Dream, it works!
It was not so long ago that we all thought the return of Poland to free Europe would remain but a dream for years to come. Then, following the miraculous events of 1989, we won our independence. After a difficult process of political and civilisational transformation we made another leap forward by joining the EU in 2004, something that few of us had even dreamed of.
Now, just a few years after millions of Poles realised their dreams of a better fu-ture, we hear every so often that Europe as we know it is coming to an end, choked by the crisis, uncertainty and growing unem-ployment, paired with xenophobic and na-tionalistic mistrust.
The crisis is now being felt even more se-verely by young people. Hardly ever have we had to take a greater responsibility for the present and the future of Europe. On the other hand, however, never have so many young Poles had so many opportu-nities to work, study or simply live togeth-er in different corners of Europe.
The Polish, like perhaps no other Europe-an nation, have shown how to survive sev-eral centuries of hardships, followed by nearly two decades of painful transforma-tion, and stay optimistic, hopeful about their future and, more importantly, keep their sense of humour.
By entering this competition, we aim to become part of the network of European cities which care about the young genera-tion. Katowice is a young city with a com-mitment to implementing bold ideas. We are open to change, have a flare for experi-mentation and a capacity to surprise.
Our city is a great venue for discussing the future of Europe and delivering the most innovative of projects. Let us meet in Katowice, the City of Dreams. It is us, the young people, who will build the Europe of tomorrow. Let us rise to that challenge and share our visions and ideas. Let us make our dreams come true!

Katowice’s accommodation capacity has been expanding steadily as the city be-comes a popular tourist, sports and busi-ness destination •. Just over the last three years, accommodation availability has increased by 1500 beds. The number of visitors to our region has also grown from 3 to 4 million in the past 12 months.
Following the 2013 launch of the Interna-tional Congress Centre, Katowice, which enjoys convenient domestic and interna-tional transportation links, will become one of Poland’s major conference venues.
The demand for new, inexpensive tour-ist accommodation is also being boosted by our large music festivals drawing tens of thousands of music lovers from across Europe, as well as major sporting events, such as the 2014 FIVB Men’s Volleyball World Championship.
Katowice’s favourable location in the mid-dle of a bustling 2-million-strong me-tropolis of over 20 close spaced and in-terlinked towns and cities offers superb entertainment, sightseeing and accommo-dation opportunities.

As an important academic centre, Kato-wice boasts a considerable number of stu-dent halls, which could also be used by visitors. By 2015, the current capacity of 4 thousand beds will be further increased thanks to a project to convert one of the city’s central quarters into a new student campus.
Budget accommodation options available include staying with host families, NGOs, in schools and churches, as well as camp-ing facilities which are the preferred alter-native for bigger events, such as student exchanges, pilgrimages, youth rallies and festivals.

Mariacka Street. A new meeting place for young people in Katowice
In contrast to many European cities, Kato-wice, founded during the industrial revo-lution, cannot rely on centuries-old heri-tage. Rather than developing an inferiori-ty complex, however, we are trying to use the advantage of being young and full of energy.
Freedom and Equality
Youth is democratic and dislikes hierar-chy. Throughout modern history, Silesian people have demonstrated a desire for autonomy (e.g. in the 1919–1922 Silesian Uprisings). The pursuit of freedom and equality is deeply rooted into the working class tradition of Silesia. It was Silesian
miners who stood against the communist regime by going on strike during Martial Law in 1981. Those killed during the tragic events will be commemorated in the Sile-sian Centre for Freedom and Solidarity.
Openness
As an important transport hub, Katowice has naturally been open to new concepts and ideas since its very foundation. This melting pot of cultures and nationalities was the venue of the first ever meeting of Zionists on what is now Polish soil. Also lo-cated in the vicinity, was the famed Three Emperors’ Corner, the tripoint of the bor-ders of Prussia, Austria and Russia.

Avant-Garde Attitude
Katowice has an avant-garde and positive-ly modern attitude. It has produced some cutting-edge Bauhaus architecture, been home to notable personalities including the Nobel prize winner Maria Göppert-Mayer, and served as a testing ground for pioneering urban and social experiments. Thanks to its industrial past, Katowice has an innate capacity for innovation and en-terprise. Today, it is a thriving academic centre and the heart of an important eco-nomic area in Poland, second only to the country’s capital.
Appetite for Radical Change
Katowice rejects the routine in favour of swift action. Hot-tempered, slightly unpre-dictable and ever changing, the city grew from nothing into a lively and prospero-us place in a matter of just a few years. The mid-war period brought the promise of progress and prosperity with Bauhaus ar-chitecture springing up across the region. Then, after shaking off the traumas of WW2 and Stalinism, Katowice transmuted yet again into a modern metropolis.

Contrariness and Unpredictability
Katowice often chooses to go against the flow. Sometimes doubting the heritage of former generations, the city is eager to implement the most surprising and da-ring of visions. Condemned to failure after 30 years of difficult political and ci-vilisational transformation, the city gave itself a new lease of life with the „City of Gardens”, an off-the-beaten-track concept for a sustainable metropolis of the future.

A Student City
Thanks to 23 academic institutions, Kato-wice is a major magnet for young and cre-ative individuals. Student activity reaches far beyond the university setting. Impor-tant roles are played by student clubs, science events and student festivals. Ka-towice’s university graduates help build the city’s and region’s professional poten-tial and provide a much needed specia-list workforce for the local economy and culture.

Youth City Council (YCC)
The Council, comprises students aged un-der 21 representing Katowice schools. These young people participate in the ses-sions and meetings of the City Council, is-sue opinions on the Council’s Resolutions and submit their own projects. The YC-C’s task is to initiate activities relating to young people in the city and work in part-nership with school self-governments and youth organisations. Since April 2012, the YCC members have attended the me-etings of the Advisory Board for the City of Dreams and have actively supported the Youth Tenement project.
The Youth Palace, Culture and Education Centres
Katowice boasts a vast network of public and non-public extramural education centres throughout the city (including 17 community centres and the Youth Palace currently being modernised) Young people can choose from among several hundred workshops, classes, meetings and clubs.
NGOs and Associations
Katowice has dozens of youth and youth-orientated organisations. Due to space constraints, it is impossible to even men-tion their names here (most important ones are attached annex ii). Several dozen

participated in the consultations and proceedings of the Advisory Board, which facilitated the process of defining the ob-jectives of our bid.
A Festival City
Since 2010, Katowice has been a summer music hotspot of Europe as thousands of young people gather here in August to at-tend two award winning events: Off Festi-val • (Best Medium-Sized European Fe-stival 2011) and Tauron Nowa Muzyka • (Best Small European Festival 2010). Not only are these festivals a huge draw for music fans, but they also invigorate the city with a variety of fringe events.
Middle Schools
Katowice’s middle schools have a varied programme of extracurricular activities with pupils taking an active role in the life of the city and engaging in European projects. They were involved in the ope-ning ceremony of the City of Dreams • and are providing a valuable contribution to the Youth Tenement project (annex viii) . Of equal importance are the school media, which are also engaged in promo-ting Katowice’s bid.

International Partners
Katowice enjoys 12 twin town partner-ships, many of which include youth pro-jects. Especially close are the partnerships with members of the Visegrád Group al-liance. An interesting example of this col-laboration is the International Culina-ry Championship attended by cognitive-ly vulnerable youth form Katowice, Ostra-va, Kosice and Miskolc. Kosice is also set to become a partner of Katowice’s youth centre (as well as the MELTURE youth exchange project). Our other partners in-clude Opava, Mobile (US), Saint-Étienne, Odense, Groningen, South Dublin County, Shenyang and Donetsk.
Bloggers and Bottom-Up Initiatives
Important culture-creating roles are play-ed by bottom-up initiatives undertaken by Internet users. New media is an important tool in fostering local identity, hence the great popularity of initiatives promoting e.g. Silesian cuisine, local dialect •, po-st-industrial architecture •, art •, de-sign and fashion •, which would other-wise only occasionally make it into main-stream media.

Erasmus students visiting Katowice bring vibrancy and variety to the city. The in-ternational exchange students, looked

after by volunteers from the Erasmus Stu-dent Network •, get a feel for the city and Polish culture by participating in various local projects including: Tandem, Silesia Days or SocioErasmus. The ESN also ope-rates wider-ranging projects, e.g. the inter-national Discover Europe photo competi-tion. International students are also given an interesting opportunity to engage in voluntary work with local communities.
Academic Organisations, Science Clubs and Student Media
Katowice’s academic institutions have several hundred student organisations, clubs, media and other initiatives. Young

people themselves recognise the need to integrate education with marketplace demands and organise training sessions, workshops, fairs and festivals. One of the most active student organisations is the local branch of the AEGEE European Stu-dents Forum •, which holds internatio-nal student meetings and various educa-tional and entertainment events, e.g. the popular • Absurdalia Festival of Absurd Culture.
Urban Community Movements
Similarly to other Polish cities, Katowi-ce has experienced a revival of urban cul-ture as our residents become more active.

These are often young people who disco-ver the city anew and help it to shake off the long years of fear, prejudice and so-cial lethargy. Although not always formal-ly organised, these initiatives grow from a need of various groups to face up to community responsibilities, such as mo-nitoring local authorities •, taking care of public space •, promoting the city’s mul-ticultural heritage, etc.
Young Entrepreneurs
Small companies from the service and cre-ative sectors, such as graphic design stu-dios, advertising agencies and creative in-dustries businesses play key roles in the

development of the city. Of equal impor-tance are clubs, galleries and pubs which provide entertainment and cultural op-portunities for young residents. These pla-ces, run by passionate, dedicated people who care about the quality of their envi-ronment, often draw inspiration from the city’s and region’s heritage by exploring local themes, such as Katowice’s commu-nist-era neon signs, Silesian cuisine and blues music.
International Volunteers
Thanks to our many active volunteer- -involving organisations, Katowice boasts an attractive international volunteering
programme. The International Volunte-ering Bureau, operating under the auspi-ces of the Polish Forum of European Edu-cation •, is actively engaged in encoura-ging young people to take advantage of the Youth in Action programme. The bu-reau comprises a team of consultants wor-king towards closer international coope-ration. A similar consultation centre is run by the MOST association •. Since 2006,

the Mutual Assistance Association Bona Fides • has been involved in sending and receiving volunteers within the frame-work of the European Voluntary Service to and from countries, such as Spain, Ire-land, Malta, Georgia, Azerbaijan and Ar-menia. The volunteer recruitment data-base held by Katowice’s AIESEC • conta-ins over a thousand offers in Asia, Central and Eastern Europe, South America and Africa.

Motivation
Constructive Revolution
While competing for European Capi-tal of Culture 2016, Katowice put for-ward a bold vision – the City of Gardens. We made it through to the final round as the dark horse of the competition and lost only to Wrocław. The ECC experience was a genuine catalyst for change over the last few years. Young people were united be-hind a common goal and demonstrated clearly that they want their voice to be he-ard when it comes to the future of Silesia.
Katowice’s bid was truly a youth project, bringing together hundreds of volunte-ers, representatives of NGOs and school
students. Thousands of young people de-monstrated overwhelming support for the project by attending the events and wearing the project-branded apparel.
On hearing the results of the ECC compe-tition, one young activist, now a member of the Advisory Board, proposed that Ka-towice apply for European Youth Capital. The idea was soon adopted by the city’s re-sidents, media and authorities.
The KATO Generation
KATO, as nicknamed by its young resi-dents, became trendy practically overni-ght. Like other cities in Poland, Katowice is going through a phase of urban culture

revival as young people, free from the shackles of the past and inferiority com-plexes, are not afraid to embrace their re-gion’s difficult industrial, multicultural and multinational heritage. They disco-ver the attraction of the Silesian dialect, cuisine and customs. Urban communi-ty movements emerge as ordinary people begin to influence the city’s future.
Mariacka street is iconic to Katowice’s transformation. This showcase pede-strian precinct came alive with the energy and creativity of young people who star-ted establishing pubs and clubs inspired by the city’s heritage as well as enticing
venues conducive to intellectual and arti-stic ferment.
City Revival
The mental transformation is accompanied by a metamorphosis of the city space. The city centre, including the market square, railway station and high streets will have been completely revamped by 2015. Other major new investments include the Natio-nal Radio Symphony Orchestra’s concert hall, the International Congress Centre and the Silesian Museum sited underground in a disused coal mine as a beautiful meta-phor for the progression from industrial heritage to knowledge society.

Other major developments include the Scientific Information Centre as well as the new premises of the Radio and Televi-sion Faculty, the Academy of Fine Arts and the New Technology Centre of the Econo-mic University (all three currently under-way). The Silesian Interuniversity Centre for Education and Interdisciplinary Rese-arch was established on the outskirts of Katowice. 2015 will also witness the ope-ning of the Silesian Science Centre.
The great energy of this, Poland’s lar-gest metropolis, combined with the spa-ce transformation and rapid growth of the knowledge economy sector both
contribute to Upper Silesia becoming one of Central Europe’s premier cultural and business centres. Teamed with near-by Krakow and Ostrava, Katowice aspires to become a respected contributor to Eu-rope’s development. There are few cities that can claim such great transformation in so short a time and the project of Youth Capital culminating in 2015 would fit well with this process.

For better understanding and more effec-tive engagement of youth in the City of Dreams programme, we have launched a multi-stage research and consultation project. Through results gathered in con-junction with other research conducted since 2010, we have defined a list of chal-lenges and problems facing young people.
Active Youth Participation
So far, the city has not run any consistent youth policy. There was no designated de-partment responsible for youth or a com-prehensive long-term support programme. This changed with the recent establish-ment of the Youth City Council.
Katowice should offer more opportunities for young people to get involved as exi-sting institutions are unable to fully meet their needs. Until recently the young com-munity was disconnected and lacking in unifying initiatives to impact on the city and its residents.
Young people want to have a say on the city’s future, but are reluctant to invo-lve themselves in community action. In order to thrive, their activness needs an external thrust, a common goal to inte-grate the young community. The poten-tial untapped by European Capital of Cul-ture has not yet been properly utilised. Our youth needs challenges to match the-ir aspirations.

Education, Development and Work
Although Katowice is a student city, only some stay here after graduating. The city has potential and is liked by young pe-ople, yet they often chose to settle in other places.
Katowice needs a further image facelift: a city centre revamp, new meeting pla-ces and welcoming public spaces. Altho-ugh not suffering from unemployment, the city is lacking attractive jobs capable of keeping creative graduates in the city.
Informal education currently offered is not satisfactory and fails to fully meet the requirements of knowledge society.

This is not to say, however, that young pe-ople are unwilling to act, as demonstra-ted by their forthright opposition to the controversial ACTA treaty. Unfortunately they have not yet formulated a more con-sistent and longlasting way to challenge the current state of affairs.
While hundreds of thousands of young people face the long-term risks associated with the crisis, youth policy along with at-tempts to alleviate the impact of the cri-sis on this group, struggle to be acknow-ledged by mainstream Polish and Europe-an politics.

Existing youth organisations, though active, are unable to satisfy the needs of the city. More opportunities must be cre-ated for young people to pursue their pro-fessional, lifestyle and personal growth aspirations.
The European Dimension
At present, young people across Europe are facing similar problems: the crisis, unemployment, and uncertain prospects for the future. Their behavior is characte-rised by an aversion to traditional politics, which are incompatible with the reality of current social media, and an inability to articulate their needs in public.
Our young residents have yet to learn how to take full advantage of EU cooperation networks. Our organisations could defini-tely become more involved in shaping Eu-ropean youth policy. Also not fully utili-sed is the potential of Silesian academic institutions, although the international student exchange numbers are growing rapidly.

Although we have been attracting more visitors in recent years, the city still ne-eds to work on accessibility in respect of its image, public spaces and ease of access for people with mobility and vision impa-irments or foreign language speakers.

The project is being delivered by a team of young professionals from the City of Gar-dens institution working in close collabo-ration with young people from Katowice and the wider region. Similarly to our bid for European Capital of Culture, we intend to invite all towns and cities of the me-tropolis to participate in the celebrations.
By starting preparations in 2011, with se-lected programmes being implemented as of 2012, we hope to maintain the
continuity of events and secure enough time to formulate a meaningful youth policy. Our declaration of commitment to deliver the celebrations is supported by a relevant resolution of the City Council (annex ii). After 2015, the implementation of the project is ensured by its incorpora-tion into the City of Gardens programme and Katowice’s Development Strategy 2020.

Being creative means not limiting yourself to the here and now. In order to encourage long-term thinking, we have decided to discuss some of Europe’s key developmen-tal challenges. In our view, three elements of modern day life, namely: Water-Ener-gy-Networks are synonymous with smart, sustainable and inclusive growth, as de-fined under Europe 2020 strategy. Our in-terests, however, delve much further into the future.

These are but a few of the inspirations from our heritage which we want to combine to turn Silesia’s technological, scholarly and cultural potential into a highly explo-sive mix of creativity. Science and inno-vation can be fun if we include games and experimentation.
Responsibility is intended as the festi-val’s theme and discussions will focus on resources (energy), food (water) and the
complexity of today’s world (networks), with special attention given to contempo-rary technologies and how to use them for sustainable development.
This international event, organised in collaboration with Silesian academic institutions, will comprise dozens of workshops, shows and games along with new technology presentations, talks by eminent scientists and fringe events (ex-hibitions, film screenings and concerts).
Venues for these events will be the spec-tacular, post-industrial buildings of the Industrial Monuments Route, modern
academic premises (e.g. labs of the Interu-niversity Centre for Education and Inter-disciplinary Research and the Center of New Technologies) and new developme-nts, including the Silesian Museum, Inter-national Congress and the Silesian Science Centre.
Europe of Dreams
Where is Europe going? What challenges must young people face? The celebra-tions will open with the international Youth Congress. Youth from across the world and prominent intellectuals will engage in discussion on key youth issues

and challenges. Also planned is a busy programme of workshops, meetings, and artistic events. The Congress will be held in the International Congress Centre. Due for completion in 2013, this, Katowice’s premier science and culture venue, is set in a post industrial space in the City centre. For the duration of the Congress, youth will be the most important theme in Poland.
Medialab
Medialabs have become synonymous with creativity. The best labs generate inno-vative links between art technology and
society. Why not establish a medialab for young people and teach them creativi-ty from an early age? The participants of the existing Medialab (established 2012) create electronic hardware and software. They are encouraged to experiment, learn and play and are given the opportunity to meet fascinating artists. Thanks to cut-ting-edge European organisations, such as Ars Electronica Linz, Electrocite Mons or the currently developed Art Tech Center Zaragoza, Katowice will provide a magnet-ic place for young experimenters to meet in 2015. Accompanying events will include hackathons, a startup festival and a com-petition for innovative entrepreneurs.

European Youth Economic Forum
The annually-held European Economic Congress has confirmed Katowice’s sta-tus as an important European centre for debate on the global economy. Young people from the Regional Chamber of Commerce and Industry in Katowice have organised the Youth Economic Forum, whose last year’s edition was held under the patronage of President of the Euro-pean Parliament Jerzy Buzek. This year’s themes will include volunteering and youth in the job market. The 2015 edition is intended to bring together young peo-ple from different continents. Can a fresh
and innovative perspective on youth un-employment outweigh the significance of expert debates?
Recycling Skills and Ideas
The C21st sees the surge of interest in things local and curious. Handicraft and folk art inspire originality in products. Thanks to international participation (schools, NGOs, designers and Internet users conducting their own research) the project, involving a series of workshops and exhibitions, will show mutual influ-ences and cultural diversity across the continent. initiating inter-generation dialogue and passing on knowledge from generation to generation are the important aspects of the project. People subject to exclu-sion because of their age or social status will, paradoxically, become sources of innovation.
Katowice 2.0
Do you blog, tweet, Facebook, write on-line or dabble in making videos? If so, Katowice 2.0 is a project for you. The EYC celebrations will be an excellent opportu-nity to draw Europe’s attention to youth problems. The project involves inviting 25
international bloggers, citizen/network journalists and activists who will team up with our young residents to give an account of the celebrations. Participants will have the chance to meet notable blog-gers and journalists, participate in semi-nars and workshops as well as explore Silesia’s places of interest. A Katowice-based artist encouraged local community members to "flo-wer up" the biggest residential block in the city
With the programme preparations already underway, how can we be sure about what youth needs will be in 2015? While attempting to achieve maximum open-ness and flexibility in addressing young people’s changing needs and ideas, we have created several mechanisms ranging from the co-creation of the celebrations concept to financial and organisational support for youth delivered projects.
Individuals
Since 2011 we have run youth opinion sur-veys and launched the Katowice: Your City of Dreams Competition to collect young
people’s ideas. Work on the Youth Tene-ment concept, designed as an open plat-form for developing youth projects and a venue for creative leisure activities, is already underway (annex vii). Simi-lar roles in other cities of the metropolis will be played by EYC Cubs, run in con-junction with our partners. As part of the Make Yourself Heard project, we will pro-vide Micro Project Support up to € 500 for those who are not members of any or-ganisations, but would like see their ideas realised.

Organisations
We hold regular consultations with Kato-wice’s NGOs and associations, many of which work for our Advisory Board and help us develop the celebrations pro-gramme. As part of Make Yourself Heard, organisations can submit their own projects to be co-delivered by us or offered financial and organisational support.
Schools and Universities
The City of Dreams is prepared in collab-oration with Katowice’s schools and uni-versities. Students involved in the open-ing ceremony are now helping us develop
the Youth Tenement concept (annex viii). We are also cooperating with the Youth City Council, have relaunched the Student Project Bureau as well as having creat-ed the Media Board and the Katowice 2.0 project, both aiming to encourage school and university media involvement.
City and Regional Authorities
Our cooperation with various authorities (educational, cultural, social support, etc.) involves incorporating projects operated by the City Hall into our programme and drawing on their experience and contacts. Scheduled for establishment in 2013, the

Organisational Committee is also intend-ed to comprise representatives of other cities of the metropolis. The project is al-ready attended by city and regional insti-tutions of culture. This cooperation will be expanded to include district culture centres and create the EYC Clubs Network, a project targeted at young people from across the region.
Silesian Youth Forum
We support the idea of establishing an in-dependent regional youth forum. The City of Dreams’ Advisory Board, which has managed to integrate the representatives of several active organisations in just a few months, may provide the starting point for this.

Youth Tenement (Youth Centre)
A leading project of the City of Dreams – a venue for youth meetings and activi-ties. Its appearance and functionality will be decided by Katowice’s school students following current consultations (annex viii). Workshops, organised in conjunc-tion with 4 youth organisations (Adviso-ry Board members) as part of the City of Dreams opening event, contained sessions with London Young Mayors, Kieran Lang and Jacob Sakil, and experience exchange meetings with the future Tenement part-ners: the Torino Youth Centre and the Regional Youth Centre of Kosice, which support our accession to the European Network of Youth Centres.
Make Yourself Heard
Do you want your project to progress from concept to reality? This project of-fers organisational and financial sup-port for projects by local organisations/associations and individuals. Interested parties will submit projects within cat-egories compatible with the celebrations programme. Their ideas will be assessed by independent experts working together with the EYC Creative Director.
Youth Month
The Youth Month idea was conceived by the Advisory Board. During two weeks in September, regional organisations are en-couraged to run international projects.

They are offered help in finding partners as well as financial/promotional support. The nature of the project is irrelevant, as athletes meet writers and social activists mix with entrepreneurs. Although events are held separately, participants get to-gether for evening presentations which, as is expected, turn into parties yielding more contacts and project ideas!)
Practise Perfection
Thanks to close cooperation with Sile-sian academic institutions and business entities, a placement and internship programme will be created for local graduates. A series of educational events, including meetings with entrepreneurs,
will be held to teach students the skills and creativity needed for success for the job market and in business. The project aims to enhance links between academic and business environments and encour-age young graduates to stay in Katowice.
EYC Clubs Network
The EYC Clubs seek to further the con-cept of the Youth Tenement in Katowice’s districts and other cities in the region. Co-created with local pub, bar and gallery owners, they help create an environment of youth creativity, meetings, exhibitions and concerts. They will also serve as in-formation bureaus for the celebrations and consultation points for young people

to submit their initiatives. The project will be delivered on a public-private partner-ship basis.
Involve Yourself
Together with Katowice’s volunteering or-ganisations, we are preparing an attractive programme for young people to become active in the neighbourhood, city and re-gion. Participants will also gain cross-cul-tural experience, as the project involves international exchange of volunteers.
Reside – Rethink – Refine
A six-month residency programme for young European leaders and animators to deliver social and cultural projects in Katowice. Residents will be selected in an open competition for projects involving: urban space, youth participation, intergen-erational dialogue, intercultural education, social integration and entrepreneurship. Residents will be supported by volunteers from the City of Dreams.

Silesia Junior Stage
As Poland’s premier music city, Katowice boasts numerous venues offering all kinds of live music. The idea is to organise mu-sic duels between young European bands. Winners would have a chance to share the stage with internationally acclaimed acts which headline Katowice’s biggest fes-tivals each year. It is also intended to be a vehicle for exchange of experiences be-tween different generations, traditions and genres.

New Youth Targeted Festivals
Katowice is famous for its festivals, draw-ing thousands of fans to the city all year round. Although most of these are targeted at young people anyway, we are preparing a special programme for 2015. The majori-ty of these events will be held in public city space. Of special attraction to young peo-ple from across Europe will be the City of Sports Festival, with thousands of rollerb-laders bringing Katowice's traffic to a halt, capoeira dancers taking over the pave-ments and city buildings being turned into rock walls for urban climbers. A special edition of Street Art Festival will also be held. Altogether, three new major art festi-vals for young people will be launched.

Cooperation with the EYC and Working Teams
In addition to our declaration of participa-tion in coordination meetings and coop-eration with the EYC, we are considering the possibility of running working meet-ings. Organised as required, they could be held at different times and venues and address various issues while bringing together our representatives, the EYC as well as people from the Polish Council of Youth Organizations, other Youth Capitals and partners involved in the delivery of particular projects.

The Advisory Board, operating since early 2012, will be transformed into the Pro-gramme Board as of early 2013, when its scope will be expanded to include more young people and representatives of or-ganisations operating in the Metropolis (the board is already supported by people from other cities, e.g. Krakow). In addi-tion to general Board meetings, specific issues will be addressed by working teams. We will also support the creation of the Silesian Youth Forum which we expect to originate from the meetings of the Pro-gramme Board.

The Steering Committee will be appoint-ed in 2013, staffed by representatives of different groups involved. Invitations will be extended to all major associations, or-ganisations and institutions, including those operating at national level, such as the Polish Council of Youth Organisations, representatives of regional authorities alongside delegates from our partner cities: Kraków and Ostrava.
Annual Conferences
We intend to host a series of annual con-ferences bringing together youth from Katowice and the region as well as repre-sentatives of the Polish Council of Youth Organisations, European Youth Forum, partners, delegates from current and fu-ture EYCs and those interested in coop-eration regarding the preparation and the delivery of the Celebrations. These con-ferences will aim to provide information

about the celebrations, opportunities to participate in the delivery of the project, integration of various youth milieus, as-sistance in finding international partners for joint projects as well as promotion of the EYC project on an international scale.
The first conference in the series, held in 2012, was attended by, inter alia, Tomasz
Bratek, Director of Poland’s Youth in Acti-on Programme, representatives from Tu-rin EYC 2010 and youth centres in Kosice, Miskolc and London. The 2015 conference will be held in the new International Con-gress Centre as an opening event of the EYC celebrations in Katowice. At the end of 2015 we plan to hold a closing ceremony and pass the EYC title to a new city.

The core our the team is made up of young people working for the city insti-tution Katowice – City of Gardens, which was established especially for the purpose of our bid for European Capital of Culture 2016. Currently, the institution is prepar-ing Katowice's 150th anniversary cele-brations in 2015 and delivering the pro-gramme being part of Katowice 2020+, the city's cultural development strategy.
In order to ensure an open team struc-ture, particular projects will be operat-ed by task teams comprising representa-tives of various bodies and communities including institutions, NGOs, volunteers. The composition of particular teams will
depend on their members' knowledge, skills, experience and willingness to work. Project managers will also come from var-ious groups, such as NGOs, schools and universities. The development and deliv-ery of specific projects will not always de-mand full time commitment and the di-verse composition of task teams will have a positive effect on the quality and effi-ciency of projects. This model was field-proven during the European Capital of Culture competition. The institution has already developed a vast network of ongo-ing collaborators.
The coordinator referred to under point 3 of the application is an employee of the city institution Katowice – City of Gardens.

Communication and Information11.
Promotion Tools
Considering contemporary youth commu-nication tools and limited resources for promotion on the European scale, we in-tend to base our communication and pro-motion strategy on social networking. First of all, we will contact our partners, before taking advantage of our participa-tion in European cooperation networks (e.g. Culture Action Europe, European Network of Youth Centres) and of the resi-dency programme for international jour-nalists (Katowice 2.0). Our promotion will thus be dependable on intermediaries/ambassadors who will promote the event in their social circles.
Communication Working Group
We propose that a special group for com-munication be established in 2013 as part of working meetings which will bring to-gether representatives of the European Youth Forum, the Polish Council of Youth Organisations and other partners involved in the delivery of the project. The group will develop a detailed plan for the com-munication and promotion of the event.
Passing EYC Title
The EYC celebrations in Katowice will conclude with a New Year’s Party, dur-ing which we intend to pass the EYC ti-tle to the next city. We hope that this will
give us an extra opportunity for further promotion of the event and exchange of experience.

The EYC and City of Dreams logos engage in dialogue. While the EYC logo is an invi-tation to conversation, the City of Dreams cloud encourages exploration of new realms of imagination.

The City of Dreams is not just a project celebrating the EYC year, but, primarily, a long term programme for youth activation and shaping the city’s youth policy. This is why the evaluation process is intended to cover the entire project delivery period.
Who is it for?
ȕ Institution: Thorough systematic re-search on youth and an internal mo-nitoring scheme, integrated with the institution management system, we will ensure adequate control of pro-ject delivery as well as facilitate ongo-ing adjustments and fine-tuning of the
project to changing needs of the youth community.
ȕ Local community: The project is open to dozens of local and regional entities, which is why full transparency and ac-countability must be ensured at all sta-ges of its delivery. Evaluation will be useful in planning the city development objectives in subsequent years.
ȕ European Youth Forum: evaluation is also important from the point of view of the EYF, subsequent youth capitals and other cities interested in implemen-ting youth policy, as they will be able to build on Katowice’s experience.

How will it be done?
Systematic research on youth, initiated in 2012, will be carried out by external part-ners in conjunction with institutions de-livering the project. The project will be monitored both in terms of content and fi-nances by a special department operating within the institution. Final evaluation of the project will be carried out by external auditors, who will consider the delivery of long term objectives and overall effect of the EYC celebrations on the city.

Legacy and Territorial Impact
Since 2016 Katowice has enjoyed the rep-utation of being a major economic, scien-tific and cultural centre in Poland. Espe-cially appreciated is its pioneering youth policy, which is unprecedented in Po-land and arouses considerable interest in Europe.
The EYC celebrations have managed to bring together youth groups from across the region. The Silesian Youth Forum, a network of EYC Clubs and an efficient information exchange system for youth initiatives have been created.
The city has become more accessible to international visitors and people with mobility difficulties. Thanks to new coffee bars, tiny galleries and designer boutiques, the city centre has gained a new lease of life. Tourism and service infrastructure has expanded. Investments in culture, ed-ucation, science and entertainment have ensured a genuine interest from young residents.

and show a keen interest in attending cul-tural events and community projects. The long term cooperation programme with Ostrava and Krakow, has turned the re-gion into a popular destination in this part of Europe.

Regarding the 2015 budget, we are only able to declare internal (city) funding and a conservative estimate of external fund-ing (sponsors, grants, proceeds from events). The programme described under Point 8 comprises events financed from these sources. In reality, both the pro-gramme and the budget will be signifi-cantly larger due to the contribution of independent organisations preparing their own projects. A list of the most important ones is given as annex ii.
The project enjoys full support of the Voivodeship authorities, thanks to which we are able to further enhance the pro-gramme to include regional scale projects funded from external (non-city) sources.
The budget also does not include over a dozen Katowice festivals (cf. 8. Pro-gramme) targeted mainly at young audiences.

on the pertaining to the candidacy to obtain the title of the European Youth Capital 2015 by the City of Katowice.
On the basis of §6 point 5 of the Youth City Council Statute

Resolution:
§ 1. To express the support for the City of Katowice in their attempts to secure the title of European Youth Capital 2015, which a given city is granted for one year. This title opens the opportunity to present the multi-dimensional, annual event programme that will stress the richness, varietyand the most important features of intergenerational dialogue in Europe, as well as the significance of young people allover the continent..§ 2. The resolution execution shall be entrusted to the Chairperson§ 3. The resolution shall enter into force on the date of its adoption

as a Candidate for the Title of European Youth Capital 2015.
The European Youth Capital is an initiative which places special focus on the role of young
people in bringing about change in the cities and culture of our continent. The aim of the
competition is to galvanise the participants into action so that the candidate cities can improve
their performance in meeting young people's needs. It is simply impossible to overestimate the
role of the competition in shaping modern European youth policy
Katowice is a young city which is open to change and innovation. The infrastructure projects
being currently delivered in the city are aimed at creating welcoming public meeting spaces open
to the residents and visitors alike. These changes are accompanied by a growing interest in the
city's problems from its residents, who are becoming increasingly involved in the political, cultural
and economic life of Katowice. Young people are an especially active group of the population,
whose ideas and initiatives give the city a new lease of energy. We are convinced that their
active engagement and the initiatives undertaken by Katowice's authorities both deserve the title
of European Youth Capital.
The title of European Youth Capital is a great opportunity for young people of both the city and
the region to fulfil their youthful dreams and ambitions while providing a framework for meaningful
participation of youth in the shaping of development policy for their area. We firmly believe that
Katowice will meet the criteria of the selection jury and become the European Youth Capital
2015.
We, the undersigned, hereby declare our support for Katowice, the City of Dreams, as
a candidate for the title of European Youth Capital 2015. We are absolutely convinced that the

Local Committee of University of Economics in Katowice
AIESEC Katowice University of Economics is a local department of the largest non-government student
organisation. It has been officially registered in 1979.
Currently, there are about 70 people active in the department. They improve their skills in one of the fields
of expertise that include: Finance, Public Relations, Marketing, Responsible Business, Human Resources,
Education, Foreign Contacts and others.
Project realised within the local activity:
1. Enter Your Future - a national project directed at Polish middle schools and high schools all over the
Silesian region. Its prevailing idea is to disseminate knowledge on other countries, tolerance, intercultural
understanding as well as active development of language skills amongst the youth, together with
entertainment and active forms of classes.
2. AIESEC University - national project based on 8-week language workshops for students, high school
students and working people. Thanks to the attractive form of classes, we would like to bring closer the
culture and traditions from different parts of the world.
3. Business Top Talents is a business programme run within the international Internship Programme, whose
offer is aimed at developing talents in the areas of: sales, marketing, public relations, finance, management,
logistics, administration, human resources.
4. OutGoing Exchange - the main purpose of the project is to send as many students and fresh graduates as
possible for volunteer work and internships in the countries of Africa, South-East Europe, South America
and Asia.
5. Career Days® is one of the greatest initiatives on the labour market and amongst student societies. The
project is composed of two parts: the largest labour fairs, internships, the Academy of Skills.

The main aim of the Regional Volunteers Centre in Katowice is to develop the volunteer work in the
Silesian voivodship. The Association realises various activities based on the up to date society research,
implementing the international experiences and new technologies.
Basic activities undertaken by the association:
1. Mediation of volunteer work
The association helps volunteers with finding an appropriate organisation/establishments, as well as
simplifies the access to volunteers, from the point of view of the organisations. It runs the stationary
volunteer agency in the centre of Katowice, as well as an internet volunteer centre.
2. Trainings and guidance for volunteers, organisations and institutions
The association conducts both elementary and specialist trainings for volunteers and volunteer work
co-ordinators. What is more, all the interested individuals have the chance to use the counselling of the
Regional Volunteers Centre experts.
3. The support of school volunteer work clubs
The association helps the students and teachers to establish and run the school volunteer work clubs. It
organises seminars for schools’ representatives, meetings and workshops for students.
4. Volunteer of the Year
The association organises a regional edition of the Volunteer of the Year Competition called “Barwy
Wolontariatu” (“the Colours of Volunteer Work”). Its awards are granted in December, during the Volunteers
Gala in Katowice.
5. The promotion of volunteer work in the region
The association builds a positive outlook of the volunteer activity in the Silesian voivodship. Apart from
using the standart means of promotion, it also organises events such as happenings or urban games. It also
leads social campaigns.

With the commencement of the EYC attempts, several workshops have taken place so far,
during which young citizens of Katowice worked on the concept of multi-functional place
for the activity of the youth. They, on their own, have prepared a project, plan of action
and promotion of the initiative. The created vision of the "Youth Tenement House" has
gained the approval of the Institution of Culture - City of Gardens, as well as other
organisation operating in the city. At the first stage of its implementation, this year, the
project will assume the character of a platform which connects various activities that
answer to the needs of young people. Ultimately, they shall create a central space, which
will materialise the concept of the youth of Katowice.
