2 Determine the best value package for future management of Brent’s sports and leisure centres

The Tri-borough Leisure management contract (Ealing, Harrow, Brent) was awarded to Sport and Leisure Management. Vale Farm Sports Centre handed over on 1 November 2013. As a result of the change, over £1m of improvements was made to Vale Farm.

Increase community access to all facilities, in particular facilities on education sites, which are suitable for sports use.

3 Develop and maintain a comprehensive web-based directory of all facilities available for hire that are suitable for use for sport or physical activity and provide details of their fees and charges.

In 2013 there were 389,149 website pages views to the Brent Sports website including to the directory. Since 2014 the website format has changed due to the Sports and Parks Service restructure.

4 Maximise the opportunity presented by the Welsh Harp including increasing the sporting opportunity to the people of Brent.

Increase facilities for informal participation in sport and physical activity

6 Make public parks and open spaces more accessible and attractive to those wanting to be physically active and develop a wider range of opportunities for informal physical activity.

A wide range of infrastructure and activities have been organised. Facilities provided or updated have included paths, the Capital Ring round London recreational route, interpretative signage, MUGAs (King Edward VII Park in Wembley, Eton Grove, One Tre Hill, Gibbons Recreation Ground, Sherrans Farm Open Space, Alperton Sports Ground, Neasden Recreation Ground), tennis courts (Eton Grove, Woodcock Park, Roe Green Park,) and play areas (Eton Grove, Villiers Road, Tiverton, Roundwood Park, Gladstone Park). Six Outdoor Gyms. Holiday programmes organised. Tennis activity at all sites across the borough, particularly Gladstone, Chelmsford, King Edward. Outdoor Gym programme and Walks programme running weekly throughout the year. Allotments: Number of allotment plots (excluding sheds) let: average of 892 during 2013/14 which increased to average of 954 during 2014/15. Percentage of let allotment plots being cultivated: average of 98.2% during 2013/14 and average of 97% during 2014/15.

Proposed facilities are designed in consultation with Brent Planning, local user / consultation, Sports and Parks Service, National Governing Bodies and the funder.

9 Ensure that new facility developments recognise the diversity of the Borough’s communities.

New developments have incorporated facilities and adaptations to enable and encourage participation from a wide range of the community. In use, a range of programmes have further recognised and encouraged participation of the Borough's diverse communities. Examples include the provision of an accessible changing room at Vale Farm Sports Centre; female and male only swimming sessions; Inclusive Fitness Initiative accreditations; Sportability; and Rebound Trampoline

10 Maintain and improve the quality of existing facilities

Facilities have been maintained and /or improved in reasonable or good condition. Examples have included the maintenance of sports pavilions; improved sports pitch drainage at Pellatt Road Sports Ground, Vale Farm, Silver Jubilee Park, Gladstone Park, ; the installation of UV water disinfection at Vale Farm Sports Ground. Satisfaction with leisure facilities in Brent increased from October 2011 to October 2014 from 52.7% to 57.6%. This 4.9% improvement represents the second-highest improvement in London

11 Ensure quality sports provision is integral within the BSF programme in Brent.

Physical activity is built into public spaces and examples have included the Capital Ring which takes users through several parks in Brent as part of a round-London recreational path. The Food Growing and Allotments Strategy plays a pivotal role in delivering this action.

15 Implement key sport and physical activity actions from the Brent Parks strategy.

During the period 2010-2015 the Parks Service and Parks Strategy joined the Sports Service and more recently moved to the Public Realm. Natural turf sports pitches, artificial turf pitches MUGAs, play areas, paths, tennis courts, sports changing rooms and other facilities have been provided or renovated at several parks.

THEME 2 – INCREASE KNOWLEDGE OF THE WIDER BENEFITS OF AN ACTIVE LIFESTYLE

Increase the role of sport and physical activity as a means to address and prevent poor health in the Borough.

16 Target new physical activity programmes in areas with higher levels of deprivation to tackle health inequalities

Health intervention projects have been established. To bring referrals to the programme, communications and networks have been formed between sports centres, the NHS and GPs. Programmes have been particularly targeted at the obese, diabetic and the pre-diabetic. For example, the Intensive Lifestyle Initiative worked with GPs in five priority Wards - for the calendar year 2013, there were 311 referrals of which 181 (58%) completed. 74% of those who completed were female.

17 Develop and expand health promotion opportunities, prevention initiatives, and treatment options for over weight and obese adults and young people.

A variety of projects have run since 2010. The following is a summary of the most recent for 2014 to mid-2015. Child weight management programme, which works with children who are overweight / obese. There are no current borough wide preventative programmes for adults (though there have been in some previous years). MAP (Move Away from Pre-Diabetes) and Post Health Checks is available for those who are pre-diabetic, and the exercise referral scheme is also available. Considerable work with Diabetes UK. Healthy Lifestyles Team and Active Lifestyles team delivered talks on health eating, cooking workshops and staff healthy eating advisory sessions. The healthy lifestyles team at Brent Council attend

monthly community outreach events to promote healthy lifestyles by way of talking to people about healthy eating and physical activity.

18 Persuade more health professionals to prescribe physical activity as a form of preventative medicine.

Exercise referral schemes has been established and are run by the leisure centres, who liaise directly with health clinics to promote the scheme and encourage referrals. The Active Lifestyles Team work with nurses and other health professions to signpost diabetic patients to physical activity sessions.

19 Develop and expand the Exercise Referral programmes within the Borough.

Referral schemes have been developed since 2010 with local GPs. Currently, Bridge Park Community Leisure Centre have dedicated a half-time post to focus on Exercise Referral schemes. The scheme is promoted with health professionals and to the public. Reduced rates are applied to scheme to increase opportunity to participate.

20 Ensure that physical activity is a key component in targeted health improvement and intervention programmes such as improving vascular health.

Physical activity included in Move Away from Pre-Diabetes programme and post health checks. Information given to GP's, health trainers etc. on our activities - walks, yoga etc.

Get more people walking and physically active during their leisure time, work breaks and for transport.

The Healthy Lifestyle Walks and Health Walks have been a success with an average of about 4,000 visits on the walks programme each year. Currently at seven parks in Brent. Public Health Funded bid - active travel - new walks set up from Willesden Sports Centre and distance markers installed in King Edward and Barham park. Promoting walking and using stairs with lunchtime led walks and Step Jockey at Brent Civic Centre. The community 5km Park Run at Gladstone Park is very successful with 90 individuals attending on a

A range of initiatives have been employed, for example, lunchtime walks, yoga, evening run, lunch time football, badminton and get a free pedometer to provide an incentive for office staff to exercise.

23 Use role models within the community to highlight the benefits of an active lifestyle.

A range of role models and photographs of diverse groups of residents have featured in a range of media. Article in the Brent Magazine highlighting importance of physical activity and where you can participate.

24 Develop physical activity programmes as part of the mental health promotion strategy in statutory and community settings.

Projects have run with Brent's Day Centres, MIND and Mencap, On Your Marks disability programme running at Vale Farm and Willesden Sports Centre. Bridge park have weekly sessions for people with mental health issues. The Active Lifestyles Team have commissioned 1 Life to run Inclusive Fitness programme to get more residents with disabilities active.

25 To develop the health trainer model to help support and motivate people wishing to develop a healthier more active lifestyle.

Increase the public’s and ‘professional’s’ awareness of the wider benefits of sport and physical activity e.g. crime reduction, employment, education, life long learning, regeneration, health improvement and social cohesion and inclusion.

During recent years several projects have been run in association with the Police. Coach education programme targeted some young people who were at risk of anti-social behaviour. Sessions then delivered in local communities including football sessions at Vale Farm.

Schools worked on an individual basis. As part of the Healthy Schools Status criteria a school must have parental involvement. Data on the level of parental involvement is at each school is not available, but 89% (January 2014) of schools have met the parental involvement criteria of the Healthy Schools Status. London Healthy schools also requires significant level of parental involvement and 45% of schools are engaged in the process.

29 Direct additional developmental work on the five target groups, concentrating on non- and low participants to encourage them to become active.

As an illustration of projects from 2010-2015, the following is a summary of recent activity in 2014 and 2015. Funding for women only project through Sport England. Active New You. Young people - London Youth Games, Holiday Programmes, after school activities (Sportivate funded), activities for older people ( residential homes, 50+, walking, football, walks, yoga). Incentives to get more people active - pedometers, water bottles, activity challenge. Working with community groups in deprived wards to engage with those people who are currently inactive. Sessions at community centres, children’s centres, schools, sports centres. Number of visits by young people to Sports Development Team activities (excluding London Youth Games and Mini Marathon) was 18,244 from January 2014 to March 2015. Number of visits by adults to all SDT activities (includes walks programmes) was 16,575 from January 2014 to March 2015. Therefore, the total number of visits to all SDT activities (adults/children) excluding London Youth Games was 34,819 from January 2014 to March 2015 (15 months).

30 Increase the number of wet and dry side visits to Brent’s sports centres

A total of 486 visits were made to the On Your Marks Disability Programme (Jan 2014 to June 2015).

35 Proactively listen to local communities and develop activity programmes that are based on the needs of the individual, families and communities.

Consultations have been used as appropriate and to provide information to inform programmes between 2010 and 2015. A survey has been undertaken on the use of Outdoor Gyms. Survey of secondary school children for healthy eating and activity views. Feedback forms for all activities.

36 Use market segmentation and social marketing information to inform the provision of services and effective marketing techniques.

Mosaic and Market Segmentation profiling used to inform and identify area, type and how best information is received by a specific profile type. Website amendments have been submitted to IT for the new sports page. Bridge Park Community Leisure Centre: Purple WIFI installed in rooms and reception areas. Social media (Facebook, Instagram and Twitter) accounts to communicate with customers. Mosaic and Tableau used to profile map customers.

During the earlier years of the Strategy from 2010 to 2014, sports development plans were prepared for each of the priority sports. There were also some specific local plants for individuals clubs and sites (for example for Gladstone Park and Pellatt Road Sports Ground). Since 2015, this work has been less of a priority.

THEME 4: DEVELOP LOCAL SPORTS PROVIDERS

Support the training and development of qualified personnel within clubs and community groups

41 Develop more opportunities for people to gain leadership, coaching, officiating and other sports qualifications.

Opportunities for people to gain sports qualifications have been developed and implemented throughout the period 2010 to 2015. For the 18-month period from January 2014 to June 2015, the number of individual people assisted by the Sports Service gaining coaching, officiating & leadership qualifications and attending volunteer workshops was 386.

42 Assist coaches and leaders to develop the skills to be competent to coach participants of all standards and disabled people.

Coach education programmes have been run throughout 2010 to 2015. During the 18-months since January 2014, bursaries have been allocated and courses subsidised. Two funding workshops have been held.

Develop volunteering within sport.

43 Provide a programme of skills training for volunteers to meet local needs.

Coach education programmes have continued to be delivered. 386 coaches accessed Level 1, leadership and volunteer awards through the Coach Education Programme which consisted of 16 courses (including those from the Kingsbury Sports Partnership).

44 Develop volunteering opportunities within sports clubs, including opportunities for people with no previous experience in club sport that have the relevant skills.

The coach education programme has been delivered. Clubs offered placements for people who are recently qualified and also asked to share information if they require help. Volunteers have been successful with disability sports, mini marathon and the London Youth Games.

45 Support clubs increase involvement of parents and families in club activity.

The Club Development Officer left the Council in August 2014. Currently, there is not much activity in this area from the Healthy Lifestyles team.

A monthly newsletter was produced from 2011 to 2014. This is not now produced by the Healthy Lifestyles team due to changes on work areas and staff leaving. Information on clubs is available on the web.

47 Develop more sports clubs based on school sites as a satellite to the main club.

Since 2010 there has been a project to support the provision of, and participation in, of sports activity for disabled people. Much of this has been provided through external funding.

Outreach projects have been organised since 2010 and Sportivate sessions for much of that time. Sportivate sessions, Doorstep and satellite clubs, and other afterschool programmes have provided activities for young people on the school sites. Several programmes delivered with College of North West London. Training for London Youth Games has been provided at several schools.

50 Encourage and support community and faith groups to offer sport and physical activity within their own organisations.

Several organisations received funding through Wembley National Stadium Trust to deliver activities at their club/organisation. Organisations have included Scouts, faith groups, and community centres.

56 Review the benefits and sustainability of free swimming for 16’s and under during all public swimming sessions.

Free swimming for under-16s has been provided since 2010, with quarterly monitoring and reviews. For the 18-months from January 2014 to June 2015,the total number of free swimming visits made at both Vale Farm SC and Willesden SC was 101,264.

57 Provide a range of affordable recreational facilities in parks that are suitable for young people.

Affordable recreational facilities for young people in parks have been provided through both the provision of facilities, for example MUGAs and netball courts and by providing activities. For the 18-months from January 2014 to June 2015 these have included, Holiday programmes delivered in a number of parks, Basketball sessions delivered on MUGAs. Football, netball, cycling, BMX, and tennis. Outdoor gyms installed in five parks. Programmes delivered are geared towards adults, but young people are accessing the facilities . Activities are free. Number of visits by young people attending holiday programmes during 2014/15 was 3,590 - an increase of 4%.

58 Develop more young people as leaders, officials and volunteers and link these with local sports providers.

Coach education has been provided since 2010 and many of the participants have been young people. For the 18-month period from January 2014 to June 2014, 386 people attended (including young people). There is however no information available on whether the trained people continue to volunteer.

This has run since 2010. For the 18-month period from January 2014 to June 2015, attendance at Bridge Park Community Leisure Centre was 3536 excluding Gym and children parties. Doorstep Club activities held in 2014-15 provided opportunities for young people aged between 14-25. US Girl program held for females aged 14-25. Fitness based activities: there were 123 sales in 2014-2015 and 27 for the first quarter of 2015-16. Note also the programme of activities for young people after school (Sportivate) and the holiday programme.

64 Develop sports opportunities for people who are Not in Education, Employment or Training (NEET).

A range of activities were organised in during the years of the Strategy. Currently there is no specific programmes for NEET individuals, but coach education and other programmes open to all .

Children courses focus on Olympic sports, drop in sessions to encourage participation and introduce new sports. 3 celebratory events in Brent all had Sports Zones - over 400 attendances

Fun Run at Brent Civic Centre opening event, held at Wembley Stadium: 51 runners and 50 walkers registered though only 68 finished. Present at Gladstonbury Festival. Successfully delivered - all having a sports zone.

70 Attract international teams to use WSC / CCA as a pre games training camp.

The Japanese Olympic Badmintons Squad used Vale Farm Sports Centre as their Games time training venue with full support from the Contractor and Brent Council. They won their first medal, silver, since Badminton was introduced as an Olympic sport in 1992.

71 Implement development programmes at WSC in their pre-games training camp sports.

A programme of Olympic sports events were held over Summer 2012. Taster sessions in Olympic sports.

72 Create a scholarship scheme to support Brent’s (inter)national / potential (inter)national sports people to access Brent’s sports centres for training.

The Scholarship scheme continues to run. Every six months the sport is changed to avoid one person or one sport receiving the benefit for too long.

All Personal Best participants have also been encouraged and registered for 2012 volunteering opportunities and to sign up for the London Ambassador programme. Brent in2Work are delivering a much reduced service due to public sector funding cuts, therefore all PB participants have been sign posted to other suitable provision to support them with future 2012 related opportunities.
