First thing's first. I'm going to8 start with some safety and logistics announcements and9 then we'll get right to the meeting. All of the doors of10 this room -- I'll wait just a moment. All of the doors in11 this room can be used as an exit and there will be either12 greed or red exit signs that point you to the outside.13 That's a good way to go. If anything should happen -- we14 do not expect it, we do not want it to happen -- any of15 these exit doors outside of the building must well away16 from building. Restrooms are right outside to the left,17 my left over here. For parking this evening, the hotel --18 if you tell them that you were at this event will charge19 $10 not 19. All you have to do is tell them. You don't20 need a stamp or anything like that.21 We are close to capacity in the room. It looks22 pretty good right now. Law enforcement officials as well23 as the hotel policy wants to make sure that we're24 clean-keeping access ways clear so to the extent possible25 if we can move into the room we can even try to find a

1 couple spots for more chairs as long as we're not blocking2 egress, but we are getting close to capacity and we will3 have -- if we bump up against that we'll have to figure4 out what to do. We can't go over fire code. We do have5 another meeting tomorrow night, but I'd have to ask you to6 come back right here.7 Last thing for this before I actually start8 talking about the meeting, there is a policy -- a hotel9 policy of no signs. I see that you do have some signs here.10 They're small and so what I would ask you to do is keep11 them close, be mindful of your neighbors and their line of12 sight and what they need, so these are good places to hold13 your sign. So I would like to leave at that, if that's14 possible, if we could do that. I don't want to go up15 against that, that rule. I want to respect their desire16 to be here, if that's okay. About this meeting, my name is17 Caelan McGee. I am a facilitator. I work for a group18 called the Center for Collaborative Policy, which is the19 independent center of Sacramento State University and has20 been for 25 years.21 Our mission is to support collaborative22 strategies to improve policy decisions. I have a team of23 facilitators here today with my team; mine is raising their24 hand at the moment. There are six of us here tonight. We25 have a couple in the back of the room. You'll see us as

1 we go. We, that team I just mentioned, are committed to2 genuine discussions and useful meanings, and I don't ask3 you to trust me on this. You can watch us and just see4 how we do, and of course make up your own mind. The5 purpose of this meeting tonight is to collect comment on6 the safety review process for Aliso Canyon Natural Gas7 Storage Facility, as called for understand Senate Bill 380.8 I can tell by the turnout, by the press, by the emotion of9 the communications, in advance of this meeting how important10 this is to you. These are your homes and your health and11 a lot is at stake and thank you for coming to express this12 tonight.13 PUBLIC: [APPLAUSE]14 MR. MCGEE: The focus of this meeting, as I mentioned,15 is to collect comment on the safety review process and16 also we understand that you have concerns about this17 facility that go well beyond the safety review process,18 and therefore, the California Public Utilities Commission19 will also be presenting tonight on a forthcoming20 proceeding that will ask larger questions about this21 facility and energy infrastructure in Southern California.22 So you're going to hear about that tonight, meaning this23 is not the last discussion. This one is thought focused24 on the safety review.25 Some of you might have learned in the last

1 number of days when we published the first agenda for2 this meeting that we were going to try small breakout3 groups and discussions. That meeting design was my idea.4 I actually talked these agencies into that idea because5 that is an effective way that we've had some conversations6 on complex topics with this many people in a room.7 However, we heard loud and clear that that felt like an8 attempt to silence you or to divide and conquer you or --9 anyway, we heard very specific feedback that said that's10 not the type of meeting that you want on this topic at this11 time. Therefore, we changed the agenda and here it goes --12 you got this on your chairs.13 We're going to start with some opening comments,14 me obviously, and then we're going to hear from the agencies.15 Then we will go to two presentations that are brief, somewhat16 technical. These are also available online. The DOGGR17 presentation has been pre-recorded and is available online18 before and after the meeting. After the presentation for19 the Division and from CQC regarding their proceeding, we20 will have a section for elected officials first and then21 community representatives to speak. Then we're going to22 turn to public comment and I'm going to make a promise to23 you that as many people want to speak tonight will get a24 chance to.25 Obviously, we have to apportion or limit time

1 in some way to cycle through the so many limited people2 here -- excuse me, the -- so many people that are here3 today and so I have instructions for that later on how4 we're going to que up and how we're going to pass the mic.5 We're not going to make you stand in a line for two hours6 waiting to take your comment. We are going to find a way7 to get the comments around the room, so I'll be back with8 more instructions on that piece.9 Just a couple more things and we're going to10 get started. Like I said, elected officials -- after all11 they are elected officials -- to speak and represent and12 listen to you; and also we invited some community and other13 interest representatives to speak in advance in public14 comment. We wanted some different voices, some different15 perspectives, and here's the trick for tonight: I want to16 give them adequate time say what they need and I think I17 want that -- I think specially you want to get to public18 comment as soon as possible, so I'm going to be asking19 everybody tonight to say what they need and be as brief20 as possible so we can hear as much as we can. During the21 public comment, I've already mentioned that, didn't want22 to make you stand in lines. We'll provide instructions on23 how we're going to do that, but again, I promise you we24 will say: A. We have tomorrow night if you want, if the25 timing doesn't work out for tonight. B. We will -- we will

1 take comments as many comments as there are. Everybody who2 wants to speak will. At 9:00 o'clock, because we said we3 would end at 9:00, I'm going to do a check just before4 9:00 o'clock and see if there are closing comments or see5 if there are observations that agencies want to make and6 then at that point, if you -- if there are some other7 comments that you want to be made or you want to stay and8 listen to those public comments, great, we will stay.9 Two more things and I'm done. First of all,10 regarding comments and how to make comments tonight. We11 do have a stenographer over here, so there's going to be12 a full transcript from everything that is said tonight and13 that will be on that record. Second, we are going to14 produce a mean summary from this meeting that will15 summarize general and key themes from this meeting and that16 will be posted. I highly encourage anybody that has17 specific responses or specific information to submit a18 written comment through the Conservation website because19 those will be collected and processed according to their20 system, so I want to -- if specially if you want it21 acknowledged that it was received or that you have specific22 information that you want to submit -- highly encourage you23 to do that as an electronic or written submission through24 the website. If you want to write something -- if you have25 information tonight, if you brought like a study or

1 technical info or another article -- where's Sarah? I need2 you to stand up. Will you join me up here for just a second?3 This is my colleague, Sarah Dilatorio [phonetic]. Find me or4 anybody else but specially this person and have this person5 that study or that paper or whatever it is that you want to6 bring. Thank you, Sarah.7 Here's the last thing I'm going to say and we're8 going to get going. Two things I'm going to say: The first9 is, tonight is generally geared towards collecting your10 comments and your questions. There are not a lot of11 opportunities for answers and response tonight and that's12 because of how many are here, and we want to focus on13 collecting your comments. So it's important and I realize14 that might not be entirely satisfying. That is the focus15 and the structure of tonight. Here's the last thing I want16 to say: I work with a lot of agencies and do the things17 like this and other multi-state [UNINTELLIGIBLE] groups that18 try to work through solutions. I genuinely believe that19 these agencies are actually here to listen to you and your20 concerns tonight and once again, I do not -- hold on a21 second.22 PUBLIC: [CROWD BOOING]23 MR. MCGEE: Hold on a second. I don't ask you to24 trust me on that. As with everything -- hold on, please.25 As with everything, you get to decide for yourselves, but

1 I'm telling you as an independent party that's working to2 help pull off a good meeting. that's my mission is to help3 agencies talk to each other and help agencies talk to4 their publics. I believe these agencies are here to5 listen to you. Likewise, you're going to hear from them6 that they are very confident in their safety review process7 and measures and so one of our goals tonight, I think, is8 open mind. I'm pretty sure that you want to make sure9 that these agencies are actually listening to you and10 considering your comments before they make their11 decisions; right? You want them to have an open mind.12 Likewise, I'm going to ask you now to listen closely and13 keep an open mind that what they have to say about their14 safety review process, knowing that you get to make up15 your own mind and you get to speak for yourselves.16 With that, I would like to introduce three17 concepts for all of our discussions tonight: I have them18 as ground rules in a couple places. They're very simple.19 The first is be concise. We've already mentioned the goal20 tonight is to hear for as many as possible and get a lot of21 people that want to speak. The second is emotions are22 definitely okay because this is very important to you.23 However, accusations meaning, "They're trying to do this24 to me," or "I -- they think this." Or "The reasons that are25 doing that -- " that's actually speaking for somebody else.

1 Please speak for yourself. Let us know what you want,2 what you're most worried about, what your questions are,3 okay? And finally, one speaker at a time just so that4 there's no interruption and we respect everybody that's5 speaking. I might have to stop and -- and help us do that,6 but I hope not. Here we go. This is a very important7 topic. Thank you very much for coming. And I'm going to8 turn to Ken Harris from the Division of Oil, Gas,9 Geothermal to start.10 MR. HARRIS: Good evening, everyone. Thank you for11 coming. We appreciate your attendance. This meeting12 represents a milestone in our effort to make certain13 determinations about the future of Aliso Canyon. We are14 interested in hearing what you have to say. We've been15 working very hard with a team of engineers to implement16 what we believe is one of the strictest and most17 comprehensive set of testing regimes applied to any18 gas field in the United States.19 UNIDENTIFIED SPEAKER: Good evening, everybody.20 Porter Ranch residents, please stand up in front in21 solidarity for Porter Ranch. Please stand in solidarity22 for Porter Ranch.23 PUBLIC: [INAUDIBLE].24 MR. MCGEE: Folks. Folks. So a lot of people came25 here tonight to attend this meeting and they did not sign

10 sure that you hear us.11 PUBLIC: [CHEERING]

12 UNIDENTIFIED SPEAKER: [UNINTELLIGIBLE] all this13 information is available online. Many people have read14 it. We've seen the videos. It's all available all the15 time right now. What is not available [UNINTELLIGIBLE].16 PUBLIC: [UNINTELLIGIBLE]17 UNIDENTIFIED SPEAKER: [UNINTELLIGIBLE] and we are18 regularly sick and experiencing symptoms of exposure.19 [UNINTELLIGIBLE] have the headaches, nose bleeds, nausea,

20 dizziness, rashes, respiratory complications and many21 other health problems; we will hear that about tonight.22 People are reporting cancers and leukemia and other23 horrible health issues. They are [UNINTELLIGIBLE] the24 Aliso Canyon.25 UNIDENTIFIED SPEAKER: Shut it down. Shut it all

1 down.2 UNIDENTIFIED SPEAKER: When they used Aliso Canyon for3 the first time in a year last week, dozens of4 residents called the health department reporting illnesses5 [UNINTELLIGIBLE].6 PUBLIC: [UNINTELLIGIBLE].7 UNIDENTIFIED SPEAKER: [UNINTELLIGIBLE] your mission8 statement says, and I quote, "Preventative damage to life,9 health, property and natural resources." End quote.

10 [UNINTELLIGIBLE] we made clear that if the operation of11 this facility results in our illness, then this facility is12 not safe.13 PUBLIC: [CHANTING]14 UNIDENTIFIED SPEAKER: If cannot absolutely state the15 [UNINTELLIGIBLE] root case analysis completed, what caused16 the blowout, then you cannot say that this facility is17 safe.18 PUBLIC: [CHEERING]19 UNIDENTIFIED SPEAKER: [UNINTELLIGIBLE] then to review20 is Governor Jerry Brown is to shut it all down.21 PUBLIC: [CHANTING] Shut it all down. How many people2 are here to say something different or learn something3 from the presentation tonight that came here tonight?4 PUBLIC: No [UNINTELLIGIBLE].5 MR. MCGEE: So here's what's going to happen next.6 Here's what's going to happen next. I'm going to turn to7 the people that you have elected to office --8 PUBLIC: [APPLAUSE]9 MR. MCGEE: -- and I hope you demonstrated enough10 decorum that the people who are in this room can hear them11 speak and we can register their comments. Senator Stern.12 MR. STERN: It's not about me. It's about you. It's13 about you. So --14 UNIDENTIFIED SPEAKER: Where were you all this time?15 MR. STERN: Oh, I, I wasn't [UNINTELLIGIBLE] until16 just now so I'm, I'm trying to work as hard as I can for17 you. I, I just got into office. My name is Henry Stern18 and I'm your State Senator.19 PUBLIC: [APPLAUSE]20 MR. STERN: I know what you're going through. I, I21 was in Porter Ranch the day we discovered the blowout. I22 was at Shepherd of the Hills when hundreds and hundreds23 and hundreds of you showed up. I've seen -- you texted me24 your photos. I've seen the nose bleeds and the nausea.25 I've seen the pets you've lost and the family members that

1 have been injured. I know that this is taking courage to2 come out here tonight and to share your stories and I want3 to thank everybody here. I don't care what organization4 you're in. I don't care who you're affiliated with but I5 want to take thank you for exercising your Democratic6 right to be heard by showing --7 PUBLIC: [APPLAUSE]8 MR. STERN: I also want to thank the agencies for9 showing up tonight to hear you.10 PUBLIC: [APPLAUSE]11 MR. STERN: I want to thank them for sitting here12 listening. I really do appreciate that the PUC and DOGGR13 and these agencies are willing to sit on this stage and14 feel the outrage in this community because you can get15 bogged down in PowerPoints and presentations and16 procedure. It's any easy thing to do, but I know this is17 much more human, that this is visceral, that this is your18 family, this is your kids. So I want you to know that19 and that as your public servant here and your other20 representatives, your city council, and your supervisor21 here, we come from all different political stripes. This22 is not about politics tonight. This is about protecting23 the community of Porter Ranch in the North Valley. This24 is about righting wrongs, and this is about getting your25 life back on track.

1 PUBLIC: [APPLAUSE]2 UNIDENTIFIED SPEAKER: [UNINTELLIGIBLE]3 MR. STERN: So what I do hope is with all this4 pressure that we feel in this room -- all this energy --5 that we can channel this, we can channel this outrage into6 somewhere constructive and so we're working right now with7 the administration to try to get some resolution here. My8 simple comment tonight to you all was going to be let's9 take a pause here, and let's -- let's wait until we -- we10 move into discussing what to do with that gas fuel until11 we get to the bottom of what happened there back in October.12 PUBLIC: [APPLAUSE]13 MR. STERN: We don't know yet. We don't know yet. We14 know -- we do know that the staff of DOGGR and the PUC15 have been working very diligently over the last 15 months16 to check on the safety of a number of of the other wells17 and that's what they're going to talk to you tonight. The18 central tension is that we still don't have have answers19 about SS25 and in that process, in my humble opinion, has20 taken too long, but with your energy tonight we can shake21 that loose and we can start moving this thing forward. So22 they have not made up their minds yet, and I think if they23 can hear you and hear each and everyone of you as your24 facilitator mentioned, as Caelan mentioned, if we can25 structure the rest of this meeting so that getting into

1 details of what's happened to each of you, that will2 [UNINTELLIGIBLE] impact on these agencies, okay. So know3 that you do have recourse through the legislature and that4 we have -- we have legislation that is going to be heard5 next week to -- to keep that facility shut down.6 PUBLIC: [APPLAUSE]7 MR. STERN: But we don't have to go that route if we8 find some other resolution here tonight, so I will just9 submit to you all that your goal should be to find the10 quickest possible resolution of this to keep that facility11 shut down, to make sure that all the costs and all the12 health impacts that you have been in grief with are13 rectified, that you don't pay a single cent to the Gas14 Company to -- to make them whole because you guys are the15 ones who need to be made whole. You all want16 [UNINTELLIGIBLE].17 PUBLIC: [APPLAUSE]18 MR. STERN: So I promise you -- I promise you again that19 regardless of political stripe, we are going to be working20 hand in hand with the city council, and the Board of21 Supervisors, and the State Legislature to make sure that22 your voices are heard, but I do -- I want you to give them23 a chance and I want you to listen to them. I -- I -- I24 appreciate -- we are in an era that exceeds any process,25 right? And this outrage does trump any agenda, so I -- I

1 -- I -- get that. So thank you for expressing yourselves2 with the kind of fervor, but let's get focused now. Let's3 go do our homework now and let's get down to details, okay?4 So I want to pass the mic over, if appropriate to the5 councilman here -- your Councilman, Mitch Englander as6 soon as I call this man on the phone, and said, "We need7 your help. This is an emergency, and we need to get this8 bill moving in case things don't go right." He stepped9 up. You should know that about Mitch.10 PUBLIC: [APPLAUSE]11 MR. ENGLANDER: So this community -- first, I want to22 address what happened here earlier, and I want to thank23 you for coming out and hosting this meeting here in the24 community. I'm sorry there wasn't free parking, but25 So Cal Gas should pay for the parking.

1 PUBLIC: [APPLAUSE]2 MR. ENGLANDER: I want to thank you guys for -- for3 coming out, and in fact it was interesting because I was4 thinking about what's going to happen? Are they going to5 shut it down, like, the meeting? Or are they going to6 listen a little bit to the passion and the emotion of this7 community? And that's what we just saw. This8 demonstration -- because I've never witnessed that and I9 sit through legislative hearings every day and I've been10 at many Town Hall with many of you often. I've led them.11 I participated and I've been an audience member through12 that, all right. That, that must be SoCal Gas. All13 right.14 PUBLIC: [APPLAUSE]15 MR. ENGLANDER: They -- they don't like it very much.16 So through all of that emotion and in coming out here and17 what you saw and what I was able to think about before I18 came up here on stage what that this community has been19 emotionally damaged. They've been psychologically20 damaged. They've been physically damaged, financially21 damaged, and medically damaged. That's what this is22 about.23 PUBLIC: [APPLAUSE]24 MR. ENGLANDER: And living in fear and living in the25 shadow of a facility that should not be co-located with

1 the community.2 PUBLIC: [APPLAUSE]3 MR. ENGLANDER: I started thinking about Henry's Bill.4 Let's not even consider -- by the way, his bill does not5 say, "Let's reopen once we know the root cause." It says,6 "Let's not even have the discussion or consider it until7 we know the root cause."8 PUBLIC: [APPLAUSE]9 MR. ENGLANDER: Now, now with that, I started thinking10 about that. You will not get on an airplane that had11 engine failure that was grounded and they're telling,12 "Well, we're not sure what caused it but go ahead and get13 back on."14 PUBLIC: [APPLAUSE]15 MR. ENGLANDER: Unless we do to make sure that you16 don't put us back in that situation and on that airplane.17 PUBLIC: [APPLAUSE]18 MR. ENGLANDER: Now -- now with that, with that I also19 did an emergency piece of legislation to support SB146 and20 signed this afternoon by our mayor.21 PUBLIC: [APPLAUSE]22 MR. ENGLANDER: Hopefully our Mayor Garcetti -- it was23 passed unanimously by the Council so I appreciate that,24 but that's just a message. It's a resolution. It's a25 resolution to say the City of Los Angeles and the Mayor of

1 Los Angeles do not want this facility open and we want to2 know what happened. That's what that says, so now we've3 got support from the Federal Government. We got support4 from the State Government. We got support from the5 County -- by the way our new supervisor who I think we6 already introduced in a moment and we've got the support7 from the city but most importantly, we have the support8 from the community.9 PUBLIC: [APPLAUSE]10 MR. ENGLANDER: So -- so we don't care about the science11 and the technology hired by the Gas Company tells us at12 this point, we want to know what really happened, what13 caused it. So it's not that complicated; so that's where14 we're at today. Now I really thought about writing a15 strong letter that I was going to read into the record16 and -- and I didn't do that. I didn't write a letter to17 read into the record and I didn't do so because I read one18 that I knew I couldn't write better. I was blown away19 when I read -- we shouldn't use blown away. We shouldn't20 use that. When I read the Porter Ranch Neighborhood21 Council letter that was submitted today, that was22 submitted as part of the record, I will tell you word-for-23 word if -- and I can ask all of you, please, if you read24 anything that they -- any of them submit, put that on top25 and read it. I support it. I would have been happy to

1 sign onto it. It absolutely makes a lot of sense and2 [INAUDIBLE] so --3 PUBLIC: [APPLAUSE]4 MR. ENGLANDER: I want to thank you for doing that. I5 want to thank all of you for coming out here and I think6 Henry said it best. No matter where you're from, what7 organization -- we don't always see eye to eye but we're8 always eye to eye on this issue. We're always eye to eye9 on protecting our community and protecting our families.10 This is a community that I live in. Right outside my11 window, do you know what I see? In my home, when I look12 out my window, Aliso Canyon. Yeah. No. I see SS25 right13 outside my window of my home. That's where I live. I14 live in Granada Hills. You can see all the, the whole15 facility exactly right from my window of my home. My16 family was impacted. I met with many of you and your17 children and I've seen what's happened and I want to share18 one last thing with you because this to me is personal and19 I shared this yesterday for those of you who were in --20 council. I wasn't going to talk yesterday. We had21 another resolution yesterday. For those of you that know,22 that don't know, or may not know, we had a resolution23 yesterday to oppose the new [UNINTELLIGIBLE] for EPA.24 PUBLIC: [APPLAUSE]25 MR. ENGLANDER: And to me, and I think Henry said it

1 best, is not a partisan issue for me. We have a2 resolution to oppose him because he wants to make sure3 that California doesn't have stricter controls in air we4 breathe, and the water we drink, and he wants to eliminate5 that for us and after what I've experienced, not just with6 Aliso, but quite frankly in my life, this week was 117 years ago this week on Monday that my sister died from8 asthma at 40 years old and growing up here in the San9 Fernando Valley with third-stage smog alerts,10 growing up out here where we had to play inside the11 classroom much of like what I saw in Aliso, where we had12 to relocate 2,000 kids in the two schools during the13 holidays. Seeing kids been forced to stay indoors, not14 even knowing that the indoor air was clean. That's why I15 ran for office, because of what's happened to me and it's16 ironic to me and it's quite frankly I'm not lost in it and17 I think there's a reason for it that this hearing is this18 week; eleven years later, so that means something to me19 personally, and for what you guys have been through, I've20 been there with you from the beginning. I won't leave21 here. I'm there for you until the end. I want to keep22 fighting until we make sure that this community stays23 whole. We have restored justice and all of you are safe.24 PUBLIC: [APPLAUSE]25 MR. ENGLANDER: [INAUDIBLE] I truly appreciate it. I

1 got a, I got a great honor of introducing somebody who's2 really, really special to me, and our supervisor Katherine3 Margo [phonetic]. Those of you that know we were on a4 trail there and I really got to know this remarkable human5 being who is incredibly knowledgeable and passionate who's6 got our back on the county none like I ever seen with a7 local elected official who really gets and cares about all8 of us, and I'm just in awe over her and I'm so glad that9 you're our Representative on the Board. So thank you for10 being here tonight.11 PUBLIC: [APPLAUSE]12 MS. MARGO: [UNINTELLIGIBLE] and as many of you know13 in this room, we had over 600,000 homes evacuated over a14 year ago and the purpose of this hearing is from where I'm15 coming from is to let our State Representative, the16 Senator, as well as the PUC and DOGGR know that as the17 County of Los Angeles and we are united on this. We do18 not want that open until we have specific reasons as to19 why the leak occurred, how we can guarantee to the20 community that it's not going to happen again, and quite21 frankly, we want to know is this really a necessary place22 for us to be storing gas.23 PUBLIC: [APPLAUSE]24 MS. MARGO: I'm going to yield my time because as much25 as, you know, a political person I can tell you what my

1 opinion is. I got County help here who wants to address2 seismic concerns, as well -- again, I'm sorry. County3 Fire here is going to address seismic concerns and I've4 got County up here who's going to discuss health concerns,5 but I would really urge you all I plea with you this is6 not a political -- this is a bipartisan. This is a7 passion. The people in this audience who I've known for8 over a year who are frustrated, fed up, and don't feel9 like they're being heard, and it is our jobs as electeds10 your job as our representatives as well because, in fact,11 you are an extension to all of us for you to understand12 that in our office over the last two weeks, we've been13 called twice by the Gas Company and told that there's14 going to be brown outs, possible black outs, and that was15 rescinded, and you know, credibility is important.16 Credibility is important not only in politics but also as17 it relates to what's going on with the Gas Company and the18 credibility for a lot of people in this room, and again,19 we dealt with the relocation, the fact that there were20 many that didn't get [UNINTELLIGIBLE] in timely fashion,21 so we understand the frustration you guys have. So with22 that, I would like to yield the remainder of my time to23 County Fire and the County Health to tell you from their24 standpoint because -- again, and I'm talking about the25 fact that we have a united front both County and City

1 pleading with you, asking you not to move forward with2 this. Listen to the Senator. We support the Senator.3 The need to ensure that we have answers for the community4 should be first and foremost but if you don't believe us,5 listen to the experts who are going to deal any of this6 catastrophe that takes place who have dealt with it from7 County Fire, to the health department and then with that8 during public comment that [UNINTELLIGIBLE] leads to a9 [UNINTELLIGIBLE]. Right now our attorneys will address10 issues such as seep water. There is a question in terms11 of legality who are moving forward if given permission12 immediately. So with that, I'm going to yield to County13 fireman.14 PUBLIC: [APPLAUSE].15 MR. UFOFF: Thank you supervisor. My name is Walter16 Ufoff. I'm an Assistant Chief with the L.A. County Fire17 Department, the Health Hazards Materials Division. It was18 my staff that reviewed the Southern California Gas Risk19 Management Plan that was submitted and we made comments on20 that to the DOGGR. It was my supervisor who runs the21 CalARP program which is the California Accidental22 Release -- Air Release Prevention Program was the one who23 reviewed the document. Her job, day-to-day job is to24 review RMP reports for approximately 300 facilities or25 counties, so she has some experience in this -- in this

1 review process. After we reviewed the report, we found2 that the report fell short of our expectations. We found3 that it was a general plan to address all four of their4 facilities, including the Montebello that closed down and5 that it was insufficient in detail. What we would like to6 see is --is we have provided written comments explaining in7 detail what we would like to see of this plan, but we8 would like to see that plan become a functional plan by9 adding the detail that we requested and to customize the10 plan for the Aliso Canyon storage facility, and we'd like11 to see that before they start injecting gas.12 PUBLIC: [APPLAUSE]13 MR. UFOFF: I read the report submitted by the third14 party consultants [UNINTELLIGIBLE] and Berkeley and they15 agreed that a seismic study needs to be done, needs to be16 done out there in the -- at the facility.17 PUBLIC: [APPLAUSE]18 MR. UFOFF: But what they did say in the report was19 that it didn't need to be done immediately. Despite of20 our [UNINTELLIGIBLE] and they give reasons for it, but as21 the fire department and because of our past seismic22 condition out there, we would like to see this report. We23 would like to see this study done prior to injecting gas.24 PUBLIC: [APPLAUSE]25 MR. UFOFF: And lastly, the root cause analysis which

1 seen in the agenda -- they're going to discuss the root2 cause analysis. We understand that it takes a lot of time3 to do a root cause analysis and that it's an comprehensive4 plan and that we want it to be accurate and complete, but5 we don't want to have them start -- we're uncomfortable6 with them in injecting gas before we have to dig through7 answers as to what happened out there.8 PUBLIC: [APPLAUSE]9 MR. BELLEMO: We'll be providing all of our comments10 to you in writing. I'm going to just go through a couple11 of our concerns right now and although I'm not looking at12 you, these are meant for you as well. My name is Angelo13 Bellemo. I'm Deputy Director for Health Protection from14 the L.A. County Public Health Department. I think that15 our supervisor has really referenced the key points that16 we want to say tonight, but I wanted to take this time to17 mention just a couple of things. This is a community18 that's been hit very hard by this disaster, and many19 residents continue to report symptoms. We had symptoms20 reported as a result of new gas releases as recently as21 January 17th, and a natural gas release of this magnitude22 has never occurred elsewhere so we really can't predict23 its full impact without further study on this.24 PUBLIC: [APPLAUSE]25 MR. BELLEMO: To the Division of Oil and Gas, we

1 really understand the role of the Division as an2 overseeing oil and gas production within the state, but3 because of the fields close proximity to people, we have4 to think of this one a little bit differently than we5 would a typical oil and gas production facility.6 PUBLIC: [APPLAUSE].7 MR. BELLEMO: [UNINTELLIGIBLE] a lot of the expertise8 that the the division has in regulating oil and gas9 facilities is focused on well integrity, but when you have10 people located in such close proximity to this activity11 that is a threshold. It is not where we stop, it's really12 where we begin.13 PUBLIC: [APPLAUSE]14 MR. BELLEMO: So for the Division of Oil and Gas, I15 think the key point here is that this is a facility where16 public health is primary. It's the key priority for all17 of us and that as a result, our County Fire Department,18 the Air Quality Management District, and the County Public19 Health Department have been listening to everyone here who20 has experienced the symptoms and we have been trying to21 supplement the work that the state regulators are doing.22 I wish we in California we had a state regulatory agency23 for these types of facilities that was really health24 oriented.25 PUBLIC: [APPLAUSE]

1 MR. BELLEMO: I understand the history here because2 I've been doing this type of work for 45 years and the3 Division of Oil and Gas was focused on regulating the4 industry before understood the full implications of these5 types of industry whether located in proximity to people.6 I want to just move on and summarize what the three things7 are that we're asking for and I won't repeat anything8 other than one critical one that the supervisor and my9 colleague, Walter, had just referenced. As the -- as the10 Division of Oil and Gas considers the decision they've11 done [UNINTELLIGIBLE] we want them to consider three key12 requirements. We ask for your understanding, your13 support, and your commitment to these three requirements,14 and we'll be providing this to you in and require it along15 in writing along with the other requirements. First, as16 the supervisor has said and the fire department the root17 cause analysis must be completed before the field resumes18 operation, if it resumes operation, and we just have to19 understand we can never prevent a reoccurrence of a20 disaster without full knowledge of what caused it.21 PUBLIC: [APPLAUSE]22 MR. BELLEMO: Secondly, irrespective of whether Aliso23 resumes operations, we need a continuous monitoring system24 to ensure that we can detect and mitigate releases from25 that field, that means whether it is operating or whether

1 it never operates, there's an infrastructure there that2 will have to continue to be monitored sometime in the3 future. And third, and again, this is -- I'm only going4 to mention one more thing because I'm not going to repeat5 what other colleagues have said or others will say, but6 the need for a comprehensive health study is necessary7 because, we have to determine whether and how the8 recurrent and persistent symptoms correlate with emissions9 from the field and that's before, during, and after the10 incident, and because we're going to continue to see11 symptoms appearing.12 UNIDENTIFIED SPEAKER: It's still leaking.13 MR. BELLEMO: Right. And without this information we14 really can't address the health concerns and needs of the15 affected residents and they will unable to achieve as has16 been said previously, the necessary closure to move on17 with their lives. That's basically it. Thank you very18 much. I look forward to [INAUDIBLE].19 PUBLIC: [APPLAUSE]20 MR. GROSSMAN: So thank you Mr. Harris and Mr. Sullivan21 for listening. I appreciate it very much. 1 important people and that's the kids.2 PUBLIC: [APPLAUSE].3 MR. GROSSMAN: You know, when we had the gas leak and4 we moved our students, it was a tremendous job. We had to5 move two schools to two different locations in three6 weeks, and we were able to do that and what a lot of7 people don't know it wasn't just moving the kids, we were8 going to scatter them from the Valley in different places9 where we had space but the parents said no. We want our10 kids to stay together and we did do that. We did11 do that. Porter Ranch kids stay together and12 [UNINTELLIGIBLE]. Thank you.13 PUBLIC: [APPLAUSE].14 MR. GROSSMAN: Not only did we move the kids, we moved15 their furniture and you can say, "Why in the world are you16 moving their furniture?" We moved their same desks, the17 same desks where they put chewing gums underneath. They18 had the same desks at the new school. It was part19 [UNINTELLIGIBLE. So you know, we're a very big district.20 We go from San Pedro all the way to -- oh, my goodness, to21 Astylar. We go from Porter Ranch all the way to East L.A.22 and we have seven board members, I am one of the seven,23 and on the very rare occasions when school board members24 revolve around the same thing -- very rare occasions --25 everyone of them voted for the Porter Ranch shut down.

1 Everyone single one.2 PUBLIC: [APPLAUSE]3 MR. GROSSMAN: So now to my official words, I am4 opposed to the reopening of the Aliso Canyon natural gas5 facility.6 PUBLIC: [APPLAUSE]7 MR. GROSSMAN: This is in order to protect the public8 health and safety of our students, our parents, our9 teachers, our staff and our community. My primary10 responsibility is to protect the safety of our students.11 Relocating these children again is nothing I ever, ever12 want to do again. It should never have to happen again,13 and without knowing the root cause of the largest gas14 blowout in the history of the United States, I cannot15 support the reopening of the Aliso Canyon facility.16 PUBLIC: [APPLAUSE]17 MR. GROSSMAN: That is why I do support Senator's Stern18 Senate Bill 146.19 PUBLIC: [APPLAUSE]20 MR. GROSSMAN: Now looking forward, the L.A. Unified21 School District is willing to partner the businesses,22 engineers, scientists, and other government agencies to23 train and educate our students immediately in clean, safe,24 and sustainable energy [INAUDIBLE] storage.25 PUBLIC: [APPLAUSE]

My name is Cameron Annum.7 I'm a life-long resident of the San Fernando Valley and8 [UNINTELLIGIBLE] our United States' Senator Dianne9 Einstein.10 PUBLIC: [APPLAUSE].11 MR. CONIUM: Senator Einstein, this issue really12 speaks to her. She wanted to be here today but as you13 could imagine, Washington DC has her busy, but this14 afternoon her and I spoke and she asked me to share these15 words with you, if that's okay. She said that, "I have16 deep concerns about Aliso Canyon. The massive, natural17 gas storage facility hosts 114 wells, some 9,000 feet18 deep, and up to 77 years old, all in an earthquake-prone19 area. The failure of just one of these wells20 took nearly four months to repair, [UNINTELLIGIBLE] an21 astonishing 109,000 metric tons of methane. As our22 Councilman referenced, now that the housing development23 for nearly 30,000 people has grown up around the facility,24 our first responsibility must be the safety of the25 residents."

1 PUBLIC: [APPLAUSE]2 MR. CONIUM: "It is absolutely unacceptable that more3 than 5,000 families were forced from their homes as a4 result of this disaster; conducting inspections, shutting5 down the weakest wells in a [UNINTELLIGIBLE] continuously6 monitored or good steps, but I have deep concerns about7 whether this facility can ever be considered truly safe."8 PUBLIC: [APPLAUSE].9 MR. CONIUM: "And it is in my view that the most10 responsible action will be to permanently shut down11 the site."12 PUBLIC: [APPLAUSE]13 MR. CONIUM: "It is time for Southern California to14 stop relying on massive, individual facility that are15 prone to failure like Aliso Canyon. We need to redesign16 our energy systems to increase flexible, safe, renewable17 alternatives [UNINTELLIGIBLE]." Thank you.18 PUBLIC: [APPLAUSE]19 UNIDENTIFIED PERSON: Very brief from Mr. Sherman. He20 lives in Porter Ranch with his family, his three young21 daughters, his house is about as close as any22 [UNINTELLIGIBLE] 25. He asked that I, I deliver this23 statement on his behalf; his words. "Scalars is24 responsible for the largest methane leak in U.S. history25 and now they want to resume injections into the storage

1 facility before the investigation into the leak, into the2 cause of the leak is complete. This confirms my concern3 that the too-big-to-fail, too-big-to-exist issue at Aliso4 Canyon remains unresolved. No one natural gas storage5 facility should be so large that its closure can adversely6 affect the statewide economy or cause a significant7 portion of the state to be without heating, cooking or8 electricity, and yet the residents of Porter Ranch, many9 of who remain engaged in a legal battle with Scalars over10 injuries suffered during last year's blowout are now being11 told that injections must resume Aliso Canyon or else run12 the risk of blackouts throughout the Los Angeles region?"13 PUBLIC: [BOOING]14 UNIDENTIFIED PERSON: "[UNINTELLIGIBLE] like Los15 Angeles is too reliant on one facility for all of its16 power and alternatives should be developed. I'm17 encouraged by the State's efforts to build a more18 diversified grid and maximize the use battery technology19 in order alleviate or [UNINTELLIGIBLE]."20 PUBLIC: [APPLAUSE]21 UNIDENTIFIED PERSON: "We must proceed with extreme22 caution until the strongest possible safety measures are23 in place and the cause of last year's leak is fully24 understood. The Aliso Canyon facility should hold the25 minimum usage necessary in order to ensure reliability.

1 You should not even consider [UNINTELLIGIBLE] Scalars2 what they want now unless you act simultaneously to3 inquire the expeditious limitation [UNINTELLIGIBLE] safety4 standard, including [UNINTELLIGIBLE] safety valves.5 Additionally, each well should have appropriate live6 gauges and monitors that report the finding of7 electronically for utilities, state officials, and the8 public online. I look forward to working together so this9 disaster never happens again in the San Fernando Valley10 again." Thank you.11 PUBLIC: [APPLAUSE]12 MR. So I'm going to read from17 our president's speech. So I like to adjust a little bit.18 Obviously my name is not Assam. My name is Susan19 Gorman-Chang. I'm the Vice President for Neighborhood20 Council representing more than 30,000 residents of the21 City of Los Angeles. I'm here speaking on behalf of the22 Neighborhood Council not the City of Los Angeles. As23 everyone knows, the part of our city council is taking a24 clear position on this matter. We believe that this25 facility is incompatible with its fervid environment

1 because it represents a clear danger to public health as2 demonstrated by the four-month disaster, caused by the3 catastrophic failure of one of its of a 115 wells.4 Yesterday, we, the Porter Ranch Neighborhood City Council,5 submitted extensive comments of the findings of the6 Department of Conservation regarding the well safety7 review and on those of the Public Utilities Commission8 regarding the storage volume needs. I will now take9 this public testimony time to repeat those comments, but

10 I do want to articulate our general perspective, and11 over-arching position. We are dismayed that in all the

12 calculations you made by all the engineers and experts, no13 one has bothered to factor in the risk to public health.14 PUBLIC: [APPLAUSE]15 MS. GORMAN-CHANG: When it comes down to cost versus16 public health, there should be no argument. In the 21st17 century California, we should not be compromising public18 health because we don't know what to do with an archaic19 energy [UNINTELLIGIBLE].

20 However, the fact that the gas delivery system21 currently depends on Aliso Canyon in a high demand emergency22 is not lost with us. To be clear, we are referring to a23 real emergency, not a fabricated one.24 PUBLIC: [APPLAUSE]25 MS. GORMAN-CHANG: We understand that the PUC and Gas

1 Company customers are concerned about the tons of2 shortages and high demand days. To that end, we are3 proposing a very straightforward solution that should be4 accepted by everyone. Maintaining Aliso Canyon in it's5 current status, which is closed, which is an emergency6 supply facility only and not an operating facility, not an7 operating facility, okay. [UNINTELLIGIBLE] There needs to8 be a clear delineation of what constitutes an emergency9 gas leak, not a fabricated one. For example, all supply10 lines must be a hundred percent before an emergency11 withdrawal takes place. Recognize that the facility is a12 clear threat to public health that needs to be retired.13 We need that facility decommissioned; right?14 [UNINTELLIGIBLE] this facility should be decommissioned.15 Identify a clever, expedited schedule for the16 [UNINTELLIGIBLE] decommission of this facility and17 implement the necessary changes of the gas delivery system18 to eliminate the need for Aliso Canyon. We have plenty of19 pipes and pipe lines that can get -- get that gas to us20 without Aliso Canyon. Yeah. It's been proven. This21 approach satisfies any concerns about gas shortages22 real or imaginary, while achieving the community's goal of23 ending its nightmare. This solution is feasible. It only24 needs the state to believe in it and want to implement it.25 Our people deserve to have their basic human right to live

1 in a safe and healthy environment. God knows that we2 have -- God knows we have earned that right after living3 through four months of hell and the hell continues and for4 anyone to have the audacity to ask us to give more of our5 lives and our health in this matter is simply outrageous.6 PUBLIC: [APPLAUSE]7 MR. Natural gas, I believe, is an essential and13 much needed resource to fuel Southern California.14 Purchasing a lower cost and being able to store it makes15 it -- this resource much more affordable for all of us, in16 particular to residents in my community with a power level17 as close as 30 percent, and that is why this topic is18 important to me.19 UNIDENTIFIED SPEAKER: Fight for solar.20 MR. ALIVE: As the leader and model for clean energy,21 no another state tops California; however, our current22 infrastructure still relies on 60 percent of our23 electricity to be generated by natural gas. We're going7 to give you two minutes and move through the speakers, and8 you will listen to as many people that want to make a9 comment. Please start here.10 MS. WILBUR: My name is Jennifer Wilbur. I'm a11 resident of Crashworthy and a board member of the Porter12 Ranch Neighborhood Council. My family and I have been13 severely impacted by the negligence of the Southern14 California Gas Company and their failure to operate the15 facility which does -- which does not harm the community16 to is located next to. For 112 days, my community was17 poisoned with over 94,000 metric tons of methane gas,18 [UNINTELLIGIBLE], benzene, xylene, toluene, and a variety19 of other toxic chemical which to this this day have never20 been made known to us because SoCalGas claims it is21 proprietary information. I strongly believe that this22 facility has at least prior to the blowout of October23 2015, but we were never made aware of these releases. It24 also been documented that since the [UNINTELLIGIBLE] at25 Aliso Canyon that there have been numerous other releases,

1 spills, fires, and leaks. It is not unreasonable to ask2 for that facility to remain closed until the cost of the3 blowout has been determined. It is not unreasonable to4 demand that no release of methane and toxins is acceptable5 from Aliso Canyon.6 PUBLIC: [APPLAUSE]7 MS. MILBAUER: And it is not unreasonable to ask that8 facility to remain shut down until a comprehensive health9 study has been done. The reports of cancer in our10 community have risen drastically, and I am personally11 filled with anxiety about what the long-term health12 effects are of being poisoned by SoCalGas, and I know13 from the experience that I have what the short-term health14 effects are. There are headaches, dizziness, burning15 eyes, blurry vision, nausea, bloody noses, plugged ears,16 sinus inflammation -- just to name a few, and if you allow17 them to reopen this facility, I feel that my family and18 many others will be leaving in droves and will forever19 change the dynamic of a once peaceful community. We never20 knew that the second largest methane gas storage facility21 was in our backyard and it was never too close to us but22 it doesn't matter now, a very dangerous neighborhood with23 reckless disregard for humanity. LIMESTONE: This is not just Porter Ranch. It's13 throughout the entire Valley. We can smell it in14 Calabasas coming through the canyons. Our friend who15 never had a nose bleed in Tarzana was bleeding. A16 week-and-a-half-ago to two weeks ago, at 6:30 in the17 morning, my husband woke up with uncontrollable bleeding.18 The fire trucks arrived. The ambulance arrived, and what19 happened? He went to Northridge hospital. They don't20 give a damn that we are poisoned. They don't give a damn21 that their property values are zero. They don't give a22 damn about you or the thousands of people who have been23 poisoned. All they care about is their money that they're24 making.25 PUBLIC: [APPLAUSE]

1 the first families to move up to Northridge Country2 Village when it was a North Country Village in South3 Porter Ranch. It was in 1985 that fourth residents moved4 in. It was just dirt up there. There's thousands5 and thousands of homes up there at the moment. Our lives6 were completely changed in last October 2015 blowout of7 Aliso Canyon. My family immediately felt the effects of8 the massive methane an blowout; the largest in U.S.9 history, which was approximately one-quarter to one half a10 mile away from our home. The bloody noses, severe11 headaches, rashes, coughing, fatigue, sore throats, dizzy12 spells, sleepless nights -- just to name a few. I'm sure13 everyone of us live up at the territory know exactly where14 I'm coming from. I have gone to various doctors.15 Internists, ENTs, with my bloody noses, cardiologists and16 as of yesterday was advised by my nephrologist -- did an17 ultrasound of my kidneys and bladder. These various18 symptoms were caused by not only the methane gas, the19 other contributing factors of the oil that had erupted and20 spewed all over my beautiful home, inside and outside.21 The inspector that was sent out by the David Morris22 company found oil stains all over my house, all over my23 three cars. As of today, they're still trying to find out24 what are the types of chemicals that are in that well. We25 still don't know. I needed -- I need to protect my family

1 and we relocated seven months. We were out of our house2 in seven different locations. Most of you also relate to3 that as well. We have -- we have symptoms when we came4 back on weekends. For one hour in the house to water the5 plants and would take out the trash or get our mail, we6 were sickened by coming into the house for one hour. Our7 symptoms just continued. They're still continuing right8 now. My children have moved out of our house and are very9 concerned about our long-term health as everyone else has.10 Shut it down.11 PUBLIC: [APPLAUSE]12 MR. MCGEE: We -- that's one, two, three -- this is13 the fourth, then we're going to go to those who are not14 able to stand in line. Obviously, we're going well above15 the two minutes. That only matters for those of you16 behind the line. Obviously, I can't stop you, so please17 right here.18 MS. DEROHANIAN: Hello. My name is Cheri Derohanian.19 I'm on the Porter Ranch Neighborhood Council; however, I20 come to you today as a mother of twin 14 year-old girls21 and they -- I'll start. Okay. So our life has not been22 the same since October 23rd, 2015. My girls are 8th23 graders at Porter Ranch Community School. They were in24 7th grade at the time, and that was interesting because on25 10-23, it happened on a Friday and Monday through Friday

1 the next week they were training for some, you know, some2 kind of running competition and we all smelled gas and3 they said, "Mr. Morales," the PE teacher, "can we4 please -- we don't want to run because it smells like5 gas." And it's the closet school to this SS22, 25,6 whatever, and they said, "Mom, mom don't call the7 principal because we don't want to miss the 5K run or8 whatever," and I said, "I'm sorry, but you guys have9 borderline asthma." I heard all these stories, people are10 getting nose bleeds, I don't think it's safe, and I called11 the school. The school didn't know anything about it and12 this is on day seven. They've already been running five13 miles -- I mean, a mile each day for five days, so the14 school didn't know. The office staff at school didn't15 know. I asked to speak to the principal all this, and the16 school had no emergency plan. You have a fire, you do a17 fire drill. You have an earthquake, you do an earthquake18 drill. They even have a terrorist drill at the CHP in19 West Valley, but guess what? This is the biggest gas leak20 ever. They don't have a plan. How do we tell the21 schools? How do we tell the residents? They didn't even22 put it on those freeway signs like a kid being stolen.23 They didn't do the little thing on the TV. Beep, beep,24 beep, beep, beep, flash flood. So guess what? My goal is25 to start and emergency preparedness committee in Porter

1 Ranch and that's just the beginning. Okay. So I think2 the thing that I want to talk about is our quality of3 life. There's no urgency plan. There's no drills.4 There's no nothing, and the ramifications is the5 uncertainty. You have an earthquake, it's a few seconds,6 and your buildings fall down and you build them back up7 and you're done, a few after shocks. You have a fire,8 your house burns down, whatever, you have insurance it9 comes back. You have a gas leak and you are screwed.10 Nobody tell us you. You have all these things and at the11 end of the day all we want is to strengthened our12 community, enjoy our living, be happy, enjoy our family13 and not move our schools, and we just don't want this in14 our backyard. I20 want to let you know that the Gas Company can reliably be21 counted on to lie to you and to lie to us. They've done22 repeatedly. They -- actually the smells occurred before23 in this report. It's been before and you can smell it.24 Those of us who live in Chatsworth and Granada Hills25 surround Porter Ranch. We suffered as much as Porter

1 Ranch but the narrative from the Gas Company is that it2 was limited to Porter Ranch, but if you take an aerial3 view and you draw a line from well SS25 to Devonshire and4 Chatsworth to Devonshire within Granada Hills to5 Devonshire at Porter Ranch, it's all the same distance.6 And millions of us, several million people in the San7 Fernando Valley have suffered. It is not Porter Ranch8 alone. Many of the wells are as much as 80 years old. It9 was taken over from standard oil. When they say it's just10 a storage facility, research tells us that 40 percent of11 natural gas has been retailed to other corporations, and12 so it travels from Utah, Texas, to us and 40 percent13 to other corporations, many of them outside of the United14 States and we have to pay the price. I'm elderly now and15 when I called the Porter Ranch -- excuse me, the Gas16 Company, to ask for help because I was having chest pain,17 I was told we're doing nothing for those in Chatsworth and18 Granada Hills even though many more of us live there.19 We're doing nothing and they wouldn't even talk to me, so20 when they transported 5,000 people out of Porter Ranch21 those of us who also needed to go, couldn't. And we had no22 help from the governor. The Governor's sister is an23 [UNINTELLIGIBLE] and the governor did not call a national24 emergency. He's the only one who could have done that. A25 national emergency would have meant that FEMA came in to

1 help those of us who weren't being helped. Lastly, and2 this is very important, I think. The Gas Company tells us3 us that their last narrative is a scare tactic. They4 frightened the news media into saying, "Oh, my goodness.5 There won't be energy available in the winter months,"6 even though -- even though, Edison has said they have more7 than enough to share with us and in fact in yesterday's8 newspaper, in yesterday's Los Angeles Times, there was a9 story about Edison building a huge battery plant and in no10 time at all can supply a lot of energy all over the place,11 an excess amount of energy. There is the headline, right12 there. Yes. Edison -- Edison can take over. We will not13 be without energy. We will not be cold in the winter14 because we don't need SoCalGas.15 PUBLIC: [APPLAUSE]16 UNIDENTIFIED SPEAKER: The wells as much as 80 years17 old, have deteriorated, are rusting, and every few days,18 we get notifications from the Gas Company on the Internet19 saying, "Whoops, we got another spill. Oh, well. Oh,20 well." It's time that it shut down. Thank you.21 PUBLIC: [APPLAUSE]22 UNIDENTIFIED SPEAKER: [UNINTELLIGIBLE] in the 8023 years that they want from standard oil and it's time to24 go. Everything has a life time and they've lived their25 life time. Thank you so much.

How many5 people can stand up and say they knew this storage6 facility was in existence two years ago? Why is that?7 Why is this facility in the west coast, west of the8 Mississippi, three miles wide, 90 million -- 90 billion9 cubic feet of gas and nobody in this room knew about it.10 I bet the elected officials knew about it. They planned11 [UNINTELLIGIBLE] around it. Who would do that? Who12 cares? So you take an elected official for results. Many13 people say the Gas Company lied to everybody. Maybe if14 you put elected officials in charge of the utilities, you15 have no liars. I don't think so. So there's a few things16 here that I wrote down. In that report that you read,17 there was [UNINTELLIGIBLE] that said something about a18 well file. Now I've heard of a round file. What is a19 round file? The wells people said they're 80 years old,20 they're 50 years old, they're 60 years old. This is a21 comprehensive safety review. Just a safety review would22 have shown maybe what needed to be fixed. Does anybody23 remember seeing Nemo? [UNINTELLIGIBLE] was it a gas leak?24 Pipes broke? Big fire. [UNINTELLIGIBLE] that's how your25 elected officials, the people they appoint to these

You need to hold your9 supervisor accountable. Thirty-six years, if you didn't10 know, he was blaming the city. He was blaming the city.11 The city put the people there. Thirty-thousand people12 unincorporated county, the HOAs. The gentleman who spoke13 about buying a house in 1985 through a homeowners14 association, The thing about homeowner's association,15 they're not they're not subject to any government rules.16 They don't have to disclose that. You think they knew?17 Who sits on a homeowners association when there is no home?18 Who sits there? Who makes the rules and regulations. You19 need to hold those people accountable also, and you need to20 hold yourselves accountable, because you're part of it.21 Two years ago you were probably planning for a Labor Day22 weekend. Who cares? Now you know. You bring children up23 here. You have brought children into this situation while24 the facility was in use. Who's fault is that? Not yours.25 Not your gas company. It happened because you didn't
