1. INTRODUCTION

1.1 Purpose of Report This report, prepared by SPP Group, has been provided to support the Feasibility Study for the Cairns Performing Arts Complex.

The Cairns Performing Arts Complex is situated on land fronting Hartley, Grafton and Lake Streets.

The development is located within the Port of Cairns, situated directly to the west of Cairns CBD and adjacent the existing Convention Centre

This report relates specifically to the assessment of the Hydraulic and Fire Services for the proposed Cairns Performing Arts Complex (CPAC) and has been prepared and should be read in conjunction with other reports prepared by the Civil Engineers Cardno and ESD Consultants Cundell.

2. SCOPE

2.1 General Design Intent The project generally requires strict compliance with Statutory Building Standards and Design requirements, whilst incorporating "Best Practice" Solutions.

The design and construction of the Hydraulic and Fire services must comply with specific standards, codes and regulations generally as follows.

Building Code of Australia The QLD Plumbing and Drainage Act 2002; Cairns Regional Council - Trade Waste Policy Guidelines; Cairns Regional Council - Land Development Guidelines and Sub-metering Policy; AS3500. Parts 1-4; AS5601- Gas Codes AS2419.1 – Fire Hydrants AS2441 – Fire Hose Reels AS2118.1 – Fire Sprinkler Systems AS1670.1 – Smoke Detection and Building Occupant Warning System; AS2444 – Portable Fire Extinguishers AS1428.1 Relevant adopted Green Star Provisions

To the extent that it is practical and affordable, flexibility will be incorporated into the services provision taking in to consideration the nature of facility, and the projected increase in water and waste water usage, based on specific assessment criteria of uses, and growth in population expected to be working, performing or visiting the site from the initial commencement of operation with an expected average annual increase of patronage in accordance with the Business Case Study.

2.2 Scope or Services This scope will include;

Sanitary Plumbing and Drainage Roof water Drainage Stormwater Drainage Domestic Cold Water Services, Rainwater Re-Use Services, Domestic Hot Water Services Drainage from Mechanical Services. Fixtures and Tap ware Automatic Fire Sprinklers; Fire Hydrants; Fire Hose Reels; Fire Extinguishers; Smoke Detection; Building Occupant Warning System; Portable Fire Extinguishers.

2.3 Other Consultants Other engineering consultants will provide the following support services for the Hydraulics Services:

Civil 2.3.1

Building / Civil Site works. Stormwater Overland Flow Drainage Works.

Electrical 2.3.2

Power Supplies to: o Hydraulic Services Plant

Mechanical 2.3.3

Final Connections of Water, and Drains to Mechanical Plant including valves, regulators etc.

Structural 2.3.4

Plinths, keels, encasements and support structures.

This information will be co-ordinated and updated for the project as this information evolves in subsequent phases of the project.

3. EXISTING INFRASTRUCTURE

3.1 Cairns City Council Authority Services Supply Connections The following existing services will be utilised for the project;

Sewers 3.1.1Existing sewer lines run adjacent the proposed Site which have provisional connections suitable for this development.

This existing sewer connection has the capacity to service the proposed development.

Water 3.1.2An existing 300Ø potable water line runs directly adjacent the site with an existing connection off Hartley Street. The existing 100 dia water service is not in an appropriate location to suit the new development layout and will capped off in its current position and a new service provided in conjunction with the new fire service as nominated below

The existing water mains have capacity to service the proposed building.

Fire 3.1.3An existing 300Ø Fire water line runs directly adjacent the site. A new 150 dia combined Fire Hydrant / Fire Sprinkler service will be utilised to provide a water service to all Hydrants, Hose Reels and Sprinkler supplies.

Existing mains do not have the capacity to service the proposed building and Fire Tanks and Pumps shall be incorporated in to the development.

4. PROPOSED SERVICES

4.1 Sanitary Drainage The sanitary drainage system shall be designed in accordance with AS/ NZS 3500.2:2003 and Local Authority requirements. The design of the sanitary drainage will be a gravity system and take into account the requirements of a facility of this nature and provide for peak demand situation with access for maintenance and inspection.

The waste stream from each fixture or appliance will be taken into account and provided (where required) with the appropriate pre-treatment device sized to suit the application before connection to the existing sanitary drainage infrastructure.

Drainage shall be provided to the toilet facilities and to the plant deck for drainage from Mechanical plant.

The Sanitary Drainage services within / adjacent the theatre will be designed to prevent the likely hood of acoustic noise and vibrations from plant and equipment entering the space.

4.2 Cold Water Services All water services shall be designed in accordance with AS/NZS 3500.1:2001 and Local Authority requirements.

Consideration shall be given to the physical flow and pressure constraints of the site and pipework sized accordingly. Pressure reduction valves shall be incorporated into the design where mains pressures exceed 500kPa to domestic fixtures and fittings.

1 No x 300,000 litre rainwater collection tank and its outlet pressure pump / filter unit will provide pressurised rainwater to toilet pan flushing valves and hose taps for Wash-down.

In the event of low rainwater levels in the tanks or power supply failure to the pump, a potable cold water supply back up shall automatically by pass the rainwater reuse pump set and service those fixtures and taps connected to the rainwater reuse supply using town’s main non potable cold water supply.

The rainwater reuse service shall be adequately labelled and identified in accordance with AS 3500.1.

Where non-potable services are required, all backflow prevention devices shall be located so as to provide zones of protection to the required areas. Where located externally, the devices shall be mounted inside a lockable enclosure with circular vent port outlet cut in the base and sized to suit the device

The Cold Water Services within / adjacent the theatre will be designed to prevent the likely hood of acoustic noise and vibrations from plant and equipment entering the space.

4.3 Stormwater / Roof water System The design, construction and operation of the cultural precinct rainwater systems must comply with

4. Recommended minimum stormwater design objectives as shown in Chapter 2 of the ‘Urban Stormwater Quality Planning Guideline’ (2010) shall be adopted.

The design solutions shall incorporate quantifiable objectives for permanent water management infrastructure, and shall reflect achievable and tested regionally specific design requirements for

planning and development to ensure water sensitive urban design (WSUD) is implemented in a consistent way to help achieve water quality objectives (WQOs) in receiving waterways.

The design and construction of the Stormwater Drainage Systems shall address and satisfy the environmental and sustainability requirements adopted for the development;

Achieve a high quality of rainwater discharge to Hartley Street and eventually Trinity Inlet to meet SPP guidelines;

Maximising the runoff from the roof catchment areas to enable the highest possible uses of rainwater on site and maximise the reduction in potable water demand;

The design objectives include rainfall capture (300KL on site tank), peak discharge limits, and reductions in contaminant loads for nutrients, gross pollutants, and total suspended solids.

The design and construction of the Stormwater Drainage Systems should also ensure that if the basement car park option is taken up then it is protected from stormwater surcharge and Q100 Flood Levels. It would be anticipated this would be achieved by all entrances and exits pavement levels to the basement being above the designated Q100 flood level.

The Roof Drainage within the building will be designed to prevent the transference of acoustic noise and vibrations from flowing water through pipework from entering the space.

4.4 Rain Water Reuse System 1 No x 300,000 litre rainwater collection tank and its outlet pressure pump / filter unit will provide pressurised rainwater to toilet pan flushing valves and hose taps for Wash-down.

4.5 Hot Water Services All Hot water services shall be designed in accordance with AS/NZS 3500.4:2004 and Local Authority requirements.

Where possible and practical Hot water units are to be external and shall be located within a secure location or Plant enclosure.

All expansion valve drainage services shall discharge to tundishes which in turn shall discharge to either storm water or sanitary drainage depending on proximity.

4.6 Fire Services Water Supply The design and construction of the fire services must not place undue load on the Authority Water Infrastructure and must meet the following Authority requirements:

Cairns City Council has advised of a maximum permissible flow that may be drawn from the Authority Water Infrastructure of 20 L/s.

On site water storage is to be provided to offset the difference between the permissible flows and the required flow rates.

The fire sprinkler and fire hydrant system will be feed from a limited capacity fire water storage tank with automatic top-up from the town main supply. The tank will feed 2 fire services pumps with main pump being and electrically driven and the standby pump being diesel driven.

Both pump sets will have the capacity to supply the sprinkler and hydrant flows simultaneously. The fire services pumps will be located directly adjacent to the tank with direct access to Hartley street from a fire rated room to BCA requirements.

The booster for the combined fire system will be located adjacent this location at the property boundary for direct access off Hartley Street.

The design and construction of the fire services are to address and satisfy the environmental and sustainability requirements adopted for the development and shall incorporate;

Recycling of the fire sprinkler and fire hydrant annual test water; Acoustic isolating of wet fire services adjacent to Noise sensitive zones.

4.7 Fire Hydrant Services All Fire Hydrant services shall be designed in accordance with AS/NZS 2419 and Local Authority requirements.

Consideration has been given to the physical flow and pressure constraints of the site and pipework sized accordingly.

Fire Hydrants and Fire Hose reels shall be positioned throughout the development located within fire stairs and fire-isolated passageways to provide compliant hose coverage to the whole of the building.

Where possible on the lower levels external hydrants shall be utilized over internal ones to provide the required floor area coverage. External FH locations shall be provided with suitable bollard protection to prevent damage from vehicular traffic

The system shall also incorporate a Fire Brigade Booster assembly in an approved location for access by a Fire Tender.

4.8 Fire Hose Reel Services All Fire services shall be designed in accordance with AS/NZS 2441 and Local Authority requirements. The fire hose reel system will be connected to the fire hydrant system and shall be compliant with the BCA and relevant Australian Standards.

Consideration has been given to the physical flow and pressure constraints of the site and pipework sized accordingly.

Fire Hose reels shall be positioned throughout the development in locations to provide compliant hose coverage to the whole of the building.

4.9 Fire Sprinkler Services The proposed building will be protected throughout with an automatic sprinkler system complying with AS2118.1 - 1999. The sprinkler system will consist of 2 sprinkler control valves, with the first being dedicated to the car park protection should this option proceed and the second to protect the remainder of the building. The sprinkler valves will be located within the fire services pump room.

The fly tower portion will be sprinkler protected to a higher density than the remainder of the building. in accordance with the sprinkler standard.

Consideration has been given to the physical flow and pressure constraints of the site and pipework sized accordingly.

The theatre fire systems will be designed with the function of the theatre in mind to ensure that all fire services maintain their respective coverage, whilst performance backdrops and rigging is in place.

The fire services within the theatre will also be designed to minimise the likely hood of acoustic noise and vibrations from plant and equipment entering the space.

4.10 Fire Detection & Occupant Warning The building will be protected throughout (except the car park if this option is taken up) with a smoke detection system to comply with AS1670.1. Smoke detectors will be located within every

room and at the top of the fly tower. The smoke detection system will connect to the occupant warning system via the FIP which will be located within the Fire control room at the rear of the lower plaza level.

5. DISABLED PERSONS FACILITIES

5.1 General Facilities and access for disabled persons shall comply with AS/NZS 3500, AS 3500 Parts 1, 2 and 4, AS 1428.1 and the requirements of the regulatory authority with regard to location and accessibility.

5.2 Water All installations shall comply with the backflow prevention requirements as previously stated.

Water pipework shall not encroach on the required clear space under basins.

All approved loose valve stop taps shall be provided with either, lever or capstan type handles, and where hot water is provided to the basin also then the hot and cold mixture shall be delivered through a centre mixing outlet.

An approved thermostatic mixing valve or an approved thermostatic tempering valve shall be installed so as to control the temperature of the water supply to ablutionary facilities to a maximum temperature of 42°C.
