John Freedman, MD, MBA, has 25 years of experience in performance measurement & improvement, health IT, care delivery, and health care reform. Before founding Freedman Healthcare in 2006, he held leadership roles at multiple innovative health care firms. Dr. Freedman served as Medical Director for Quality at Kaiser Permanente in Colorado, and as Medical Director for Specialty Services one of the Northeast’s largest community health centers, overseeing 50 staff in 16 specialties. While at Tufts Health Plan, he helped them climb to a #2 national NCQA quality ranking. He has also served on the boards of Massachusetts Health Quality Partners, Network Health (a 300,000 member Medicaid health plan), and the Massachusetts Fishing Partnership (which improves health in the fishing community). Dr. Freedman graduated from Harvard College, University of Pennsylvania School of Medicine, and the University of Louisville School of Business. Freedman Healthcare is a leading consulting firm in health care reform, health policy analysis and development, and has been engaged in many states to create all-payer claims databases, implement health insurance exchanges, and support health care transformation.

Valerie Fleishman provides the strategic and operational direction for NEHI. As Executive Director, she oversees the institute’s policy research, programs, operations, fundraising and communications. Under her leadership, NEHI’s programs seek to improve chronic illness care, promote disease prevention and wellness, and speed the adoption of valuable innovations across the health care system. She has authored numerous reports, articles and briefs on a wide range of health policy issues. Ms. Fleishman joined NEHI at its founding in 2002. She has over fifteen years of experience in health care, health policy, technology and innovation. Prior to joining NEHI, Ms. Fleishman was a director in Health and Wellness at Scient Corporation, where she led strategic consulting engagements with leading biotechnology, medical device and pharmaceutical clients in areas such as telemedicine, disease management, health information technology, clinical trials, and sales and marketing strategies. Previously, Ms. Fleishman was a manager in Arthur D. Little’s Global Strategy Practice. She also worked in product management and brand marketing at Johnson & Johnson’s McNeil Consumer Products. Ms. Fleishman received her Bachelor of Arts, cum laude, from Harvard University and her Master of Business Administration from the Harvard Business School. In 2008, she was honored as one of Boston’s “40 under 40” by the Boston Business Journal.

Tom Hubbard leads NEHI’s projects on comparative effectiveness research, patient medication adherence, and prevention and wellness initiatives. Mr. Hubbard leverages his policy and technology experience to examine ways the country’s health care system can be transformed, focusing on the promotion of medical innovation and the improvement of quality and efficiency in clinical care. Mr. Hubbard came to NEHI after seven years at the Massachusetts Technology Collaborative (MTC), where he led industry-focused projects and supervised the annual publication of the MTC Index of the Massachusetts Innovation Economy. His work has included supervising the I-495 Technology Corridor Partnership, an industry-municipal collaboration on growth, and leading projects on broadband deployment, federal research funding advocacy, and nanotechnology. Previously, Mr. Hubbard served as Executive Assistant for Economic Affairs to U.S. Senator John Kerry, as Deputy Director of Development for Massachusetts Governor Michael Dukakis, and as Director of Community Development and Planning for the City of Gardner, Massachusetts. Mr. Hubbard graduated from Harvard College and holds a Masters in Public Policy from Harvard’s Kennedy School of Government.

Áron Boros serves as the first Executive Director of the Center for Health Information and Analysis (CHIA). CHIA was established in 2012 as an independent state agency that collects health care cost and quality information, and provides objective analysis of this data to assist in the formulation of health care policy. Prior to joining CHIA, Mr. Boros worked at the Massachusetts Office of Medicaid as the Director of Federal Finance. Before entering public service, Mr. Boros was an attorney at Boston law firm Foley Hoag. He received his J.D. and Masters in Public Policy from the University of Michigan at Ann Arbor.

Ms. English, CIVHC Chief Executive Officer, holds a Masters of Business Administration with an emphasis in Finance, as well as Bachelor of Arts degrees in the fields of Economics and Political Science. Most recently, she was a member of American Medical Associations’ (AMA) executive management team and served as the head of the AMA’s for profit subsidiary, AMAGINE. As Vice President & General Manager, and ultimately Vice President of Key Accounts, she headed up AMA’s most important accounts, product sales and marketing for all of AMA’s business products and services. Prior to AMA, Ms. English served as Co-President & Chief Operating Officer for the Assist Group, a leader in the management and resolution of large dollar medical claims for health plans, re-insurers, managing general underwriters and third party administrators. In her time with Optum (the health care technology subsidiary of UnitedHealth, Ms. English held positions as Senior Vice President of Business Development, Senior Vice President of EDI Solutions, and President and Chief Operating Officer for Electronic Network Systems (ENS). Ms. English’s health care career started with insurers Lincoln National and Foundation Health Systems (FHS), where she held various leadership positions including Vice President of Analysis and Planning, Senior Vice President of Administration, and divisional Senior Vice President of Operations. Ms. English was also responsible for FHS’ operational implementation of electronic data interchange (EDI). Ms. English was one of the founders of the industry association called Cooperative Exchange and served as board President and Vice President.

Ana EnglishPresident and CEO, Center for Improving Value in Health Care (CIVHC)

Christopher F. Koller is president of the Milbank Memorial Fund. Before joining the Fund, he served the state of Rhode Island as the country’s first health insurance commissioner, an appointment he held from March of 2005 through June of 2013. Under Mr. Koller’s leadership, the R.I. Office of the Health Insurance Commissioner was nationally recognized for its rate review process and its efforts to use insurance regulation to promote payment reform, primary care revitalization, and delivery system transformation. The Office was also one of the lead agencies in implementing the Affordable Care Act in Rhode Island. Prior to serving as health insurance commissioner, Mr. Koller was the CEO of Neighborhood Health Plan of Rhode Island for nine years. In this role, he was the founding chair of the Association of Community Affiliated Plans. Mr. Koller has a Bachelors degree, summa cum laude, from Dartmouth College and Masters in Management and Religion from Yale University. He was a member of the IOM Committee on Essential Health Benefits and serves in numerous national and state health policy advisory capacities. Mr. Koller is also adjunct professor of community health in the School of Public Health at Brown University.

Dr. Jonathan Gruber is the Ford Professor of Economics at the Massachusetts Institute of Technology, where he has taught since 1992. He is also the Director of the Health Care Program at the National Bureau of Economic Research, where he is a Research Associate, and President Elect of the American Society of Health Economists. He is a member of the Institute of Medicine, the American Academy of Arts and Sciences, and the National Academy of Social Insurance. He has published more than 150 research articles, has edited six research volumes, and is the author of Public Finance and Public Policy, a leading undergraduate text, and Health Care Reform, a graphic novel. In 2006, he received the American Society of Health Economists Inaugural Medal for the best health economist in the nation aged 40 and under. During the 1997-1998 academic year, Dr. Gruber was on leave as Deputy Assistant Secretary for Economic Policy at the Treasury Department. From 2003-2006 he was a key architect of Massachusetts’ ambitious health reform effort, and in 2006 became an inaugural member of the Health Connector Board, the main implementing body for that effort. During 2009-2010 he served as a technical consultant to the Obama Administration and worked with both the Administration and Congress to help craft the Patient Protection and Affordable Care Act. In 2011 he was named “One of the Top 25 Most Innovative and Practical Thinkers of Our Time” by Slate Magazine. In both 2006 and 2012, he was rated as one of the top 100 most powerful people in health care in the United States by Modern Healthcare Magazine.

Jonathan Gruber, PhDProfessor of Economics, Massachusetts Institute of Technology (MIT)

Mr. Gildemeister has over 15 years of experience in conducting health services research and studying health care markets to generate applied policy analysis on a broad set of topics. Mr. Gildemeister has directed research at the Minnesota Department of Health in health system finance, organization and coverage, and performance quality, relying on primary and secondary data to inform health policy making and delivery system reform. Mr. Gildemeister has contributed to the state’s work to design Minnesota’s nation-leading 2008 health reform legislation. He currently directs the Department’s critical work to improve market transparency of cost and quality, which relies in important ways on Minnesota’s All-Payer Claims Data set. As the State Health Economist and Director of the Health Economics Program, Mr. Gildemeister provides policy advice and analytic guidance to Minnesota’s implementation of state and federal health reforms. Mr. Gildemeister holds degrees in economics and economics/business administration from the New School for Social Research, New York, and the University of Bremen in Germany.

Elizabeth Mitchell is President and CEO of the Network for Regional Healthcare Improvement, a national network of 30+ Regional Health Improvement Collaboratives. Elizabeth serves on the National Quality Forum Board and Coordinating Committee of NQF’s Measure Application Partnership and chaired the Task Force to develop measures for Health Insurance Exchanges. She was also appointed to the Institute of Medicine’s Consensus Committee on Core Metrics for Better Health at Lower Cost and Chair of the Implementation Work Group. Elizabeth was CEO of the Maine Health Management Coalition, leading public reporting, consumer engagement, and payment reform efforts and established the MHMC Data and Analytics program, becoming the nation’s 4th Qualified Entity. Elizabeth served on the National Business Coalition on Health’s Board of Directors and chaired their Government Affairs Committee. Elizabeth worked for MaineHealth, Maine’s largest integrated health system leading quality improvement and transparency initiatives. She served two terms in the Maine State Legislature, and chaired the Health and Human Services Committee. Elizabeth was a Senior Policy Analyst at the National Academy for State Health Policy, and Director of Public Affairs for London’s Nuffield Trust. Elizabeth received an Atlantic Fellowship in Public Policy and completed the International Health Leadership Program at Cambridge University while pursuing graduate studies at the London School of Economics.

Marilyn Schlein Kramer is Deputy Executive Director for Health Information at the Massachusetts Center for Health Information and Analysis (CHIA). CHIA’s mission is to monitor the Massachusetts health care system and to provide reliable information and meaningful analysis for those seeking to improve health care quality, affordability, access, and outcomes. Marilyn oversees the Massachusetts All-Payer Claims Database (MA APCD) which receives claim-level data on a monthly basis from more than 80 public and private payers and supports the work of multiple state agencies and numerous researchers. She is coordinating CHIA’s work with the Massachusetts Health Connector to operate a state-specific risk adjustment program under the Affordable Care Act. An economist by training, Ms. Kramer was previously CEO of DxCG (now VeriskHealth) and Executive Director of the Partnership for Healthcare Excellence. She received her MBA from the Booth School of Business of the University of Chicago and her BA from Harvard University where she was elected to Phi Beta Kappa.

Ms. Porter, MPH, is the Deputy Director for the Institute for Health Policy and Practice at the University of New Hampshire. Ms. Porter is also the co-chair of the All-Payer Claims Database (APCD) Council. Her research interests are in health data collection and dissemination, and using data to effectively improve health care quality. Ms. Porter earned her Bachelors in Science, Summa Cum Laude, in Microbiology, with a Minor in Health Management and Policy from the University of New Hampshire, and a Masters in Health Policy with Honors, with concentrations in Epidemiology/Biostatistics and Social/Behavioral Health from Boston University.

Josephine PorterDeputy Director, Institute for Health Policy and Practice, University of New Hampshire; Co-Chair, APCD Council

Dr. Kenneth Park joined HealthCore as their Vice President, Payer & Provider Solutions in 2013. He is responsible for the development of HealthCore’s research environment and also leads HealthCore activities with Anthem. In this role, Dr. Park is a leader of Anthem’s clinical data strategy, is responsible for Anthem’s health economics research teams, and is the business leader for Anthem’s All Payer Claims Database activities. Dr. Park brings extensive leadership experience in how to create value from big data research in healthcare. He was previously an Associate Principal at McKinsey & Co., Inc. where he co-led big data in healthcare and real world research activities. During his time at McKinsey, he counseled senior healthcare leaders including payers, providers, non-profit organizations, manufacturers, and government agencies on how to build and use real world data, how to build new business services on these data sources, how to forge collaborative partnerships, and strategic healthcare policy issues.

Jennifer Ricards, MS, serves as a Senior Research Fellow for the State Health Access Data Assistance Center (SHADAC) at the University of Minnesota. In this role, Ms. Ricards is responsible for conceptualizing, managing and conducting research related to healthcare access, cost and quality. Her recent work focuses on analytic approaches to monitoring and evaluating health reform efforts at the state level, including an evaluation of Minnesota’s CMMI State Innovation Model grant program. She is the lead author of a recent paper commissioned by the HHS Office of the Assistant Secretary for Planning and Evaluation to examine state uses of APCDs: Making Use of All-Payer Claims Databases for Health Care Reform Evaluation. Ms. Ricards brings broad experience leading major demonstration and research projects for government, commercial, and non-profit organizations. Previously, she provided analytic and quality improvement expertise for the CMS Partnership for Patients Campaign under the American Hospital Association’s Hospital Engagement Network, a national quality improvement initiative involving more than 1,500 hospitals across 31 states. Prior to this, Ms. Ricards worked for Truven Health Analytics, where she was responsible for developing and testing reporting mechanisms for pay-for-performance initiatives as well as for the implementation of Medicare demonstration projects. She also has experience with process and outcome evaluations for healthcare, social service, and educational programs. Ms. Ricards holds a Masters in Health Services Research from the University of Minnesota, Minneapolis and a Bachelors in Psychology from the University of California, Los Angeles.
