Proceedings
1. The Moderator, Rev. John Compere, called the first session of the 86th Annual Meeting of Dyer
Baptist Association, Inc., to order, Monday, October 17, 2011, at the First Baptist Church of
Trimble, Tennessee, beginning at 7:00 PM.
2. Dr. Bill Oakley, Host Pastor, welcomed guests and led the messengers in devotion using scripture
from Acts 20 as his text. Dr. Oakley led in prayer.
3. Bro. Brad Gray, Minister of Music and Worship of FBC Dyersburg, led the congregation in singing
―There Is Power in the Blood‖.
4. The clerk, Mrs. Vickie Shelton, made a motion to adopt the Program and proceed with the seating
and business of Dyer Baptist Association, recording 128 messengers and 21 visitors, representing 34
churches.
5. The Moderator recognized new church staff: Randy Crews (Pastor, Springhill); Brad Gray (Minister
of Music and Worship, Dyersburg First); Landon Lambert (Student Minister, Halls First); Logan
Luck (Student Minister, Enon); Guy Merryman (Pastor, Calvary Hill).
6. Rev. John Compere appointed the following committees: Time, Place and Preacher (Rudy Ring,
Michael Crandall, Bill Oakley, Chairperson); Resolutions (Nathe Ozment, Jeremy Byrd, Bill Taylor,
Chairperson); Nominating (Ralph Buckley, Ronnie Turner, Stan Click, Randy Crews and Eric
Smith)
7. Treasurer, Larry Fowlkes, presented the 2010-2011 Treasurer‘s Report highlighting a year total in
undesignated giving at $162,355.86, and designated giving at $27,289.49. This represented a .9%
increase in undesignated giving and a .7% increase in designated giving. A Mission Trip Fund
Account was established in 2011. Other account balances are reflected in the Treasurer‘s Report.
Messengers accepted report by voice vote.
8. Mr. David Allen, Chairperson of the DBA Budget/Finance Committee, presented the 2011-2012
Budget Report, representing an overall increase of $3,000. Of the total amount, $217,996.56 yearly
budget, $53,732.00 is provided by the Tennessee Baptist Convention for Director of Missions and
BCM Director. $164,264.56 or $13,688.72 per month in undesignated funds will need to be raised
by the churches of Dyer Baptist Association, Inc. The messengers adopted the budget by voice vote.
9. The Budget & Finance Committee and the Missions Committee made a recommendation to
recognize the request from Damascus, Inc. and all monies in excess of $30,000.00 held in the
Edward Jones Account be made immediately available to the ministry. This request and
recommendation can be found on pages 25-26 of the 2010-2011 Book of Reports. Moderator called
for question and recommendation carried by voice vote.
10. Dr. Joe Wright presented the Director of Missions Report. Dr. Wright expressed his thankfulness to
the churches for financially underwriting the vision and missions of the association. The three levels
of church planting being local, national and international; he stated that the dream is coming to
fruition with Syracuse Baptist Fellowship. He beseeched the churches to observe Cooperative
Program Sunday, April 12, 2012, as CP DAY IN DBA, stating the heartbeat for evangelism goes
beyond the local church and reaches out to our communities. A planning banquet is being planned
for February 24, 2012 with Dr. Randy Davis, Executive Treasurer/Director of the Tennessee Baptist
Convention as speaker. Another area of examination will be to look at the By-laws and Constitution
and to bring them to reflect how we do business and who we are. A motion to adopt Sunday, April
22, 2012 as CP Day in DBA was made from the floor, seconded by Rev. Michael Crandall.
Approved by voice vote.
11. Rev. Stan Cavness expressed his appreciation to the churches and partnering with him and the
ministries of Baptist Collegiate Ministries. He drew attention to the BCM weekly schedule of events
listed on page 5 of the Book of Reports, stating that Erica Pennington was now serving as BCM
Director on the Trenton campus site and Logan Luck was serving in a leadership role at DSCC. In a
partnership with the Tennessee Baptist Convention and Cooperative Program a team of summer
missionaries were able to lead 12 Vacation Bible Schools in our churches. Thirty-six children made
professions of faith. The BCM goal is to reach students for Christ and His church, training students
to be leaders in the churches. There are now 10 students serving in the churches in various ways.

12. The Vacation Bible School Report reflected 3038 total VBS enrollment with 60 decisions to accept
Christ being made. Rev. Cavness pointed out that VBS is the largest single opportunity to reach
people for Christ. The DBA Vacation Bible School Leadership Team Co-directors are Stan Cavness
and Molly Escue. The VBS Clinic for all leaders and workers will be Tuesday, April 3, 2012 at Mt.
Vernon Baptist Church, Halls, 6:30- 9:00 PM. Lifeway‘s 2012 theme is Amazing Wonders Aviation.
The 2012 VBS Associational Team may be found in the Nominating Committee Report.
13. ―The Next Ten Years‖ was the theme for the 2012 Jerusalem Project, Sunday, January 15, 2012 to be
held at First Baptist Newbern. He encouraged the youth to invite unsaved friends to the event.
14. Rev. Joe Naylor, chairperson of the BCM Committee, gave the report. He introduced special guests
from the Syracuse Baptist Fellowship: Dee and Curly Sanders and Rev. Merve and Mrs. Martha
Swartzentruber. Bro. Naylor thanked the churches for the gifts to the BCM Capital Improvement
Fund, commenting on the upkeep needs of the building. Rev. Naylor presented a resolution (page
21) honoring the service of Mrs. Charlotte Sorrell to the Baptist Collegiate Ministry for the past 42
years of service. (See Resolutions). A voice vote confirmed the resolution.
15. The Men‘s Ministry Report was given by Mr. Larry Koonce. Locally the Men‘s Ministry and the
Disaster Relief teams worked providing chain saw crews and worked in flood areas around our
churches. Transitions of Dyer County received additional rooms.
16. Barbara Richards presented the Women‘s Ministry Report, introduced Miss Taylor Cantrell,
daughter of Jerry and Alisha Cantrell. She told the messengers how she took her birthday money to
buy presents for children in Copper Basin … Barbara announced that the association had received
the names of 50 children in need of Christmas through the Copper Basin Baptist Association.
17. As part of the Missions Report Dr. Joe Wright introduced Rev. Merv Swatzentruber. Bro. Merv
started as a church planter and now serves Syracuse Fellowship as full time pastor. Bro. Merve
reported they are a healthy church and thanked the churches for their continued support. He asked
for prayer as they look to moving into a larger facility, one with more parking. He emphasized that
volunteer outreach workers were always needed and welcomed. Rev. Jason Reynolds, pastor of The
Path Baptist Fellowship, thanked the churches for allowing him the opportunity to visit in their
churches, speaking to the difficulties of establishing a church in a transitional community. The Path
reported 70 baptisms for the year.
18. Rev. Jerry Essary presented the Tennessee Baptist Convention Report brought greetings from Dr.
Randy Davis, Executive Director – Treasurer of TBC (video). With over 3000 churches working
together there will be a renewed effort place on evangelism.
19. Mr. Brad Gray accompanied himself on the piano while singing, ―God Knows Our Name‖. He led
the messengers in singing ―Tis So Sweet‖ and ―This is the Day the Lord Has Made‖.
20. Rev. Randy Crews, pastor of Springhill Baptist, presented the Missions Message using Revelation
3:7-10, ―Go Through That Door‖. He expressed his passion for missions, leaving his heart in the
Philippines, a country who is opened to the Gospel. Closed in prayer.
21. The Moderator, Rev. John Compere, called the second session of the 86th Annual Meeting to order,
Tuesday, October 18, 2011, at the Second Baptist Church in Dyersburg, Tennessee at 7:00 PM.
22. Committee reports continued with Paul Forester presenting the Jail Ministry Report. He state the
Damascus Ministry would place a strong emphasis on Christian discipleship, life skill training and
job training.
23. Dr. Bill Oakley presented the Evangelism Report stating that our churches were showing a decrease
in baptisms all across the convention for the past few years. He stated the silver lining to his report
is that the TBC Executive Director, Dr. Randy Davis, has a burning heart for reaching people. In
addition, Dr. Bobby Welch has been appointed to the TBC staff as Association Executive Director of
Evangelism, Discipleship and Church Growth. Dr. Welch is the co-creator of the FAITH training
course that partners evangelism with Sunday School in order to make evangelism a lifestyle in the
church. Dr. Oakley reported that this is a crucial time to following the directive of II Chronicles 7:14
which states ―If My people who are called by My name will humble themselves and pray and see My
face, and turn from their wicked ways, then I will hear from heaven, and will forgive their sin and
heal their land.‖

25. Mrs. Pattye Oakley presented the Prayer Ministry Report. She stated that we believers are called to
seek and to pray for the lost that they might be saved, to be faithful in the field where He has called
us to serve and for all to seek the lost for their salvation. She drew attention to the National Day of
Prayer (November 3), See You at the Pole (October 28 & 29), TDAC and God‘s Plan for Sharing
(GPS) evangelism initiative. Her report concluded with prayer.
26. Rev. Stan Cavness introduced a new area of missions and evangelism as he spoke about the 2012
Children‘s Camp. There are families in danger who have never been in church. We have an
obligation to reach them. We can‘t wait any longer. Evangelize children and teach about missions.
The first Children‘s Camp will be held in June of 2012. Camp theme is ―My Life, My Mission‖.
Phase 1 of the camp will be held one day, Monday, June 4, from 9 AM – 4 PM., for grades 1-3.
Phase 2 will be for grades 4-6, Tuesday-Thursday, June 5-7. Report may be found on pages 15-20.
27. The Union University Report was presented by Dr. James Patterson.
28. The Nominating Committee Report was presented Rev. Lynn King. Report was adopted by the
messengers.
29. Time Place and Preacher Report was presented by Dr. Bill Oakley. ― The 2011 Time, Place and
Preacher Committee recommends that the next Annual Meeting be held Monday and Tuesday,
October 22 & 23, 2012. We further recommend that the fellowship meal begin at 6:00 PM and that
each night session begin at 7:00 PM. We recommend that the Monday night session be held with
Hillcrest Baptist Church, Dyersburg, TN. We further recommend that Rev. Lynn King bring the
Mission Message on Monday night and Rev. Scott Sewell serve as alternate. We also recommend
that the Tuesday night session be held with Southside Baptist Church. We further recommend that
Rev. Michael Crandall bring the Annual Message on Tuesday night and Rev. Ralph Buckley serve as
alternate. Your committee: Bill Oakley, Rudy Ring and Michael Crandall.‖ Recommendation was
adopted.
30. The Moderator, Rev. John Compere opened the floor for nominations for Moderator. Rev. Joe
Naylor nominated Rev. Loren Stephens. Rev. Bill Taylor seconded with Rev. Lynn King moving
that the nominations cease and he be elected by acclamation. Messengers elected Rev. Loren
Stephens as Moderator.
31. The floor was opened to the nominations of Vice Moderator. Rev. Michael Crandall nominated Rev.
Jeremy Byrd. Mrs. Helen Redmond made a motion that the nominations cease and he be elected by
acclamation. Messengers elected Rev. Jeremy Byrd as Vice Moderator.
32. Mr. Larry Fowlkes was affirmed by voiced vote as Associational Treasurer, marking his 35th year.
33. Rev. Bill Taylor was recognized to read the Resolutions recommendation from the appointed
committee.
34. The messengers were led in a congregational hymn by Mr. Jonathan Pope.
35. The messengers were presented testimony in song by Mr. Seth Reynolds, son of Rev. and Mrs. Jason
Reynolds.
36. Rev. Jason Reynolds used I Corinthians 9:22-23 as his scripture as he presented the messengers with
the Annual Message. He encouraged the churches to adapt to a changing world as we find a common
ground so we can share Jesus Christ. He was confident that new bridges would be built as we
displayed a Gospel that was Honest, Open and Transparent.
37. Dr. John Compere, Moderator, thanked the churches for allowing him the enjoyable experience to be
Moderator for the past two years. Dr. Bill Oakley called for adjournment and led in prayer.

Resolution:
IN RECOGNITION OF THE SERVICE OF MRS. CHARLOTTE SORRELL TO THE
DYER BAPTIST ASSOCIATION AND TO THE BAPTIST COLLEGIATE MINISTRY
The DYER BAPTIST ASSOCIATION,
Recognizing that the Baptist Collegiate Ministry is an organization that seeks to assist students on
their life journey by keeping them focused on Jesus Christ and,
Noting that Jesus said, “Come to me … learn from me” (Matthew 11:28 -29) and Jesus also said,
“Go and make disciples of all nations ...” (Matthew 28:19) and,
Recalling the Dyer Baptist Association, in cooperation with the Tennessee Baptist Convention,
began a ministry on the campus of Dyersburg State Community College soon after the college opened in
1969. Mrs. Charlotte Sorrell was a founding member of the Dyer Baptist Association team that served to
help organize and advise this ministry and,
Noting that over the next 42 years the Baptist Student Union and then the Baptist Collegiate
Ministry, as it has come to be called, enjoyed the consistent guiding hand of Mrs. Charlotte Sorrell as she
served on the BSU/BCM Advisory Committee for Dyer Baptist Association and,
Taking note during many of those years of service she served as Chairperson of the committee and
also as Secretary of the committee and,
Recalling that furthermore, on two occasions, Mrs. Charlotte Sorrell served as Interim BSU Director
and,
Aware that the Dyer Baptist Association Baptist Collegiate Ministry Committee: Joe Naylor,
Chairman; Susan Halliburton, Mona Ozment, David Allen, Director of Missions Dr. Joe Wright, Ex Officio
member; DSCC Faculty Advisor Dr. Billy Williams, Ex Officio member; Moderator Rev. John Compere,
Ex Officio member; Assistant Moderator Rev. Loren Stephens, Ex Officio member;
and Baptist Collegiate Ministry Director, Stan Cavness,
Do hereby recommend the Dyer Baptist Association in its Annual Meeting of Board Members and
Messengers recognize and honor Mrs. Charlotte Sorrell with the life-time honorary title of
“Chairman Emeritus” of the Dyer Baptist Association

Background Information
Motion approved February 1998 by the Executive Board of the Dyer Baptist Association:
On December 24, 1997, the officers of Dyer Baptist Association, Inc. received on behalf of the association a
quantity of M.A.Hanna stocks designated to be used in future jail and reconstruction ministries. An account
was established in the name of Dyer Baptist Association, Inc. at Edward Jones, a stock and securities
company.
The Edward Jones Company is asking that this action be approved by the entire Board of Directors of Dyer
Baptist Association, Inc.
Therefore, we recommend that the Board of Directors approve retroactively to December 24, 1997, this
action that was taken by the officers of Dyer Baptist Association, Inc. be approved.
This account is being established by Dyer Baptist Association, Inc. with the understanding that when the
people that are involved in the jail ministry attain their non-profit and corporation status, that these stocks be
transferred to the new corporation.

Motion:
On August 8, 2011 a request for a grant of the escrowed funds being held by DBA was received from
Damascus, Inc.
On behalf of the Budget & Finance Committee and the Missions Committee, we would like to recognize this
request for access to these funds held in escrow for a post-incarceration, reconstruction ministry. Damascus,
Inc. has fulfilled all of our requests which includes providing their Mission Statement, Vision Statement,
State of Tennessee Corporate Charter, IRS Letter of Determination and a current list of their officers and
board members.
After much examination and research along with meetings with Dr. Joe Wright (present DOM) and Rev. Joe
Naylor (previous DOM), we conclude that the Damascus ministry fulfills all the requirements placed upon
them by the association and hereby request a grant of the monies held in escrow to be placed for their use
with the following conditions:
1. All monies in excess of $30,000.00 be made immediately available to the Damascus, Inc. ministry.
2. The remainder of $30,000.00 plus any accrued interest be made available to the Damascus, Inc. at the time
of their closing on their future property.
3. That Dyer Baptist Association accept the gracious invitation of allowing Dr. Joe Wright to serve on the
Board of Directors for the coming year and that in each following year he or his designee serve likewise.

This recommended motion is made on behalf of a unanimous vote of the Budget & Finance Committee and
the Missions Committee of the Dyer Baptist Association.

Dear Brother Joe Wright,
It is the understanding of the men and women associated with Damascus Inc. that the Dyer Baptist
Association has funds held in escrow for the development of a local Christian Jail Aftercare Housing
Ministry.
We believe that Damascus is the ministry you have been waiting for GOD to initiate.
We would like for the Dyer Baptist Association to partner with Damascus in this ministry and also to make
the full amount of the escrowed funds available.
Damascus is a group of men and women, from various churches of the community, who have come together
to establish a ministry-to-men to address the issues associated with rebuilding lives destroyed through crime,
incarceration, substance abuse, or other life debilitating situations.
The ministry will consist of a structured, programmatic, residential environment dedicated to discipling men
in living a CHRIST-centered life, teaching various life skills, and assisting in job training and employment.
The residence is expected to house thirty men.
This ministry group, in 2010, formed a 501(c)3 corporation, and is structured with a board of directors,
volunteer officers, and volunteer workers to bring the vision to reality.
As we respond to GOD in obedience, we are excited about what HE is doing and the way in which HE is
moving. We sincerely pray that the Dyer Baptist Association will join us in this long awaited ministry. To
that end, and in hopes of an ongoing relationship we invite you to take a seat on the Board of Directors for
Damascus Inc.

Whereas, in accordance with I Peter 4:9, Trimble First Baptist Church has shown a great spirit of
hospitality in hosting the 2011 Annual Meeting of the Dyer Baptist Association; and demonstrating fervent
love for fellow laborers by utilizing their gift of servant hood in providing a place of fellowship and
preparing a wonderful meal, we do hereby bestow our deepest gratitude for all of their selfless service lead
by their pastor Bill Oakley. We do pray and ask for God's greatest blessing to fall upon the fellowship of
believers at Trimble First Baptist Church.
Inasmuch as Second Baptist Church under the leadership of Ronnie Turner, has opened her doors in
hosting the second night of the 2011 Annual Meeting of the Dyer Baptist Association, this committee would
like to express our heartfelt thanks for the continued promotion of the fellowship of Southern Baptists in the
Dyer Baptist Association. May God richly bless your congregation as you continue to serve Him.
Resolution II
Since its launch in 1925, the Cooperative Program of the Southern Baptist Convention has become the
world‘s most efficient way of raising funds for foreign and domestic missions. For the last 86 years, each
Southern Baptist church has prayerfully given a portion of their tithes and offerings to support the
Cooperative Program. Each year the Cooperative Program helps to support over ten thousand missionaries
around the globe. The Dyer Baptist Association commends this strong evangelistic effort as during the last
86 years untold millions have come to know Jesus Christ as their Lord and Savior. Furthermore since God
has blessed this evangelistic effort, this committee would like to challenge each of our churches to
prayerfully consider giving one percent more to the Cooperative Program so that more may come to know
Christ.

Director of Mission’s Report
October 17, 2011
Reverend Smith, a respected church Pastor, arrived in a large city to deliver a series of speeches.
At a banquet the first evening, he noticed some reporters in the audience. Because he wanted to use some of
the stories he told that night in his speeches the next day, he asked the reporters to omit them from their
articles. One article that came out the next day, written by a cub reporter, concluded with this line:
"Reverend Smith also told a number of stories that cannot be printed."
I wonder when all is said and done, what will be reported of Dyer Baptist Association? Matthew
25:23
His lord said unto him, Well done, good and faithful servant; thou hast been faithful over a few
things, I will make thee ruler over many things: enter thou into the joy of thy lord. I am sure that all of us
look forward to hearing our Lord call us ‗good and faithful‘ servants. What must we do to be obedient to the
call of God upon our lives? Obviously, we must not only be His children but we must fulfill His
commandments and there is no greater commandment for the people of God than to go into the world as
witnesses of His love and to share that love and salvation to all that we come into contact with. The Dyer
Baptist Association of churches continues to seek to fulfill the Acts 1:8 mandate by being involved not only
in our local communities and regions, but around our world with the simple gospel story of our Lord and
Savior, Jesus Christ! This past year has been filled to overflowing with the activities of our churches and association as we
sought to reach out in ministry to our world. Disaster Relief, Men‘s and Women‘s Ministries, the Jerusalem
Project, Vacation Bible Schools, revivals and a multitude of mission projects were all coordinated together to
fulfill the directives of our Lord‘s commands. Only eternity will reveal the success of our efforts and it is
imperative that we work ever harder to accomplish the goals set before as the imminent arrival of our Lord
draws ever nearer. This coming year will include much of the continuing ministries which are already so successful and
popular but as your Director of Missions, I hope to lead our association through a number of different
emphases that will enhance our abilities to continue to be effective in our cooperative ministries. The first activity I request the association to undertake is the setting aside of the Sunday of April 22,
2012 to be observed as Cooperative Program Sunday in our churches and to be promoted as ―CP Day in
DBA!‖ On this Sunday, I will be asking your Pastor if he will allow a missionary to speak on the importance
of the cooperative method of underwriting missions across the Southern Baptist Convention and how that is
enabling us to effectively reach our world with the evangelistic message of the gospel. We will have a
planning banquet on Friday, February 24, 2012 and all our Pastors and Executive Board members will be
invited including their spouses. We will be putting together our plans for ―CP Day in DBA!‖ during that
meeting and we will also be blessed to have Dr. Randy Davis, Executive Treasurer/Director of the Tennessee
Baptist Convention with us that evening as encourager and speaker. Another activity of the upcoming year will be a timely reviewing of our association‘s Constitution and
Bylaws which have not been updated for a number of years. I will be asking the Bylaws and Guidelines
Committee to undertake this task to help us more clearly define our role as an association and to continue to
envision a future where the churches of the Dyer Baptist Association seek to cooperatively reach out to the
world that begins on our doorsteps and ends at the ‗uttermost.‘ An important activity that I desire to lead our association in is to actively seek God‘s will is reaching
our lost communities through a concerted outreach effort that will result in an evangelistic ‗casting of the
nets.‘ In cooperation with the Tennessee Baptist Convention, I will encourage not only our Evangelism
Committee but all our Pastors to pray for God‘s will to plan, develop and implement a community-wide
outreach event that will seek to win the lost to Christ. Wouldn‘t it be such a great blessing if we saw revival
break out not only in the Baptist churches but all across our communities?

Last but not least, church planting remains a priority for the Dyer Baptist Association as we see our
individual church plants thrive and mature. It is my hope that as each of these become self-sufficient, we
will allow them the freedom to become complete and settled in their individual ministries and we will move
on to new opportunities of church planting. I firmly believe that the Dyer Baptist Association should be
intimately and personally involved in church planting on the local, national and international levels. With
that prayerful goal in mind, it is my hope that we will continue to work together to plant healthy
congregations of faith wherever God may lead us.

Disaster Relief
As Paul would have said, ―I thank my God of every remembrance of you‖. It is during our time of
trials and tribulations we understand the importance and blessings of being a part of an association of
churches.
Thank you for your physical and financial help, and your many prayers!
This past year over 100 homes were damaged or destroyed by the flood waters of the Mississippi
River. And in that time of need, Dyer Baptist Association provided food and water for over 1200 meals.
Your Dyer Baptist Shower Trailer was used a total of four weeks at Finley Baptist Church, hosting a number
of church teams. You also helped to provide building materials and workers to tear out and begin rebuilding
houses. Some homes were torn back to the foundation or bare walls.
Work teams came from many of our churches, as well as other TBC churches. Families were
thankful and excited to see help unload from buses, vans and trucks.
As the weeks passed, we realized we were not just rebuilding houses but homes. Not just putting
buildings back together, we were putting families back together. We have seen decisions made that have
changed lives. So again, thank you Bro. Joe and all the churches of Dyer Baptist Association.

Evangelism Report to the Dyer Baptist Association
Everywhere we turn these days, the order of the day is CHANGE. Everyone is talking about change
– and change we are having. But there is one place where we are having change that is both heart-breaking
and frightening. That change is in the DECREASE IN BAPTISMS all across our convention for the past few
years. In 2010, total baptisms for the churches of our Southern Baptist Convention were 332,321. That is
the lowest number of baptisms in one year that we have had since the early 1950s. Ladies and gentlemen, we
are no longer a convention that really cares about the eternal destiny of people without Christ. That is
reflected in the fact that we have seen DECLINE in almost every area of church life for the past four years.
In our convention, there is reported that we have 16,250,000 members (half of which the FBC can‘t
find). But, using that figure, we are baptizing one person for every 49 church members across the SBC.
That should make all of us ashamed and disturbed.
Our own Dyer Baptist Association churches, according to the 2010 records, baptized one person for
every 47 church members. According to the listed income of our Dyer Baptist Association churches, we
baptized one person for every $240,000 of our tithes and offerings. Business people would immediately say,
―That‘s a bad investment.‖ Wonder what God thinks about that?
There are some circumstances on the level of our Tennessee Baptist Convention that are heartening,
to say the least. Our Executive Director, Dr. Randy Davis, has a burning heart for reaching people. We can
expect to hear him continually encourage us to reach people for Jesus. Also, the addition of Dr. Bobby
Welch to our staff as Associate Executive Director in charge of Evangelism, Discipleship and Church
Growth is, so far as I‘m concerned, a God send. All of us will be hearing a great deal from these men, and
others, about their availability to help us reach many more people for Jesus across our great state of
Tennessee.
In my personal opinion, there was never a more crucial time in our association and convention to
follow the directives of II Chronicles 7:14 which states: ―If My people who are called by My name will
humble themselves and pray and seek My face, and turn from their wicked ways, then I will hear from
heaven, and will forgive their sin and heal their land.‖

Jail Ministry Annual Report
GOD continues to work in a powerful way through HIS servants at the Dyer County Jail. Nearly
every week volunteers report leading inmates to the LORD, and countless more pray for repentance and
recommitment. While records are not kept on new converts to JESUS CHRIST a conservative estimate
would exceed 200 over the past year.
About 500 Bibles are distributed during the year as well as numerous Bible studies such as The
Journey Study (by Billy Graham), Beginning Steps, Be Transformed, Purpose Driven Life, Celebrate
Recovery, and more.
Over 35 Christian volunteers come to the Dyer County Jail to minister throughout the week,
conducting 40 programs across 10 residential pods.
The Dyer Baptist Association is represented, at the Dyer County Jail, by 19 volunteers from five
association Churches. Volunteers come from First Baptist – Dyersburg, Mt. Vernon, Three Oaks, Harvest,
and First Baptist – Trimble.
Brother Jerrell Dawson, Interim Pastor, Beech Grove Baptist, takes the Word into the Lauderdale
County Jail.
The Jail Ministry Team appreciates the Association support and strives to represent you in a
CHRIST-like fashion.

Prayer Ministry Report
Matthew 9:35-38: Then Jesus went about all the cities and villages, teaching in their synagogues,
preaching the gospel of the kingdom, and healing every sickness and every disease among the people. But
when He saw the multitudes, He was moved with compassion for them, because they were weary and
scattered, like sheep having no shepherd. Then He said to His disciples, ―The harvest truly is plentiful, but
the laborers are few. Therefore pray the Lord of the harvest to send out laborers into His harvest.‖
Truly, the fields of Dyer County are white unto harvest. As the above Scripture states, He saw the
multitudes and had compassion on them because they were scattered as sheep without a shepherd. Then He
said to His disciples, ―The harvest truly is plenteous, but the laborers are few. PRAY YE THE LORD OF
THE HARVEST that He will send forth laborers into His harvest.‖
We believers are called to seek and to pray for the lost that they might be saved. We are to be faithful
in the field where He has called us to serve. Whether it be pastors, evangelists, staff members, teachers, or
lay persons – we are all to seek the lost for their salvation.
We are grateful to have the living Word of God to reveal o us the Creator of the universe and to
unveil to use His eternal plan in redeeming humanity. We are so blessed to have copies of Scripture in our
own language. Read the Word, pray the Word, and then share it with others. God‘s Word is out anchor in the
midst of the storms. The Scripture was once a vital part of our national culture, but a number of factors have
forced it to the sideline. Ask God to restore His Word to the rightful place of respect and honor in our
churches and in our society.
Did you know as many as three out of four people in North America have no personal relationship
with Jesus Christ? We believe the scriptures have provided a simple roadmap to change. With every believer
sharing, every person could have an opportunity to hear and to respond to the gospel. The challenge is to all
of us to pray and share Christ with those around us. Pray also for all out missionaries.
Thursday, November 3rd
is the National Day of Prayer. Let‘s ask God to draw many believers to
their knees to pray for our government and for our sagging economy. Pray also for a great ―rain of revival‖
here in our community as well as in our entire land. Pray that He will give all who participate a sense of joy
in His presence as the Holy Spirit moves.
This brings me to the subject of SEE YOU AT THE POLE. On Thursday night and Wednesday
morning, October 28 & 29, there was prayer for our schools, staff, teachers, leaders, students, and parents.
Parents were praying for safety and protection for their children. I trust many of you participated in that
event. The theme for the SEE YOU AT THE POLE this year was COVERAGE. (Matthew 18:20: For where
two or three are gathered together in My name, I am there in the midst of them.)
Even in times like these, the Great commission remains the same. That commission is found in
Matthew 28: 19-20. Pray for a people to commit to share Christ in their neighborhood. Pray for God‘s eyes to
show us the ripe harvest fields. Pray that even in times like these, all of us will have a heart for ministry to all
people – strangers, prisoners, sick, naked, or hungry. Pray that we will be a beacon of light in this world.
Pray that God will strengthen our faith so that we can accomplish the work He has planned for each of us to
do. Pray that the power of the Holy Spirit will give us boldness to witness to family, friends, and neighbors.
That‘s where GPS comes into to play. GPS (God‘s Plan for Sharing) is a national evangelism
initiative. This plan desires to see every believer sharing the gospel with the result being that ever person
hears the Gospel. GPS stands upon four biblical mileposts. *Praying: Every church praying for lost people.
*Equipping: Every believer sharing as a trained witness. *Sowing: Every lost person receiving a witness.
*Harvesting: Every church harvesting and celebrating every salvation response.

Women’s Ministry
It has been another wonderful year for the Dyer Baptist Association Women‘s Ministry. As we start our 8th
year of service, we would like to tell and remind you what we are about.
We are a ministry of women that are led by the Lord to give help and service to those in our communities,
our churches, our city and across Tennessee, wherever the need may be. We all have special gifts and talents
that can be shared with other women, children, and families.
When we think of what we have accomplished this year, we know there is more that can be done. We were
able to, with the generous help of our associational churches, to once again help the children and families in
the Copper Basin of East Tennessee with Christmas and 80 local children and families through our Christmas
Adopt-A-Child program. In May we held a Spaghetti Fundraiser with the funds being used for our women‘s
conference. We, again, were given the opportunity to help the BCM with their Annual Fish Fry. We held
our 2nd
Annual Pastor‘s Wives Appreciation Day with the theme, ―Christmas in August‖, learning more
about one another, decorating tricks, massages, plus good food and fellowship. In the summer, some of us
were taught how to make purses (this is definitely a woman‘s thing) out of plastic bags. In September, we
had our 4th Women‘s Conference featuring Mrs. Jennifer Key as our keynote speaker. With the recipes from
our church families we were able to publish our 2nd
cookbook, Food From the Heart, available for only $10
each.
We are always looking for ministry opportunities. Please contact us through the Dyer Baptist Association if
there is a need. We already have lots of projects being formed and we are looking forward to those in the
upcoming year.
God is an awesome power and as we allow Him to accomplish great things through us. We need to just
come together, plan, and let Him take control. Our meetings are the 2nd
Monday of the month at 6pm. We
invite women to join our ministry to share their ideas of how we best can help more people. Please check
