It gives me great pleasure to inform you that
during 2010 the Board and Executive discussed
the detailed responses made in 2008 and 2009
to the draft Heads of Bill for the proposed
new Nurses and Midwives legislation, with the
Department of Health and Children on a number
of occasions. Throughout these discussions the
Board expressed its commitment to working with
the Minister and her officials in developing the
new legislation. The Board welcomes the stated
objective of the new legislation to protect the
public through the promotion of high standards
of education, training, practice and professional
conduct.
Statutory Instrument, S.I. No. 3 of 2010. Health
(An Bord Altranais) (Additional Functions) Order
2010 gave An Bord Altranais responsibility to
accredit Advanced Nurse Practitioner (ANP) and
Advanced Midwife Practitioner (AMP) posts and
to provide for the registration of individuals in
the new Divisions of the Register known as the
Advanced Nurse Practitioner Division and the
Advanced Midwife Practitioner Division. In 2010
An Bord Altranais established a Committee for
Advanced Practice to fulfill the new functions
assigned to it in S.I. No. 3 of 2010 which was
signed on 4th June into Nurses Rules 2010 by
the Minister of Health and Children. The revised
Rules included amendments to allow for the
introduction of the new Divisions of the Register,
the Registered Advanced Nurse Practitioner
(RANP) and the Registered Advanced Midwife
Practitioner (RAMP) Divisions of the Register.
The Rules also included a new section on the
accreditation of ANP and AMP posts. Included in
the Rules is a provision for the Board to remove
a person from the ANP/AMP Divisions of the
Register or to remove approval of an ANP/
AMP post.The Committee comprises seven
members of An Bord Altranais and four members
of the National Council for the Professional
Development of Nursing and Midwifery. The
National Council continued to provide support
and expert advice to services and individuals in
the development of advanced practice roles. It
is extremely encouraging and positive to report
that of the 95 Persons and 58 posts which had
already been processed by the National Council
for the Professional Development of Nursing and
Midwifery the Committee of An Bord Altranais
had registered 33 applicants as Advanced Nurse
Practitioner, 1 applicant as an Advanced Midwife
Practitioner and had accredited 41 Advanced
Nurse Practitioner posts.

I am pleased to report that the Practice
Standards for Nurses and Midwives with
Prescriptive Authority first published in April
2007 was revised in response to the evaluation
of nurse and midwife prescribing. The second
edition was approved by the Board of An Bord
Altranais at its meeting on the 16th of September
2010. The revised guidance document was a
result of commissioned research and project work
undertaken by the School of Nursing, Midwifery
and Health Systems, UCD, in consultation with
registered nurse prescribers (RNPs) and other
stakeholders on behalf of An Bord Altranais
through funding provided by the Health Service
Executive (HSE). The revised guidance includes
three new standards focusing on the clinical
decision making process, communication and
history taking, and documentation. There is
also further clarification on the authority of the
RNP to prescribe licensed medications for an
unauthorised indication (previously known as
off-label prescribing). New appendices on the use
of abbreviations, relevant legislation, guidelines,
policies and standards and resources are
included in this second edition. These standards
and supporting appendices will assist RNPs in
maintaining safe and accountable prescribing
practices and required to be integrated into all
education programmes preparing nurses and
midwives as registered nurse prescribers.
Furthermore, I am delighted to announce
that all Nurses and Midwives who are
registering their primary nursing and midwifery
qualification with An Bord Altranais will now
receive Guidance for First Time Registrants
(Nurses and Midwives) June 2010 as part of
their registration confirmation documentation.
This guidance document introduces the new
registrant to An Bord Altranais and its many
regulatory responsibilities and details what is
expected of the registered nurse or midwife. The
five main topics addressed in this publication
are Registration, Clinical Practice, Language
Competence, Responsibilities to Students and
Junior Colleagues for Education and Training
and Fitness to Practise. Each of these sections
contains specific information to assist the newly
qualified nurse or midwife in becoming familiar
with various regulations and practices. An
abbreviated listing of An Bord Altranais guidance
publications and department contact details
are included for easy access and referral. This
publication should also be of interest to nurses
and midwives working with new registrants who
were previously students or were registered
practitioners from overseas. The publication has
been distributed to each new registrant since
September 2010.
At its meeting on the 19th of April 2010, the
Board of An Bord Altranais approved Practice
Standards for Registered Midwives (2010)
working in Ireland. The Practice Standards for
Registered Midwives (2010) replaced An Bord
Altranais Guidelines for Midwives, 3rd edition
(2001). Ms. Miriam O’Callaghan, RTE Presenter,
launched the Practice Standards on the 16th
June 2010 in An Bord Altranais. The launch was
attended by members of the Board, Midwifery
Committee, Directors of Midwifery, stakeholders
involved in the developing of the Practice
Standards. Each Midwife received a postal copy.
The Standards came into force on the 1st July
2010.
In January 2010, the Health and Social Care
Regulatory Forum announced the publication
of the Framework for Public & Service User
Involvement in Health and Social Care Regulation
in Ireland. The forum of Chief Executives
(chaired by Dr. Eugene Donoghue) presented
the framework to the Minister for Health and
Children and received supportive expressions
regarding their collaborative work.
In 2010 the Education Department continued
with the ongoing schedule of site visits and
course approvals. The Nursing Careers Centre
(NCC) continued to play a significant role in
promoting nursing as a career. I am pleased to
report that in 2010 a total of 9,014 individuals
applied for 1,570 places on the various nursing
programmes, including 2,280 mature applicants.
A major challenge for An Bord Altranais continues
to be the numbers of nurses and midwives on
the Register maintained by An Bord Altranais. In
2010 the Board received 2,858 applications for
registration, compared with 2,670 applications
in 2009. Of this, the number of applications from
non EU applicants increased from 302 in 2009
to 409 in 2010, the number of EU applications
received increased from 455 in 2009 to 497
in 2010 and the number of Irish applications
increased from 1,913 received in 2009 to 1,952
in 2010. This is an overall increase of 7%. The
number of nurses on the Boards active register
now stands at 67,415 compared to 68,483 in
2009. The number of nurses and midwives on
the inactive register rose from 21,021 in 2009 to
23,115 in 2010.
The Board continues to process increasing
numbers of Fitness to Practise applications. In
2010 the Board received 59 new applications and
carried over a further 19 applications from 2009.
Of these 63 cases were dealt with and 15 cases
were still under consideration at the end of the
year. The cost of processing Fitness to Practise
cases is significant and continues to be monitored
by the Board
I wish to acknowledge our continuing close
working relationship with the Department of
Health and Children and in particular the Nursing
Policy Division. I very much appreciate the co-
operation and expert assistance we received
from the National Council for the Professional
Development of Nursing and Midwifery, Health
Service Executive, Voluntary Hospitals, Nursing
and Midwifery Planning and Development Units
and the Higher Education Authorities.
My final thanks go to the Chief Executive Officer
and all his staff at An Bord Altranais for their work
in administering the affairs of the Board with
great professional competency.

An Bord AltranaisNursing Board
An Bord Altranais, as required by the Nurses
Act 1985 continues to promote high standards
of professional education, training and practice
and professional conduct among nurses and
midwives to ensure the protection of the public,
throughout 2010. In the Education and Training
functions assigned to it, it has continued to
prescribe the manner in which and the conditions
under which the registration/degree programme
for General, Psychiatric and Intellectual Disability
Divisions of the Register of Nurses since 2002,
and a Children’s and General Nursing (Integrated)
programme and Midwifery programme since
2006 are provided. The concern of An Bord
Altranais in the protection of the public
acknowledges the issue of quality in education,
actual clinical practice of nurses and midwives
and the need for practice to be grounded in
appropriate current evidence.
In keeping with its responsibility for protecting
the public the Board continues its commitment
to the effectiveness and efficiency of its approval
processes. The Board through its quality of
education framework continued its monitoring
and evaluation role of standards in practice
for the education and training of nurses and
midwives throughout 2010.
An Bord Altranais operationalises this process
through the Nurses Rules (2010) made under the
Nurses Act, 1985 setting standards to be adhered
to in the education and training of nurses and in
their continuing education as registered nurses.
The rules provide for the approval of higher
education institutions and of hospitals and health
care institutions providing training to ensure that
valuable clinical and theoretical experience is
provided. The various aspects of the regulatory
functions being carried out are illustrated as
follows:
Site visits to healthcare institutions and linked third level institutions
Under Section 34 of the Nurses Act, 1985
the Board is required to satisfy itself as to
the adequacy and suitability of hospitals and
institutions for nurse education and training at
least once every five years.
On-site visits to Higher Education Institutions
and Healthcare Institutions are required as a
component of determining “the suitability of
third level institutions and health care institutions
in respect of educational programmes leading
to registration” (Requirements and Standards
for Nurse Registration Education Programmes,
February 2005).
Education and Training
The focus of the site visit through a partnership
approach is to:

Post Registration Courses
The Board approves post-registration education
courses for nurses and midwives, divided into two
categories:
Post-Registration Category I Courses
Post Registration Category I courses include
in-service education, seminars, study days,
conferences and continued professional
development (CPD) programmes that are not
accredited by an academic awarding body,
university or college.
An Bord Altranais revised the policy and
guidelines to education programme developers
and providers intending to submit short
education and learning programmes for An Bord
Altranais approval during 2010. These courses are
considered central to the continued development
and maintenance of knowledge, skills and
competencies for practice within a rapidly
changing health care environment. All learning
should support the concepts of critical thinking,
reflective practice, problem solving and lifelong
learning in professional practice.
In 2010 An Bord Altranais approved 373 Post
Registration Category 1 courses.
Post-Registration Category II Courses
Post-Registration Category II courses are
specialist education courses for nurses and
midwives that support practice development and
service need and exclude those which lead to
registration. These courses are considered by the
Education and Training Committee and approval
is granted if programmes meet the criteria of the
Education and Training Committee.

A new set of Requirements and Standards
for Post-Registration Nursing and Midwifery
Education Programmes –Incorporating the
National Framework of Qualifications were
approved by the Board of An Bord Altranais
at its meeting held on the 17th June 2010.
These requirements and standards represent
a major revision to guidance for education
providers in relation to continuing and post-
registration education and training. The
document provides comprehensive guidance and
replaces the previous An Bord Altranais policy
in this area. This document is now available for
download on the website and was distributed to
all major stakeholders. An implementation date
of September 2011 was established.
An Bord Altranais National Conference
The National Conference entitled Patient Safety:
Regulating to Safeguard the Patient was held
on the 18th May 2010 in Dublin. Two hundred
and seventy two individuals’ applications were
accepted to attend and 194 delegates attended
on the day.
Ms. Mary Harney, Minister for Health and
Children, gave a welcome introduction. Speakers
presented papers on a wide range of topics
ranging from theoretical considerations for
patient safety to practical examples for increasing
patient safety in the clinical setting.
European Council of Nursing Regulators (FEPI)
TheFEPIExecutiveBoardandWorkingPolicy
Group meetings took place on 15th March 2010
in Brussels. An Bord Altranais hosted the FEPI
WorkingGrouponEducation,Trainingand
Competencies on Monday 17th May in An Bord
Altranais followed by the FEPI General Assembly
onWednesday19thMay.TheRepublicofSerbia
made an application for full membership of FEPI
which was accepted. The Minister for Health and
Children, Ms. Mary Harney T.D., hosted a dinner
for guests in Farmleigh House. A seminar on
European affairs was held on Thursday 20th May.
The meetings were represented by colleagues
from Italy, Greece, Belgium, Serbia, UK, Romania,
Croatia and USA.

The Library continued to provide the following

Nursing Careers Centre
The Nursing Careers Centre (NCC) was set up
under the management of An Bord Altranais in
November 1998. Its main functions relate to:
• Assessmentofmaturecodeapplicantsto
nursing/midwifery
• Promotionandmarketingofnursing/
midwifery as a career
• Provisionofinformationtoregisterednurses
and midwives.
In carrying out its functions, the NCC
continues to work closely with a number of key
stakeholders, including: the Department of
Health and Children; the health care sector; the
Public Appointments Service (PAS); the Central
Applications Office (CAO); the higher education
institutions (HEIs); the Institute of Guidance
Counsellors (IGC); the nursing promotion and
marketing liaison group set up by the NCC, and
others from time to time.
The NCC carries out its work in an open and
transparent manner, with efficient and clear
communication as its keynotes, and with due
cognisance to the principle of cost effectiveness.
The NCC communicates with the key
stakeholders in reviewing its processes.
Applications to nursing/midwifery places
The number of applications to nursing in 2010
continued to be high, with a total of 9014
individual applicants for 1,570 places. The
breakdown of applications and places (which
includes applications for more than one place)
was as follows:
General nursing 6565 for
applications: 860 places
Psychiatric nursing 3036 for
applications: 290 places
Intellectual disability 2025 for
nursing applications: 180 places
Midwifery applications: 2629 for
140 places

Mature code applicants
Mature code applicants remained high. Of the
2223 mature code applicants who were called
for written assessment, 1040 were successful and
were called for interview. 522 were successful
at interview and placed on an order of merit
list for each course for which he/she applied.
The selection process for the mature code
competition including the written assessment
and interview was completed on 21 May 2010.
There were an unprecedented number of
applications this year, with 2223 applications the
highest to date. Based upon recommendations
of the Report on The Evaluation of the Selection
Process for Mature Code Nursing/Midwifery
(presented to the Board in November 2009), it
was decided that only a 2:1 ratio of applicants
to places should be invited to interview. This
is in line with best practice in recruitment and
selection. This resulted in 659 applicants as there
are approximately 336 places allotted to mature
candidates. Of these, 498 applicants passed, 134
failed, 27 DNA (did not attend) for interview.
According to the recommended process of the
Public Appointments Service this reflects good
practice for interview and selection as the failure
rate for 2010 was 20% compared to 11% over
many years previous and a reduction in the
DNA’s. (Not everyone on the order of merit lists
received an offer of a place).
There was a quota of places for mature code
applicants: 15% of places in general nursing; 35%
in psychiatric nursing; 35% in intellectual disability
nursing; 20% in midwifery; and 15% in children’s
and general (integrated). Offers commenced
in July 2010 and a small number of additional
interview were conducted for places in Psychiatric
and I.D. Nursing.
Changes to the selection process for Mature Code Applicants
The Nursing Careers Centre and the Public
Appointments Service conducted an evaluation
of the selection process used for mature code
applicants to pre-registration programmes in
nursing/midwifery over the past 10 years. This
report was presented to the Board in November
2009. On consideration of the evaluation
report’s findings, the Board decided to augment
the current assessment test and to cease the
requirement for the interview of mature code
applicants for 2011 onwards. The written
assessment which currently comprises three tests
will now comprise four tests. This fourth test
called a job simulation exercise will assess the
interpersonal skills of the candidate, normally
assessed through interview. A project plan
between the Nursing Careers Centre and the
Public Appointments Service was established for
the development of the job simulation exercise,
which took place in March 2010. All mature
applicants who pass the written assessment test,
will be placed on the order of merit list for each
mature course code for which he/she has applied.

Marketing and promotion of nursing/midwifery as a career
The NCC pursued an active marketing and
promotional campaign in 2010, despite a reduced
budget. Since its inception, the NCC has carried
out continuous marketing and promotion of
nursing/midwifery as a career. Activities include:

Guidance for first time registrants (Nurses and Midwives)
Nurses and Midwives who are registering their
primary nursing and midwifery qualification

Guidance for First Time Registrants (Nurses and
Midwives) June 2010 as part of their registration
confirmation documentation. This guidance
document introduces the new registrant to
An Bord Altranais and its many regulatory
responsibilities and details what is expected of
the registered nurse or midwife.
There are 5 main topics addressed in the
publication:

Each of these sections contains specific
information to assist the newly qualified nurse
or midwife in becoming familiar with various
regulations and practice. An abbreviated listing
of An Bord Altranais guidance publications and
department contact details are included for easy
access and referral.
Guidance for First Time Registrants should also
be of interest to other nurses and midwives
working with new registrants who were previously
students or were registered practitioners from
overseas. The publication was distributed to each
new registrant in September 2010.
Competence Assessment Tool for Nurses Educated & Trained Overseas & guidance on the provision of adaptation & assessment to nurses from overseas (Public Health Nurse)
This document was initially brought to the
Registration Appeals Committee on the 5th May
2010 for review and was approved at the Board
meeting in June. This was sent to all Directors of
Public Health Nursing.
Practice Standards for Midwives
At its meeting on the 19th of April 2010, the
Board of An Bord Altranais approved Practice
Standards for Registered Midwives (2010)
working in Ireland. The Practice Standards for
Registered Midwives (2010) replace An Bord
Altranais Guidelines for Midwives, 3rd edition
(2001). Miriam O’Callaghan launched The
Practice Standards on the 16th June 2010 in An
Bord Altranais. The Standards came into force on
the 1st July 2010. The launch was attended by
members of the Board, Midwifery Committee,
Directors of Midwifery, stakeholders involved in
the developing of the Practice Standards. Each
Midwife received a postal copy.
Advanced Nurse Practitioners and Advanced Midwife Practitioners
An Bord Altranais established a Committee for
Advanced Practice to fulfill the new functions
assigned to it in S.I. No. 3 of 2010 and signed on
4th June into Nurses Rules 2010 by the Minister
of Health and Children.
The Committee determines if a nurse or midwife
meets criteria for registration in the ANP or
AMP Division of the Register. It is also charged
with determining if a Post meets the criteria
of the National Council for the Professional
Development of Nursing and Midwifery and
should be accredited by An Bord Altranais as an

ANP or AMP Post. The Committee considers and
recommends to the Board if a post or ANP or
AMP no longer meets the criteria of the National
Council.
The Committee comprises seven members of An
Bord Altranais and four members of the National
Council for the Professional Development of
Nursing and Midwifery. Representing An Bord
Altranais are Ms. Mary Godfrey (Chair), Ms.
Pauline Treanor, Mr. John Murray, Ms. Virginia
Pye, Ms. Ann Sheehan, Ms. Cathryn Lee,
and Ms. Orla O’Reilly. The National Council
representatives are Ms. Valerie Small, Ms. Aveen
Murray, Ms. Mary Brosnan and Mr. Brendan
Byrne.
The National Council continued to provide
support and expert advice to services and
individuals in the development of advanced
practice roles.
Publication of the Framework for Public and Service User Involvement in Health and Social Care Regulation in Ireland
In January 2010, the Health and Social Care
Regulatory Forum announced the publication
of the Framework for Public & Service User
Involvement in Health and Social Care Regulation
in Ireland. The forum of Chief Executives
(chaired by Dr. Eugene Donoghue presented
the framework to the Minister for Health and
Children and received supportive expressions
regarding their collaborative work.
International Visits to An Bord Altranais
Nursing Division, Health Policy Bureau, Ministry of Health, Labour and Welfare, Japan
The Chief and the Deputy Director of the Nursing
Division, Health Policy Bureau, Ministry of Health,
LabourandWelfare,Japan,Ms.KonoeSekine
and Mrs. Yoko Shimada visited An Bord Altranais.
They met with executive staff members and
Ms. Sheila O’Malley, Chief Nursing Officer of
the Department of Health and Children. Topics
discussed centred on Ireland’s approach for
introducing prescriptive authority for nurses
and midwives and advanced/expanded roles for
nurses and midwives.

Australian Nursing and Midwifery Council
representatives, Ms. Karen Cook, Chief Executive
Officer and Ms. Angela Brannelly, Director and
Chairperson of the Nursing and Midwifery Board
of the Northern Territory also met with An Bord
Altranais Chief Executive Officer, Chief Education
Officer and Professional Officer to discuss
professional and regulatory issues for nurse
practitioner nurse/midwife prescribing and the
changes occurring internationally for nurses and
boards of nursing.

The Auditors Report and the Financial Statements
for the year ended 31st December, 2010, appear
at page 31. The Income and Expenditure Account
for the year to 31st December, 2010 shows a
surplus on ordinary activities of c333,322. This
compares with a deficit of c152,130 for the
previous year.
There is a decrease in Income of c715,513 from
2009 to 2010 and this is mainly attributable to:
• Adecreaseofc270,174 in Annual Retention
Fee Income in 2010 from 2009, which is
mainly due to the decrease in the number of
nurse and midwives on the Active Register.
• Adecreaseofc91,392 in Verification Fee
Income in 2010 over 2009,
• Adecreaseofc392,000 in the income for the
Nursing Careers Centre.
• Othermiscellaneousincomewhichisused
to facilitate projects undertaken by An Bord
Altranais showed a decrease of c5,746 in the
amount received in 2009.
There is a decrease in Expenditure of c1,200,965
from 2009 to 2010 and this is mainly attributable
to:
• AnoveralldecreaseinAccommodationcosts
of c72,654 in 2010 from 2009.
• Therewasadecreaseinthecostsrelated
to projects undertaken by the Education
Department in 2009.
• Adecreaseinthecostsassociatedwiththe
Newsletter
• Adecreaseinthecostsinvolvedforthe
Nursing Careers Centre
• FitnesstoPractisecostsshowedadecrease
of c536,940 over 2009. This decrease can
be attributed to the level of activity in the
number of inquiries held during 2009 and
the number of High Court proceedings which
were undertaken by nurses against An Bord
Altranais which resulted in increased legal
costs.
The current year surplus is reflected in the
financial position of An Bord Altranais as at 31st
December, 2010, and the net worth of An Bord
Altranais increased by c333,322 in the year.

Premises
In 2006, An Bord Altranais completed the
purchase of a new corporate premises as
18/20 Carysfort Avenue, Blackrock, Co. Dublin.
The move to the new premises has proved
highly successful. It provides excellent work
accommodation for staff and also provides
excellent meeting room facilities catering for all
the needs of the Board and of the committees.
Internet
An Bord Altranais website, www.nursingboard.ie
contains a comprehensive range of information
and documents, including published guidance
documents, annual reports and newsletters.
Projects are ongoing, to increase the information
and services provided on the website.
Partnership
The Partnership Committee, which was
established in An Bord Altranais in 2000, was
set up under the auspices of the National Health
Service Partnership Form and is comprised of
representatives of management, staff, IMPACT
and the INO.
Health and Safety
The Partnership Group oversees health and
safety issues. In 2010, as in previous years, An
Bord Altranais continued its efforts to ensure the
safety, health and welfare of its employees and
visitors to the organisation.
Prompt Payment of Accounts Act, 1997
An Bord Altranais has been prompt in the
payment of its creditor accounts and the
requirements of the Act do not pose any problem
for the Board.
Staff changes
A number of staff retired from An Bord Altranais
in 2010, notably the Chief Executive Officer,
Dr.EugeneDonoghue.Wewouldliketowish
them well in their retirement. A number of staff
left An Bord Altranais in 2010 to pursue other
opportunities.Wewouldliketothankthemfor
their commitment and service and to wish them
every success in their future careers.

Fitness to Practise
Fitness to Practise activity is governed by the
provisions of Sections 38 – 46, Part V of the
Nurses Act, 1985.
Sections 38 – 41 relate to applications for
Inquiries, the conduct of inquiries, Board
consideration of inquiry reports and sanctions.
Applications for inquiry may be on the grounds of
(a) alleged professional misconduct and/or
(b) alleged unfitness to engage in nursing
practice by reason of physical or mental
disability.
Possible sanctions:
- Advise.
- Admonish.
- Censure.
- Attachment of conditions. Requires
confirmation by the High Court.
- Suspension. Requires confirmation by the
High Court.
- Erasure. Requires confirmation by the High
Court.
Section 42 relates to individuals convicted of
offences triable on indictment.
Section 44 relates to applications to the High
Court, in the public interest, for an Order
suspending registration.
Trends
The number of applications for Inquiries was
broadly similar to previous years. The number of
registrants who are the subject of an application
for Inquiry remains low as a percentage of the
total number of registrants. In 2010 it equated to
less than 0.1% of those on the Active Register.
Table I summarises the level of fitness to practise
activity vis-à-vis the number of registrants over
the last twelve years.

Nurses with Conditions attached to the retention of their names in the Register.
The monitoring of the Conditions attached to the
retention of a nurse’s name in the Register is a
function of the Board.
In it’s continuing of monitoring of such nurses
during 2010, the Board removed the Conditions
attached to the retention of the names of two
nurses.
Section 44 applications
The Board, where it is of the opinion that it is in
the public interest, may make an application to
the High Court, so that during a specified period
of time, a nurse’s name does not have effect in
the Register.
In 2010, the Board considered 14 such
applications
•● Insix cases the Board decided to proceed
with an application to the High Court. In four
of these cases the Order was confirmed by
the High Court and in two cases the Court
accepted an undertaking from the nurse.
●•●Intwo cases the Board accepted an
undertaking from the nurse not to practice
nursing and the Board did not proceed with
an application to the High Court.
●•●Insix cases the Board decided not to
proceed with an application to the High
Court.
Section 42 applications
Under Section 42 of the Nurses Act, 1985,
where a nurse is convicted of an offence triable
on indictment, the Board may decide that the
name of such person should be erased from the
Register of Nurses.
There were two cases considered by the Board
in 2010 under this section of the Act. The Board
decided to apply to the High Court for an Order
pursuant to Section 42 of the Nurse’s Act, 1985,
and Orders were granted.

In the appeals considered in 2010, 89% resulted in no change being made to the original decision. In the
remaining 11% a decision was made in favour of the applicant as a result of new information received in
support of the applicant’s appeal.
Certificate of Current Professional Status Requests (Verification requests)
Certificates of Current Professional Status (CCPSs) are issued on behalf of nurses/midwives who may wish
to register abroad. CCPSs are sent directly from An Bord Altranais to the equivalent Competent/Regulatory
Authority in the country/state where the nurse/midwife is seeking registration. A nurse/midwife may apply
for more than one CCPS of registration in any given year.
• 1,356 individuals made a total of 1,575 CCPS requests in 2010.
NOTE: A CCPS request does not necessarily equate to travel. A separate CCPS is issued for each Division
of the Register.

Registration of Advanced Nurse Practitioners / Advanced Midwife Practitioners
Statutory Instrument, S.I. No. 3 of 2010. Health (An Bord Altranais) (Additional Functions) Order 2010
gave An Bord Altranais responsibility to accredit Advanced Nurse Practitioner (ANP) and Advanced
Midwife Practitioner (AMP) posts and to provide for the registration of individuals in the new Divisions of
the Register known as the Advanced Nurse Practitioner Division and the Advanced Midwife Practitioner
Division.
The Nurses Rules, 2010 were signed by the Minister for Health and Children on 4th June, 2010. The
revised Rules included amendments to allow for the introduction of the new Divisions of the Register,
the Registered Advanced Nurse Practitioner (RANP) and the Registered Advanced Midwife Practitioner
(RAMP) Divisions of the Register. The Rules also included a new section on the accreditation of ANP and
AMP posts. Included in the Rules is a provision for the Board to remove a person from the ANP/AMP
Divisions of the Register or to remove approval of an ANP/AMP post.
Out of a total of 95 Persons and 58 posts that already went through the National Council for the
Professional Development of Nursing and Midwifery the following note the number processed through An
Bord Altranais up to and including 31st December 2010.

Introduction
I have audited the financial statements on pages 31 to 41.
Respective Responsibilities
The Board is responsible under section 21 of the Nurses Act, 1985, for the keeping of proper books of
accounts and the preparation of the financial statements.
It is my responsibility, as auditor to form an independent opinion, based on my audit, on those statements
and to report that opinion.
Basis of Opinion
I conducted my audit in accordance with approved auditing standards. An audit includes examination, on
a test basis, of evidence relevant to the amounts and disclosures in the financial statements. I planned and
performed my audit so as to obtain all the information and explanations which I considered necessary to
provide sufficient evidence to give reasonable assurance that the financial statements are free from material
misstatement.
Opinion
In my opinion the financial statements give a true and fair view of the state of the Board’s affairs at 31st
December 2010 and of its income and expenditure and cashflow for the year ended on that date.
I have obtained all the information and explanations which I considered necessary for the purposes of my
audit. In my opinion, proper books of accounts have been kept by the Board and the financial statements
are in agreement therewith.

President’s statement on the systems of internal financial control
On behalf of the Board of An Bord Altranais I acknowledge that the Board is responsible for ensuring that
an appropriate system of internal financial control is maintained and operated. These systems can only
provide reasonable and not absolute assurance against material error. The following key procedures have
been put in place by the Board and are designed to provide effective internal financial control:
Appropriate control environment
There are clearly defined management responsibilities and the work of the management team is overseen
by the Boards sub-committees. The Board has approved documentation, which sets out the responsibilities
of the President, the Board, sub committees of the Board and the Chief Executive Officer. The Chief
Executive Officer is responsible for the implementation of internal controls, including internal financial
controls.
Identify business risks and evaluate financial implications
The management team is responsible for the identification and evaluation of significant risk. The Chief
Executive Officer makes reports on significant changes to the Finance and General Purposes Committee
and the Board. The Board prepares a three-yearly Strategic Plan, which sets out the objectives for the
Board and includes objectives to address known business risks.
Major information systems
The Board approves the Annual Income and Expenditure budget. The Finance and General Purposes
Committee and the Board separately consider and review key financial information on a quarterly basis
including actual costs against budget for the year to date, forecast projection of the year end position and
key statistical information.
Monitoring the effectiveness of internal financial controls
In 2004 the Board agreed an Internal Audit Charter and established an Audit Committee. The Audit
Committee appointed an internal auditor in early 2005. In accordance with its Terms of Reference the Audit
Committee report to the Board on matters arising from both the Internal and External audit reports.
I confirm that there has been a review of the effectiveness of the systems of internal financial controls.
There was no failure or weaknesses that resulted in material losses, contingencies or uncertainties in 2010,
which require disclosure in the financial statements or the auditor’s report on the financial statements.

Accounting Policies
1. Accounting Convention
The financial statements have been prepared under the historical cost convention.
2. Fixed Assets - Depreciation
Depreciation is provided for at the rates stated below which are estimated to reduce the assets to
realizable values by the end of their useful life.

CBRE valued the Boards premises at 18/20 Carysfort Avenue at c12,000,000 exclusive of VAT and net
of purchasers as of 31/12/07. This valuation was appointed as follows: site with value of c4,900,00 and
buildings with value of c7,100,000. In order to give a true and fair view of the value of the premises in its
entirety the decision was taken to apportion VAT and the costs of acquisition between site and buildings in
the same proportion.
3. Leased Assets
Fixed assets which are financed by way of financial leases are capitalised in accordance with Statement of
Standard Accounting Practice 21. Depreciation of these assets is calculated so as to write off the cost of
the assets over the period of the lease.
4. Stock
This consists of badges stock and is valued at cost.
5. Library
No value has been placed on books and periodicals in the Library. Expenditure is written off in the year in
which it occurs
6. Fees Receivable
All Income / Fees receivable are accounted for as they are received.

3. Bank Borrowing
IIB Bank holds a first fixed charge over 18/20 Carysfort Avenue, Blackrock, Co. Dublin. The Board
financed the development of the premises in Blackrock by way of short term bank debt which was
repaid from sale of 31/32 Fitzwilliam Square, and long term debt.
4. Superannuation Contributions
No Provision has been made in respect of benefits payable under the Local Government
Superannuation Scheme as the liability is underwritten by the Minister for Health and Children.
Contributions from employees who are members of the schem are credited to the income and
expenditure account when received. Pension payments under the scheme are charged to the income
and expenditure account when paid. Only those superannuation payments which fall due to be
paid in the current year of account are charged to the current income and expenditure account.
No charge is made to the current income and expenditure in respect of any liability for pension
payments, which fall due in later years.
Permanent staff of An Bord Altranais are members of the Local Government Superannuation
scheme. Contributions are deducted from salaries at eh rate of 5% in respect of Pensions and 1.5%
in respect of Orphans Scheme. Pensionable staff appointed after 6th April, 1995 are liable to pay
Class A rates of PRSI and superannuation contributions of 3% of pensionable renumeration plus 3.5%
of net pensionable renumeration. Superannuation Contributions include monies to be recouped
from previous employers of six pensioners, relating to periods of service with these employers.
5. Staff Costs
Staff costs include c254,763 (2009- c64,105) paid as retirement and lump sums to former members.
6. Nursing Careers Centre
The Department of Health and Children has assigned responsibility for the recruitment an selection
of candidates for entry to nurse training to An Bord Altranais who established the Nursing Careers
Centre to manage the process.
7. Prompt Payment of Accounts
An Bord Altranais is covered by the Prompt Payemnt Act, 1997. The Act requires the Board to
pay for goods and services by the prescribed payment date and if it fails to do so, pay an interest
penalty. There is also a requirement to include details of payment practices in the Board’s Annual
Report. During 2010, An Bord Altranais complied in all material respects with the provisions of the
Act.
8. Reserves
Accumulated Reserves at 31 December, 2010 amount to c13,619,314 (2009- c13,285,992) and
represent the Accumulated Fund and the General Reserve.

2.2. The Committee shall consist of a minimum
of 6 members, one of whom shall be the
President of the Board or in the Presidents
absence the Vice-President. The quorum for
meetings shall be 3.
2.3. The Board shall appoint a member of the
Board, other than the President and Vice-
President, to act as Chairperson of the
Committee.
2.4. In matters of accountability the Chief
Executive Officer, shall attend meetings of
the Committee.
2.5. Membership of the Committee shall be
included in the annual report.
3. Scope and Definition of Activities
3.1. The Committee shall ensure that effective
systems, financial controls and procedures
are in place and operating, to enable An
Bord Altranais operate in an orderly, efficient
and value--for-money manner.
3.2. The Committee shall have:
• Authorityandtheresourcesto
investigate any matters within its
terms of reference;
• Fullaccesstoinformation;and
• Authoritytoobtainexternalprofessional
advice and to invite relevant experts to
attend meetings if necessary.
4. External and Internal Audit
4.1. The external auditor and the internal auditor
shall be invited to attend meetings of the
Committee at least once a year, without staff
of the Board present, to discuss the annual
audit of the Board’s financial accounts and
internal audit matters.
4.2. The Committee shall ensure that there is
an appropriate internal audit function, as
specified under the Board’s formal Charter
for Internal Audit, to ensure that An Bord
Altranais is fully compliant with all internal
audit requirements under the Code of
Practice for the Governance of State Bodies.
4.3. The Committee shall periodically consult
with the external auditor regarding the
operation, resourcing and work programme
of the internal audit function.
4.4. The internal auditor shall report directly to
the Committee and shall also have access to
the President of An Bord Altranais and the
Chairperson of the Committee.
4.5. The Committee shall ensure that the
independence of the internal and external
audit functions is maintained.
4.6. The internal auditor shall act on behalf of
the Board in carrying out internal audits
and no operational area or level within the
organisation shall be precluded from internal
audit review.

through publications, seminars and
conferences;
• Provideaqualityassurancemechanism
in partnership with service providers and

of students within the particular educational
