1 Waarvan lig hierdie dokument u in?
Hierdie dokument poog om u, as ’n
Belangstellende en Geaffekteerde Party (B&GP),
te voorsien van agtergrondinligting betreffende die
voorgestelde Charlie 1 Optimaliserings- en
Stormwaterbestuursprojek te Sasol Synfuels
Secunda, Mpumalangaprovinsie. Die dokument
verskaf ook inligting rakende die Omgewings-
impakevalueringsproses (OIE-proses) wat
onderneem gaan word. Verder bied die dokument
besonderhede oor hoe u by die projek betrokke
kan raak, inligting kan ontvang en/of vraagstukke
kan opper wat u dalk raak en/of vir u van belang
kan wees. Die deel van inligting vorm die grondslag
van die openbare deelnameproses en bied u die
geleentheid om uit die staanspoor aktief by die
projek betrokke te raak. Openbare deelname speel
’n belangrike rol om die omgewingsimpak-
evalueringsproses toe te lig aangesien insette van
B&GP’s toesien dat alle potensiële vraagstukke in
die studie oorweging geniet.
2 Wat behels die voorgestelde projek?
Die Sasol Synfuels, Secunda, Charlie 1
stortingsterrein is in 1993 as ’n Klas II Terrein
ingevolge die Wet op Omgewingsbewaring (ECA)
(Wet 73 van 1989) gemagtig. Onlangse
veranderinge aan wetgewing, soos die Nasionale
Wet op Omgewingsbestuur: Afval, 2008 (Wet 59
van 2008) en die Regulasies op die Klassifisering
en Bestuur van Afval, 2013 (Staatskennisgewing
R634) hou implikasies in vir die bestuur van
afvalstortingsterreine.
Ten einde voldoening aan die bestaande
permitvereistes te verseker, sal twee damme,
naamlik: ’n Besoedelde Stormwaterdam en ’n
Besoedelde Uitloogseldam van sowat 15 000 m3
en 1 500 m3 onderskeidelik gebou moet word.
Die damme sal die doeltreffende bestuur van
uitloogsel en stormwater wat by die stortingsterrein
gegenereer word, verseker.
Die damme sal op landbougrond met
diskresionêre grondgebruikregte langs die
westelike grens van die bestaande stortingsterrein
op die plaas Driehoek 275 IS, Restant van
Gedeelte 43 (soos gesien op die aangehegte
liggingskaart) gebou word. Die voetspoor van die
oppervlak waar die damme gebou sal word, is
sowat 2 ha.
Daar word tans aan die hand gedoen dat
besoedelde stormwater van die Charlie 1
stortingsterrein in grensriole langs die noordelike,
westelike en suidelike grens opgevang word.
Hierdie water word dan met valtoevoer aan die
hand van ’n slikvanger na die besoedelde
stormwaterdam gevoer. Stygende skoon
stormwater word van die terrein weggelei deur ’n
berm wat met die oostelike grens langs geleë is.
Besoedelde vlak syferwater, of uitloogsel, word in
’n ondergrondse “gordyn” onderskepriool wat
langs die suidwestelike en noordelike grens van
die terrein geleë is, opgevang. Dit word dan met
valtoevoer aan die hand van ’n versamelpyp wat
sowat 3 m ondergronds is, na ’n pompput in die
noordwestelike hoek van die terrein gelei. Van
hierdie pompput af word uitloogsel in die
besoedelde uitloogseldam gepomp.
Sasol doen ook aan die hand om die bestaande
stortingsterrein se hoogte na 20 m te verhoog ten
einde die verlangde lugruimte vir die res van die
stortingsterrein se leeftyd te bereik.
3 Alternatiewe
Ingevolge die OIE-regulasies (2014), moet
oorweging aan bedryfbare alternatiewe as deel
van die OIE-proses geskenk word. Alle
geïdentifiseerde, bedryfbare alternatiewe moet
met betrekking tot maatskaplike, biofisiese,
ekonomiese en tegniese faktore geëvalueer word.
4 Wat is die potensiële
omgewingsimpakte wat met die
voorgestelde projek gepaardgaan?
’n Aantal potensiële omgewingsimpakte wat met
die projek gepaardgaan, is geïdentifiseer. As deel
van die OIE-studie sal hierdie potensiële impakte
deur die volgende spesialisstudies geëvalueer word:
� Vleilandevaluering
� Ekologiese Evaluering.
Hierdie OIE-studie maak ook staat op studies (d.i.
waterhulpbronne-, voorafbedryfbaarheid- en
bedryfbaarheidevaluerings) wat tevore vir die
projek onderneem is.
5 Waarom word omgewingstudies
benodig?
’n OIE is ’n doeltreffende beplannings- en
besluitnemingswerktuig wat die identifisering van
potensiële omgewingsgevolge van ’n voorgestelde
projek, sowel as die bestuur daarvan deur die
beplanningsproses, moontlik maak.
Ten einde die nodige afvalbestuurlisensie van die
Departement van Omgewingsake (DO) te bekom,
sal ’n volledige Bestekopname- en OIE-studie
onderneem word om aan die lisensiëringsproses
vir ’n afvalbestuurlisensie te voldoen.
Die OIE-studies sal ingevolge Staatskennisgewing
921 van 2013 van die Nasionale Wet op
Omgewingsbestuur: Afval, 2008 (Wet 59 van
2008) onderneem word.

6 Watergebruiklisensie
Ten einde die nodige goedkeuring vir watergebruik
van die Departement van Water en Sanitasie
(DWS) te bekom, sal daar ingevolge Artikel 21g
van die Nasionale Waterwet, 1998 (Wet 36 van
1998) aansoek gedoen word om ’n watergebruik-
lisensie.
7 Wat is u rol?
Sasol Suid-Afrika (Edms.) Bpk. het Royal
HaskoningDHV se omgewingspan aangestel as
die onafhanklike Omgewingsevalueringspraktisyns
(OEP’s) om die omgewingstudies te onderneem
ten einde alle potensiële omgewingsimpakte wat
met die voorgestelde projek gepaardgaan, te
identifiseer en te evalueer. As deel van hierdie
omgewingstudies sal alle B&GP’s aktief betrokke
raak deur ’n openbare deelnameproses.
Indien u uself as ’n B&GP vir die voorgestelde
projek ag, moedig ons u aan om gebruik te maak
van die geleenthede wat deur die openbare
deelnameproses geskep word om by die proses
betrokke te raak en daardie vraagstukke en
knelpunte te opper wat u raak en/of waarin u
belangstel en waaroor u meer inligting verlang.
Deur die meegaande registrasievorm in te vul en
in te dien, sal ons toesien dat u as ’n B&GP vir die
projek geregistreer word en dat kennis geneem
sal word van die knelpunte of navrae wat u
betreffende die projek opper. Ons sal ook toesien
dat u in die toekoms van inligting betreffende die
projek, asook die beskikbaarheid van die
Omgewingsverslae (d.i. die Bestekopname- en
OIE-verslag) vir kommentaar, voorsien word.

1 What does this document tell you?
This document aims to provide you, as an
Interested and Affected Party (I&AP), with
background information regarding the proposed
Charlie 1 Optimisation and Stormwater
Management Project at Sasol Synfuels Secunda,
Mpumalanga Province. The document also
provides information regarding the Environmental
Impact Assessment (EIA) process to be
undertaken. Furthermore, the document advises
how you can become involved in the project,
receive information and/or raise issues, which
may concern and/or be of interest to you. The
sharing of information forms the basis of the
public participation process and offers you the
opportunity to become actively involved in the
project from the outset. Public participation plays
an important role in informing the environmental
impact assessment process as input from I&APs
ensures that all potential issues are considered
within the study.
2 What is the proposed project all
about?
The Sasol Synfuels, Secunda, Charlie 1 landfill
site was authorised in 1993 as a Class II Site, in
terms of the Environmental Conservation Act
(ECA) (No. 73 of 1989). Recent changes in
legislation such as the National Environmental
Management: Waste Act, 2008 (No. 59 of 2008)
and the Waste Classification and Management
Regulations, 2013 (GN R. 634) have implications
for the management of waste disposal sites.
To ensure compliance with the existing permit
requirements, two ponds namely: Contamined
Stormwater Pond and Contaminated Leachate
Pond of approximately 15 000 m3 and 1 500 m
3
respectively, will need to be constructed. The
ponds will ensure effective management of
leachate and stormwater generated from the
landfill site.
The ponds will be constructed on agricultural land
with discretionary land-use rights adjacent to the
western boundary of the existing landfill site on
the farm Driehoek 275 IS, Ptn 43 remaining extent
(as seen in the attached locality map). The
footprint of area where the ponds will be
constructed is approximately 2 ha.
It is currently proposed that contaminated
stormwater from the Charlie 1 landfill site is
captured in perimeter drains along the northern,
western and southern boundary. This water is
then gravity fed via a silt trap to the contaminated
stormwater pond. Upslope clean stormwater is
diverted away from the site by a berm located
along the eastern boundary.
Contaminated shallow seepage, or leachate, is
captured in a subsoil “curtain” interception drain,
located along the south-western and northern
boundaries of the site. This is gravity fed via a
collection pipe located approximately 3 m below
the ground to a sump located in the north-western
corner of the site. From this sump, leachate is
pumped into the contaminated leachate pond.
Sasol also proposes increasing the existing landfill
height up to 20 m to achieve the required airspace
for the remaining life of the landfill.
3 Alternatives
In terms of the EIA Regulations (2014), feasible
alternatives are required to be considered within
the EIA process. All identified, feasible
alternatives are required to be evaluated in terms
of social, biophysical, economic and technical
factors.
4 What are the potential environmental
impacts associated with the proposed
project?
A number of potential environmental impacts
associated with the project have been identified.
As part of the EIA study, these potential impacts
will be assessed through the following specialist
studies:
� Wetland Assessment.
� Ecological Assessment.
This EIA study also relies on previous conducted
studies (i.e. water resources, pre-feasibility and
feasibility assessments) for the project.
5 Why are environmental studies
needed?
An EIA is an effective planning and decision-
making tool, which allows for the identification of
potential environmental consequences of a
proposed project, and its management through
the planning process.
In order to obtain the necessary waste
management licence from the Department of
Environmental Affairs (DEA) a full Scoping and
EIA study will be undertaken to satify the waste
management licencing process,
The EIA studies will be undertaken, respectively,
in terms of Government Notice 921 of 2013 of the
National Environmental Management: Waste Act,
2008 (No 59 of 2008).

6 Water Use Licence
In order to obtain the necessary water use
approval from the Department of Water and
Sanitation (DWS), a water use licence will be
applied for in terms of Section 21g of the National
Water Act, 1998 (No. 36 of 1998).
7 What is your role?
Sasol South Africa Pty Ltd has appointed the
environmental team from Royal HaskoningDHV,
as the independent Environmental Assessment
Practitioners (EAPs), to undertake the
environmental studies to identify and assess all
potential environmental impacts associated with
the proposed project. As part of these
environmental studies, all I&APs will be actively
involved through a public participation process.
If you consider yourself an I&AP for the proposed
project, we encourage you to make use of the
opportunities created by the public participation
process to become involved in the process and
raise the issues and concerns which affect and/or
interest you, and about which you require more
information.
By completing and submitting the accompanying
registration form, we will ensure that you are
registered as an I&AP for the project, and that
your concerns or queries regarding the project will
be noted. We will also ensure that you are
provided with future information pertaining to the
project as well as the availability of the
Environmental Reports (i.e. Scoping & EIR
Report) for comment.

OPTIMISATION AND STORMWATER MANAGEMENT PROJECT AT SASOL SYNFUELS
SECUNDA, MPUMALANGA PROVINCE (DEA REF: TBA)
Notice is hereby given in terms of the National Environmental Management Act, 1998 (No 107 of 1998)
(as amended), the EIA Regulations (2014) and the National Environmental Management: Waste Act,
2008 (No 59 of 2008) that Sasol South Africa (Pty) Ltd (‘Sasol’) will submit an application for a Waste
Management Licence to the Department of Environmental Affairs (DEA) for the above project.
In order to obtain the necessary water use authorisation from the Department of Water and Sanitation
(DWS), a water use licence will be applied for in terms of Section 21g of the National Water Act, 1998
(No 36 of 1998).
The Sasol Synfuels, Secunda, Charlie 1 landfill site was authorised in 1993 as a Class II Site, in terms
of the Environmental Conservation Act (ECA) (No 73 of 1989). Recent changes in legislation such as
the National Environmental Management: Waste Act, 2008 (No 59 of 2008) and the Waste
Classification and Management Regulations, 2013 (GN R. 634) have implications for the management
of waste disposal sites.
To ensure compliance with the existing permit requirements, two ponds namely Contaminated
Stormwater Pond and Contaminated Leachate Pond of approximately 15 000 m3 and 1 500 m
3
respectively will be constructed. The ponds will ensure effective management of leachate and
stormwater at the site.
Sasol also proposes increasing the existing landfill height up to 20 m to achieve the required airspace
for the remaining life of the landfill.
The environmental project team from Royal HaskoningDHV have been appointed as independent
environmental assessment practitioners (EAP), to undertake the Environmental Impact Assessment
(EIA) study and Public Participation (PP) process for this proposed project. Therefore, Royal
HaskoningDHV would like to invite you, as an I&AP, to become actively involved in the PP process.
Please find attached herewith the project Background Information Document (BID) which provides you
with more information regarding the proposed project and PP process to be undertaken. Also attached
is a registration and comment form for you to complete, in order to be registered as an I&AP on the
project database and to receive further information.

Notice is hereby given in terms of the National Environmental Management Act, 1998 (Act No 107 of 1998) as amended, Environmental Impact Assessment Regulations (2014) as well as the National Environ-mental Management: Waste Act, 2008 (Act No 59 of 2008) and Government Notice 921, that Sasol South Africa (Pty) Ltd (‘Sasol’) will submit an application for Waste Management Licence to the Department of Environmental Aff airs (DEA) for the Charlie 1 optimisation and stormwater management project. Sasol intends undertaking a full Scoping and EIA study to satisfy the waste management licencing process.In order to obtain the necessary water use authorisation from the Department of Water and Sanitation (DWS), a water use licence will be applied for in terms of Section 21g of the National Water Act, 1998 (Act No 36 of 1998).
The proposed project entails the following:• Construction of two ponds namely a Contaminated Storm-water Pond (approximately 15 000 m3) and a Contaminated Leachate Pond (approximately 1 500 m3). The ponds will be con-structed on agricultural land with discretionary land-use rights adjacent to the western boundary of the existing landfi ll site.•The ponds will ensure eff ective management of leachate and stormwater generated from the landfi ll site as well as ensure compliance with the existing permit requirements. •Increasing the existing landfi ll height up to 20 m to achieve the required airspace for the remaining life of the landfi ll.
