Signs of the times.. One of the first tasks the Parish Council took onboard this year was the refur- bishment of the street signs. Pendle BC revamped four; Michael Barlow and Duncan Shaw did two more, whilst Cllr. David Forrest (above) has replaced another half dozen or so. There’s also evidence that others have been repainted too - all part of the commitment to spruce up the village. 2 nd Possibly the hardest job was that given to the Mayor & Mayoress of Pendle who had the unenviable task of judging the winners, shown here & inside. The Festival raised over £2000 which was split two ways between the Church & the Hall. Such was the success that the team is already planning for next year! That’s the verdict after Higham’s first-ever Scarecrow Festival that took place over the August Bank Holiday weekend. Most capably organised by Terry & Val Butterfield and team, there were over 80 displays throughout the Village. A couple of ‘making days’ were held in the Village Hall prior to the event and even the theft of a couple of demo models advertising the event didn’t take the shine off things. The range and humour of the entrants was a joy to behold and was thoroughly enjoyed by the hundreds of visitors who visited Higham on all 3 days. Programmes had been pre-sold and the Village Hall Committtee was kept busy throughout by serving a constant supply of refreshments. One of the highlights of the summer must have been the Higham Village Fête which was very well attended despite the somewhat wet weather. All was looking well until lunchtime when the heavens opened, but despite this, the event continued and the sun did make a timely entrance. Centre piece was the marquee which was the base for the enjoyable Nelson Jazz Band who gave several performances during the afternoon. Also here was the bar, kindly set up by Warren & Jo of the Four Alls. Across the playing fields was a selections of stalls; from hook-a-duck, to stocks, to food, childrens games and, guess the weight of the animals. Particulary successful was the bottle tombola - over 300 bottles of all descriptions having been donated by Villagers, so a BIG thanks for that. The local constabulary had a patrol car on display and there was a small selection of other ‘classic’ cars there too. It was opened by “buy one, get one free - I say .....” (that chap off the tele) and the Mayor & Mayoress were welcome visitors too. John Birkett was chief organiser and with friends from the Village Firework Committee and other volunteers they managed to raise over £1500 - in what looks set to be an annual event- we hope so! The money was divided between the Village Hall, St. John's Church and The Friends of Higham School. Everyone agreed it was a super day and all beneficiaries were extremely grateful to John (pictured right) and the committee for their tireless patience which brought the whole event together.

Higham Parish Council is pleased to announce that for the first time in several years it has a full complement of Councillors - David Ellis, David Forrest, Richard Gadd, Christine Lomax, Bernard Ingham, Michael Tetley,Les Townsend & Phyllis Watson - all are resident in Higham, as is the new Parish Clerk Penny McBurney. Villagers are welcome to attend themonthly meetings, which always begin with public questions. The meetings areattended by the eight Parish Councillors, plus Borough Councillor James Starkieand County Councillor Shelagh Derwent. They will endeavour to answer anyquestions asked. A profile of Councillors will appear in the next edition. After several months of ‘re-grouping’ we have now compiled a master list ofprojects to improve the Village. New works carried out this year includeupdating the street signs (see front page); increased mowing on the approachesto the Village on the by pass, as well as refurbishments to the Spout and thereplacement of the Bus Shelter (above). The Lengthsman has been active in weedspraying & clearance and has done works on the playing fields. The Villagetidy-up in the summer was well attended with some good results and concertedpressure by our County Councillor has just seen the resurfacing of the road atboth junctions of the by pass. Future plans include a clean up of the old Chapelwall & railings. Finally, the Parish Plan produced many requests for a VillageNewspaper, and here it is! We hope you enjoy it.

We would just like to take this opportunity to introduce ourselves to the Parish ofHigham and what we do to benefit the village. As a Neighbourhood PolicingTeam we are responsible for dealing with community issues that affect yourquality of life. We also have a big involvement with Higham CE Primary School. Over the course of last year we developed a very good relationship with theschool and had a large involvement with them. One of the main contributions wasto the school travel plan. We did an input on road safety to all the classes andan inter-school road safety quiz was held between 7 local schools, which Highamwon. We also spent a day with the year 6 class and taught them on safer cycling,which was a practical activity. We already have some dates in place to come intothe school for the new school year and are planning on doing more talks, trainingthe new year 6’s on safer cycling and organising another inter-school quiz. As wellas this we also monitor the parking situations at the beginning and the end ofschool to ensure the children are safe. We would encourage you to contact any of the Neighbourhood Policing Teamshould you have any issues. The Neighbourhood Policing Team do not work 24hours but there is always one of us on most days. � In June our Year 6 children enjoyedtheir annual residential visit to Patterdaleand were a credit to the school. � Visits for this term included Ribchesterand the Octagon Theatre. A World Wartheme day takes place in November.� Summer Term culminated with ourexhibition of local history, production of aguidebook of Higham and batik work. Thechildren and staff enjoyed working withMr Roger Frost, MBE.� We visited the 02 Arena in London toview the Tutankhamun Exhibition - linkedto the project of work in school. � Our new starters have all joined us andhave settled in well.� Our Environmental area is now openwith a new decking area around the pondand formation of specific wildlife habitats.

EditorialIt’s a great delight for me personally to be involved in Higham ‘Spout’. Writingarticles & designing brochures is what I do so it was an obvious choice that I wouldget the job of putting this new magazine together! It has been most satisfying tobecome involved with Higham again. I’ve thoroughly enjoyed my dealings withthe Parish Council, and happily - being in the right place at the right time alsomeant that we could secure nearly £5000 of grant funding to get a couple of newprojects off the ground (see below).Reading through this issue of the ‘Spout’ illustrates the efforts of the many peoplewho work tirelessly to make Higham a great place to live. Thanks to them, and also to everyone for their articles and contributions for this issue.
