Appendix A Public and Agency Involvement Summary The public involvement efforts have included project specific public meetings and regular meetings of the Hillsboro Airport Issues Roundtable (HAIR) to provide progress updates. Additionally, the project has provided information at the Hillsboro Airport Open House in October 2008, on the Port of Portland’s web page and distributed project information to Hillsboro libraries. The HAIR briefings were conducted in January, March and May 2009. The January briefing focused on the work done to on verifying the purpose and need for the project; and defining the proposed project and alternatives. Meeting Summary Hillsboro Airport Parallel Runway Open House

Overview On September 11, 2008, an open house was held at the Hillsboro Civic Center from 5 p.m. to 7 p.m. The purpose of this event was to inform agencies and citizens about the design and construction of the third runway for Hillsboro Airport, to engage in discussion on the project’s timeline and impacts, and to receive feedback from the community and agencies.

Advertisements/Outreach The open house was announced to the public using the following outreach techniques:

• Two large banner signs on either corner of Airport property

• Ads in Hillsboro zone of The Oregonian and The Hillsboro Argus newspapers

• Announcement at July 2008 Hillsboro Airport Issues Roundtable Meeting

• News release and several subsequent mentions in local newspapers

• City and County e-newsletters

• Phone invitations to 120 former callers regarding Hillsboro Airport’s helicopter operations

• Written invitations to approximately 10 agencies, plus special written invitations to the “Big 3” businesses in Hillsboro (Intel, Solarworld, and Genentech)

Open House Format The open house included an overview station which highlighted the project’s timeline, decision points, and opportunities for input. It also featured six stations that covered the project’s main study areas. Each of the stations included an introductory board highlighting topic areas that are covered in the Environmental Assessment, as well as comment forms and chartpaks for displayed comments.

The six open house stations included:

• Station #3: Environmental Impacts

• Station #4: Noise Considerations

o Included documentation from the Port of Portland on past noise projects

o Covered the topic of hazardous materials and solid waste

 

Attendance Approximately 48 people attended the event, 8 from agencies and 40 members of the public.

Public Comments Open house attendees were given ample space to provide their comments on the Hillsboro Runway project through comment forms and chartpaks. Fifteen comments were received from attendees, and another three residents contacted Port of Portland staff to ask more questions about anticipated noise impacts on their property, and to request budget and timeline information about the project.

Through their comments, many people presented concerns about the noise level of construction and the impact of low-flying helicopters on livability for residents in the area. Others noted that the runway presented an opportunity for vital economic growth in Hillsboro, as it would help to attract the high-tech and solar industries.

A summary of all public comments can be found in Attachment 3.

Press Coverage Local media outlets covered the open house as follows:

• The Hillsboro Argus published an article on September 9, 2008, which gave an overview of the new runway construction project and announced the September 11 open house as an opportunity for citizen participation.

• On Wednesday, September 17, 2008, KGW News published an article entitled “Neighbors concerned about new runway in Hillsboro,” which highlighted the differences in opinion between Airport managers concerned about the Airport’s current capacity and that of citizens worried about the construction noise and traffic impacts. The open house and the impacts of the new Hillsboro runway were also discussed in at least two blogs following the event.

Public and Agency Informational Meeting

The Port of Portland is beginning an Environmental Assessment (EA) for a proposed parallel runway at Hillsboro Airport. The assessment will follow National Environmental Policy Act (NEPA) requirements in considering environmental impacts and runway alternatives. This notice provides general background information about this project and the areas that we will examine in the EA.

As a designated reliever airport, Hillsboro must provide a convenient alternative to PDX for a wide range of users, including recreational pilots, flight training schools and corporate aircraft operators. Currently, operations at Hillsboro are near capacity and expected to exceed capacity in the upcoming years.

As part of this EA, the project team will host a drop-in information-sharing session for agency representatives Thursday, September 11 from 3 p.m. – 5 p.m. at the Hillsboro Civic Center, 150 East Main Street, Hillsboro, Oregon 97123. During this time, we will have project team members available to discuss your agency’s interests in this effort. A community Open House will follow from 5-7 p.m.

The EA will evaluate the impact of the proposed project and its alternatives on the following 23 environmental resource categories identified by the FAA:

The project will also analyze the impacts of the relocation of the airport’s helicopter landing pad. This pad is currently located in the area of the proposed parallel runway and it is anticipated that it would be relocated one to three years after the construction of the proposed parallel runway

The Draft Assessment is expected to be published in early summer 2009 followed by additional opportunities for community comment and review.
