures and systems for new countries, the annual reward review, reward benchmarking, exploring appropriate reward and benefits options for employees and different methods to communicate reward.

8. Proactively advise and coach managers on employee relations issues to enable actions and solutions that are in the best interests of Lumos, providing guidance and technical advice on HR matters as required.

9. Gather intelligence, network and report on people issues and trends to advise leaders and

shape practices internationally.

10. As a member of the HR team, support the development and implementation of the HR strategy and plan.

11. Deputise for the HR Director as required and provide cover for other HR colleagues as required. Support Lumos senior leadership on HR initiatives and projects as required.

12. Where required, manage designated budget lines, adhering to financial guidelines,

ensuring value for money and acting as appropriate within delegated authorities.

13. Identify opportunities to develop, improve and effectively implement HR policies, procedures, processes and tools as required to meet Lumos needs as it grows internationally. Including the development of a global staff handbook and new country HR set up guide, which can be adjusted as required to meet different country legal frameworks.

14. Develop a good understanding of specific HR legal requirements in countries where

Lumos operates or is seeking to expand.

15. Support and coach country office and regional hub leaders to identify their HR needs and develop country HR plans to deliver these, including consideration of local HR resources which may be required.

16. Support effective employee engagement, including introducing a new global employee

survey and action planning.

Person Specification Essential

• Extensive strategic HR generalist experience, combined with experience of leading effective operational delivery

• Professional HR qualifications at degree and/or post graduate level including CIPD qualified

• International experience of HR across multiple countries ideally including experience in at least 2 of the following regions: Africa, Asia, the Middle East, Latin America and the Caribbean, Europe.

• Good coaching and mentoring skills and an approach that builds capacity rather than dependency.

• Proven ability to influence, challenge and negotiate at senior levels and build capacity within management teams

• Able to work independently and on own initiative, making informed and sensible judgements as well as working as part of a wider team

• Seen as a credible source of advice and experienced in effectively resolving complex HR matters

• Well organised and able to manage competing priorities and deadlines

• Strong attention to detail and a meticulous approach

• Experience of working in multi-cultural environments with the ability to build relationships with people from a variety of backgrounds and cultures and an appreciation of how different cultural, legal and labour market influence people management practices

• Excellent communication skills in English (verbal and written), with the ability to provide clear and effective advice on a range of people issues.

• A team player, able to work in a collaborative way

• Proactive, adaptable and resourceful with a pragmatic, solution focussed approach to people issues.

• Commitment to Lumos values and a working style that reflects these.

• Strong experience and interest in learning and development, reward and implementing effective people policies, procedures and processes.

• Experience of managing and effectively delivering change and OD initiatives in a complex organisation

• Willing and able to travel internationally between 4-8 weeks approximately per year. Travel may be to high risk areas and travel may also be required in emergency situations.

• Experience and interest in development issues and the work of INGOs

Desirable

• Experience of delivering learning and development initiatives, such as training.

• Spanish and/or French language skills

• Experience of working in a matrix structure
