FOR YOUR INFORMATION
Rally Fees 2020 Rally fees and all other charges made by the Centre are inclusive of VAT at 20%. should the rate of VAT change, then all charges will change accordingly.
Booking Conditions.
Rally Bookings should be made on the standard booking forms enclosed with this handbook. For those who rally regularly, a further supply of forms may be obtained from any member of the committee. Holiday rallies may require a special booking form available from the rally marshal. On all booking forms please enter your membership number for the Caravan Club.
Where a rally is listed as being PRE-PAID, the correct rally fee must accompany your booking form. A booking made by telephone will not be considered to be
definite until payment has been received.
The booking of pre-paid and limited rallies can only be done after the 1st February.
Certain holiday rallies may require a booking deposit, with the balance to be paid by a specific date.

Non arrival at a rally
If for any reason you are unable to attend a rally which has not been pre-paid and have not cancelled your booking by Sunday evening prior to the event, A donation is payable of £2.00 to the Centre to cover costs incurred on your behalf. Fee should be handed either to the rally marshal concerned or to the treasurer as soon as possible after the event.

Welcome to the 2020 rally season, Vicky and I are proud and honoured to serve the
Northumberland Centre in my first year as Chair.
I would like to welcome all our existing ralliers and any new families who are considering
attending a rally for the first time, to our 2020 Centre handbook.
This year we have some changes to the committee: we welcome back Darren and Angela
Seccombe, Marion Brennan plus Norman Dixon, and Karen Barham as our new Secretary.
Our immediate past chairman is also staying on the committee this year. I would like to say
a big thank you to Barbara Oxberry for the work she has done for the centre; she is retiring
from the committee after many years as Chair before becoming Secretary. George Appleby
is also retiring this year. I would like to thank everyone for choosing to stand for committee
and wish you all every success in your various roles. This year our committee will be
running without a Vice Chair and we are still short of committee members so if you know
of anyone who may be interested in finding out more, please direct them to me, so that we
can ensure that the centre can go from strength to strength.
Easter 2019 saw a special rally at Corbridge Rugby field, to celebrate the Centre’s 60th
Anniversary. I would like to thank the committee and all volunteers for their hard work
resulting in a very successful event at which our main guest, Vice Chair Janet Moore, from
the Caravan and Motorhome Club, opened the rally.
This year we will have our annual Dinner Dance, an evening of entertainment, at the Grand
Hotel Gosforth Park on the 14th March 2020, to which Vicky and I extend a warm invitation
to you all. Our main guest will be Mr Grenville Chamberlain O.B.E., Chairman of the
Caravan and Motorhome Club. Other events will include our Christmas social event, which
will again be held at Heighley Gate in December 2020.
Much hard work goes into the planning of your annual programme by your rally secretary.
I would like to thank all the families that have volunteered to run rallies for the 2020 season,
without you we all could not enjoy our hobby. However, please do consider running a rally
as last year some venues had to be cancelled due to not having the marshals to run the
event.
I look forward to meeting you all on the rally field or other social events throughout the
coming season.

RALLY SECRETARY’S MESSAGE
I would like to thank everyone one for allowing me to continue in my 2nd
year as your Rally Secretary for the coming year.
Last year was a good year for Rallies despite some being cancelled due to
no and low bookings. We as a centre need a good committee but most
important is the marshals and especially our members, on the rally field
to keep the centre going.
We had our 60th celebration and the 2nd Festival of the North, which were
both an excellent success, due to weather being nice and the programme,
with both had a excellent turn out in caravans.
Into 2020 when reading though the hand book you will notice this year,
there is a good extended rally programme for 2020, with a lot of new venues
like Gloucester Lodge Farm which coincides with Blyth Music Festival 2020,
Ambleside Ruby Club at Cumbria, Walkmill and Seaview CAMC site are
some. As well old venues being revisited like Spring Hill Farm with electric
and hardstanding, Border Forest. Also our popular ones Budle Bay, High
Chippburn Farm and Tynedale Ruby Club with a V.E Day themed Rally.
I hope you enjoy this year’s rally programme.
Finally a thank you for all the Marshals as without you the centre would not
work, no marshals, no rallies so you are very important. As for 2020 we are
still looking for Marshal for a venues. If you have never Marshalled before
don’t worry we here to help.
Also if you have any ideas that will improve our Centre, please see one of
our committee members.
If anyone knows of a venue new or old, suitable to hold a rally on, contact
me or any committee member and we will look into it.

Welcome to your sports programme for 2020. I hope you will be able to join
us at our sports rallies listed below. Events include lawn darts, quoits, boule
and bean bag throwing for our younger members.
Never played these games before? No problem, just ask either Andrew or
myself on the rally field and we will be more than happy to help you. Don’t
worry if you don’t have your own quoits as I have some centre quoits that
you can borrow.
All you need to do to take part is fill in your sports entry form and hand it to
me before 9pm on the Friday night of each sports rally. Please do not be put
off by the trophies etc this really is all just for fun and we happily will wel-
come anyone who wants to give it a go.
Don’t want to take part that’s ok but feel free to come along an join us, have a chat and cheer them on.

THE 2021 CENTRE HANDBOOK COVER COMPETITION
Entries are invited for the design of the front cover for the 2021 Centre Handbook The competition is open to full, joint members and their direct families registered with
Northumberland Centre for this current year. The entries can be a drawing, photograph, or computer image, and must include the club logo, which must not be altered in any way. A copy can be obtained from any committee
member. The Centre name and year should be capable of reproduction.
THE DESIGN SHOULD BE APPROPRIATE TO RALLYING IN NORTHUMBERLAND
The size of the artwork to be no more than A4 size (210mm x 297mm). The winner will be announced at the 2020 A.G.M. and they will receive the
‘Jack Cartwright Memorial Trophy’
To be held for one year and also a personal memento. The successful design will be submitted to the Caravan Club Cover Competition. Any cash
prize will be awarded to Centre funds. All entries to be handed to the Chairman no later than noon on the 1st September 2020, with your name and C.C.

Why not take a photograph of your favourite rally field? It could win you the John Dickinson Memorial Trophy.
If you wish to enter this competition your entry should be handed to the Chairman no later than noon on the 1st September 2020 with your name and
Caravan Club number on the back of your photograph.
PLEASE REMEMBER The tap on most rally fields is usually the only drinking water available.
Do not risk contamination by taking chemical toilets or
Toilet containers to the supply.
Remember the winner of this has the chance of their photo being selected by the Northern Region as the
Winner of the regional competition.

Northumberland Centre Rules
Booking for Rallies:
1.1 The booking of limited rallies will only be accepted on or after 1st February with
the correct payment.
1.2 Please book for rallies in reasonable time to allow the marshal to adequately
prepare for you. If possible this should be by the Sunday preceding the rally, but
definitely no later than the Tuesday. Late bookings are an embarrassment to the
marshal.
Money/Payments:
2.1 Any payments by cheque or postal order to the Northumberland Centre for rallies,
socials, Centre equipment, etc. must always be made out to the Centre and NOT
individuals, unless otherwise instructed.
POST DATED CHEQUES ARE NOT ACCEPTED.
2.2 The payment of a rally fee constitutes a donation towards the Centre fund, and
the Centre is under no obligation to provide a plaque. Unbooked or late caravans may
not receive a plaque if the initial supply is exhausted. Do not embarrass any marshal
by asking for a plaque if you have not attended the rally with your caravan.
2.3 Refunds if you were unable to attend a rally should be made via the rally marshal in
the first instance, then afterwards to the Centre Committee. If it is too close to the rally,
then your rally allowance will have been used by the marshal, then a reasonable
donation of £2 would be appreciated to cover administration costs.
Rallies:
3.1 The rally marshals are in complete control of the rally. Any reasonable request by
them must be observed.
3.2 Under certain circumstances it may be necessary to prohibit the use of barbecues.
Open wood fires and burning of wood on barbecues is not allowed.
3.3 Every caravan should carry a fire extinguisher.
3.4 Whenever possible rally routes will be signposted, but members should use the
rally location instructions and a suitable map to assist them. If the rally location has to
be changed to a nearby alternative, suitable signs will be erected. If the rally has to be
cancelled at the last moment, your rally marshal will endeavour to contact you by
telephone. Your booking form should show your telephone number and where you can
be contacted.
3.5 Rallies normally commence at 4.00pm on the first day. The rally marshal is
entitled to refuse admission before this time. Earlier arrival may only be by prior
arrangement with the marshal.
3.6 Reservation of pitches is allowed when it is reasonable and practicable, and that it
is agreeable with the marshal. (the rally marshal’s decision will be final and should be
respected). Where limited electric hook-up is available, this will be on a first booked
first taken basis. Members wishing to be sited together should arrive together.
Members arriving late may be asked to use a ‘Night Pitch’ and join the rally the
following morning.
3.7 The marshal reserves the right to refuse entry to unbooked members where it is
considered against the interests of the rally.

Rallies continued:
3.8 A small tent for occupation by children may only be erected with the permission of
the rally marshal. This will be in the space normally occupied by an awning.
3.9 The use of the rally site is a privilege. And it is your responsibility to see that this
privilege is not abused. Please, therefore, observe the Caravan and Country Codes
and uphold the good name of the Club. In particular, undue noise should be avoided
between the hours of 11.00pm and 8.00am.
3.10 Generators should not be used between the hours of 6.00pm and 9.00am except
when the generator is used for the benefit of the rally. Generators should not be left
unattended at any time.
3.11 When for medical reasons, it becomes essential that a generator must be used
outside of the hours stated in the Centre rules (3.10), then application in writing should
be made to the committee two weeks prior to the rally. If approval is given for that rally
the marshal will then be advised accordingly, since it may be necessary for the
caravan/generator to be sited away from other caravans to avoid disturbance.
Separate application should be made for each rally where the generator will need to
be used.
3.12 It should be noted that as rallies are not being held on established sites, it will be
necessary for members to carry toilets. To avoid contamination, TOILETS MUST NOT
BE TAKEN TO THE DRINKING WATER.
3.13 No provision will be made for the disposal of waste other than chemical toilets.
Waste water containers should not be allowed to overflow and should be emptied
along the base of hedges or fences around the perimeter of the field and NOT in the
elsan pit.
3.14 Members must take home with them all dry waste.
3.15 Rallies close one hour after the elsan pit, and the site must be vacated by this time.
Members should not embarrass the marshal by seeking to prolong their stay.
3.16 The sale of goods other than club equipment or collections for charities are strictly
banned at centre events. The only exceptions being in support of the Centre’s annual
charity event.
3.17 In order to avoid embarrassment, collections for rally marshals and other centre
event organisers are forbidden.
3.18 Siting of caravans. Where the rally marshal has set out site pegs, the caravan should
be parked with the offside corner as near to the peg as possible, unless told to do
otherwise. Cars should be parked on the offside of the caravan as close to it as
reasonably possible.
Cars:
4.1 A speed limit of 5mph applies on all rallies, it is your responsibility to ensure any
visitors you have observe the rule. Any driver of any vehicle ignoring this limit will be
instructed to leave the car in the designated car park.
4.2 Learner drivers and unlicensed drivers are not permitted to drive on the rally field.
4.3 No vehicle shall be allowed to drive between caravans on the grounds of safety.
4.4 Drivers of ‘second cars’ and visitors may be asked to leave their vehicles in the car
park provided. The car may be first be driven at 5 mph to the caravan to allow
passengers to alight

Please remember we must keep at least a 6 metre space between the facing
sides of caravans and there must be a clear 3 metre space around any outfit
(car, caravan & awning)
Children:
5.1 It is the responsibility of parents, or persons nominated by the parents as suitable,
for the actions of the children under their control on the rally field.
5.2 The playing of quoits, lawn darts and ball games (including swing-ball) and the use
of cycles and skateboards within the vicinity of caravans is prohibited.
5.3 Kites and model aircraft/drones must not be flown on the rally field.
Pets/Animals:
6.1 Dogs and other domestic animals must be kept on a lead not exceeding TWO
METRES at all times whilst on the rally field, and when tethered must remain within
the confines of your pitch. When being exercised beyond the rally field they must be
kept under control and not allowed to roam at will. Whenever possible dogs are to
be exercised off the rally field. It is the owner’s responsibility to make sure they clean
up as soon as possible after them.
Visitors:
7.1 All visitors should report to the rally marshal when they arrive. It is the members’
responsibility to ensure all visitors inform the marshal of their arrival.
Wet Weather:
8.1 Yellow Flag. Should the rally field become so saturated that excessive damage could
be caused by the movement of vehicles, a yellow flag will be flown from the flagpole or
at the gate. Under these circumstances members and visitors may not enter or leave
the field with their cars except with the express permission of the marshal.

PREPAID RALLIES
Members occasionally express dismay at the number of prepaid rallies advertised with the
need to pay out so much money at the beginning of the year. Because of the larger fee
involved, Holiday, and Long weekend rallies are always prepaid. Early booking is only
necessary where space is limited at the rally and members wish to be confident of
securing a pitch.
Would members please note the recently introduced Caravan Club ruling whereby we
have to inform the Caravan Club 10 days in advance of a rally the number of ralliers
attending a rally on a Caravan Club site, more information is to be found on the relevant
pages.
Prepaid rallies which are not limited by space do not have to be booked until nearer the
event.

RALLY DIRECTION SIGNS
To assist our new members and first time ralliers the following information will prove useful.
The various Centres of The Caravan Club endeavour to display signs to guide the ralliers on
their approach to a rally site, each Centre employing its own individual design and
colouring. Care is taken to ensure these signs are discreetly and carefully sited only at road
junctions and other necessary turning points.
The signs used by Northumberland Centre are of a rectangular format, approximately
18 inches long and 4 inches wide, with one end cut to a point indicating the direction to the
site. They are painted BLUE with WHITE “CC” lettering.
On nearing the site a sign is usually displayed giving the warning ‘CARAVANS TURNING 150
YARDS AHEAD’ so slow down ready to turn into the site.

SOCIAL SECRETARY’S MESSAGE
Dear Ralliers
Welcome to another year of rallying and socialising with Northumberland
Centre.
One again the Bonfire rally was enjoyed by all who attended, even though a
little soggy at times. The homemade soup and hotdogs were enjoyed by
everyone before watching the fabulous firework display.
There will be a swimming party for everyone at 3:45pm on Saturday 1st
February at Concordia Leisure Centre in Cramlington. The cost is £3 per
person and bookings can be made to myself.
The centres annual Dinner Dance will be held once again at the Grand
Hotel, Gosforth Park on Saturday 14th March. If you would like to join us for
a fabulous night of good food and company with great entertainment
contact Andy Cross or any committee member for further details.
Lastly if you have any ideas for future social events either on or off the rally
field don’t hesitate to let us know.

What is the Northern Region Council? The Northern Region Council of the Caravan and Motorhome Club is built up of
eleven Centres: Northumberland, Cumbria, North Lancashire, South Lancashire, Yorkshire Pennine, South Yorkshire, Durham, North Yorkshire, Yorkshire Dales,
Mid West Yorkshire and East Yorkshire.
The Council holds four meetings a year with a Chairman, Treasurer, Secretary and
Vice Chairman. There are two delegates from each Centre plus one non-centre member which form the committee.
What benefit is the Northern Region Council to us?
The Council has been formed to link the Centres to the Club Head Quarters. The
Council feeds information from the Club to the Centres and vice versa. Any problems or concerns the Centres and their members have, can be aired at the
Council meetings and if they are not solved at that meeting then the Officers of the
Council can take to the Club in order to get a solution, this can then be fed back to
the Centres. The idea is a support mechanism for the Centres and their Members, as
we all know that a problem shared is a problem halved or maybe solved.
Does it work?
Yes it does – many problems in the past have been solved and useful information
with regard to Caravans, towing vehicles and members safety have been passed on.
Yes it does – many Centre Officers have had problems within their Centres and have
brought the problem to the Council and got advice and support from other Centre
Officers until a solution has been found.
Yes it does – by saving Centre Officers and member’s time by bringing things to the
Council for a solution instead of contacting the Club on smaller issues or non-urgent business, this also saves the Club staff time.
Yes it does – it helps to circulate information on events the Centres run, helping to promote throughout other Centres and the Club Magazine.

House Museum and Art Gallery for the annual Question Time, there is no

The meeting will take place on Saturday 25th April 2020 commencing at
11.00am. This is your chance to ask questions of a panel that will represent
the Caravan and Motorhome Club, Caravan Dealers, Repair Agents and
anything else that is caravan and motorhome related. Tea and coffee will be
provided for those attending the meeting.
After the meeting you can look around the museum based within a beautiful
classical Grade 1 listed Jacobean building and exclusive gift range
celebrating the life and work of Samuel Bough (1822 – 1878), the much
loved Carlisle artist.

WHY NOT BE A RALLY MARSHAL IN 2021?
If you enjoy rallying have you ever considered helping to run one?
No financial reward of course, but a great deal of satisfaction at the end of the day.
It is suggested that if you are marshalling for the first time you would be well advised to work with someone with previous experience. For very large or long rallies it is
permissible, but not mandatory, to have three marshals.
If you are interested, please contact the Rally Secretary from the first Saturday in July onwards, when the Rally Programme for 2021 will be available for perusal, to enable
marshals to enlist their services.
No prior claim can be made for a rally other than , as a matter of courtesy, the Centre Chairman, the Teenagers (if required), the new site to the ‘site finder’ and the persons
wishing to marshal a Holiday Weekend or longer rally. The marshalling of any particular rally does not confer any right to that same site in succeeding years.
A meeting will be held in early 2021 to which marshals for that year are invited, at which any problems will be open for discussion.

RULES GOVERNING CENTRES
For those taking part fully in the activities of Centres it is easy to forget that a Centre is essentially a part of the Caravan Club. Its only indeed on this basis that exemption is granted by local authorities which permit the holding of rallies.
Whilst Centres have some freedom to implement certain rules which are considered to be
in the interests of the Centre, they must at the same time adhere strictly to the ‘Rules Governing Centres’, as issued by the Caravan Club and amended from time to time.
A few extracts from the rules pertinent to the Annual General Meeting are
reproduced below for your information. Any member wishing to study the Club Bye-Laws and the Rules Governing Centres may
do so on request to any officer or committee member of the Centre.
ANNUAL GENERAL MEETING Nominations of Officers and Committee
FOR YOUR GUIDANCE Local Centres of the Club are governed by a Chairman, Vice-Chairman, Honorary Treasurer, Honorary Secretary and a Committee consisting of not less than five and not more than eleven members or family members all to be elected annually at the Centre & Annual General Meeting. A qualified auditor should also be appointed by the Annual General Meeting, but should not be a member of the committee.
The above rules were adopted by the Club Council on 1st June, 1957, and as subsequently amended.
If you wish to nominate a fellow member for any of the above offices in the Centre and/or
for committee membership, please complete the nomination form and send it to the Centre Honorary Secretary NOT LATER THAN 14 DAYS PRIOR TO THE MEETING. It is sincerely hoped that members will exercise their privilege and either nominate their fellow members or be prepared to allow their own names to go forward, or both.
As with the Annual Members’ Meeting of the Club, the Chairman, other Officers, and
members of the centre committee continue in office until the end of the Annual General Meeting.
Formal Notices of Motion in Rule 5(d), governing centres denotes, besides the
routine items such as the Chairman s Report, Hon. Treasurer’s Report, Elections, etc., any proposals of a constitutional nature or materially affecting the interests of all members in the Centre.
Any members wishing to put forward a motion, duly seconded that clearly ought to be
treated as principal business as defined above, should make certain of getting it into the hands of the Hon. Secretary not later than 35 days before the Annual General Meeting so that the latter will have time to get it out to all members. Any members raising a matter of principal business, under “Any Other Business” at the Annual General Meeting, can only do so for discussion and not as a motion. If the Chairman decides to allow a show of hands the result will only be taken as guidance or recommendation to the committee.

The Northern Region 24th Annual General Meeting

The 24th Annual General Meeting of the Northern Region of the Caravan and Motorhome Club will be held in the Horseshoe Bar, Blackpool Pleasure
Beach, Blackpool FY1 1EZ
The Meeting will commence at 11am.
Refreshments will be served prior to the meeting.
Notices of motion signed by the Proposer and Seconder (including membership number) must be in the hands of the Region Secretary not less
than 3 calendar months prior to the Annual General meeting.
Nomination for Officers must be signed by the Nominee, Proposer and Seconder (including membership number) and be in the hands of the Region
Secretary not less than 28 days prior to the Annual General Meeting.
This meeting is open to ALL Northern Region Members.

TO ALL RALLY MARSHALS
PLEASE NOTE
To make your job as a marshal easier by, (a) Knowing what RALLY equipment is available and (b) Where to obtain it, the following procedure is to be adopted for the
2020 rally season.

1. A standard rally pack will be assembled as listed below, this being considered
sufficient to serve the needs of a normal weekend rally.
2. Once the rally pack is in circulation it is up to the rally marshal to either
(A) arrange to collect the pack from the rally prior to their rally, or
(B) arrange with the previous marshal to collect it at a later date.
3. The rally pack is not to be split up and must be maintained as a full pack and passed
on to the next rally. (irrespective of whether or not all the rally equipment is required).
4. On the occasions when two or more rallies are on at the same time, additional
equipment will be made available to the relevant marshals.
5. Any marshal requiring additional equipment, please contact the equipment officers at
least two weeks prior to the date required.
6. Any loss or damage should be reported to the equipment officers as soon as possible
after the rally so that the necessary repair or replacement can be made.

THE NORTHERN REGION - Centres Booking Conditions
The following are the booking arrangements that the Northern Centres intend to operate in the 2020 season.
CUMBRIA Require £5.00 Advance Booking Fee (non returnable) with Booking slip. DURHAM Require a £5.00 deposit for weekend rallies that are limited, paid directly to the rally marshal. There is a £5.00 deposit for bank holiday rallies. The balance of the rally should be paid by cash on arrival. On rallies of 5 days more a deposit of £10.00 is required when booking. This may be refundable less administration costs from the rally marshal. The appropriate fee must be paid by 6 weeks before commencement of the rally. If not paid by the 6-week point, cancellation of reserved place will be assumed, no reminder will be given. There will be a cancellation fee of £5.00 on all bank holidays and holiday rallies of 5 days and less. NORTH LANCASHIRE Require you to obtain a booking form from a rally secretary and then the full fee must be sent with the booking. SOUTH LANCASHIRE Same as North Lancashire. NORTHUMBERLAND No booking payment required except for Holiday, Limited Space, or Charity rallies. For these the full fee is required. No bookings will be accepted before the 1st February on these types of rally. If you cancel the rally after the Sunday evening prior to the Rally a donation of £2.00 will be paid to the Centre. YORKSHIRE DALES No booking fee required for 2 night weekend rallies but if Cancelled less than 7 days before, a fee of £2.00 is payable Plus any expenses incurred. For rallies of more than 2 nights A deposit of 30% minimum of the rally fee is required unless Individual booking details apply. EAST YORKSHIRE £2.00 Booking Fee NORTH YORKSHIRE £2.00 Booking Fee MID WEST YORKSHIRE No booking fee required. If a rally is cancelled less than 7 YORKSHIRE PENNINE days before the event, there is a fee of £2.00 payable plus The cost of any milk and papers ordered. SOUTH YORKSHIRE Require £3.00 advance booking fee (non returnable) with Booking slip.
Visits to other Centres.
Many Centres have special rules for booking into Rallies, e.g. non returnable advance booking fees, deposits etc. Other Centres rules will be shown in their respective Handbooks.
Your Rally Secretary has a fairly comprehensive collection of these Handbooks and will be pleased to advise you.
NOTE. Rule 4A of the Rules Governing Centres states that ‘All events organised by a Centre shall be open to any Member of the Club subject to accommodation being available. All members shall apply in advance’.
