The project area is not located within the boundaries of the ACBCI Reservation. However, it is

SMBMI appreciates the opportunity to review the projectdocumentation, which your letter, received by our Cultural Resources Department onDecember 20, 2017, describes as forthcoming. By this e-mail, SMBMI requests to consultwith the County of San Bernardino pursuant to CEQA (as amended, 2015) and CA PRC21080.3.1. The proposed project area incorporates much of Serrano ancestral territory and, therefore, is of great interest to the Tribe. Although SMBMI has developed a confidentialsensitivity map of known cultural resources and tribal cultural resources, there are many areasof San Bernardino County for which no information is yet available. Tribe sees the project asan opportunity to work together for the protection of our collective cultural heritage. The Director of the SMBMI Cultural Resources Management Department, Ms. Lee Clauss, suggests that a preliminary consultation scoping meeting be arranged between you andSMBMI so that Tribe may better understand the intended use of this web-based County planin order to better assist you and protect its own tribal interests. Can you suggest severalalternative meeting times and dates so that consultation under AB 52 may be initiated? Please understand that receipt of this letter does not constitute “meaningful” tribal consultationnor does it conclude the consultation process. This letter is merely intended to initiateconsultation between the tribe and lead agency, which may be followed up with additionalemails, phone calls or face-to-face consultation if deemed necessary. If you should have anyfurther questions with regard to this matter, please do not hesitate to contact me at yourconvenience, as I will be your initial Point of Contact (POC) for SMBMI with respect to thisproject. Respectfully,Joan S. Schneider, PhDSan Manuel Band of Mission IndiansCultural Resource Management Department
