Another theme in 2016/17 was the strengthening of the UN Association of Australia (UNAA) at the national level, with the leadership of the new National President, Major General (Retd) Michael Smith AO and additional financial support from the Federal Government for staff appointments in fundraising and communications. Please see the UNAA 2016/17 Annual Report for more details. UNAA is now much better placed to work with Australians and the Government to align our national policies and activities with UN policies and expectations. The national office is also now much better placed to conduct nationally co-ordinated programs, in which the Victorian Division will fully participate.

The theme in 2016/17 for the Victorian Division was continuity, in both our program and our personnel.

OUR PROGRAM, REPORTED ON IN THE FOLLOWING PAGES, CONSISTED OF FIVE KEY COMPONENTS:

REPORTOne theme which ran through international relations this year was change, at all levels. We welcomed a new Secretary General at the UN, and the Paris Accord on climate change heralded a new level of recognition of the capacity of the UN to make a difference. The UN’s Sustainable Development Goals (SDGs) provide a new blueprint for the pursuit of development, peace and justice. Globalisation, migration and terrorism, and governments’ responses to them, give us a sense of constant unease and unrest. The need for a strong UN is becoming more obvious every day.

This program is underpinned by support from the Victorian Government, sponsors, memberships, award entries, and the purchase of tickets to events. All are crucial components of our support, for which we are very grateful.

Sophie Arnold has made an outstanding contribution as Executive Manager, and she has attracted very talented staff to join her in running the diverse range of UNAAV activities. Please see her report on the next page.

The Board of UNAAV remained quite stable during 2016/17, with each of Ian Howie, Graham Hunter, Tony Dobson, Wendy O’Brien, Kerry Boland, Kerry O’Shea, Warwick Peel and Monica Lillas continuing to play active and important roles. Sam Proietto replaced Chloe Fabbro on the Board as the representative of UN Youth Victoria, and we continue to benefit greatly from having representatives of both UN Youth Victoria and UNAA Victoria Young Professionals Network on the Board. We are delighted that the UNAAV Board attracts people of such high quality, and we are very grateful for all their support and assistance.

Returning to the theme of change, we expect considerable changes to both our program and our personnel over the 2017/18 financial year, as the UNAA national office becomes stronger and our program of activities becomes more focussed on Victoria. Our aim is to become, in essence, a Victorian Centre for the UN.

MANAGER’S REPORT

2016/2017 was a very busy year for UNAA Victoria!

Thanks to the hard work and enthusiasm of Education Program Coordinator, Alexandra Edge, our Model UN Conference (MUNC) program reached a series of new heights. Alex oversaw 18 MUNCs during the financial year, with 13 held between February and the end of June. Of these 13, two resulted from our expansion of the program into workplaces; three resulted from a new partnership with La Trobe University and three were held in other languages! From February, Alex was ably assisted by former UNAAV intern Gemma Pollard.

As in previous years, we were again fortunate to have access to the commitment and enthusiasm of Program Coordinator Maggie Smythe. In late 2016, Maggie again managed the successful presentation of the Media Peace Awards before turning her attention to restructuring the World Environment Day Awards to a new climate focus and incorporation into a full-day Climate Collaboration Forum.

The effectiveness of our division was again underscored by the involvement of President, Michael Henry, and our Board. Thank you to all current members and those who have moved on during 2016/17 – the staff very much appreciate your ideas and dedication.

Special mention to Graham Hunter and Dr Wendy O’Brien, who coordinated the UNAA’s Climate Change and Human Rights programs respectively. The success of the Economic Empowerment of Women and Girls Forum in September and the Climate Collaboration Forum in June would not have been possible without their leadership.

During 2016/2017, our event program was again bolstered by the UNAAV Young Professionals Network, led by Co-Convenors Monica Lillas and Rebecca Jinks. Several very successful Global Goals Academy events were run by these very busy volunteers, along with several networking and professional development events.

I would also like to acknowledge the Victorian Government for its ongoing financial support of our work and the other partners we worked with during 2016/2017. We rely on our partners, members and supporters to fund all of our work and we look forward to continuing these relationships into the future.

A MUNC is a simulation of the UN General Assembly during which delegates step in to the shoes of country ambassadors from around the world and discuss contentious global issues – with the aim being to find the best possible solution (embodied by a Final UN Resolution) through dialogue, negotiation and multilateral diplomacy.

In late 2016, UNAA Victoria restructured the Model UN Conference Program to link all program topics to

the UN’s Sustainable Development Goals and 2030 Agenda. Schools, universities and organisations can now choose from a range of topical issues relating to climate change and environmental sustainability, gender equality, Indigenous rights, global terrorism, asylum seekers and refugees, universal food security and quality education.

UN CONFERENCES UNAA Victoria runs Model United Nations Conferences (MUNCs) in schools, universities and organisations throughout Victoria to actively train people in advocacy, debating and global thinking.

In 2016/2017, UNAA Victoria ran 18 MUNCs, two universities and four organisations across metropolitan Melbourne and regional Victoria. The MUNC Program involved more than 1500 delegates, including many who travelled significant distances to attend multi-school MUNCs held in regional areas. In 2016/2017, the MUNC Program worked with 176 schools and organisations with first-time MUNCs taking place with Victoria Police and Victorian secondary school teachers at Government House.

With the support of the Victorian Government’s Strategic Partnerships Program (Department of Education and Training), UNAA Victoria runs MUNCS in metropolitan, outer suburban and regional schools. In 2016/2017, UNAA Victoria ran a DET-SPP MUNC at Hampton Park Secondary College with 90 students in attendance from five schools and another at Upper Yarra Secondary College with 65 students participating from four nearby schools.

2017 also saw UNAA Victoria hold its first professional development MUNC for Victorian teachers. Hosted by Her Excellency the Honourable Linda Dessau AC, Governor of Victoria at Government House, delegates represented UN member states from around the world and debated the topic of Achieving Gender Equality: Empowering Women and Girls.

This MUNC was designed to provide Victorian teachers with a professional development opportunity to learn new skills and pedagogies in the fields of Humanities and VCE Global Politics. Following the success of this year’s event and with the continued support of Government House, UNAA Victoria hopes to provide this wonderful opportunity for Victorian teachers in future years.

MUNCS IN OTHER LANGUAGESWith the support of the Department of Education and Training Languages Unit, UNAA Victoria also coordinates MUNCS in languages other than English. Language specific MUNCs offer students the opportunity to practice the language they study at VCE level in a realistic international setting, debating global issues with students from other schools. In 2016/2017, UNAA Victoria held MUNCs in Italian and German.

2017 saw UNAA Victoria hold its first corporate model MUNC with the Victoria Police. Over the course of the MUNC, delegates from within the Victoria Police Human Rights Communities of Practice branch engaged in a day of global dialogue, diplomacy and negotiation on the topic

of Countering Global Terrorism: Addressing War, Conflict and International Security. Following the success of the Victoria Police MUNC, UNAA Victoria hopes to further the growth of the MUNC Program in workplaces throughout Victoria to foster active citizenship and global thinking.

Winners of the 2016 UNAA Media Peace Awards were announced on Monday October 24 in Melbourne.

The UNAA Media Peace Awards are known for showcasing journalistic work that captivates, alarms and defiantly holds a mirror up to the Australian condition and this year was no exception.

The Protecting Freedom Award was introduced to acknowledge the work of a person or organisation considered to have taken real and inspiring action to protect and promote freedom in our society. Film-maker Eva Orner was the inaugural winner of this award for her ground-breaking Chasing Asylum documentary, a disturbing expose of life from within Australia’s detention centres and the severe mental detriment suffered by those left in legal limbo.

Four Corners’ extraordinary expose, Australia’s Shame, was awarded the Best TV Documentary Award. The media investigation into the Don Dale Youth Detention

Centre made headlines around the world, with an immediate and ongoing impact.

The Guardian’s Nauru Files was judged the winner in three categories; Best Print, Best Online and Promotion of Children’s Rights and Issues. This entry masterfully detailed instances of abuse and trauma that would otherwise have been kept from public view.

The Promotion of Indigenous Recognition category was awarded to Sarah Dingle for her radio report WA’s Stolen Wages Shame, while the ABC’s Jane Bardon impressed judges with her commitment to fully explore the true situation of Indigenous housing standards, winning the best Radio News category.

Darrian Traynor was awarded the Best Photojournalism category for Gaza’s Forgotten Voices, a moving photo series which reminds us of the everyday humanitarian impact of war on combatants, presented with an intimacy that we can understand and relate to.

Since 1979, the UNAA has celebrated UN Day (24 October) by acknowledging Australian journalists and media organisations who have excelled in their promotion of human rights and issues.

2016 FORUM ON THE ECONOMIC EMPOWERMENT OF WOMEN AND GIRLSOn 5 and 6 September, UNAA Victoria brought together 140 delegates for a consultative forum on women’s economic empowerment.

Participants heard from a range of speakers including Naomi Steer, National Director, Australia for UNHCR; Dorinda Cox, Director, Inspire Change Consulting Group; Sheree Rubenstein, Founder, One Roof and the late Fiona Richardson, Minister for Women and the Prevention of Family Violence. Following these keynote presentations, delegates participated in a series of expert led discussions on key aspects of women’s economic empowerment.

These discussions covered topics such as women’s economic empowerment in contexts of family violence; ending workplace discrimination and closing the pay gap; the economic empowerment of older women; the economic empowerment of Indigenous women and girls, as well as strategies to address the economic empowerment of women and girls from culturally and linguistically diverse backgrounds. An expert led group was also

established to devise strategies to address the impacts of economic insecurity on children.

2016 HUMAN RIGHTS SEMINAR SERIESBetween August and October 2016, we ran a series of seminars to discuss issues raised in the UN’s 2015 assessment of Australia’s human rights performance. These seminars brought together academic and community experts in constructive dialogue about positive human rights change with respect to these issues.

On 31 August, Professor Dennis Altman, Professorial Fellow in Human Security at LaTrobe University, and Dr Cai Wilkinson, Associate Head of School (International) and Senior Lecturer in International Relations at Deakin University, discussed LGBQTI rights and marriage equality.

Erika Feller, Vice Chancellor’s Professorial Fellow, University of Melbourne and Dr Amy Nethery, Lecturer, Politics and Policy Studies, Deakin University, then discussed Refugee and Asylum Seeker Rights on 28 September.

PROGRAMDuring 2016, UNAAV Board member Dr Wendy O’Brien coordinated the national UNAA Human Rights program. This program promotes awareness about UN Human Rights mechanisms and the role that UN bodies, member states and civil society play in measures to respect, protect and fulfil human rights.

Dr O’Brien and the Victorian Division organised several key events in the first half of the financial year under the auspices of the Human Rights program.

During 2016/2017, UNAAV Board member Graham Hunter coordinated the national UNAA Climate Change program.

CLIMATE COLLABORATION FORUM – SDG 13Some 175 people attended this full-day event in Melbourne on Wednesday 7 June. The day began with a two-hour Climate Management Showcase, involving some 18 climate organisations, university and government departments. The UNAA World Environment Day Awards were then presented over lunch prior to six concurrent Climate Collaboration Workshops. Graham Hunter is now finalising a report from the Forum, which will be widely disseminated as the next stage in the climate change program.

In response to the UN’s 2015 Paris Climate Agreement, the United Nations Association of Australia is promoting the development of a national, inclusive climate management framework.

MILESTONES

Preparation of two, draft discussion papers on climate management in Australia and on the long-term issues to be faced in moving to net zero emissions of greenhouse gases.

Workshop to review the papers, attended by representatives from the Australian and Victorian governments, local government, business, banking and research.

COP 22 Forum at which attendees at the COP22 meeting in Marrakech presented their observations.

Start of partnership with ClimateWorks Australia through its Generation Yes initiative and the provision of technical support.

Winners of the 2017 Awards were announced over a Presentation lunch at the UNAA Climate Collaboration Forum held on 7 June. The Forum and the Awards were both key elements of the UNAA’s work to promote the achievement of US Sustainable Development Goal 13 – Climate Action.

The Alternative Technology Association (ATA) – described by award judges as a “motivated group of clean technology enthusiasts who’ve built a national network to accelerate clean technology adoption”- was awarded the inaugural Climate Change Leadership Award (sponsored by the Department of Environment, Land, Water and Planning). The ATA also won the Climate Education and Engagement Award for its Sustainable House Day, which successfully links people interested in making their homes more sustainable with completed projects.

The Protecting Biodiversity from Rapid Climate Change Award was awarded to John and Robyn Ive for their innovative and effective work in addressing dryland salinity, carbon sequestration and the protection of biodiversity while producing ultra-fine wool on Talaheni farm, a 245 hectare property in the NSW southern tablelands. John Ive also received a Special Commendation in the Climate Change Leadership Award category.

ClimateWorks Australia and Australia National University’s Pathways to Deep Decarbonisation in 2050: How Australia can prosper in a low carbon world won the Excellence in Climate Research Award, also introduced in 2017.

The Infrastructure Innovation for a Strong Climate Future Award was awarded to the Level Crossing Removal Authority for the Level Crossing Removal Project: Sustainability in Public Infrastructure, with judges commenting that the project had taken a “holistic and strategic approach to climate change”.

In 2016/2017, the UNAAV YP ran an event to mark World Day against Trafficking in Persons, a conversation around Social Entrepreneurship and a panel discussion on Openness and Consensus: Towards a Harmonious Society as part of the Buddha’s Day and Multicultural Festival.

The YP also continued the Global Goals Academy series with a panel discussion on human rights in the supply chain; another on better cities for a better world focusing on the Urban Goal, a dinner to celebrate sustainable farming and eating and a discussion on refugees’ rights and their positive contributions to society.

This year a big focus of the YP’s work has been on human trafficking with the publication of an Issues Paper on Australia’s Human Trafficking Visa Framework, UNCover. This paper was endorsed by the

UNAA National Board and turned into a submission to the Joint Standing Committee on Foreign Affairs, Defence and Trade - Inquiry into establishing a Modern Slavery Act in Australia. Both documents can be found at http://unaavictoria.org.au/get-involved/unaav-young-professionals-network/.

PROFESSIONALS VICTORIA AND GLOBAL GOALS ACADEMYThe UNAAV Young Professionals Network (UNAAV YP) continued to provide opportunities for Victorian young professionals to learn about issues on the UN’s agenda and the Sustainable Development Goals; hear from local experts and practitioners and meet like-minded people.

STATUS OF

The Status of Women Committee meets monthly, to support members of the UNAA (Victorian Division) working on matters that impact on women’s lives in Australia and internationally.

The Status of Women Committee:

• links members of the UNAA (Victorian Division) working on matters that impact on women’s lives in Australia and internationally

• promotes awareness in Victoria of the role of the UN, its agencies and the UN human rights treaty system, including the work of the Commission on the Status of Women, and periodic reviews under Conventions such as CEDAW, particularly in relation to the situation of the most vulnerable members of the community

• supports research and advocacy work on matters such as gender equality, and priority issues on the UN agenda as well as Australia’s progress in these areas.

• encourages liaison between government, researchers and member-based organizations CSOs/NGOs.

Status of Women Committee meetings are held at lunchtime once a month.

State Conference, a four-day residential camp, hosted a record 165 students from years 10-12. Supported by the U.S. Consulate, Mornington Peninsula Shire Council, and Harris Park Group, this year’s focus on ‘Sustaining our World’ generated highly productive discussions and learning experiences. Our speaker from the U.S. Consulate, Kim Furnish, provided nuanced perspectives on the American role in sustainability issues, as well as an insight into life in a diplomatic career. Our other speaker, Paige Burton, distilled her experiences from her role as Australian Youth Representative to the United Nations, equipping the students with skills in advocacy and influence. Other events run throughout the conference included interactive workshops, Model UN activities and crisis simulations; the suite of events combined to give conference attendees a comprehensive introduction to global politics and the issues they might want to pursue within it.

The Evatt Competition, supported by Melbourne Law School and the State Parliament of Victoria in 2016, invited over 550 students to work in teams of two, representing a state on the Security Council and doing their best to achieve its aims through careful negotiation and eloquent speech. The competition rounds spanned a multitude of topics, all interrogating different aspects of the notion of global security, such

as the Israel-Palestine situation, electoral security, the human rights situation in the Philippines, and the structure of the United Nations itself. Our younger Voice Competition continued to grow in its third year, attracting almost 100 delegates from a wider diversity of backgrounds than ever before to suggest their nuanced and original solutions to combat pressing political issues.

We have also been very pleased to host an impressive array of speakers at our day summits program, complementing the workshops and simulation activities that make up the events. In 2016-2017, day summits dove into such complex topics as global security, gender, development on the African continent, and the role of space in international relations, and hosting expert speakers such as filmmaker Santilla Chingaipe and renowned astronomer Dr Alan Duffy allowed us to thoroughly explore the work being done ‘on the ground’ in those fields.

A remarkable group of young people comes together every year to make UN Youth Victoria’s ambitious program a reality, and their work in 2016-2017 has been truly exceptional. We look forward to the new insights and invaluable passion that the next set of volunteers will bring.

UN Youth Australia engages a network of volunteers from across the country, all under 25 years of age, with the common goal of introducing a new generation to the political issues facing their world.
