 ABSTRACT: The first NPP in Vietnam will be manufactured basing on Russian VVER 

Technology. So, the project focuses on searching and clearing the basic contents of the normatie

document of the Russian regulatory authorities of nuclear energy standards, codes of practice. !romthis iew of point, to propose a master plan on potential building for "enter for N#E $includinginfrastructure, e%uipment, human resource, document, %uality management system& to become amaterial science comple' $(S"& in the framewor) of the project of "enter of nuclear energyscience and technology $"NEST& of Vinatom.

INTRODUCTION

There are two important nuclear related projects in Vietnam. They are the first NPP and the researchreactor $under "NEST project&. 5uality control $5"& in these projects is ery important for the purpose of radiation and nuclear safety. Nondestructie ealuation $N#E& has the most importantrole in 56-5" for the aboe projects. t also is the main tas) of "enter for N#E.

Since 2/37 the selection of technology for the two projects has been become clear. The selectedtechnology in these cases has the source from Russia. Therefore, the target of this project is to focuson the aboe main research items.

* CONTENTS AND RESULTS

The project has been deeloped and carried out based on the research contents written in the proposal. The main obtained results can be summari*ed as follows+

The N#T procedures and methods, applying in inspecting the SS"s of NPP, must be followed the

normatie document of the regulatory authorities of nuclear energy standards, codes of practice. nthis case, the selected technology for the first NPP project has the source from Russia. Therefore,the target is to focus on searching and collecting the related document of !ederal Russia.

There are /0 main N#T methods using in inspection of NPP-VVER. They are isual testing $VT&, penetration testing $PT&, magnetic testing $(T&, eddy current testing $ET&, ultrasonic testing $T&,radiographic testing $RT&, lea) testing $QT& and acoustic emission $6E&. The first four methods areused to inspect the surface and near1surface discontinues, the T and RT methods are used toinspect the olume discontinues, the QT method $hydrogen, nitrogen and-or high pressure& isconsidered a completed test and the 6E method is mainly used to inspect in in1serice1inspection

!rom the aboe collected standards, codes of practice for /0 N#T methods, it is easy to recogni*ethe main re%uirements to conduct N#T inspections in the manufacture $pre pre1serice1inspectionPre1PS&, in the building and installation $PS& and in the operation $S&. They are including thefactors as human resource, infrastructure-e%uipment, %uality management system $5(S& and thee'perience of personnel and facility. These factors are summari*ed as follows+

Hu%an -eu-$e2 N#T personnel should be trained both theories and practices basing on 5(Sand Russian NPP-VVER technology in the field of N#T, the e'perts of leel 7 are re%uired to write

and approe the suitable N#T procedures, the staffs conducting the tests are re%uired the leel 2.In/-a'-u$'u-e1e6ui0%en'2 The specific samples, e%uipments and laboratories should be e%uippedand built in accordant with re%uirements of Russian regulatory authorities.

Qua.i'! %ana"e%en' !'e% (QMS)2  5(S of N#T inspection for NPP facility should beincluded the S L//3+2//0, S-E"-3>/2= and S-E"-3>/2/. 6lso, the Russian normatiedocument of the regulatory authorities of nuclear energy standards, codes of practice should becollected and followed.

inspection for NPP-VVER facilities in abroad. The time of practice needs from /4 months to /2years depending on the N#T methods.

components of power plants.
