Executive Summary

For

Integrated Municipal Solid Waste Management Facility for Nagar Palika Parishad,

Srinagar at Village - Girgaon, Tehsil- Srinagar, District- Pauri Garhwal

The proposed Integrated Municipal Solid Waste processing Facility is situated in Village

- Girgaon, Tehsil- Srinagar, District- Pauri Garhwal, Uttarakhand.

The proposed project is categorized under Item “7(i) Common Municipal Solid Waste

Management Facility (CMSWMF)” in the EIA Notification, dated September 14, 2006 issued

by MoEF & CC, New Delhi and needs prior Environmental Clearance. The proposed project

falls under Category ‘B’. Proposed processing facility: 22.1 TPD (Composting Facility & Sanitary Landfill) Project Area: 2.66 Acres Estimated Project Cost: INR 7.52 Crores Water Requirement - The water requirement during construction phase is about 4

KLD and for operating the proposed Integrated Solid Waste Management Facility is about 5 KLD. Water Requirement will be fulfilled from nearest Perennial River.

Manpower Requirement - During construction phase approx. 50 workers (skilled & semi-skilled workers), rest will be outsourced based on need. During operation phase the Swachha team will be consists of approx 80 Workers (skilled & semi-skilled workers) with 60 permanents, 15 contractual including 8 on segregation site. Rest will be outsourced as per requirement of ULB.

Power requirement - D.G set of 250 KVA will be utilized for power during construction phase and in emergency use during power failure.During operation phase 250 KW power will be taken from of State Electricity Board and for emergency 1 D.G set of 250 KVA will be utilized as backup.

Greenbelt Development Plan: - The proposed project area is 10764.638 Sqm (2.66 Acres) and more than 33% of the total project area i.e. 3659.638 Sqm (0.9 acres) of land is proposed to be developed as green belt within 2 years @ of 2,000 saplings per hectare of land. The green belt will be developed considering the native species and CPCB/SPCB guidelines will be followed.

Study Period: - Field investigations were undertaken for collecting the existing baseline environment for air, water, noise, soil, ecological and socio-economic conditions. A study area of 10 Km radius from the project site is identified to establish the present environmental conditions for the above environmental components. The generation of primary data as well as collection of secondary data and information from the site and surroundings was carried out during post monsoon season i.e. December 2019 to March 2020.

Environmental Management Plan: Total investment on environmental improvement works is envisaged INR 15.00 lakhs/- and recurring expenditure during the stage of operation is INR 2.7 lakhs/- as recurring investment is earmarks for EMP. Addition to above the project proponent has proposed to invest amount of INR 2.55 Lakhs per year on Labours safety, proper sanitation facilities at site, Health checkup facilities, awareness & recreation programs etc. below table is the breakup proposed for budget investment for labours working in this proposed project.

Corporate Environmental Responsibility (CER): As per OM no. 22-65/2017-IA.III dated 01/05/2018 regarding “Corporate Environment Responsibility” (CER), Greenfield projects have to contribute 2.00 % of the Capital Investment; the Nagar Palika Parishad, Srinagar will contribute INR 15.00 Lakhs as funds for CER activities.
