VISI

ONThe Launceston Chamber of Commerce is committed to supporting a dynamic business community to achieve sustainable economic prosperity for Launceston and the region.

ChAmbER PRESENTthe Launceston chamber is an independent and active organisation. the chamber’s independence has proved a valuable tool for the business community over the organisation’s 163 years of service.

We are proud to be a voice for business in Northern Tasmania.

The Chamber provides a wide variety of programs and services to our members which include promoting members’ businesses, sponsoring networking functions and providing a voice in the growth of the region. We bring together groups to address issues, we lobby all levels of government, as well as provide member referrals, promotional opportunities, legislative advocacy and educational programs.

The Chamber advocates the need to maintain a healthy commercial environment that is sustainable and stable - an environment in which private enterprise has the faith to invest and can expect to prosper and grow.

Whilst social aspirations are of key concern, the Chamber believes that employment, prosperity and general community well-being are inextricably linked to the ability of private enterprise to maximise opportunity and profitability.

The Chamber is funded only by membership and membership activities. This means that the Chamber can operate independently and is not influenced by any level of Government, any specific entity or industry sector.

Since 1849 this independence has proved to be a valuable tool for the business community.

The Launceston Chamber of Commerce is currently guided by a Board of 16 Members elected by and from the membership. Board members are volunteers and because of their diverse skills and background, represent a broad range of business and industry sectors.

Board members are elected for three year terms. They are required to attend monthly meetings and to represent members on a range of community and business groups. Most Board members contribute between six – eight hours per month supporting the Chamber and ensuring that the views of members and the Northern community are heard and voiced appropriate

Dear members and stakeholders of the northern tasmanian business community,

I am pleased to report to you that the Launceston chamber of commerce has retained robust membership throughout the year and has finished the full year in a strong financial position. the majority of the chamber’s revenues flow from member subscriptions and this remains a key indicator of the chamber’s value, relevance and strength.

the chamber has lobbied in the interests of the business community and worked collaboratively with the Launceston city council to ensure a sustainable retail plan was adopted.

During the past twelve-months the Launceston chamber of commerce has reviewed its constitution, making changes to ensure the organisation can function as a contemporary organisation in the best interests of the northern tasmanian business community. the constitution was approved by members at a special meeting in July. this is the first significant review of the constitution in several decades.

the board reviewed the chamber’s strategy in the latter part of the year to ensure we remain committed and focussed on its core priorities.

In closing, as my term as President draws to a close, may I take this opportunity to thank the membership for their support of the chamber. I thank our staff, michael bailey and Kristen finnigan, for their hard work and the board for their commitment to the business community. special thanks to Vice Presidents tom o’meara and Janine healey and treasurer Ian Wright for their professionalism and support during the year.

V8 SUPERCARSThe Launceston Chamber of Commerce lead the community and stakeholders fight to retain the V8 Supercars event. The economic benefit that the event provided to the community was clear and we believed that this event needed to be maintained. We coordinated a community effort including a petition. As a refection of our involvement in this issue the Launceston Chamber was invited to Hobart to witness Tourism Minister, Scott Bacon MHA sign a contract confirming the following three years of State Government support with V8 Supercars.

NbNThe Launceston Chamber has taken a lead role in the formulation of a platform to encourage the instillation of the NBN in Launceston as a priority. We believe that this infrastructure will provide our region with a competitive advantage and

present opportunities for business to grow through the benefits that the NBN will provide.

STATE TAxATION REVIEWThe Launceston Chamber continued to lobby for a resolution to the state tax review which had stalled. We seek at least a report from the submissions and representations made from local organisations and individuals, including the Launceston Chamber of Commerce.

NYPNThe Northern Young Professionals Network had another successful year with the inception of a new board and annual plan. This organisation continues to grow and add another link to ensure that the future business leaders of the region are encouraged and nurtured.

bUILdING dIVERSITYThe Launceston campuses attract over1000internationalstudentswho, in turn, benefit the region in terms of their resulting economic, social, tourism and cultural contributions.In2012whenthenumbers of international students in Australia declined slightly Tasmania held its own and the largest increase in the state was in Launceston.

There are many associated benefits: families of international students visit the region as tourists and, as importantly, the students return to their countries of origin as positive advocatesofTasmania,UTASandLaunceston.

In2012UTAScontinueditscollaboration with the Launceston Chamber of Commerce, Launceston City Council, Migrant Resource Centre, Housing Tasmania, Tasmania Police, Colleges and other key organisationstohostHarmonyDayand to develop publications aimed at supporting newcomers in terms of security and local processes. InMarch,over1200membersofnew and traditional communities visited the Newnham campus to share stories, food, skills and entertainment.

UTAShasworkedthisyearinsupportof a multi-faith community facility for Launceston. Such a facility would serve the needs of the city’s increasingly diverse communities and is an important step if we

are to retain Muslim and other professionals in both the community andUTAS.

AlongsidethiscoreactivityUTAShascontinued to work with the Northern suburbs renewal program seeking opportunities to engage with a diverse range of community groups tobuildengagementwithUTAS.

LAUNCESTON CITY Of LEARNING - OPEN TO ThE WORLdTo promote Launceston’s unique mix of educational facilities and capacityUTAS,theLauncestonCityCouncil, Launceston Chamber of Commerce, Scotch Oakburn College, Launceston Church Grammar School andtheExaminerNewspaper,havejoined forces to develop the Love Launceston campaign.

The campaign incorporates a mix of digital and traditional media, careers expo participation and the hosting of familiarisations for potential students. Visit www.lovelaunceston.com.au.

VALUEING COmmUNITYAtaformallevel,UTASengagesactively with a range of partners to further business and community projects. Through presentation of over70exhibitions,filmnights,public

lectures and a highly successful DebatingSeries,UTAScontinuestobring concepts and issues forward, to stimulate discussion, and provoke debate around subjects of relevance to our domestic and international environments.

Of course, not all engagement isformal.UTASwantstobuild relationships with, and understanding of, the community ata‘grass-roots’level.Numerousacademics are working on projects that link them to communities at all levels. Some work to build awareness of environmental issues; others with children from troubled homes. They share knowledge while building their own capacity and skills.

UTASprovidesfacilitiesforaneclecticrange of community and sporting events. In the past year, these have included the Anglicare Caring for Communitiesconference,10Dayson the Island installations, Breath ofFreshAirFilmFestivalactivities,Orienteering Championships, Tasmanian Leaders Program, Scotch OakburnCollegeSurvivalDay,the

LiberianCommunityFestivalandapermanent playing field to the Launi AllStars Soccer Club.

ThroughtheUTASCollegeandPreparation and Pathways Programs, interaction with the education sector is collaborative and productive. It is widely accepted that the sharing of skills, resources and innovation can help to maximise education and productivity outcomes.

LAUNCESTON CITY Of LEARNING - OPEN TO ThE WORLdUTASremainsfocussedonattractingsenior academics to the north. In late2011ProfessorJanelleAllisonwas appointed as Pro Vice-ChancellorRegionalDevelopment.Professor Paulo de Souza has beenappointedtoleadtheUTASinitiatives in Sense T – with pilot projects now underway in the north and north west.

The 2011/2012 financial year continued to present a challenging environment for the majority of Tasmanian businesses. from a retail perspective, trade figures continue to lag behind our mainland counterparts who have had the luxury of benefiting from the resources boom. A new era of frugal and price savvy consumers continued to dominate the market place, forcing businesses to look for new and exciting ways to deliver a compelling in-store experience that simply can’t be rivalled by online shopping.

sadly, the past twelve months have seen iconic businesses teague’s and chung Gong Green Grocer close their doors, a great loss to the local business community. however, just as quickly as one door closes, another one opens and we welcomed a number of new and exciting ventures to our city. Interest from developers continued to be strong, despite a number of impediments, as we look ahead to another exciting twelve months.

cityprom continues to actively market Launceston central city as the premier destination for shopping, dining and professional services within the region. now more than ever, maintaining and strengthening the heart of our city is critical to the local economy, supporting jobs and encouraging investment.

rising competition from internet sales continues to be a major obstacle for business; however it has been encouraging to see a number of businesses embrace the benefits of e-commerce. cityprom and the Launceston chamber of commerce partnered with the Department of economic Development, tourism and the arts (Digital futures Division) to offer members the opportunity to participate in the Digital coach Pilot Program. twenty five cityprom members joined the program which delivered information on the digital economy, social media, web assessment and improvement assistance.

cityprom actively represented the interests of our members through our involvement with groups such as the Launceston safer communities Partnership, cbD toilet management committee, Liquor accord, tasmanians for reform and the city of Learning. our role as a facilitator for members also saw us partner with key business agencies to offer a range of workshops and forums in relevant areas.

over the past financial year, Launceston city council and cityprom worked in collaboration across a range of local business issues. the development of a new on-street dining smoking policy due for implementation in January 2013, a new and extended route for the tiger bus and changes to sunday loading zones have all been significant outcomes from our partnership. earlier this year cityprom joined the Greater Launceston Plan Project management group and the economic Development committee, with our representation on each of these groups providing an improved channel of communication between city businesses and council. We commend council, for their work over the past year on the Planning scheme, tourism strategy, off the Wall Graffiti project and the Greater Launceston Plan.

events in the city continue to provide both social and economic benefits to the community. our sponsorship of events such as Junction arts festival, stan siejka cycling classic, new year on royal, crazy Day, and the christmas Parade assists in achieving increased visitation to the city and a flow on effect for businesses in the hospitality and retail sectors.

christmas 2011 finally saw the return of a christmas tree to Launceston central city, with the occasion marked by an official tree lighting ceremony conducted by mayor van Zetten as part of the ‘christmas in the city’ event. thousands of people embarked upon the cbD to enjoy the festivities, shopping and christmas concert, which culminated with the spectacular lighting of the tree.

march 2012 saw cityprom host the inaugural ‘so you think you can busk’ event, marking the transition from Launceston city council regulating and co-ordinating the busking program, to cityprom assuming responsibility. the transition also saw the introduction of a busker code of conduct, strategic programming of performers and a waiving of previous busking fees. ‘so you think you can busk’ was deemed a great success with over 30 competitors vying for a hefty first prize of a $1000 voucher and a crowd of several hundred in attendance.

new initiatives for cityprom included the ‘Welcome to Launceston central city’ program, designed to promote positive business activity in the cbD. the program offers businesses an official opening ceremony conducted by cityprom chairman, Lindi mcmahon and mayor van Zetten. our plans for a city ambassador program were announced mid-year which will see ambassadors in the cbD and at major events, provide important information on promotions, events, tourist attractions and facilities. We hope to commence the program over the peak tourist season.

a busy promotional calendar kept us on our toes with old favourites including the reindeer Promotion, targafest, Launceston cup barrier Draw and fashion Parade and a new ‘spring fling’ event for the Quadrant mall. our co-operative advertising partnerships with the examiner and sctV remained one of our

most popular marketing activities, offering affordable opportunities to businesses who otherwise could simply not afford to advertise.

our biggest event of the year, the cityprom service excellence awards, now in its twenty fourth year, was again a huge success. receiving over 500 nominations, 200 finalists were interviewed across seventeen categories by a panel of twenty eight independent Judges. We were pleased to partner with the access committee to introduce the ‘access friendly’ business award, designed to increase awareness of the accessibility issues which affect over twenty one thousand people in the Greater Launceston area. the culmination of the three month awards process was held on saturday 11th august with a sell- out gala dinner attended by a record crowd of 420 people.

and of course all this would not have been achievable without our hardworking staff; newly appointed to the role of Promotions officer, Jess bennett, susan bennett (finance officer) and the board of Directors. In particular, I would like to thank Lindi mcmahon (chairman) for her continued support in my role as executive officer.

for cityprom, the year ahead is full of anticipation and excitement as we prepare to deliver our rebranding early in the new year. With difficult trading conditions, increased competition from new and existing shopping precincts, and the rapid growth of technology, our rebranding will ensure we are well positioned to meet current market dynamics and the challenges that may lay ahead for the future.

During 2011-12, the Launceston city council has been active on many fronts, undertaking a range of new capital works programs, and continuing to provide a number of services to the residents of northern tasmania.

one of the most important steps taken during the year was the decision to begin work on the Greater Launceston Plan; which will form a 25-year strategic plan for the city and its surrounds.

the Greater Launceston Plan will include strategies to guide the future of the development of public transport, infrastructure, retail, telecommunications and planning in northern tasmania.

the plan will be a major focus for the council in the year ahead, so expect to hear much more about it in the very near future.

During the year the council expanded the popular free tiger bus service, which continues to grow in popularity, providing shoppers and commuters with an easy way to get around the cbD.

the council has continued to advocate for the region, especially in the area of health.

there is no doubt that 2011-12 has been a challenging year economically in northern tasmania, and indeed across tasmania as a whole.

In may 2012, the council organised and hosted an economic forum designed to find strategies for boosting the retail and industry sectors in northern tasmania.

the ideas discussed will be fed into the Greater Launceston Plan and the council will continue to actively work in this important area.

our capital works programs continue apace -- during the year the council has undertaken a $5 million upgrade of the Launceston Waste transfer station, as well as the construction of a $1.4 million dam to protect Kings meadows from flood events. We have also overseen upgrade works at the Princess theatre, the albert hall, the ntca grounds and the st Leonards sports grounds to name but a few.

In september 2011, the council opened the doors to the QVmaG art Gallery at royal Park after a $7 million revamp, and the QVmaG museum at Inveresk celebrated its 10th birthday just two months later.

the Launceston city council takes its role in promoting tourism, business investment and employment opportunities in northern tasmania extremely seriously.

I look forward to continuing this work in the year ahead, and to continuing to work closely with the Launceston chamber of commerce, cityprom and northern tasmanian businesses.
