Dear Friends:PARTNERSHIP WITH CHILDREN is proud to announce that our first longitudinal

study, released earlier this year, concludes that our OPEN HEART-OPEN MIND program is

instrumental in closing the achievement gap between the lowest performing students

receiving our services and their peers. Further, the evaluation of our school-based

program in the 2008-2009 school year confirms the study’s findings.

The longitudinal study examines the cohort of students who entered our program in

school year 2000-2001 and compared their performance on standardized tests

to those of their peers citywide over eight years. The study indicated that by

year three, in English Language Arts (ELA), 35% of our students achieved

State standards despite the fact that they were the lowest performers

when they joined our program, compared to 28% of their peers. This

upward trend continued, suggesting that our program helps reduce the

achievement gap between the neediest students with whom we work and

the average performance for their school-wide peers. Below is an example of

scores on the ELA comparing the two groups in year eight.

• Year 1, Partnership with Children: 7.7% Level 3+4 (Proficient)

• Year 1, School-wide Peers: 23.9% Level 3+4 (Proficient)

• Year 8, Partnership with Children: 60.0% Level 3+4 (Proficient)

• Year 8, School-wide Peers: 56.3% Level 3+4 (Proficient)

Not only did PARTNERSHIP WITH CHILDREN increase proficiency scores

by 679% and close the achievement gap, but our students’ scores

surpassed those of their peers by 3.7%!

The results of the study are supported by those of our annual

evaluation, which shows that students receiving our core

services not only achieve State standards but also outperform

their peers. Please see page 4 for specific results of the 2008-09

evaluation.

Together the longitudinal study and annual evaluation provide a

clear picture of PARTNERSHIP WITH CHILDREN’s programs and their

effectiveness in closing the achievement gap.

PARTNERSHIP WITH CHILDREN hasremained true to the mission of itsfounders for more than 100 years—to help New York City’s underservedchildren and youth succeed. Whatstarted as a volunteer mentoringprogram for troubled girls hasevolved to provide a full array ofcritical services to nearly 10,000school children who face devastatingsocial and economic circumstancesincluding violence, gangs, substanceabuse, incarceration, family illnessand death. Today we serve childrenin 22 elementary, middle and highschools across four boroughs of NewYork City. This is what we do:

OPEN HEART-OPEN MIND PROGRAM

OPEN HEART-OPEN MIND is PARTNERSHIP

WITH CHILDREN’s school-based, direct-service program that provides earlyintervention and prevention servicesto low-income school children athigh risk for dropping or failing outof school. OPEN HEART-OPEN MIND

places teams of social workers instruggling New York City publicschools on a full-time basis through-

out the academic year to offer indi-vidual and small group counselingfor students and support for families,teachers, school administrators andschool staff. Through systemicreform, the program creates positiveclassroom environments, reducesschool incidents and suspensions,and provides crucial student supportservices. OPEN HEART-OPEN MIND alsohelps to narrow the achievement gapbetween low-income, at-risk studentsand their peers.

LIFE STEPS PROGRAM

LIFE STEPS is our community-basedcounseling and prevention servicesprogram for adolescents at risk forbeing removed from their homes andplaced in foster care. Experiencedsocial workers provide case manage-ment services, individual and groupcounseling, and leadership develop-ment opportunities to families whoare dealing with a range of issuesincluding alcohol and drug abuse,teen pregnancy, mental health prob-lems, academic failure and familyconflict. Staff also advocate on behalf

of their clients in schools, govern-ment agencies, and other socialservice organizations.

CENTER FOR CAPACITY BUILDING

PARTNERSHIP WITH CHILDREN’s CENTER FOR

CAPACITY BUILDING brings the bestpractices of OPEN HEART–OPEN MIND toschool communities and agencies inand outside of New York City. Weprovide professional developmentand training to serve schools andagencies in which OPEN HEART–OPEN

MIND is not implemented. Throughthis initiative, PARTNERSHIP WITH

CHILDREN contributes significantly tothe academic achievement of agreater number of at-risk children.During the 2008-2009 school year,PARTNERSHIP WITH CHILDREN providedtraining and consultation to teach-ers, administrators and school staffin Bridgeport, CT; New Orleans, LA;Hempstead, Long Island; and NewYork City, helping make their schoolenvironments more conducive tolearning.

2008-2009 Evaluation ResultsEvery year, we monitor our success by commissioning a report thatreflects the academic and behavioral results of our OPEN HEART-OPEN MIND

program. Based on our analysis of the school year 2008-2009 our reportshows the following:

Testing:� 45.6% increase in ELA Level 3+4 scores for grades 3-8 students receiving

PARTNERSHIP WITH CHILDREN core services; 135% greater increase thancitywide

� 59% decrease in ELA Level 1 scores for grades 3-8 students receivingPARTNERSHIP WITH CHILDREN core services

� 16.6% increase in Math Level 3+4 scores for grades 3-8 students receivingPARTNERSHIP WITH CHILDREN core services; 66% greater increase than city-wide

� 73.4% decrease in Math Level 1 scores for grades 3-8 students receivingPARTNERSHIP WITH CHILDREN core services

Attendance:� 1.4% increase in attendance from 90.4% to 91.8% for PARTNERSHIP WITH

CHILDREN students over previous year (2.5 days)*

Behavior:� 126% increase in positive teacher to students verbal interaction

� 148% increase in positive student peer to peer verbal interaction

� 52% decline in student off-task behavior

� 99% of teachers, 99% of parents and 100% of students observed improvedstudent self-esteem

� 100% of teachers, 99% of parents and 99% of students observed improvedacademic functioning

� 98% of teachers, 97% of parents and 100% of students agree that theiremotional affect and behavior improved as a result of the program

Jake, an eighth grader, was suspended from his middle school for

being involved in a group robbery of another student at school. He

was sent to PAL-Longwood Alternative Learning Center for the

duration of his suspension but skipped school frequently and was

failing all of his classes.

In a meeting with his mother and a PARTNERSHIP WITH CHILDREN social

worker, Jake admitted that he was having a hard time adjusting to

the Alternative Learning Center. He was depressed and angry with

himself for being suspended, and was apathetic about his school

work. PARTNERSHIP WITH CHILDREN’S social worker started meeting

with Jake in individual counseling and also invited him to

join Walking the Path, a digital story-telling program that

gives high risk students the chance to examine their per-

sonal challenges and the confidence to overcome these

hurdles through the process of writing and producing

auto-biographical digital films.

Jake was fascinated with learning how to use the audio-

visual equipment and computer applications in Walking the

Path. He worked diligently on his film and arrived early every

day during the week he was filming. The maturity and focus he

brought to his work impressed the Walking the Path project leader

so much that she hired him as an intern to work with her next group

of students. He then produced a second film about how working as

an intern and being supported by PARTNERSHIP WITH CHILDREN helped

him to grow emotionally and regain his interest in school.

At the end of the program, PARTNERSHIP WITH CHILDREN sponsored a

“red carpet” movie premiere to showcase the students’ films.

Everyone present expressed their pride in Jake and his films. It was

the first time in Jake’s life that he heard such praise. Jake passed

all of his classes and started high school in the fall.
