• Recommend transportation polices that the Town can use to manage transportation infrastructure in Brooklin.

The Transportation Master Plan and Secondary Plan Study (Brooklin Study) are an extension of the Northwest Brooklin Class EA and will continue the assessment already underway to establish an alternate route for Highway 7/12 so that the Town can gain care and control over Baldwin Street.

Regional Cycling Plan (2012) • Identifies network of cycling routes and facilities across the Region that connect urban and rural

Road and Coronation Road are part of the Primary Cycling Network • These routes are being planned to provide service between communities, area municipalities and

Factors Affecting the Brooklin Study

Highway 407 • Construction began in 2013 and is to be completed in 2 phases • Highway 407 East, from Brock Road in Pickering to Harmony Road in Oshawa (i.e., Phase 1), to be completed late 2015 • Highway 407 interchanges to be built at Lake Ridge Road, Baldwin Street, Thickson Road and the West Durham Link

• a 10 km, 4 lane divided highway to be constructed to the east of Lake Ridge Road • will provide a connection between Highway 407 and Highway 401 • interchanges at West Durham Link/Highway 401 and West Durham Link/Highway 407

• Highway 407 will consist of six lanes from Brock Road to the West Durham Link and 4 lanes from the West Durham Link to Harmony Road

• Both Highway 407 and the West Durham Link will be toll highways that are owned and controlled by the Province

Winchester Road • The Regional Municipality of Durham recently completed the Winchester Road Municipal Class EA study • Winchester Road will be widened to a three lane road (one lane in each direction plus center turning lane), from east of

Baldwin Street to west of Anderson Street, and a four lane section (two lanes in each direction) from west of Anderson Street to Garrard Road.

Town of Whitby Transportation Master Plan (2010)

• Infrastructure in Brooklin has not kept pace with recent/significant population growth

Person trips in Brooklin have increased by over 41% from 2006 to 2011 (over 3,000 additional person trips).

Existing Travel Patterns

An Origin-Destination (O-D) survey was completed by the Ministry of Transportation in July and August 2010, on Highway 7, just west of Baldwin Street. The survey hours were from 9am to 8pm (weekend) and 7am to 8pm (weekday). The findings of the summer O-D survey indicated that:

• More weekend long distance travel with 134 km avg. straight line trip length (71 km on weekdays)

• 21% recreation/vacation travel on weekdays (41% on weekend)

• 10.5% commercial vehicles on weekdays (4.5% on weekend)

Future Transportation Deficiencies A preliminary analysis of future (2028) travel conditions initiated as part of the Northwest Brooklin EA Study indicated that: • East-West routes were generally relieved of

traffic when Hwy 407 construction complete • There was a 40% increase in traffic on local

neighbourhood streets to west of Baldwin St • There were peak direction capacity issues

around Downtown Brooklin, including: • Columbus Rd • Baldwin St from Campbell St to

Winchester Rd would be over capacity • Ashburn Rd, Queen St, Watford St,

Thickson Rd increasingly serve as alternatives to the congested Baldwin S

• Baldwin St would continue to carry a significant amount of long-distance traffic

• 30-60% of traffic through downtown

2028 Capacity Deficiencies (AM Peak Hour)

Note: The information shown on this board was obtained from the preliminary forecasting results of the NW Brooklin EA Study, which focused on the immediate surroundings of Downtown Brooklin. This analysis will be updated / refined as part of this TMP to provide area-wide forecasts for 2031.

The key issues and trends to be identified as part of this Transportation Master Plan are expected to be similar to these preliminary findings.

Summary of Impacts on Downtown Brooklin Associated with Future Transportation Deficiencies

• Long distance traffic is expected to continue to use Baldwin Street

• Highway 407 East alleviates Highway 7 congestion, however North-South capacity deficiencies remain

• Congestion from long distance auto and truck through traffic is inconsistent with pedestrian and business friendly downtown

• Increased potential for infiltration and diversion of traffic into neighbourhood streets to avoid congestion

• Constrained right-of-way. Additional roadway capacity is not possible without impacts on parking

Diverting long distance through trips from Baldwin Street has the potential to alleviate the need to undertake capacity

improvements within the downtown core.

Problems and Opportunities

The Problem/Opportunity Statement is developed in Phase 1 of the Class EA process and establishes the key problems that the study is trying to solve. The following summarizes the preliminary problems that have been identified to date:

- Significant population growth is anticipated for Brooklin

- Transportation improvements are being planned that will influence travel patterns throughout the study area

- Baldwin Street through downtown Brooklin is already at or near capacity during the AM and PM peak hours

- Capacity issues are expected on other north-south roadways in the downtown Brooklin area

- Baldwin Street is expected to continue to continue to carry a significant amount of long-distance through traffic and a moderate amount of truck traffic

- North-south road capacity deficiencies are present in Brooklin

- An increase in traffic using neighbourhood streets (west of Baldwin Street) is expected

In order to address the significant population growth anticipated for Brooklin, the existing and expected transportation deficiencies in the downtown area and transportation improvements being planned in the area, a Transportation Master Plan is required to assess future transportation system needs, provide recommendations for new and/or improved infrastructure and recommend transportation policies that the Town can use to manage transportation infrastructure in Brooklin.

*Note - The Problem/Opportunity Statement will be finalized following an analysis of future (2031) transportation conditions for the entire study area.

1 Background The Town of Whitby (Town) is undertaking a comprehensive study, called the Brooklin Study, to prepare a Secondary Plan and Transportation Master Plan to enable the Town to guide and manage growth in the Brooklin area. The purpose of the Secondary Plan is to determine the land use designations for the urban expansion areas north and west of Brooklin, the industrial lands adjacent to the future Highway 407 and the lands in the vicinity of the Conlin Road/Anderson Street intersection, as well as to update the existing Brooklin Community Secondary Plan. Stage 1 involves the preparation of a number of background studies to inform the secondary plan and potential land uses. The Transportation Master Plan will identify current transportation issues and assess future transportation system needs, provide recommendations for new or improved infrastructure (i.e. roads, transit, cycling, walking, etc.), and recommend transportation policies that the Town can use to manage transportation infrastructure in Brooklin. This report, Summary of Public Engagement, is one of the background studies prepared as part of Stage 1 of the Brooklin Study. This report summarises the feedback received to date on the Brooklin Study, including the feedback received at the April 2, 2014 Public Information Centre and the results of an online survey created for the study.

2 Public Information Centre The first Public Information Centre (PIC) was held on April 2nd, 2014 at the Brooklin United Church. The purpose of the PIC was to present the background information collected as part of the Brooklin Study and to solicit feedback from the public in relation to their vision for Brooklin. Two separate PIC events were held on April 2nd; however, the same information was presented at each PIC. The PIC was held in an open house format, followed by an interactive workshop. In total, approximately 100 members of the public attended the PIC events. The open house portion of the PIC was approximately one hour in length and consisted of display boards describing the Brooklin Secondary Plan and the Transportation Master Plan processes. During the open house, members of the consultant teams and Town staff were available to answer questions and/or discuss the study with members of the public. A short presentation was also made by the consultant team, following which, attendees were coordinated into small groups and asked a series of questions pertaining to Brooklin and its future. The following summarizes the general responses received for each of the questions posed during the workshop and includes responses both from the workshop groups as well as from individual comment forms. The detailed comments received are in Appendix A of this report. 1. What are the strengths or positive characteristics of Brooklin that you are most proud of? The most common responses related to the small-town community feel, the heritage character, the walkability of the community, the style of the homes and the access to farms and nature. In addition, community events and amenities within Brooklin, including schools, the community centre, the library, restaurants and the LCBO, as well as the proximity to other areas such as Toronto and Oshawa were brought up as strengths. 2. What are some key challenges that Brooklin is facing today? The most common challenges brought up were lack of amenities and transportation. Many concerns were raised regarding things the community needs, such as more job opportunities, recreation facilities, public services and the provision of health care locally. A broad range of transportation issues were also raised including insufficient parking, traffic and congestion, hazardous intersections, truck traffic, a need for turning lanes and a need for more walking and cycling opportunities.

3. What key words or phrases would you use to describe a culturally vibrant Brooklin? The participants formulated a lot of ideas about Brooklin’s culture. Many of these ideas related to Brooklin’s strengths as a community and included things such as the events held locally and the availability of an array of community organizations. Specific cultural amenities such as trails, churches, and community facilities were also raised, as was the unique heritage character of Brooklin in terms of its history and architecture. 4. Thinking of Brooklin in 20 years, what key words or phrases would best describe your vision of Brooklin? The most common response was maintaining the small-town community feel. Many of the comments indicated a desire to manage growth and to avoid traffic congestion while providing some of the services and amenities currently missing in the community. 5. What things are missing from Brooklin that would make it a complete community? There were many different opinions of what is missing in Brooklin. The most common of these opinions were recreational and entertainment amenities, employment opportunities and hospital/medical facilities.

3 MetroQuest Survey The Town launched an online survey on April 11th, 2014, to obtain more detailed information regarding the public’s perspective on the strengths and challenges of Brooklin. The responses received from the public as part of the survey will be used to inform both the Secondary Plan and the Transportation Master Plan components of the Brooklin Study. In total, 436 people participated in the survey, which was available online until June 30th, 2014. A summary of the key findings of the survey is discussed below. A copy of each page of the survey can be found in Appendix B and the detailed survey results are provided in Appendix C.

Section 1 - Prioritize your Brooklin What do you like most about Brooklin today? Respondents were asked to prioritize what they liked about Brooklin today, ranking them in order. Overall, the majority of respondents ranked “small-town feel” as what they like most about Brooklin today. The survey revealed the following order of the priorities, where 1 is most liked:

• Small-town feel = 1, • Downtown Brooklin = 2, • Heritage character = 3, • Brooklin’s neighbourhoods = 4, • Close to nature = 5, • Parks and recreation = 6, • Festivals and events = 7, • Walking / Cycling = 8, • Access to highways = 9, • Shopping areas = 10, • Public Transit = 11.

The results were also analyzed by length of time that the survey respondents had lived in Brooklin. Table 1 illustrates the results with the first column showing the overall ranking for all groups and each subsequent column showing the responses by length of time the respondent has lived in Brooklin. The priorities are ranked with the highest at the top of the table and the lowest at the bottom.

This analysis shows that while some priorities were consistently highly rated, regardless of the length of time some of people have lived in Brooklin, other factors show more variation. For example, “Small Town Feel” is constantly ranked the highest in almost all groups whereas “Heritage Character” had a higher rating for those who have lived in the community longer. In addition, “Brooklin’s Neighbourhoods” and “Parks and Recreation” were ranked higher with newer residents of Brooklin as opposed to those who have been long-time residents.

Survey respondents were also invited to submit comments related to each of the priorities ranked for “Brooklin Today”. Below is a summary of the common comments by each priority. All comments received are provided in Appendix D.

Small-town feel The small-town feel is already lost. Love the restaurants and ability to walk down the main street.

Walking/Cycling Divert big trucks from the downtown. Keeping the downtown for local

and cottage traffic would be ideal for growth and would improve desirability for businesses and visitors.

Ashburn and Brawley Roads are used extensively by recreational cyclists, and runners. Brawley Road is one of the few roads in north Whtiby that has some hills. This amenity needs to be preserved and enhanced.

Access to highways

There should be a by-pass from the west and north that uses Brawley Road.

Fast non-toll access to 401. Good road links must be a priority, including Thickson, Hwy 12 and

Lakeridge.

Shopping areas Need better parking, or expand the downtown core off Hwy 12. Love individual shops - need more shopping and restaurants. Need more and/or better grocery stores.

Public transit Transit needs to be convenient and reliable to encourage ridership. Need better connection to the GO station.

Respondents were given the option to write in additional priorities instead of choosing from the pre-determined list. These additional priorities included: Access to schools and good reputations; Pedestrian, bicycle, and vehicular safety; Regulation of home based businesses to control undesirable vehicular

and pedestrian traffic through residential areas; Provide more jobs locally; More youth recreation and sports fields; More restaurants and eateries; and Maintain farmland.

What things would you like to see improved for Brooklin in the future? Respondents were asked to select, from a list, what they would like to see improved in the future. The majority of respondents ranked “Downtown Brooklin” as the number one thing they’d like to see improved in the future. The survey revealed the following order of improvements, where 1 is a priority for improvement:

The results of the survey were also analyzed by the length of time respondents had lived in Brooklin. The results are illustrated in Table 2. The first column of the table shows the overall ranking for all groups, and each subsequent column shows the responses by length of time the respondent has lived in Brooklin. The improvements are ranked with the highest ranking at the top of the table and the lowest at the bottom.

As shown in Table 2, there are some similarities and marked differences across the groups and how they ranked what they would like to see in Brooklin in the future. “Downtown Brooklin” was consistently ranked high as something to be improved across most groups. “Heritage Protection” was also ranked highly by most residents of Brooklin, except those who have lived there for less than one year and those who don’t live in Brooklin at all. “Public Places” was also ranked relatively high by most groups, however no significant pattern was noted when compared against length of time the respondent has been a Brooklin resident.

“Shopping Choices” were given a higher ranking by those who had more recently moved to Brooklin as opposed to those who have been there greater than 10 years. Varied rankings were noted amongst respondents that did not reside in Brooklin, ranking very highly jobs close to home while ranking less highly “Downtown Brooklin” and “Heritage Protection”. Survey respondents were also invited to submit comments related to each of the things that they would like to see improved in Brooklin, as summarized below. All comments received are provided in Appendix D.

Cultural resources Need a recreation centre / swimming pool / more cultural activities

Downtown Brooklin

Need to keep the small and quaint businesses. Walking paths, better shops, more parking. An opportunity to make Downtown Brooklin into a tourist destination. Need to divert main street traffic around the downtown core.

Section 2 - Map your Brooklin The survey consisted of a mapping exercise that allowed respondents to pin markers on a map of Brooklin and the surrounding area and add comments related to the marker. As part of the mapping exercise, survey respondents were requested to:

Identify important sites and features on the map that should be recognized, enhanced or preserved.

These important sites were broken into two categories: Important Places and Features and Transportation. Important Places and Features As part of the Important Places and Features category, participants were asked to place markers on a map in relation to: “Places I like”, “Places I visit”, “Places I want improved” and “Other places”. A comment box was also available for each marker for respondents to provide further explanation. The places that survey participants indicated as “Places I like” are presented in Figure 1. As shown on the map, common well-liked areas include Downtown Brooklin, the Brooklin Community Centre and Library and Memorial Park, as well

as many of the community parks. Downtown was specifically identified for its amenities as well as its small town feel and heritage character. Review of the comments provided with the markers generally identified the following additional “liked” local amenities:

The path west of Cachet Boulevard; Events and festivals in the community, including the Brooklin Spring Fair

and music in Grass Park; Natural areas/green spaces and creeks in and around the community; The nearby countryside and open fields; Heber Down Conservation Area; and Specific amenities such as the splash pads throughout the community the

ice cream store, the garden centre etc.

Figure 2 is a map of the places that survey participants marked as “Places I visit”. As presented in the map, commonly visited locations include Downtown Brooklin, the Brooklin Community Centre and Library, the Brooklin Towne Centre (at the southeast corner of Winchester Rd. and Baldwin St.) and many of the local parks. Comments provided with the different markers also identified the following common areas that survey participants visited:

Heber Down Conservation Area; Plaza/convenience store at Thickson Road North and Carnwith Drive

East; and The Luther Vipond Memorial Arena and surrounding park/wooded area.

In both the “Places I liked” and “Places I visit”, comments either indicated use of splash pads in Brooklin or a need for more splash pads in Brooklin.

Figure 3 is a map of the places that survey participants marked as “Places I want improved”. Approximately half of the markers identified a need for improvements in relation to places or amenities, while the other half refers to transportation-related improvements (e.g. traffic areas, problem intersections and road improvements needed.) As illustrated in Figure 3, the Downtown and the Luther Vipond Memorial Arena were key areas that survey respondents wanted to see improved. With regards to the Downtown, comments were predominantly related to:

Increasing access and walkability; Reducing congestion and truck traffic; Providing free parking; Improving shopping choices and having small/quaint shops, including food

choices; Providing entertainment amenities; Improving the look, consistency and character of the streetscape; Maintaining the heritage, small town character; Expanding the downtown; and Addressing the issue of high rent.

Some respondents offered Port Perry and Unionville as examples of desirable downtowns.

There were also several comments about upgrading the Luther Vipond Memorial Arena and adding a pool to this facility, or adding other recreation/community facilities in the community. Many comments indicated that the Luther Vipond Memorial Arena did not meet the needs of the population. Multiple comments were received about the general area of the intersection of Thickson Road with Winchester Road, particularly where lands are currently vacant. Additional commercial space was the most common suggestion for this area.

Many comments were related to the existing parks in the community. Some respondents requested upgrades to existing parks and park facilities, as well as new parks in areas where none are currently present. Some comments were received that did not necessarily appear to correspond to a specific location or were repeated in different areas throughout the community. The most common of these included a request for more shopping options, including a grocery store, and the provision or improvement of parks, trails and open spaces and a request for a pool within the community. A number of comments received as part of the mapping exercise were associated with transportation. The majority of these comments were related to concerns with the intersection of Baldwin Street and Winchester Road. In general, respondents felt that the intersection is currently unsafe for pedestrians and motorists and is congested. A common concern with traffic through the downtown area was also noted, including the need to either direct traffic to an alternate route or create a new route for bypass traffic. Congestion along Winchester Road was also reported by a number of respondents. The need for new and/or improved cycling and walking trails was noted for a number of areas in the community, however most were desired in the vicinity of Vipond Road and the community centre. Additional routes between residential areas and Downtown Brooklin (and Downtown Whitby), as well as within the north portion of the community, were also suggested. Some respondents also identified the need for new off-road trails through the natural areas of the community. Other comments received as part of the survey were related to the need for traffic calming measures on selected roadways (i.e., Montgomery Street and Watford Street). Speeding and/or reckless driving was noted along these roads. A copy of the comments received as part of the “Places I want improved” component of the survey are provided in Appendix D. General location notes have been added to the comments where the comment itself does not convey the location being referenced.

Figure 4 shows a map of the places that survey participants marked as “Other places”. A wide range of comments were provided as part of the “Other places” mapping exercise. Common comments included protection of farmland and green spaces, as well as other amenities already discussed such as recreation amenities, shopping opportunities and community facilities.

Transportation Mapped Comments As part of the Transportation component of the ‘Map Your Brooklin’ activity, respondents were requested to place markers onto a map of the area, each of which represented the following elements:

Origin and Destination Walking/Cycling Public Transit Roadways Other

Respondents were further prompted to select defined concerns and/or provide independent comments in relation to each marker as part of the mapping exercise. Based on the feedback received, seven representative figures were generated, as described below. Comments received in association with map markers are provided on each of the respective figures.

Public Transit Respondents were requested to indicate where they utilize an existing transit stop and/or where a transit stop is needed. As illustrated in Figure 5, the desire for additional transit stops was predominantly identified along Carnwith Drive West and/or noted within the northwest portion of Brooklin. Locations along Thickson Road and Ashburn Road were also identified as “bus stop needed” by respondents. Bus stops noted to be in use by respondents include the route along Cassels Road East, Carnwith Drive, Winchester Road and Vipond Road.

Roadways The ‘Roadways’ marker was further defined by the following items:

Congestion; Parking; Shortcutting; Speed; and Well Maintained.

A map was generated for each item, as presented in Figures 6 through 10, and discussed below. Congestion - Figure 6 It is noted that the majority of comments/concerns related to the ‘Roadways’ markers were associated with congestion, a number of which pertained to congestion within Downtown Brooklin along Baldwin Street. In addition, as noted within the figure, a number of congestion comments were related to congestion along Winchester Road.

Parking - Figure 7 According to the markers identified on the map, the existing on-street parking through Downtown Brooklin is a concern. Some suggested that the current use of on-street parking be reconsidered in this area of Brooklin. Shortcutting - Figure 8 The majority of ‘shortcutting’ points are located on the local roads situated in proximity to the Winchester Road and Baldwin Street intersection (i.e., Chelmsford Drive, Princess Street, etc). In addition, Cassels Road East appears to be identified as an alternative east-west route to Winchester Road. Speed - Figure 9 Speed appears to be a concern on the major north-south routes through Brooklin (i.e., Cachet Boulevard, Thickson Road North, Baldwin Street and Montgomery Avenue). Some concerns with speeding were also noted on other local roadways within the south and west portions of Brooklin. In general, it was noted that there was a large amount of local traffic in the study area. The use of traffic calming measures was also suggested. Well Maintained - Figure 10 Five different markers were provided by respondents in association with the maintenance of roadways in Brooklin and these markers are generally dispersed throughout the community. No specific comments were tied to these markers.

Walking/Cycling The ‘Walking/Cycling’ marker was further defined by the following items:

Crossing Challenges; Facility Repairs Needed; Trail Connectivity Needed; and Enjoyable Routes.

Two maps were generated, the first combining markers for crossing challenges, facility repairs needed and trail connectivity (Figures 11), and the second showing enjoyable route markers (Figure 12), as discussed below. Walking/Cycling - Figure 11 Respondents were requested to identify the need for improvements to the active transportation network in Brooklin by indicating where they felt there were crossing challenges, facility repairs needed and trail connectivity needed (please refer to Figure 11). Based on the feedback received, a number of improvements to connectivity are desired throughout the community including for both on-road and off-road active transportation routes. A number of the comments also referred to the need for safe cycling and walking routes, including roadway crossings, paths and dedicated lanes. A desire for improved on-road active transportation facilities along roadways within the north portion of Brooklin was also noted (i.e., Cedarbrooke Trail, Brawley Road and Ashburn Road). Enjoyable Routes - Figure 12 Enjoyable Routes were also identified by some respondents. In general, although there are some existing challenges with the overall walking and cycling network, there are still many opportunities and facilities that are currently being enjoyed, such as along Ashburn Road, Brawley Road and Baldwin Street.

These three questions will assist in developing a vision for Brooklin’s future. Important factors when planning for Brooklin's future When asked, “How important are each of these factors when planning for Brooklin's future?”, survey respondents rated the importance of each statement out of five stars, where 5 is most important. The ranking identified beside each item is the average numerical ranking out of 5.

Important aspects of a culturally vibrant Brooklin. Respondents were asked to select and rank three important aspects of a culturally vibrant Brooklin, based on seven choices. The majority of respondents ranked “Celebration and protection of Brooklin’s small town feel” as the most important aspect of a culturally vibrant Brooklin. The responses to the survey also revealed that respondents generally ranked the other six features in the following order:

Places to eat, drink, and listen to live music = 2 Festival and events = 3 Protection of heritage buildings = 4 Local bookstores and libraries = 5 Entertainment facilities = 6 Art galleries and museums = 7.

Some respondents also indicated that small, local businesses and non-chain/generic commercial buildings would be additional aspects important to culturally vibrant Brooklin. Brooklin in 20 years, what key words or phrases best describe your vision? Respondents were asked to answer the question: “Thinking of Brooklin in 20 years, what key words or phrases best describe your vision?” This was an open-ended question, and resulted in numerous entries. All submissions are provided in Appendix D. In summary, the comments can be grouped into the following themes, in no particular order of priority:

4 Conclusion Both the PIC and the MetroQuest Survey have provided insight about how the residents of Brooklin feel about their community, including what they enjoy about it and what they want to see improved. These public engagement exercises have also informed resident’s vision for Brooklin in 20 years. The information collected from these engagement exercises will be used to develop a vision statement on Brooklin’s future and to develop principles that will be used to formulate and evaluate land use options in the next stage of the study. The vision statement and principles will be further discussed with members of the public and refined as the study progresses.
