Application for Development Approval – Annexure 1

This application is for approval of the installation of a 6m long by 3m wide billboard on lot 18 Forrest Highway (Australind Bypass) Glen Iris.

This application is made in full appreciation of City of Bunbury Local Planning Policy 3.11 Signage and Advertisements – cl 8.5 restricting third party signs to the “City Centre Signage Control Zone”. Whilst we recognise this policy is in place for good reason and effect we seek an exemption based on the following grounds;

• City Centre Signage Control Zone advertising limits any effect of signage to people already in the Bunbury city centre. This removes any opportunity to advertise our business to non-locals and tourists who are travelling past but not through Bunbury. There are no opportunities to advertise our business to the large volume of Forrest Highway traffic before the traffic makes the decision to enter Bunbury or turn left at the round-a-bout.

• This audience may not otherwise know there is a diversity to Bunbury’s food and beverage offering and may find attraction in visiting such a historic and significant venue. This will have a flow on effect of the opportunity for Bunbury community or other local businesses to benefit from the increased traffic.

• The proposed design of the sign (attached) reflects the intention of encouraging traffic into Bunbury and to the Rose Hotel. Any changes to this image will have the same intention.

• The sign will be mounted on a steel and aluminium frame which will be dug into the ground, will be single sided and will face oncoming traffic. The sign will be static and non-illuminated however will have solar powered night time lighting. The dimensions of the sign will be no greater than 6m wide by 3m high which conforms with the total sign face allowed of 18m2 and will not be higher than 6.5m. The sign will be installed on the North Eastern corner of the proposed property, being at least 3m from the Eastern boundary and more than 90m from the Western boundary. The sign will in large part be constructed in the same way as the Dolphin Discovery Centre billboard also located on Forrest Highway (see attached image of this sign).

• The impact of the sign will be minimal. This is a busy highway with little aesthetic significance. The land on both sides of the highway is either industrial or reserved for development. The proposed sign and its location will not interfere with the visibility of any residential or commercial property nor any existing signs.

• This sign will not be alone with numerous other signs installed within close proximity on the same side of the road being; the sign for the Bunbury Farmers Market, a South-West Development Corporation billboard for the Dolphin Discovery Centre and a sign advertising a housing development.

• Clear precedence in exemptions to policy exists in the large ‘super 8’ billboard on North-bound side the highway, almost directly opposite our proposed site. This sign is not only operated by a third-party advertising seller (WA Billboards) who rotate through clients on a monthly basis but also frequently advertises non-local businesses. This billboard is larger, taller and of significantly more impact than the sign the subject of this application. See the attached street view image.

Development Impact Statement

(a) the location of the subject premises and the specific nature of the existing development and ongoing operations;

The subject premises is a vacant block of land with no dwelling. There is a shed at the very rear of the block. The owner of the land does not regularly use the land. (b) site analysis showing the location of existing buildings, natural features and landscaping on the premises the design of the existing development including its relationship to adjoining and surrounding buildings and the streetscape in the vicinity of the subject site; The site is an uneven grass lot with two mid-sized trees and smaller shrubs towards the rear of the lot. The sign is to be installed in front of the tree near the North East corner of the lot.

(d) the location of all proposed signs and advertisements, facilities and service areas necessary for the installation and maintenance of the sign or advertisement; The sign, its supports and its lighting will be one structure confined to the size of the sign itself. (e) all development or landscaping proposed to be removed; None. (f) details of the proposed design of the sign and/or advertisement including the materials, colours, treatments and any illumination; The sign will be mounted on a steel and aluminium frame which will be dug into the ground, will be single sided and will face oncoming traffic. The sign will be static and non-illuminated during the day however will have solar powered night time lighting. The dimensions of the sign will be no greater than 6m wide by 3m high which conforms with the total sign face allowed of 18m2 and will not be higher than 6.5m. All land surrounding this section of the highway bypass is vacant. The sign will not impact/change the existing view.

(h) visual impact assessment incorporating: (i) an analysis of proposed signs and/or advertisements in relation to its impact on the amenity of: (1) surrounding buildings and streetscape, and There are no surrounding buildings. The sign faces a highway bypass bordered by vacant land.

(2) residential premises with views of the proposed and existing signage and/or advertisements; None.

(j) the hours of operation of the development or business to which the sign or advertisement would relate and the hours of operation for any proposed illuminated sign or advertisement; The sign will advertise The Rose Hotel which is open 11am to Midnight 7 days a week. The sign would be illuminated during night time hours. (k) the nature and operation of parking, manoeuvring and vehicle access to the site including any potential impact to views to and from these areas; None. (l) potential impacts on intersections, traffic lights, taxi collection points and public transport service points; None. (m) analysis of the proposal with regard to any heritage impact assessment including the potential impact of the proposal to any heritage values, or suspected heritage values of the place; and None.
