he Community Foundation has had another good year. As you read this report, you will see our funds put over $200,000 in grants back into the community this fiscal year. Descriptions of the grants, including the amounts given, are included

in this report. They are both significant and wide reaching, impacting many lives in our area. I wish to thank the grant making committee for the many hours they spent going through the grant applications and making the sometimes difficult decisions of which grants to fund and in what amounts. They did an excellent job of recommending to the board funding that remained within our budget and the wishes of our donors. In May we had two new members join our board: Don Alexander and Sharon Stewart Brown. They are welcome additions. The board voted in May to submit a grant application to the Kansas Health Foundation to participate in their GROW II community foundation matching grant program. This was a very complex grant application and I want to thank the fund development and marketing committee for the hours given to this endeavor, and I especially want to thank our executive director, Anne Allen, for the many hours she put into this effort. If we are successful, this will substantially grow our foundation. If you would like to join with us in helping to address both the current and future needs of our area, we would be more than happy to discuss with you all the avenues for gifting to discover the method of giving that will best suit your needs as well as the needs of the foundation and area. Gifts may be cash or non-cash assets, a bequest, charitable gift trust, life insurance, or distributions from an IRA. If you wish to explore any of these possibilities, please contact any of our board members or our director, Anne Allen.

The Community Foundation serves all possible charitable interests and causes in the community. A wide range of philanthropic

options are available, with funds tailor-made to best meet donor wishes.

We will work with you to specifically craft the fund to meet your wishes, with any needed legal assistance from attorneys on staff with our supporting organization, the Greater Kansas City Community Foundation of whom PACF is a supporting organization. An endowed fund greatly benefits local charities by not only providing annual income that may be relied on, it also generates income that will not have to be annually raised. As an illustration, a fund established at the Parsons Area Community Foundation for $10,000 can either be designated for one or more specific charities, be donor advised, or provide grants made at the discretion of the Foundation board. Using an average return of 8.5%, at the end of 25 years the fund will have paid more than $19,000 in grants and have a balance of about $18,600. At the end of 50 years, that fund will have granted more than $51,000 and have a balance of nearly $35,000; all from an original gift of $10,000. That is the incredible power of endowment!

virginia wommack Charitable gift annuity fundThis year Ginny Wommack created a charitable gift annuity fund at the Foundation. Based on rates established by the American Council on Gift Annuities, during her lifetime she will receive an income stream from her gift, with the remainder to be used for the charitable purposes she has designated in her fund agreement.

From a generous outpouring of gifts honoring a beloved family and community member, an endowed memorial fund was established in Ted Hill’s name. As an endowed fund, only the earnings from this fund will be distributed, providing grants to the community honoring and remembering Ted year after year.

City of galesburgTo support an ongoing project by the city of Galesburg enhancing their local park with new playground equipment, $5,000 from discretionary funds was granted.

Parsons Leadership and Children’s health Project In 2009, two grants were received from the Kansas Health Foundation to establish endowed funds at the Foundation for the Chamber’s Leadership Parsons program. The first fund generated $6,470 this year to support the operating costs of the program. The second fund is to assist financing for an annual project supporting children’s health. With the $6,415 from this fund, this year’s leadership class purchased portable play equipment and sponsored a very successful outdoor “Day of Play” for area youth. The class also received KaBoom’s designation for Parsons as a Playful City, USA. The equipment has been donated to the Parsons Recreation Center for future use.

City of Parsons, farm heritage Celebration$4,186 from discretionary funds was granted to support the 3rd Annual Farm Heritage Celebration at Tolen Creek, fall of 2011. Pictured from the 2010 celebration are people queued for a horse and buggy ride. The background shows the 19th century stone farmhouse that was dismantled and reconstructed at Tolen Creek through donations to a fund established at the community foundation.

Parsons historical Museum andiron horse Project $6,470 was granted to the City of Parsons for the construction of a fence and sidewalk joining the Historical Museum and Iron Horse Museum for better access and efficiency of operations.

The Parsons Area Community Foundation is pleased to announce over $200,000 was put back into area communities in grants and scholarships this past year. The Community Foundation board follows a granting cycle January through early May for the approval of most grants. The Grant Making Committee screens initial proposals with a scoring matrix, making recommendations for funding of those grants best meeting the Foundation’s mission, as well as matching donor intent. These are then submitted to the full board for final decisions in funding. Funds established for designated organizations provide automatic grants to those organizations. The Foundation has a spending policy for grants of up to 5% of endowed funds. The Parsons Area Community Foundation is proud of the wide variety and diversity of grants given with the ultimate goal of improving quality of life in our communities.

Labette health’s Public safety CampThe Labette Health Foundation received a $1,000 grant for expenses to host the annual one day safety camp in Forest Park, June 2011.

Parsons Babe ruth League$2,546 from discretionary funds was given for dugout renovation and batting cages.

Labette County health A $1,000 grant was given from discretionary funds for the Child Passenger Safety Program.

City of Parsons, Police department $2,000 was given to support a city wide anti- methamphetamine campaign.

Labette County red Cross$3,000 was granted from discretionary funds to support core operating expenses of the local Red Cross.

usd 504, oswego high school Microscopes for the science classes at Oswego High School were purchased with a $3,596 grant from discretionary funds.

Black homecoming$1,000 was granted from discretionary funds to the Hamilton Chapel United Methodist Church Vougettes to assist with expenses for the July, 2011 Black Homecoming event.

Labette Community College foundation A grant of $50,000 from discretionary funds was given for Labette Community College’s capital campaign for expansion of its health science program, and the construction of a new health science building.

usd 503, Music instructionTo augment the Suzuki Strings program offered through the school district, $1,500 was granted from discretionary funds for a one day clinic providing nearly 90 students with specialized instruction.

Proud animal Lover’s shelter (PaLs)Recognizing the herculean efforts of volunteers to provide an animal shelter for our area, $2,500 was granted from discretionary funds to assist with the shelter’s operating expenses.

Labette County emergency assistance CenterThe Oden Fund provided a $15,000 grant to LCEAC along with $20,000 from discretionary funds for a total of $35,000. In tough economic times, the Foundation board believes LCEAC is providing an essential service.

st. Patrick’s Catholic school Through an annual grant from a designated fund for St. Patrick’s, $26,967 was awarded this year. The school intends to use the grant for renovations to the gymnasium locker rooms and to provide handicap access.

stella wells Christmas Baskets A designated fund provides $1,000 each year to support the Stella Wells Christmas baskets distributed each December to Parsons’ families in need.

Parsons senior CenterThrough an $8,000 donation from the Stein Charitable Gift fund, designated for the Parsons Senior Center, the entrance to the center was upgraded to allow handicap access, a computer was purchased, and further improvements for the remaining funds are under consideration.

Church women united, Parsons unit As a community outreach program, Parsons Church Women United annually organizes a summer bookmobile program to serve all wards of Parsons. A $2,000 grant was given to assist with expenses. Below, Alycesyn Shelite and Lillian Kindrick prepare the Bookmobile for use.

hazel wall scholarshipfor elementary education Katie Hill was the recipient of a $600 Hazel Wall scholarship for a student pursuing a degree in elementary education at Labette Community College. The scholarship fund was established to honor Hazel Wall, who from humble beginnings achieved teacher certification, and would be pleased to see this fund assisting others to become teachers.

LCC fall and spring Latzer art award The John and Bonnie Latzer Art Scholarship Fund provides a scholarship each fall and spring to recognize student achievement in Fine Arts at Labette Community College. Pictured with his artwork is the fall recipient, Eric Comeaux, who received a $300 scholarship. James Hughlett was the recipient of the $300 spring scholarship.
