The year 2011 – 2012 was one of the glorious year for the National Youth Projectof Arunachal Pradesh. In this year NYP strengthen its activities in all the districtsin Arunachal Pradesh and some other states including Assam, West Bengal,Bihar, Uttar Pradesh, Rajasthan, Meghalaya, Mizoram and Jharkhand.
In Arunachal Pradesh various Governments departments and other agenciessupported NYP for various developmental works. As a partner organizationNYP conducted programmes of NABARD viz. Self Help Groups (SHG), FarmersClubs (FC), Skill Development Programme (SDP), Village Development Plan(VDP), Awareness Programme (AP) Micro Enterprise Development Programme(MEDP), etc.
Khadi & Village Industries Commission (KVIC) also supported us with variousprogrammes like Rural Industry Service Centre (RISC), Events Show, District LevelPMEGP Exhibition, State Level Khadi Exhibition, Entrepreneurs Awareness Programme (EAP), EntrepreneursDevelopment Programme (EDP), Skill Development Programme (SDP) and other awareness programme on BeeKeeping, hand made paper industry, State Level Workshop on PMEGP (Prime Minister’s Employment generationProgramme) and other entrepreneurs awareness camps.
Indian Institute of Entrepreneurship (IIE), Guwahati, under Ministry of Micro, Small and Medium Enterprisessign MoU with NYP as a Partner Institute for Arunachal Pradesh to implement the ESDP (Entrepreneurship& Skill Development Programme), EDP (Entrepreneurship Development Programme), MDP (ManagementDevelopment Programme), TOT (Training of Trainers) and others. During the year NYP successfully conductedESDP on various trades in the districts of tawang, West Kameng, Lohit and papum Pare.
National Council of Rural Institute (NCRI), Hyderabad, supported NYP for Vocational Training Programmein all the districts for the unemployed youths. In this programmes more than 400 youths undertaken trainingfrom NYP on various market oriented trades like computer, beauty care, handloom, handicrafts, artificialflowers and many more.
Gandhi Smriti & Darshan Samiti, New Delhi also supported us for the North East Youth Meet. The programmewas conducted at Doomdooma, Assam where youths from all NE states took participated for discussion onvarious topics. At the same site National Integration Youth Camp also organized with the support from Ministryof Youth affairs and Sports, GOI, where 268 representatives from 21 states participated also with eminentpersonalities like Dr. S.N. Subba Rao and others.
This year NYP established its extension centres in the states of Assam, West Bengal, Bihar, Uttar Pradesh,Rajasthan, Jharkhand, Meghalaya and Mizoram.
Besides all these support many publics, youths, leaders also contributed for the cause of positive development. So,the year is very eventful for NYP and for all these achievements I would like to thanks all those persons andagencies who help/suppoort National Youth Project for the promotional and developmental activities and forthe upliftment of the down trodden people of the states.

NORTH EAST YOUTH MEETDoomdooma, District Tinsukia (Assam)
From 16th April to 18th April 2011
Organized by: NYP; Sponsored by: Gandhi Smriti & Darshan Samiti, New Delhi
Prior to the National Camp, over 150 young men and women
from the 8 northeastern states of Assam, Arunachal, Manipur,
Meghalaya, Mizoram, Nagaland, Sikkim and Tripura are
attending a meeting for 3 days, April 16, 17, 18, 2011 to
discuss plans to strengthen constructive peace and harmony
work in the northeast.
Many youth groups in Arunachal Pradesh and in other states
have taken the initiative for promoting self-employment among
young men and women. Unemployment among youths being
a major problem, not only in the northeast, but the whole
country, the youths will explore the possibilities of solving the
problem through self-employment.
Some government officials and experienced voluntary youth
workers are helping the youth campers to create their own arts/
craft centres etc. After the Meet, it is hoped that there will be
a network of job oriented centers in the northeastern states.
The three day program is being supported by the Gandhi Smriti
& Darshan Samiti in Delhi and as such the youths will be
encouraged also to create Gandhi Study Centres.
In that meeting it was discussed at length as to how to create
employment avenues for the youths of North Eastern States.
Nowadays many youths of North East are educated but they
are not getting employment. As such they are disappointed
and many of them indulge in anti social activities.
In Government jobs are limited and there is no big industry in
the region to give employment to the people. There is
insurgency in the region. Armed forces Special Power Act is
imposed in the State of Manipur for the last more than 20 years in the name of suppressing insurgency due
to bad law and order condition outsiders do not like to invest money for business etc. in this part of the
country.

So the youths who constitute 40% of the
population who is the cream of the nation are at a
loss and they have become unproductive with the
result that the country suffers particularly the
North Eastern States. Against this backdrop,
various issues for the development of the region
and bringing peace are the major issues for
discussion. It was agreed that giving employment
to the youths will be able to prevent them from
joining the underground groups.

NATIONAL INTEGRATION YOUTH CAMP
Doomdooma, District Tinsukia (Assam)
From 19th April to 26th April 2011
Organized by: NYP; Sponsored by: Ministry of Youth affairs & Sports, New Delhi
Over 300 young men and women from all corners of
India will reach Doomdooma in Tinsukia district of
Assam for the National Integration & Peace Youth
Camp being held at the Marwari Panchayati Bhavan
from April 19 to 26, 2011. They will be youths from
different states of India, belonging to different castes
and religions and speaking different languages. They
will live like members of one family.
As they will be guests of the hospitable people of
Assam, outsiders will learn Assamese language during
the one hour language class; during that hour, Assam
campers will learn any Indian language of their choice-
maybe Hindi, Tamil, Gujarati, Marathi, Manipur etc.
Rising early in the morning, the youths do yogasan
exercises, community manual work, learn languages,
hold talks and discussions, play inexpensive
community games, do all religions prayers and end
the day with the 18 language tableau. Camp programs
help the youths develop their character and inculcate

the spirit of self-discipline, self-help, dignity for manual work and the like.

Bhavan are extending all facilities to the young guests.
The National Youth Project which is organizing the
camp has organized such camps in all the northeastern
states and also in Ladakh, Lakshadweep, Andaman and
areas affected by natural or man made calamities- like
Bhagalpur, Mumbai, earthquake affected Uttar Kashi
etc.
During the camp one day exposure visits conducted
for all the campers. The campers visited
Parasuramkund under Lohit district in Arunahal
Pradesh. While returning Dr. S. N. Subba rao along with all the campers inaugurated the Rural Industry service
Centre, Chongkham, Lohit district, which was sponsored by KVIC for production and training of artisans on
handloom. On the was all the campers visited NYP run
Rural Mart for SHGs at Namsai, visited Golden pagoda
(Monastery) at Tengapani before evening programme
at Mahadevpur community hall. At Mahadevpur all
religion prayer and cultural programme from various
states was presented before leaving back to the camp
site at Doomdooma. One day tea garden study cum
training also conducted before concluding function of
26th April 2011. The people of Doomdooma are all
supported for the grand success of the camp.

which was sponsored by Indian Institute of Entrepreneurship
under the Ministry of Micro, Small and Medium Enterprises, Govt.
of India at the Rama Camp, Dhirang for the 30 unemployed
youths of the Dhirang area from 28th March to 18th May 2011.
The Inauguration program was attained by Teshi Phuntso the local Gaon
Bura of Rama Camp. In his inauguration function he stressed the local
youth to avail the rich benefits of the ESDP program so that the long
Unemployment program of the society can be tackled feasibly, so that
youth develop a self employed way of living the life in future. He further
emphasized on promotion of self employment said that the youths should
opt for entrepreneurship by setting up their own venture and encouraged
the trainees to hone their skills for the cause of livelihood.
He also extended a note of appreciation to NYP and IIE for the ESDP
being conducted in the state.

Enterprises, Govt. of India at Rajiv Gandhi Govt. Polytechnic, Itanagar
Arunachal Pradesh, for the 30 unemployed youths of the Itanagar area from
31st March to 24th May 2011.

VOCATIONAL TRAINING PROGRAMME(FOR SELF EMPLOYMENT)

INTRODUCTION: The Arunachal Pradesh with its limited infrastructure is facing inadequacy of skilled manpower
and capital as compared to other developed states. Unemployment, poverty and the feeling of deprivation has
given birth to many social evils such as terrorism, extortion, drugs, separatism and /host of other related problems.
The political and administrative will is lacking constructive and dedicated approach to address these issues and
hence the problems are aggravating more. On the other hand, the deployment of credit by the bank but due to
absence of competitive local entrepreneur, non-availability of necessary incubatory support of training and hand
holding and welding of all linkages, technical guidance, delay in sanctioning of credit, sourcing and purchasing of
raw materials and linking of market for the products, non-availability of surplus funds in the hands of the local
people.
As regard the employment sector, the number of persons employed in the organization economic activity
(comprising both public and private sector) is insignificant due to absence of PSUs or big Private sector enterprises.
There are stark differences among the eight northeastern States with respect to their resource endowments,
levels of industrialization, as well as infrastructural facilities. The economy of all these States remains
underdeveloped and primarily agrarian with very weak industrial sectors and inflated service sectors. The industrial
sector has mainly developed around tea, oil, timber in Assam and mining saw mills and plywood factories in other
parts of the region.
National Youth Project of Arunachal Pradesh which was started in the year 1999 in Arunachal Pradesh has
successfully tried to minimize all the social evils from Arunachal Pradesh. In this context NYP doing Community
development activities and to create self employment avenues for the youths. NYP is now working in 205 villages
of all the 16 districts in Arunachal Pradesh with 47 centers and has successfully promoted more than 6500 women
in 500 SHGs, more than 7000 farmers in 205 remote villages and set up many training–cum-production centers
for the unemployed youths in the region.
Every year more than 5000 unemployed youths are learning various vocational training for self-employment in
these centers. For all these activities various agencies are helping NYP such as NABARD, KVIC, IIE, NCRI, etc.
Altogether 13500 poor people are given platform for their overall development. In this process more than 12000
youth volunteers are associated with NYP in Arunachal Pradesh for the community changes.
VOCATIONAL TRAINING PROGRAMME DETAILS: In order to increase employment avenues through generation
of gainful employment opportunities, National Youth Project (NYP) is conducted VTP for creating employment
avenues through various vocations under service and manufacturing sector in Arunachal Pradesh. It will impart
latest knowledge on the concept of entrepreneurship, its challenges and prospects and design intervention.
The objective of the VTP is to develop entrepreneurial competencies of viz. achievement, motivation, risk taking
ability, confidence, and goal setting ability of the potential entrepreneurs. Impart knowledge on procedure and
formalities of setting UP of an enterprise / business. It also develops skills on management of a unit / business
establishment including financial and marketing. And it will impart knowledge on identification of business
opportunities and preparation of business plan.
PROGRAMME DETAILS: The Vocational Training Programme was conducted in the district of Papum Pare, Lohit,
Changlang, Dibang Valley, Anjaw, East Kameng, Lower Subansiri, East Siang and Tawang. Thus, it covered 8 districts
and 16 locations. Altogether 400 unemployed youths benefited and learn various skilled training. It is hoped that
out of 400 trained youths many may start their own unit for the sustainable livelihoon. In this direction NYP is
giving them post training guidance and motivating them for start of their own unit.

CURRICULAM COVERED:

SELECTION PROCESS: The trainee was selected by the group of five members committee comprised with DIC
officials, Panchayat Leaders, Bank Officials, and NYP Coordinators.
BENEFICIERIES: A rural youth of the training locality who willing to set up small / micro-enterprises. A pre training
survey was conduct on the selected area. Preference was given to the marginalized and weaker section of the SC/
ST population between age group 18 to 50 years of age.

was sponsored by the National Council of Rural Institute (NCRI)
Hyderabad which is under the ministry of Human Resource Development,
Govt. of India. 25 women selected from the SHG members, students
and unemployed youths of the area. The 21 training programme will
consist of theory and practical session which will be conducted by the
master trainer and other guests faculty from various fields of experts.

21 days Vocational Training Programme on Bee Keeping for 25
unemployed Youths of Goiliang under Anjaw district.
During the programme participants taught about various aspects of bee
keeping practices. Master trainer Shri Jyoti Prasad Saikia also spoke on
the occasion and elaborate the course material to be covered during
the programme. Participants also spoke during the session and they

NYP Extension Centre In West Bengal Inaugurated
5TH September 2011
In its endeavor to work for more youths and public
NYP inaugurated its first extension center at Village
Munsipara of Salkumarhat area under Alipurduar Sub-
Division in Jalpaiguri district of West Bengal. On 5th
September it was formally inaugurated by Shri H.P.
Biswas, President, National Youth Project in presence
of Panchayat Members, Villagers and youths. Shri
Jagabandhu Biswas, Ex-Panchayat Member expressed
gratitude towards NYP endevour for starting its centre
in a remote village in West Bengal. He also discussed
about the priority sectors for the
development of the village. Shri Rajen Roy
GPM expressed happiness for starting the
centre and he assured from all the villagers
that all possible help and support shall be
provided to NYP for developmental and
promotional activities in the village. Shri H.P.
Biswas, NYP discussed elaborately about the
NYPand its activities. He informed the
gathering that NYP going to start a English
medium School and to start various other
entrepreneurs developmental programmes
within a year in the village. During the
delibration other topics discussed on health
sectors, education, employment, youth, etc.

On 29th September 2011 the village of Munsipara creates history as all the
villagers were present for the Foundation Stone Laying Ceremony of Ratan
Biswas Memorial School under NYP banner. The foundation stone unveiled
by Dr. S.N. Subba Rao (Bhaiji), eminent Gandhian and youth leader form
New Delhi. He accompanied with Shri H.P.Biswas and other executive
members of NYP were present along with various panchayat leaders from
many adjoining villages, Government officer, public and students on this
occasion.

While unveiled the foundation stone Dr. Subba Rao
appreciated Shri H.P. Biswas and NYP-AP for starting a English
medium school in this remote areas where students have to
travel long for schooling. He suggested including Gandhian
ethos and moral values in the curriculum.
Shri Ajay Pandey overwhelmed during his speech and
expressed that this school is for all the villagers and all have
to contribute for it ’s strengthen and growth. He also
appreciated the team of Biswas and NYP Arunachal. He
elaborately discussed about the role to pay by the school for
over all development of the area.
Shri Narendra Wadgaonkar also spoke on the occasion before
presenting a scintillating performance of a 18 language
tableau dance programme called “Bharat Ki Santan” with
Bhaiji.
Shri H.P. Biswas while thanking all the guests and other
lpresent in the ceremony informed about the planning and
detail set up of the school. He also informed the gathering
that the school not only teaches academic curriculum but
also stressed to be given on creation of employability
avenues for the unemployed youths of the region. In this
context NYP will start a Employment Centre where free
training to be provide for skill upgradation and other related
trades.
Other speakers on the occasion were Shri Jagabandhu Biswas, Shri Gautam Karjee, shri Nikhil Ch Dutta, Shri Narendra
Nath Roy, Shri Nipendra Nath Pramanik, Shri Kali Charan Roy Pramanik, Shri Sudhir Biswas, Shri Rajen Roy. Lastly a
variety of cultural programmes was present by the youths and children of the area.

Entrepreneurship Awareness Programme (EAP) &
Entrepreneurship Awareness Programme (EDP)Organized by: NYP; Sponsored by: KVIC
Entrepreneurship is the act of being an entrepreneur, which can be defined as “one who undertakes innovations,
finance and business acumen in an effort to transform innovations into economic goods”. This may result in new
organizations or may be part of revitalizing mature organizations in response to a perceived opportunity. The
most obvious form of entrepreneurship is that of starting new businesses or referred as Startup Company; however,
in recent years, the term has been extended to include social and political forms of entrepreneurial activity. When
entrepreneurship is describing activities within a firm or large organization it is referred to as intra-preneurship
and may include corporate venturing, when large entities spin-off organizations.
Entrepreneurial activities are substantially different depending on the type of organization and creativity involved.
Entrepreneurship ranges in scale from solo projects even involving the entrepreneur only part-time to major
undertakings creating many job opportunities. Many “high value” entrepreneurial ventures seek venture capital
or angel funding or seed money in order to raise capital to build the business. Angel investors generally seek
annualized returns of 20-30% and more, as well as extensive involvement in the business.[4] Many kinds of
organizations now exist to support would-be entrepreneurs including specialized government agencies, business
incubators, science parks, and some NGOs. In more recent times, the term entrepreneurship has been extended
to include elements not related necessarily to business formation activity such as conceptualizations of
entrepreneurship as a specific mindset resulting in entrepreneurial initiatives e.g. in the form of social
entrepreneurship, political entrepreneurship, or knowledge entrepreneurship have emerged.

Kameng, Papum Pare, East Siang, Lower Subansiri, Upper Siang, Dibang Valley, East Kameng. Thus, it covered 9
districts and 15 locations. More than 1500 unemployed youths participated in the Entrepreneurship Awareness
Programme (EAP). And 300 unemployed youths benefited and take part in the Entrepreneurship Development
Programme (EDP). It is hoped that out of 300 trained youths many may start their own unit for the sustainable
livelihood. In this direction NYP is giving them post training guidance and motivating them for start of their own
unit. During the programme various schemes for the benefits of the artisans were also taught by the various
guests attended.

SELECTION PROCESS: The trainee was selected by the group of five members committee comprised with DIC
officials, Panchayat Leaders, Bank Officials, and NYP Coordinators.
BENEFICIERIES: A rural youth of the training locality who willing to set up small / micro-enterprises. A pre training
survey was conduct on the selected area. Preference was given to the marginalized and weaker section of the SC/
ST population between age group 18 to 50 years of age.

stressed on particularly on the PMEGP (Prime Minister Employment Generation Programme) scheme. He discussed
on various trades to be taken up under PMEGP scheme which is a subsidy based loan scheme to generate rural as
well as urban employment. Shri Prodip Deori also shares his experience on the field of employment generation.

INTRODUCTION: National Youth Project of Arunachal Pradesh launched
KVIC sponsored two Weeks Entrepreneurs Development Programme on
Design & Development of Traditional Dress for 20 unemployed women’s
of Diyun under Changlang district of Arunachal Pradesh. On 4th
September the programme was formally inaugurated by Shri H.P. Biswas,
along with Shri Prodip Deori. Shri H.P. Biswas assured to extend all possible
help to the trainees and other logistic supports. He also admired the
youth to grab the opportunity with both hands that is being provided to
them by these agencies of their doorstep. The chief guest who cautioned
the youth about the saturated condition of the present scenario and stiff
competitiveness where employment remains for cry for the average and common populace. So, self employment
is only an alternative for sustenance. He also urged the unemployed women to utilize the EDP properly for the
development of the society.Shri Prodip Deori, said the plan of NYP for the area for over all development. He also
informed the gathering about the future plans and programmes that is to be undertaken by the NYP especially for
the benefits of the people of this area in particular. He made presentation about the project which has already
being done in the village. All the 20 trainees was present and
speak about themselves and speak about their future plan
after completion of the training programme. He also discussed

National Youth Project of Arunachal Pradesh organised 14 Days KVIC sponsored
Entrepreneurs Development Programme on Cane & Bamboo Handicrafts at
Pasighat for the 20 unemployed youths of the Siejosa area. The inaugural
function was orgnaised on 30th December 2011 at Siejosa. It was formally
inaugurated by Shri Tayek Pado, Additional Deputy Commissioner, East Kameng
District on 30th December 2011 at Community Hall Siejosat. Speaking on the
occassion the Chief Guest advised the trainees to participate with sincerly,
dedicatedly during the training period. He also emphasised on quality training
and request the NYP to organised such type of training programme in near
future at Pasighat. While speaking and welcoming to all the participants other
guests asked the participants to avail such type of training programme which
are rarely being conducted by any organisation. Other speaker during the

National Youth Project of Arunachal Pradesh promoted farmers club in 9 districts. The main objectives to promote
the FC’s are to link them with technology transfer and provide platform for proper market access. In Arunachal

SHG Bank Linkage Programme
NABARD support assistance to NYP for formation and Bank Linkage of Self Help Group in all the districts in Arunachal
Pradesh. Altogether 175 SHG was Bank Linkages during the year under NABARD support. Under this programme

SKILL DEVELOPMENT PROGRAMME (SDP)

SKILL DEVELOPMENT PROGRAMME DETAILS: In order to increase employment avenues through generation of
gainful employment opportunities, National Youth Project (NYP) is conducted SDP for creating employment avenues
through various vocations under service and manufacturing sector in Arunachal Pradesh. It will impart latest
knowledge on the concept of entrepreneurship, its challenges and prospects and design intervention.
The objective of the SDP is to develop entrepreneurial competencies of viz. achievement, motivation, risk taking
ability, confidence, and goal setting ability of the potential entrepreneurs. Impart knowledge on procedure and
formalities of setting UP of an enterprise / business. It also develops skills on management of a unit / business
establishment including financial and marketing. And it will impart knowledge on identification of business
opportunities and preparation of business plan.
PROGRAMME LOCATION: The Skill Development Programme was conducted in the district of Tirap, Lohit, Anjaw,
Lower Dibang Valley and Kurung Kumey. Thus, it covered 5 districts and 5 locations. Altogether 125 unemployed
youths benefited and learn various skilled training. It is hoped that out of 125 trained youths many may start their
own unit for the sustainable livelihoon. In this direction NYP is giving them post training guidance and motivating
them for start of their own unit.

SELECTION PROCESS: The trainee was selected by the group of five members committee comprised with DIC
officials, Panchayat Leaders, Bank Officials, and NYP Coordinators.
BENEFICIERIES: A rural youth of the training locality who willing to set up small / micro-enterprises. A pre training
survey was conduct on the selected area. Preference was given to the marginalized and weaker section of the SC/
ST population between age group 18 to 50 years of age.

The National Youth Project of Arunachal Pradesh has launched 36 days
skill development programme on Traditional Dress Design for the
unemployed women of the Tirap district. The inaugural function of
the programme held at NYP training hall, Khonsa Tirap District
Arunachal Pradesh on 15th December 2012. The programme was
sponsored by NABARD Arunachal Pradesh. 25 unemployed women
selected by the selection committee comprised with ADI, Apex Bank
Manager and NYP for the training programme.

REPORT
The handmade paper industry in India dates way back to the 14th century. They flourished under the Indian
monarchs, but suffered during the British rule. During the freedom struggle, handmade paper industry was
given support by Mahatma Gandhi and after independence the industry has been promoted and supported
by the Government. At present, there are more than 157 functional handmade paper-producing units all
over India. Together they produce handmade paper worth around Rs.21 crores. This industry provides
employment to about 10,000 people and most of them are situated in the rural areas.
Handmade paper production requires low capital investments. Thus it is easy for small and local entrepreneurs
to establish this industry in rural areas. This industry helps in generating employment at the local level. It is
environment friendly and just not result in the depletion of natural resources and cause much less pollution
that factories making conventional paper. Handmade paper industry helps create sustainable livelihoods in
rural areas. It employs unskilled workers, who are trained in these plants. Thus, this enables the local
population, especially women to get employment in these production units. The industry has become so
diversified and specialized today that the produced numerous types of handmade paper including watermark,
filter paper and drawing sheets. And the difference in cost between conventional paper and handmade
paper is marginal.

Handmade paper in India in made by recycling waste agro raw materials like cotton rags from hosiery cuttings
and small amounts of waste paper. Agro fibers like jute, straw, banana are added to the primary fiber to
create mottled handmade paper. Handmade paper has greater tensile, bursting, tearing and double fold
strength when compared with conventional mill-made paper. It does not turn become brittle as it ages.
Besides, handmade paper is attractive and exclusive. Today there are a number of gift items and craft items
made from handmade paper. Today the Indian handmade paper industry, exports about Rs.400 crores worth
of products to the developed countries annually.
THRUST AREAS FOR INDUSTRIAL DEVELOPMENT
The following sectors have been identified as thrust sector as they have maximum potential for development in
the state. These sectors are as follows : * Agro and horticulture based industries * Mining and mineral based
products including cement * Tissue culture and Floriculture * Plantation crops based industry, such as tea, rubber
etc. * Industries based on forest produces * Electronics and telecommunications products * Tourism
Food Processing Industry Food Processing Industry has an immense potential for development in the state of
Arunachal Pradesh. This is primarily due to two reasons. One, agriculture including horticultural produce is
the singlemost contributor to the state income and generates the maximum employment. Statistics indicate
that despite land being a limiting factor Arunachal Pradesh produces some amount of horticultural surplus,
mostly in the form of fruits and vegetables. The geo-climatic conditions in the state are highly favourable to
the growth of spices, fruits and vegetables for commercial processing. Also, the state’s industrial sector
comprises mostly of SSI units engaged in agro-based activities such as paddy de-husking, flour milling and
pulse processing. Two, food processing industry can prosper in Arunachal Pradesh as it requires low investment
but at the same time generates high employment. Worldwide food processing industry has already gained
immense popularity in investor circles.

Development Training on Hand Made Paper Industry at Hayulliang
under Anjaw district in Arunachal Pradesh. The Training programme
was sponsored by Khadi & Village Industries Commission under
Ministry of Micro, Small and Medium Enterprises, Govt. of India. During
the day long programme Shri H.P. Biswas, along with Sri Babemsu Bellai,
Mrs Niju Bellai attended along with the hosts of Self Help Group
members and unemployed youths and selected 10 candidates. During
the programme Shri H.P. Biswas elaborately discussed about the scope
and prospectives of the Hand Made Paper industry. He asserted
particularly to use the available raw materials for the hand made
paper. He pointed out about the abundant wild banana plant and
traditional Shugu Seng Plant for the manufacture of Quality paper
for export. He also

for the setting up of

boost the rural
economy particularly in the region of Lower Dibang Valley. Later

The 15 days exhibition on Khadi Marketing was inaugurated by Smti Nila
Mohanan, Deputy Commissioner, Lower Subansiri district as Chief Guest
and Shri Hibu Uma Zila Parishad member as Guest of Honour. Other guests
present during the inaugural function are Joint Director Textile and
Handicrafts, Assistant Director District Industries Centre, NGOs
representatives, public and all the 33 units including the Khadi Institutions
and other Village Industries Units.
The inaugural functions of the programme started with the garlanding of
Mahatma Gandhi portrait and lighting of lamps and felicitation of the
guests. Shri A.P. Chobin Assist. Director Incharge briefed the gathering
about the aims and objectives of the Khadi Exhibitions and he informed
that about 16 Khadi Institutions and 17 other Village Industries Units were
came to participate from various corner of the country including the
Jammu and Kashmir, Madhya Pradesh, Bihar, West Bengal, Assam,
Nagaland, Manipur, Orissa and Arunachal Pradesh.

Employment Generation Programme) during the Indigenous Faith Day Celebration.

In her presidential address DC Smti Nila Mohanan appreciated all the
participants who came for the 15 days long Exhibition from various corner
of the country. She also appreciated KVIC and participants for displaying
and exhibit varieties of products ranging from Khadi and VI.
Shri Hibu Uma ZPM appeals all the public to learn various trades to be
taken by the local people from the exhibition. He appreciated all the
participants and assured for all help and support for the grand success of
the exhibition.
Other speakers during the inaugural function of the exhibition are Joint
Director Textile and Handicrafts, Assistant Director District Industries
Centre etc.
THE PARTICIPANTS: The stall participants selected from the all over
Arunachal Pradesh from the PMEGP, REGP and KVIC/KVIB/DIC unit and
some Khadi units from other parts states like Assam, Bihar, Madhya
Pradesh for the promotion and sale their products during the State Level
Exhibition. The selected participants are as follows:-
THE PRODUCT DISPLAY: The product displayed and sale during the
Exhibition ranging from handloom, handicraft, honey bee, khadi cloth,
artificial flowers, wooden furniture, cane and bamboo furniture, candle,
pickle, soap, agarbatti, and varieties of other khadi and V.I products of
Arunachal Pradesh and one unit from Madhya Pradesh.
PREPARATION OF STALLS: The stall was constructed by National Youth
Project a RISC unit under KVIC State office Itanagar after selection from
the tenders submitted by three parties.
PUBLICITY: Vast publicity was made before and during the whole
exhibition. The means of advertisements are regular advertisements in
local newspaper, cable TV network, Banners, Mike announcements,
Invitations and circulars etc.
CULTURAL PROGRAMME: Daily cultural programme was organized during
the Exhibition. Local artists from all over the districts perform their
traditional dances with lot of charm and tranquility. All the visited guests
appreciated the rich culture and tradition of the tribes of Arunachal Pradesh.
BUYERS SELLERS MEET: On 13th February 2012 one day Buyers sellers meet was organized at the exhibition site
where various resource persons attended and discussed on various problems and prospects of the Khadi and
Village Industries Sectora including the progress of the artisans.

the KVIC for conducting exhibition at Ziro.

The District Level Exhibition on PMEGP (Prime Minister’s Employment
Generation Programme) organized by National Youth Project A.P which
was sponsored by Khadi & Village Industries Commission State Office
under the Ministry of Micro, Small & Medium Enterprises, Govt. of India.
The Exhibition was conducted from 25th February to 27th February 2012
at Nyokum Lapang Ground at Itanagar under papum Pare District.
The exhibition was coinciding with the Nyokum Festival which was
organized every year for one week. The month of February every year is
the time for celebrating Nyokum or the worship of goddess of crops
(Lakshmi) and other Gods and Goddess. On the first day, before an altar
of images and symbols of the gods and goddess, the priest starts the
Puja by chanting prayer and girls dance and sing to propitiate the unseen
god and goddess. They sing about abundant crops and good will, health
and unity among all the people, joy and mutual co-operation and peace
and plenty every year.
On the second and concluding day, the villagers of the neighboring villages
perform their Puja in their villages and come in long procession. The
sacrificial animals like dogs, pigs and chicken are either carried or hung
in long bamboo poles. On the arrival at the place of worship the people
go round the altar chanting and the atmosphere seems to be sur-charged
with a feeling of devotion and godliness. The animals are sacrificed and
after invocation of the blessings, the Puja comes to a conclusion.
INAUGURAL FUNCTION: The 3 days exhibition was inaugurated by Shri
Tarin Tiri General Secretary of the Nyokum Festival Committee along with
the other public leaders and hosts of other guests and visiting public.
During the inaugural function all the guests interacted with the
participants and appreciated their products.
THE VENUE: The three days Exhibition was conducted at the Nyokum
Lapang Ground situated at the heart of the Itanagar Town near Mithun
Gate. The ground is easy approachable to all vehicle and all the public
can easily reach as it is situated only 200 mtrs along side of National
Highway No 52A. Besides the ground have all facilities like water supply,
electricity, boundary wall for security and vast space for gatherings.
THE PARTICIPANTS: The stall participants selected on first come first serve
basis from the PMEGP, REGP and KVIC/KVIB/DIC unit for the promotion
and sale their products during the District Level Exhibition. The preference
was given to the active units only. The selected participants are as follows:-

H.P. Biswas, President, National Youth Project of Arunachal Pradesh received UNV Karamveer Chakra Award
2011 from a United Nations Volunteers official from India, Ms Amita Dahiya in an impressive function at the
Institute of Defence Studies and Analysis in New Delhi on November 27, coinciding the 10th anniversary of
International Year of Volunteers UNV India and iCONGO (International Confederation of NGOs).
The award carries a citation and a five metals plated medal. The award has been given to those volunteers who
have made invaluable contributions through innovative ideas, commitment, active engagement and solidarity
for a slew of socio-economic causes.
This award is also an endeavour to promote volunteerism in general and recognition of exemplary voluntary
actions in particular by recognizing the invaluable contribution by volunteers to the achievement of Millenium
Development Goals.
IYV +10, the celebration of volunteerism provides an opportunity to engage the will, the positive energy and
the innovation of millions of people towards realizing the MDGs, achieving sustainable development and crafting

MICRO ENTREPRENEURSHIP DEVELOPMENT PROGRAMME (MEDP)
REPORT
Entrepreneurship is the act of being an entrepreneur, which can be defined as “one who undertakes innovations,
finance and business acumen in an effort to transform innovations into economic goods”. This may result in new
organizations or may be part of revitalizing mature organizations in response to a perceived opportunity. The
most obvious form of entrepreneurship is that of starting new businesses or referred as Startup Company; however,
in recent years, the term has been extended to include social and political forms of entrepreneurial activity. When
entrepreneurship is describing activities within a firm or large organization it is referred to as intra-preneurship
and may include corporate venturing, when large entities spin-off organizations.
Entrepreneurial activities are substantially different depending on the type of organization and creativity involved.
Entrepreneurship ranges in scale from solo projects even involving the entrepreneur only part-time to major
undertakings creating many job opportunities. Many “high value” entrepreneurial ventures seek venture capital
or angel funding or seed money in order to raise capital to build the business. Angel investors generally seek
annualized returns of 20-30% and more, as well as extensive involvement in the business.[4] Many kinds of
organizations now exist to support would-be entrepreneurs including specialized government agencies, business
incubators, science parks, and some NGOs. In more recent times, the term entrepreneurship has been extended
to include elements not related necessarily to business formation activity such as conceptualizations of
entrepreneurship as a specific mindset resulting in entrepreneurial initiatives e.g. in the form of social
entrepreneurship, political entrepreneurship, or knowledge entrepreneurship have emerged.
NEED TO MEDP IN THE STATE:
The Arunachal Pradesh with its limited infrastructure is facing inadequacy of skilled manpower and capital as
compared to other developed states. Unemployment, poverty and the feeling of deprivation has given birth to
many social evils such as terrorism, extortion, drugs, separatism and /host of other related problems. The political
and administrative will is lacking constructive and dedicated approach to address these issues and hence the
problems are aggravating more. On the other hand, the deployment of credit by the bank but due to absence of
competitive local entrepreneur, non-availability of necessary incubatory support of training and hand holding and
welding of all linkages, technical guidance, delay in sanctioning of credit, sourcing and purchasing of raw materials
and linking of market for the products, non-availability of surplus funds in the hands of the local people.
As regard the employment sector, the number of persons employed in the organization economic activity
(comprising both public and private sector) is insignificant due to absence of PSUs or big Private sector enterprises.
There are stark differences among the eight northeastern States with respect to their resource endowments,
levels of industrialization, as well as infrastructural facilities. The economy of all these States remains
underdeveloped and primarily agrarian with very weak industrial sectors and inflated service sectors. The industrial
sector has mainly developed around tea, oil, timber in Assam and mining saw mills and plywood factories in other
parts of the region.
MEDP PROGRAMME DETAILS:
In order to increase employment avenues through generation of gainful employment opportunities, National
Youth Project (NYP) is conducted MEDP for creating employment avenues through various vocations under service
and manufacturing sector in Arunachal Pradesh. It will impart latest knowledge on the concept of entrepreneurship,
its challenges and prospects and design intervention.
PROGRAMME DETAILS:
The MEDP Programme was conducted at Chongkham, Namsai, Lathao, Lekang and Piyong circle in the district of
Lohit. Thus, it covered 5 circles and 5 locations. More than 150 members of Self Help Group participated in the
Micro Entrepreneurship Development Programme (MEDP).. It is hoped that out of 150 trained SHG members
many may start their own unit for the sustainable livelihood. In this direction NYP is giving them post training

guidance and motivating them for start of their own unit. During the programme various schemes for the benefits
of the artisans were also taught by the various guests attended.

Bank Officials, and NYP Coordinators.

Active SHG Members of the training locality who willing to set up small / micro-enterprises. A pre training survey
was conduct on the selected area. Preference was given to the marginalized and weaker section of the SC/ST
population between age group 18 to 50 years of age.

A day long workshop on Prime Minister ’s Employment
Generation Programme (PMGEP) was organized by National
Youth Project which was sponsored by Khadi and Village
Industries Commission (KVIC) Itanagar at State Science Center,
Indra Gandhi Park on 30th March 2012.
Speaking on the workshop, Taba Taki Chairman Arunachal
Pradesh Khadi & Village Industries Board promised to look in to
the matters concerning the causes of genuine artisans and
assured to streamline for better functioning of selection process
of the beneficiaries. He also encouraged the artisans saying that
how a small amount of loan can change one’s life and become a
successful entrepreneur.
In his address, State Director In-Charge, KVIC,AP Chobin
highlighted the details of the PMEGP Schemes,that the artisians
should identify the market oriented the activities before availing
any shemes particularly the subsidized loan.
