Applicant Fingerprinting Services3M Cogent Applicant Fingerprinting Services provide the ability for applicants to have fingerprint background checks processed electronically in a non-criminal justice environment. 3M Cogent fingerprint locations are clean, comfortable, and professional fingerprinting environments. Getting fingerprinted by 3M Cogent is an extremely fast and convenient process.

The 3M Cogent website, www.cogentid.com, provides online registration on a secure website where the applicants and/or agencies can enroll and conveniently pay fees. The 3M Cogent website offers in-depth instructions on the 3M Cogent fingerprinting process and resources such as “Frequently Asked Questions,” “Useful Links,” and “Contact Information”. General agency information, site locations, convenient payment methods, and who to call should applicants ever have a question are also available.

In addition to the website, 3M Cogent offers a toll-free Call Center for telephone registration, and if there is an emergent and/or immediate requirement for applicant fingerprinting, 3M Cogent’s walk-in solution allows immediate registration via the internet or a mobile phone.

State vs. FBI ChannelingState Channeling is when a State or State agency has secured a contract for the electronic fingerprinting services and associated processing of fingerprints submitted by applicants and volunteers in connection with background checks required by state and federal law.

FBI Channeling is when a government agency, a private business, non-profit organization or individual performs electronic submission of fingerprints to and the receipt of Criminal History Record Information (CHRI) from the FBI on behalf of an applicant.

Who is being Fingerprinted?State and local governments may request background checks for employment and licensing purposes (which includes volunteers) if this action has been authorized by a state statute. (See back cover for more details.)

National Network CoverageThe 3M Cogent nationwide network provides fixed office locations throughout the country so that applicants have greater access to convenient locations.

3M Cogent’s National Network of Fingerprint Service Providers includes thousands of Applicant Fingerprint Service Sites and FBI-Channeling Sites across the United States and Canada. 3M Cogent is one of the largest service providers of non-criminal transactions for state-specific background check programs and facilitates over 2 million applicant transactions a year.

Partnership Opportunities for Businesses3M Cogent establishes electronic fingerprint service locations (sites) as part of its Applicant Fingerprinting Services solution. These sites house 3M Cogent’s self-manufactured FBI-compliant fingerprint collection equipment (LiveScans) and provide fingerprint collection services.

Becoming a 3M Cogent fingerprint location is a great opportunity for small businesses, as it adds significant foot traffic and thus increased revenues to their site’s bottom line. In addition to the increase in foot traffic that many retail businesses experience when they offer fingerprinting services, 3M Cogent pays a flat rate for each transaction conducted. In most cases we ask only that the site provide labor to collect the fingerprints and an internet connection. The equipment can generate a continuous revenue stream for the business and an added service offering for their customers. Many partner sites receive either no cost equipment or significantly discounted equipment.

Fingerprinting Equipment ConfigurationThe typical 3M Cogent Applicant Fingerprinting Services solution is available in two configurations. The solution includes a notebook or desktop computer, the 3M Cogent CS500e Tenprint LiveScan device, and 3M Cogent’s Applicant LiveScan software. Additional optional components include a digital camera, signature capture pad, barcode reader, magnetic stripe reader, touch screen monitor, and FBI-certified laser printer.

Training and Support3M Cogent provides fingerprint collection sites with comprehensive training of all Applicant Livescan Operators (ALOs) at the time of equipment installation. The training is in-depth, covering basic Applicant enrollment requirements to fingerprint collection and system administrator training.

The 3M Cogent Help Desk is available for current customers to provide technical support, remote software maintenance, and part replacement to applicant sites. 3M Cogent Help Desk Support is available 24 hours per day, seven days per week, 365 days per year.

The Applicant’s fingerprints are collected only after registration is completed and valid photo ID is presented to the Applicant Livescan Operator (ALO).
